MINUTES AAA Victorian Division Meeting Thursday, 6 September 2018 08:30 – 15:00 Wellington Shire Council Chair: Paul Ferguson

1. Introduction from Chair, Apologies, Minutes and Chair’s Report – Paul Ferguson The Chair opened the meeting and welcomed members, ASA, RAAF and CASA. Thanks, were given to Mayor Carolyn Crosby and Wellington Shire for their hospitality and brilliant venue.

Apologies – refer attendance sheet Members noted and approved the minutes of the previous meeting, presentations can be found on the AAA website. Thanks to Smiths Detection for on-going sponsorship of AAA events.

Victoria has a steady membership after a growth period two years ago. Three new corporate members WTP Surveyors, Hatch and Cut and Core Concrete Sawing – all Infrastructure related industries.

Industry issues Members were made aware of the New Minister for Infrastructure, Transport and Regional Development - Mr Michael McCormack. Victorian State elections are set for 24 November 2018. Large industry projects include the to CBD rail link from and $50B rail loop from Cheltenham to Melbourne Airport. is receiving support from the State Government and Air Asia will soon start flying to Avalon.

PFAS continues to have major impacts on airport members. Carolyn advised there are technical advisors and working groups at major airports with intention to spread findings to regional airports and have a collaborative approach towards the issue. Land use, storage and monitoring continue to be a major issue. As certain airports are required to keep PFAS material on site, including where there is no identified risk to human health, smaller airfields are being greatly affected given less land availability.

Passenger movements in the state are trending well. Melbourne Airport continues to be in a strong position as the second busiest airport/busiest airport in . 26m passengers with 3% domestic and 8% international growth. There is major growth in South-east Asia markets.

2. Welcome by Mayor – Cr Carolyn Crossley, Wellington Shire Mayor Cr Crossley welcomes and shows appreciation to original land owners and VIP guests.

Aviation plays a major role to Sale, especially the recent Air 5428 contract resulting in huge investment of capital and people helping the Sale economics which continues to be a 50-year investment. Lockheed, CAE simulators, Pilatus, CHC and PC-21 as well as the Roulettes all play a part for this local investment.

West Sale Airport continues to grow with $5m Runway extension from State funds for RAAF training. The Airports are an expanding business unit and continues to grow. Cr Crossley thanked all present for making the effort to come to Sale.

3. AAA Report – Caroline Wilkie, CEO, AAA Policy Commonwealth changes to Security is impacting 60+ airports. High risk airports will move to CT scanning at check bag and screening points for international travel. Commonwealth funding for major airports has not been factored in. Estimates of $1b of capital investment will be needed for upgrading facilities.

Each regional airport will require body scanners which Australia supports. Terminal scanners also require additional space which poses an issue to several regional airports. Government remote aerodrome funding to the amount of $22m was brought forward for Royal Flying Doctors.

Several airports have WWII infrastructure and regional members are unable to achieve the functional requirements regarding MOS Safety Standards.

Regulatory Commission A regulatory inquiry to establish the behaviour of top ten privatised airports has been carried out. Regional Airports are now front and centre with A4ANZ. It was found certain Major Airlines are still short paying or not paying bills and AAA are looking at the behaviour of such airlines this includes a 120-page submission from AAA. AAA positions currently is that the Status Quo works.

Changes to the Manual of Standards 139 There will be an update at the National Conference from CASA. Aviation Safety Advisory Panel including major airlines are currently reviewing the new regulations. It will be at least twelve months for implementation – around 27 items are required for advisory circulars (due to move from standards to advisory circulars). To educate the industry about the changes Airport Practice Notes are being developed along with online courses on CASA and AAA online portals.

The Inaugural CASA Safety Forum will be on Monday 25th February in Melbourne CBD.

RAAus is moving data online and AAA members will have access via a AAA coordinated service. airport members are expected to use such data in a responsible and prudent way.

Events and Education AAA offer an online webinar program, including on YouTube. Nine online courses available via AAA Website with trial access available. Members should contact AAA with suggestions for additional topics.

The upcoming National AAA Conference will have record 83 booths, four lounges and a knowledge lab for more detailed presentations. Airport Safety week 15th to 19th September. Presentation material, Toolbox Talks and FOD reference material available online. Free emergency management forum to be held19th September in Canberra. There will be a Pavements and Lighting Forum in May 2019 in Melbourne.

3. Hot Topics

Security Bill Bourke, Mildura - prepared for new security requirements.

Katie Cooper, Melbourne Airport – timing is a key constraint as availability of machines is an issue. The machines are six tonnes for the baggage screening machine and require a lot more space. Good through- put rates for stationary scanning machines, however labour is required to achieve the through-put rates. Rhoades and Shorts machines are the current systems in use. Invite extended to see machines in use.

Aero Charges John Nahyna, Moorabbin - Moorabbin minimum fee is currently $25 p/tonne. The economics of fee recovery is a continued challenge. Tracking use outside of major operators continues to be a costly challenge. The RAAus data and app-based system will be beneficial.

Daniel Gall, Wellington Shire – introduced landing fees of $5 per aircraft which was a sensitive issue.

Brian Roberts, Gannawarra Shire – no landing fees currently. Most common movements are GA movements and Air Ambulance movements. This could change should flight training be awarded.

Bill Burke, Mildura – Mildura is looking to introduce charging to GA movements. All commercial aircraft are currently charged when registered.

