Eng., Director of Public Works DATE: May 4, 2016 SUBJECT: Recreation Department Truck Replacement The Town currently owns a 2004 Chevrolet half-ton pickup truck which is used to support the operations of the Recreation Department. Annually each spring, the Recreation Department has the truck as well as the canoe trailer, also owned by the Town, inspected to ensure they meet current provincial safety standards. The Recreation Department's half-ton pickup truck and canoe trailer was sent to Rocky Island Tire Co. Inc. for annual inspections on April 18, 2016. The odometer reading on the 12-year old half-ton pickup truck, at the time of drop off, was at 96,467 kilometres. The vehicle was showing significant signs of rusting. The canoe trailer passed the inspection and is back in service. The half-ton pickup truck failed inspection with numerous serious deficiencies including: • the floor of the passenger cab is partially rusted out, • the chassis requires body patching, e the ABS break system requires new sensors, and • it was recommended that all four (4) tires be replaced. The quote to repair this vehicle including the tires is $5, 700.00 plus HST. The 2016 to 2025 Long Term Capital Program identified replacement of the Recreation Department half ton pickup truck in 2017. The Director of Recreation, in consultation with the Director of Finance/Treasurer and the Director of Public Works, has concluded that the 2004 half-ton pickup truck in question was not worth the amount of money necessary to make it road worthy. In order to ensure that the operations of the Recreation Department are able to continue uninterrupted, the Director of Finance/Treasurer, the Director of Recreation and the Director of Public Works recommend that the purchase of a new truck would be the most cost-effective approach while at the same time ensuring a full vehicle warranty. Staff have investigated purchase of a used vehicle which has proven to be more expensive given typical upgrades included with off-the-lot purchases. Page 1. A3 l1SJXl2t\ MEMORANDUM ~ Public Works Department BRACEBRIDGE The Ncart o(Muskoka Tenders for the supply and delivery of a half-ton pickup truck for use by the Public Works Department has recently closed and was recommended to General Committee for acquisition at the April 26, 2016 meeting. Motion 16-GC-127 will be presented to Council for final approval on May 4, 2016. Motion 16-GC-127 reads as follows: "That Tender 2016-TOB-T-009 for the Supply and Delivery of One (1) Half-Ton Pickup Truck be awarded to Greavette Chevrolet-Pontiac-Buick-Cadillac-GMC Ltd., at the quoted price of $29,495.00, excluding HST." Greavette Chevrolet-Pontiac-Buick-Cadillac-GMC Ltd. have been contacted with regard to the acquisition of an second half-ton pickup truck at the previously tendered price of $29,495.00, excluding HST. Greavette's have confirmed that they will honour the existing tendered price for the second vehicle. In light of this analysis, staff will prepare the following amendment to motion 16-GC-127 to permit the acquisition of a second Half-Ton Pickup Truck to be funded through account 02-2-631000-24000 and form part of the overall capital program for the Recreation Department: That the preceding motion be amended to: 1. Delete "One ( 1)" and replace it with "Two (2); 2. Insert "per vehicle" immediately following "$29,495.00". As the pickup truck delivery is expected to be three (3) months, the Recreation Department has entered into a short-term lease with Enterprise Truck Rental of Barrie, ON for a half-ton pickup truck at the cost of $950 per month. Eng., Director of Public Works DATE: May 4, 2016 SUBJECT: Municipal Office Entrance Ramp Improvements, Tender 2016-TOB-T-005 Public Works Staff Report PW018-16 – “Award of Contract for Municipal Office Entrance Ramp Improvements” was presented to General Committee on April 26, 2016. Staff Report PW018-16 recommended: “That Tender 2016-TOB-T-005 for Municipal Office Entrance Ramp Improvements be awarded to the low bidder Rainbow Painting & Decorating Inc. at the tendered price of $77,965.40, excluding HST.” General Committee approved staff’s recommendation through Motion 16-GC-122. This motion is subject to Council ratification on May 4, 2016. During discussion at General Committee on April 26, 2016, staff indicated that additional information would be provided for Council’s consideration, including: 1. A design option where the stairs are offset from the bottom of the ramps to prevent a person in a wheelchair from accidentally going over the stairs (Design Option #2); 2. A design option where the accessibility ramp extends southerly into the public parking lot (Design Option #3); 3. A design option where the accessibility ramp extends easterly to the driveway (Design Option #4); 4. Cost estimates for design options presented; and 5. Example photographs of accessible entranceways into other buildings. The following tables set out supplementary information related to the design options noted above: Design Option #1 - Included in Tender 2016-TOB-T-005 (Staff Recommendation) • Includes five (5) landings, four (4) ramps and one (1) set of stairs. Total tender price is • The ramp above the stairs has a minor slope of 0.25m (10 inches) approximately $78,000, over a length of 3.75m (12 feet 4 inches). excluding HST. • The landing above the stairs is 2.0m (6 feet 6 inches) long x 3.4m (11 feet 2 inches) wide.
