5 Project Background The Sahrawi refugee situation is one of the most protracted refugee situations in the world. Refugees from Western Sahara have been living in camps near Tindouf in southwest Algeria since 1975. The Government of Algeria recognized them as prima facie refugees, and has been hosting them in five camps, enabling access to public services, and providing infrastructure such as roads and electricity. In 1986, the host government requested the United Nations to assist until a durable solution was found. Pending a political solution, and due to the harsh conditions and remote location of the five refugee camps, the refugee population remains extremely vulnerable and entirely dependent on international assistance for their basic needs and survival. Due to the protracted situation of Sahrawi refugees and emergence of other large-scale humanitarian emergencies, funding levels have greatly decreased in recent years but humanitarian needs remain as pressing as ever. Lack of funding has severely affected the delivery of life-saving assistance to Sahrawi refugees by all organizations operating in the camps. UNHCR will pursue the implementation of strategic objectives driving the Algeria Multi-Year Multi-Partner protection and solutions strategy. The overarching objective is to shift from care and maintenance to sustainable interventions. In the area of water, the strategy aims at seeking progressive sustainable solutions to the long-lasting water problem through a gradual shifting from water trucking to the water network. The existing water supply system needs to be maintained and upgraded in a framework of multiyear strategic interventions through continuous and efficient operation and maintenance of existing water facilities, coupled with the installation of new facilities for production and distribution. In sanitation and hygiene, UNHCR will promote environmentally-friendly practices through an efficient waste management and recovery and ensure access to hygienic material. In health, the strategy is to strengthen the quality of primary health care in the refugee camps with the aim of progressively including refugees into the national health systems for secondary and tertiary health care services. For nutrition, the aim will be to support the implementation of a multi-sectoral and multi-annual nutrition strategy meant to reduce the anaemia rates in both children under 5 and PLW. For livelihoods, a strategic shift will be made to enhance the development of the entrepreneurial ecosystem in the camps and the solid strengthening of existing businesses through creation of business reference centres and networks, to meet the growing demand for information, advice and guidance. Efforts will also continue in relation to expanding and revising the available vocational trainings and ensuring they are in line with market demand, as well as promoting self-employment and resilience particularly among youth. In education, the integration of refugee learners into the national education systems for upper and tertiary education will continue to be a key strategic approach. In cooperation with all education stakeholders, the objective is also to ensure access to quality camp-based education through material support, capacity development of teachers and other measures to increase retention and success rates. Lastly, the operation will empower the Sahrawi community-based system that is playing a major role in the delivery of most of the technical services in health, education, and WASH, as well as CRIs and food distributions with highly educated persons, many with advanced educational backgrounds, and search for alternatives to the current incentives scheme in these sectors while also promoting sustainability.
