A Politica1\Media Research poll conducted April 25-Z7 showed that Govt:mu1 George Voinovich led stflte Senator Rnhert Burch 59°/o to 19% (N= 815 likely voters, margin of error+/- 3.5%).

POLITICAL UPDATE

• The Ohio political environment is presently favorable to Republicans. Popular Governor George Voinovich appears headed toward a big win; other statewide races are competitive, and Republicans have a good shot at taking over the state House of Representatives. Republicans already control the state Senate. A June public survey found Ohioans split on the job Bill Clinton is doing (Approve 50%/Disapprove 44%).

• Mike DeWine scored a surprisingly strong win over attractive challenger (52%-32%), despite being outspent by $1 million. DeWine served one term in the Ohio Senate until 1982, when he was first elected to Congress. After winning election as Lt. Governor in 1990, he challenged John Glenn for the U.S. Senate and lost in 1992. Ohioans h~ve a long history of electing previously defeated candidates to high office, however, with Voinovich being the most recent example.

• Joel Hyatt narrowly defeated Cuyahoga (Cleveland) County Commissioner Mary Boyle, despite his 2: 1 money advantage and front-runner status. Hyatt founded Hyatt Legal Services, a chain of low fee law offices that developed a public image - substantially negative - for Hyatt, through his appearances in their many ads. Hyatt has been actively preparing his Senate bid for several years and is perceived to have been hand-picked by his father-in-law, Howard Metzenbaum. Hyatt is using Metzenbaum to raise money out of state. DeWine is using this issue to attack Hyatt, saying Metzenbaum is secretly orchestrating the campaign from behind-the-scenes.

• Press coverage has emphasized the chaos and disappointments of the Hyatt campaign, and at the end of June Hyatt sacked his handlers and renewed his political ties to Metzenbaum. Mandy Grunwald, media guru and Clinton advisor, was replaced with a team from Doak & Shrum, long-time Metzenbaum and Glenn consultants. Glenn and Metzenbaum have been named Honorary Co-Chairmen of the campaign, rallying the Democrat base and aiding fundraising, but undermining Hyatt attempts to portray himself as an outsider/reformer.

• Hyatt is attempting to run as a candidate in touch with women's issues, yet his actions are consistently contradictory. In the 1971, Hyatt fought to keep Dartmouth College all-male and even wrote an article in the Alumni magazine praising the "composition of its student body." In a period of 60 days, Hyatt fired his media consultant, campaign director and spokesperson - all three women; the three replacements were men.

• Joe Slovenec (I), an ex-Operation Rescue leader, is starting to gain credibility in the Senate race in Ohio. Slovenec claims to have 3,500 volunteers and raised more than $100,000. Last week, Slovenec ran TV and radio ads in Cincinnati, Columbus and Cleveland. This was good news for Hyatt because they believe that Slovenec is going to cut into DeWine's conservative base of support, especially to those who support the anti-abortion cause. As University of Akron's John Green stated, "Slovenec would dearly love to hurt both DeWine and Hyatt. His political views are a mix of libertarianism, isolationism and far-right conservatism. The mortar that holds it all together is a belief that the country is suffering from a 'moral decay' that neither Democrats nor Republicans are willing to address."

• Hyatt is trying to make abortion a major issue in the race while DeWine is trying to keep it low profile (DeWine is anti-abortion). DeWine has been attacked by Hyatt and Joseph Slovenec (I) for canceling a joint T.V. appearance when he found out that Slovenec was included. Slovenec claims, and is probably right, that he would take away from De Wine's conservative base. Hyatt is attacking DeWine for his opposition to the Equal Rights Amendment as well.

• DeWine can expect to receive considerable support from the popular governor. DeWine challenged Hyatt to defend his support for the Clinton health care plan, citing a study forecasting substantial job losses in Ohio if passed. To help shore up support in the Democrat strongholds of Cleveland and Youngstown, DeWine ran a introductory bio spot and a tough-on-crime spot.

• National political handicappers see this as a highly competitive race: The Cook Political Report (8/19) rates Ohio as a "Toss-up" and the latest Rothenberg Political Report (8/17) rates it as "Takeover Likely."

Lt. Gov. Mike DeWine, a Republican, and Democratic lawyer Joel Hyatt will face off Nov. 8 for the seat now held by incumbent Democrat Howard Metzenbaum, who is retiring. Carol Long, political action director of the National Right to Life Committee, said Friday that DeWine represents one of the group's best chances to add a senator sympathetic to the anti-abortion cause. She said the group's political action committee will endorse DeWine and offer him financial support of up to $5,000, the legal maximum. She made her comments at the organization's annual convention in Houston. National Right to Life gave DeWine 100 percent ratings during his eight years in the U.S. House. Hyatt has long supported the National Abortion and Reproductive Rights Action League and Planned Parenthood. The National Abortion Rights Action League has promised to give Hyatt similarly aggressive support. "When it comes to women's reproductive rights and freedoms, the DeWine-Hyatt race is one of the two most important in the country," said James Wagoner, NARAL vice president. Melinda Swan, Hyatt's campaign director, said she doubts the abortion issue alone will deliver many votes. DeWine strategist Barry Bennett agreed. Republicans won't tolerate them at debates. For the second time in a week, Republican U.S. Senate candidate Mike DeWine on Thursday backed out of a proposed appearance with Democrat Joel Hyatt because sponsors also invited independent Joseph Slovenec. The Hyatt campaign immediately charged that the decision reflects DeWine's fear of vulnerability on the abortion issue. Hyatt is pro-choice. DeWine opposes abortion except in cases of rape, incest, or a threat to a woman's life. Slovenec opposes abortion under any circumstance. All three want to succeed U.S. Sen. Howard Metzenbaum, D-Ohio, who is not seeking re-election. Metzenbaum has been a dependable abortion rights supporter. "Mike DeWine is terrified that the women of Ohio will find out that he wants to take away their right to choose," said Dale Butland, Hyatt spokesman. "'The problem isn't that Mike DeWine doesn't want to debate Rev. Slovenec. The real problem is that he doesn't want to debate the women of Ohio," Butland said. Barry Bennett, DeWine's campaign director, dismissed such accusations. Bennett said the Ohio and National Right to Life organizations both have endors.ed DeWine. "Mr. Slovenec takes a far right position in a lot of other things, " Bennett said. "We want the de bat es to be debates and not World Wrestling Federation matches." Hyatt is Metzenbaum's son-in-law. Slovenec is a former national leader of the anti-abortion group Operation Rescue. DeWine is lieutenant governor. DeWine told Ohio Public Broadcasting on Thursday he would not participate in a planned debate with Hyatt after the group invited Slovenec. Bennett said DeWine would take part in debates that include candidates who reach at least a 15 percent rating in independent public opinion polls. Bennett said that is the standard that the League of Women Voters uses, and that DeWine would take part in that group's planned debate this fall. "I said, 'Here's a guy who could get things done, who was reliable and who was a very hard worker."' The panel historically has selected fair managers who have the governor's support. Inmon inherited a fair plagued by financial problems, but the problems worsened during his tenure. A series of controversies ultimately led to his ouster. At Voinovich's urging, the commission fired Inmon in 1992.

