27. Delegation - Kathy Strachan and John Strachan, Friends of Sauble Beach - Beach Raking and Management Policy

Mayor Jackson welcomed John and Kathy Strachan from the Friends of Sauble Beach.

Kathy Strachan explained their link to the Town Strategic Plan. She explained that the Town has received two letters from experts, Geoff Peach and Mark Shoreman. The Friends are not against raking , they are against aggressive raking. John Strachan explained that they are not opposed to raking. They do not make the rules nor do they enforce the rules. They represent concerned taxpayers. They encourage best Beach practices. They have a seminar coming up that deals with best Beach practices. There is an educational component for the Blue Flag. The Friends monitor the Beach and report to Environmental Defence Canada. They have been canvassing people and more people are concerned about washrooms than they are about the Beach. In the Blue Flag report, it was stated that the Beach was underserviced for washrooms. The Friends of Sauble Breach are all volunteers and are taxpayers. Most of them are seasonal. Their mission is to protect, conserve and enhance the dunes, the Beach and the shoreline at Sauble. They advocate standard Beach management practices which are applied globally. They are trying to keep the sand on the Beach. Mr. Strachan indicated that he has brought a demonstration of sand to show Council as it relates to controlled raking . Ideally the fence will be buried in the sand and that will be the end of the dune. The Friends encourage raking up to a certain area. Where the grasses have grown in , the grass retains the dunes. This is the purpose for the grass. Keeping the dune alive keeps the sand on the Beach. The Friends of Sauble is not a Plover group per se. The Plover people are concerned about the micro and macro invertebrates. Raking can spread invasive species. We should have a scout for the rakers. Everyone likes the white sand and we are fortunate that we have this sand. We have one of the few sand plains in and it is not renewable. Sand at Sauble is a finite resource. There are no present day resources to replenish the sand. The Friends of Sauble are working with the Coastal Centre regarding zebra mussels which can be incorporated into Beach cleaning. They are trying to be seen as partners and they want to have some way to sell the products. Mr. Strachan showed pictures of sand blowing after raking. He explained a photo from 1986 where the dunes are protection from the water. He explained that the Friends raise money through a variety of sources. With the Lake Huron Centre they have done two Beach Management Plans which are available to everyone. They do benches, Beach accesses, help the Town deal with garbage, the adopt a dune program, the annual Beach clean-up and they did garbage can lids for the Town for a number of years. They would like to see Council defer the third reading of their by-law until after the Beach seminar so that the public can become educated on the proposed changes. They encourage both Council and staff to attend. Mayor Jackson will be giving an opening speech and they value her opinion. If we cannot defer the third reading, they are asking for the by-law to be defeated. Mr. Strachan explained that this decision should be done in season and that they are not opposing raking . A lot of their members are just now coming up and becoming aware of what is happening. Mr. Strachan explained the seminar that the Friends are holding on June 13. Admission is by donation to the Food Bank. The Friends of Sauble and Friends of Oliphant are putting this on together.

A member of Council asked if the group could research what other beaches are doing and what technology is available. Mr. Strachan explained that there are other beaches who have invited them. Mrs. Strachan showed the Beach sand examples to Council.

Mayor Jackson thanked Mr. and Mrs. Strachan for the presentation.
