The Member Secretary, Andhra Pradesh Pollution Control Board in his letter second read above, has stated that, the ban orders issued in the notification first read above, on the Establishment / Expansion of certain categories of polluting industries in Medak, Rangareddy, Mahaboobnagar and Nalgonda Districts expires by 31.12.1998, and requested the Government to issue orders banning the Establishment / Expansion of certain categories of polluting industries in the above Districts permanently, as per the interim orders of the Hon’ble Supreme Court in W.P.No.1056/90, dt. 12.5.1998.

2. The matter has been examined and after careful consideration, Government issued instructions to be Member Secretary, Andhra Pradesh Pollution Control Board to extend the ban orders issued by Andhra Pradesh Pollution Control Board in their Notification, dt. 14.10.1996, until further orders.

3. The matter has been further examined and after careful consideration of the issue Government hereby make the existing ban notification issued in the reference first read above ‘Permanent’.

4. Accordingly, the following notification shall be published in the Extra- ordinary issue of the A.P. Gazette, dated 28.4.1999.

Whereas the Ban orders issued vide notification dated 14.10.1996, by the Andhra Pradesh Pollution Control Board on Establishment / Expansion of certain categories of polluting industries in Medak, Rangareddy, Mahaboobnagar and Nalgonda Districts expires by 31.12.1998, whereas the Andhra Pradesh Pollution Control Board extended the ban orders until further orders vide their Letter dated 31.12.1998 and whereas, the Government, after careful examination and in exercise of the powers conferred under Section 19 of Air (Prevention and Control of Pollution) Act, 1981 and Section 19 of Water (Prevention and Control of Pollution) Act, 1974, hereby make the existing ban notification dated 14.10.1996, issued by the Andhra Pradesh Pollution Control Board, read with Government letter dt.2.1.1999 permanent.

The Andhra Pradesh Pollution Control Board issued a notification restricting the establishment / expansion of certain polluting Industrial units w.e.f. 1.1.1997 onwards for a period of two years in certain areas of Medak, Rangareddy, Nalgonda and Mahaboobnagar districts indicated in the notification. The notification is reproduced below.

Considering the existing pollution problems, local issues, need to protect the drinking water sources and waters for agriculture, the Board has decided to restrict the establishments/ expansion of the following types of Industries in all the existing Industrial Estates (IEs), Industrial Development Areas (IDAs) and other existing Industrial areas as mentioned in the Annexure and 1 km radius around these areas in the districts of Medak, Rangareddy, Mahaboobnagar and Naglonda from 01.01.1997 onwards for a period of 2 years i.e. 31.12.1998.

1. All types of Bulk drug manufacturing units except formulations. 2. All types of Pesticides (Tech) manufacturing except formulations. 3. All types of dyes and dye intermediate manufacturing units. 4. All other types of highly water polluting industries.

This will be reviewed at the end of the period of i.e. 31.12.1998 by an Independent expert committee appointed by the Board.
