A list of the territories for which contracting parties have international responsibility and in respect of which the application of the Agreement has been made effective follows,' It has not been considered necessary to list ty name the states or provinces within, the continental (and consequently main customs area) boundaries of countries^ and hence the list contains only islands and outlying territories*' .