Slovenec, who claims to have 3,500 volunteers and to have raised more than $100,000, ran TV and radio ads in Cincinnati, Columbus and Cleveland last week, to the delight of businessman Joel Hyatt's (D) campaign. "They believe Slovenec ... will cut into Republican [LG] Mike DeWine•s base among conservative voters, especially those committed to the anti-abortion cause." Univ/Akron's John Green, on Slovenec: "He's ahead of the curve. Who'd even think he would run (any TV) spots?" For his part, "Slovenec would dearly love to hurt both DeWine and Hyatt. His political views are a mix of libertarianism, isolationism, and far-right conservatism. The mortar that holds it all together is a belief that the country is suffering from a 'moral decay' that neither Democrats nor Republicans are willing to address" (8/28). FINANCES: DeWine's campaign reaped $50,000 from a $100 a plate fundraiser featuring EQUAL TIME host Mary Matalin. GOPers heard Matalin poke fun at her Dem strategist husband James Carville. Matalin, on Carville: "He is a patriot. He served in the Marines as a corporal. Which, of course, makes him the highest ranking military official in the Clinton administration" (AP/CINCINNATI ENQUIRER, 8/28). The NRSC "pledged to spend $982,000" on DeWine's campaign 8/26. NRSC Com. Dir. Gary Koops: "We are fully committed to making the maximum contribution." Under FEC rules only $17,500 of the total "can be in the form of direct cash contributions" (Luttner, PLAIN DEALER, 8/27). DEWINE RETRIBUTION? PLAIN DEALER'S Luttner reports that "many people found objectionable" Hyatt's endorsement speech by Cuyahoga Co. Commissioner Tim Hagan (D). Hagan, on DeWine supporters: "You are wrong, God is not on your side. God doesn't speak to the Republican Party. Doesn't embrace the view that says because you're different in America, because your pigmentation is different, you don't count" (8/28).

*10 OHIO: A PRO-LIFE "THORN" TO DEWINE?; BOYLE ENDORSES HYATT COLUMBUS DISPATCH's Riskind reports that the presence of ex- Operation Rescue leader Joe Slovenec (I) is a "potential thorn" in LG Mike DeWine's (R) side and a "potential boost" for Hyatt. Slovenec, who is "articulate, has slick literature, and seems to have some money." In addition, he "appears to be putting together a decent campaign network." And if Slovenec is able to "wage a credible campaign, any support he draws will probably flow from DeWine." Slovenec often appears before United We Stand (Ross Perot received about 1 million votes in OH in '92). UWS coordinator in the 3rd CD Steve Stamper on Slovenec: "I thought he was quite professional. I do believe he's a serious candidate." Slovenec could also "get votes that are cast for him, not against major-party candidates." Supporters could include people who don't ordinarily vote as well as right-wing GOPers and conservative independents -- "people who find DeWine not conservative enough but who would vote Republican if given no alternative." This, writes Riskind, is why DeWine doesn't want to debate him in a statewide televised debate. Riskind: "If Slovenec's campaign drains even 4 percent or 5 percent of the vote from DeWine, it could tip the election to Hyatt, generally considered an underdog" (8/18). MAKING PEACE: Cuyahoga Co. Commissioners Mary Boyle (D) and Tim Hagan (D) announced their endorsement of legal entrepreneur Joel Hyatt (D) at a news conference at a United Auto Workers meeting where Hyatt also spoke. The endorsements mark "the public end of a deep rift" that began in the Dem primary (Hoffman, AKRON BEACON JOURNAL, 8/18) . ALL IN THE FAMILY: DeWine has complained that Hyatt is "trying to hide help" from his father-in-law, Sen. Howard Metzenbaum (D), who is retiring. DeWine claims Hyatt is "limiting Metzenbaum's appearances" in OH but "using him to raise money" at a Beverly Hills fund-raiser. DeWine manager: "Hyatt wants it both ways. He is letting Sen. Metzenbaum raise his money away from the eyes of the voters, but when in Ohio denies that Metzenbaum is orchestrating the campaign" (COLUMBUS DISPATCH, 8/14). Dan Quayle stumped for DeWine in Lima 8/17 at a fundraising reception and dinner that "netted $100,000" for DeWine (Drew, Cleveland BLADE, 8/19).