Terry O’Sullivan, Warrnambool – currently introducing $1,000 for lease charges to commercial operators. Users came up with the idea instead of landing charges. GA recreational users will pay a $250 yearly fee. Heavier jets are interested however the airfield cannot accommodate it. A higher charge is levied for heavier aircraft and there are not issues.

Jason Williams, Hotham – passenger head tax is currently $16.50 inclusive of Air Tax. Hotham is a limited seasonal port. Military income comes from AAA. The airfield is used for flight training at a higher altitude.

PFAS Show of hands demonstrated, about five members affected by legacy PFAS. The Airports Act airports were not provided details of PFAS as part of the Commonwealth sale process commenced on the 1990’s. Major Airports are looking at filtration methodologies and incineration. No opportunity to remove the material off site. Threshold levels for PFAS management continue to reduce. Major impact on airport land use due to unplanned PFAS storage areas.

Public Safety Zones Defence adopting the US model for Runway End Safety Areas. Trent Kneebush, Kneebush Planning – PSZ are being incorporated into draft Masterplans. Issues of potential impacts are to smaller airports. Guidelines are not retrospective. Contours should be considered conservatively.

4. Around the Tarmac – Member Airports

Wellington Shire, Daniel Gall and Theo Christopher - JJ Ryan is completing the runway extension from November to May 19. There will be separate lighting and pavement tenders. Security fencing project complete. Several trees were removed for Yarram Air show.

Gannawarra Shire, David Spencer – Very dry with ongoing vermin control issues. OLS review completed. Main users are Air Ambulance and Police aviation units for fuel.

Mildura Airport, Bill Burke – runway overlay and new concrete pads in apron complete. Environmentally sensitive blast fence in place. Large refuelling facilities constructed. Patient transfer facilities have been constructed. 6% airport growth overall.

Mount Hotham, Jason Williams – Two sensational snow seasons. Runway availability due to weather has been particularly tricky, as a result NOTAMs have been continually raised. the airport is assessing renewal asphalt pavements. OLS review to be undertaken shortly.

Melbourne Airport, Katie Cooper (Head of Operations) – 36.7m Pax. this year. Increases of 8-10% in international numbers and 3% domestic. Masterplan is currently out for consultation. It includes rail links and transport connections. Minor rebranding project to black and white. ASQ review has shown internationally Melbourne Airport has improved. Melbourne Jet Base has just been opened for corporate

3 and diplomatic flights. Major Projects include tunnels for trolleys, fuelled bays with in-ground hydrants, new check in counters, Taxiway Zulu Project more bussing gates for remote stands.

John Nahyna, – strong year to date and remains in second place for Australian aircraft movements Weather impacted flight training operations during winter months. Top 5 flight training operators account for 75% of activity. Circuit booking (slot) system implemented in December 17 is seen by industry as positive and data collected will assist with better defining airport capacity and future ANEF modelling. CAE Oxford, ’s leading flight trainer, has moved into their new $50 million purpose built 4-hectare flight training precinct including aircraft. Security Fencing is also due for upgrade.

5. Update, Terry O’Sullivan

Warrnambool is a growing and busy regional airport. New development of Hangars with landside access and parking and airside for aircraft only. New users are keen to operate an Airbnb type arrangement which is being investigated re town planning land and use.

Community is supportive of the airport and the air ambulance helicopter is a frequent visitor. Training, regional passenger and freight activity is steady. The airport was utilised as an evacuation and incident centre during the bush fire season. A lesson for regional airports is to have contingency plans and backup generators to operate airport lighting, electrical water and fuel pumps where power is disrupted during fire events. 6. JJ Ryan, Jason Ryan – Working in every state currently.

Downer, Callum Bollard - Works underway or completed at Darwin, Sydney, Ayres Rock, Alice Springs and expedient pavements at Sydney. New technology and materials including surface preservation treatments are being trialled in Darwin and Sydney. Alternative binders and single coat runway seals with micro surfacing are being rolled out to the market.

Nuctec, Stephen Maltby – Security Equipment. Australia and U.S have dropped equipment from approved list due to manufacturing.

Airport Equipment, Lee Robinson - Passenger boarding bridges provided to Sydney and Wellington. Now on LinkedIn. New autonomous docking system called intelligent docking. Developing solutions including autonomous systems remain a core activity. Soft ground mats for aircraft recovery are a new product

Kneebush Planning, Trent Kneebush – providing services to multiple airports including Major Development Plan support for Melbourne, Masterplan, Flinders Island Masterplan update and Airport land use planning for airport protection.

Avlite Systems, Vicky Clarke - Solar and Mains powered Helipad and Obstruction lighting systems are available. Approach, RTIL, PAPI, solar powered options and CAT I system are also in demand.

Airport Surveys, Bryan Fitzgerald – Mix of OLS, Compass and general surveys for multiple airports

Airport Lighting Specialist, Martin Chlupac – Reviewing generators and installation of lighting systems. Maintaining of old systems, working with local installers.

Division Elections

Members were informed that the current Divisional Chair will complete his term in as director in November and would not stand for re-election.

Daniel Gall nominated Katie Cooper from Melbourne Airport for Director. No other nominations. Katie Cooper accepted as the new Director and Chairperson.

Brian Roberts nominated Daniel Gall from Wellington Shire Council as Alternate Director and Deputy Chair. No other nominations. Daniel Gall accepted.

Michael McWilliams will to continue as Secretary.

The AAA team and members congratulated the new Divisional Directors and Secretary and thanked the outgoing Directors.
