The presence of television will always be awaited by the public to convey all information, especially when natural disasters occur in an area. This article tries to provide an analysis of the news program produced by the TVRI Public Broadcasting Institutions. This study uses the framing analysis method, with a four-dimensional structural approach to the news text as a framing device from Zhongdang Pan and Gerald M. Kosicki. This analysis aims to understand and then describe how reality is constructed by TVRI broadcasting institutions in the frame of television news programs on natural disasters, earthquakes and sunbaths in Central Sulawesi. The results of the analysis with framing showed that TVRI's reporting through the special program of natural disaster recovery "Sulteng Bangkit" showed prominence on the government's role in the process of handling and restoring conditions after the earthquake and tsunami natural disaster in Central Sulawesi.     MAPPING DIGITAL MEDIA: GLOBAL FINDINGS DIGITAL JOURNALISM: MAKING NEWS, BREAKING NEWS Mapping Digital Media is a project of the Open Society Program on Independent Journalism and the Open Society Information Program Th e project assesses the global opportunities and risks that are created for media by the switch- over from analog broadcasting to digital broadcasting; the growth of new media platforms as sources of news; and the convergence of traditional broadcasting with telecommunications. Th ese changes redefi ne the ways that media can operate sustainably while staying true to values of pluralism and diversity, transparency and accountability, editorial independence, freedom of expression and information, public service, and high professional standards. Th e project, which examines the changes in-depth, builds bridges between researchers and policymakers, activists, academics and standard-setters. It also builds policy capacity in countries where this is less developed, encouraging stakeholders to participate in and infl uence change. At the same time, this research creates a knowledge base, laying foundations for advocacy work, building capacity and enhancing debate. Covering 56 countries, the project examines how these changes aff ect the core democratic service that any media system should provide—news about political, economic and social aff airs. Th e MDM Country Reports are produced by local researchers and partner organizations in each country. Cumulatively, these reports provide a unique resource on the democratic role of digital media. In addition to the country reports, research papers on a range of topics related to digital media have been published as the MDM Reference Series.     1 BAB I PENDAHULUAN 1.1 Sejarah TVRI Nasional Hadirnya TVRI Nasional pada 24 Agustus 1962 diawali dengan siaran Asian Games IV. Siaran itu menayangkan Presiden Soekarno di Gelora Bung Karno. Tugas siaran langsung perdana itu disaksikan oleh masyarakat Indonesia. Hari itu, TVRI bertugas dengan bekal SK Menteri Penerangan Republik Indonesia No.20/SK/VII/61. Awal bersiaran, TVRI menyajikan berita seputar Asian Games IV dengan nama Saluran Lima. TVRI saat itu jadi bagian dari Biro Radio dan Televisi - Organizing Comitte Asian Games IV. Artinya, TVRI berstatus di bawah naungan panitia Asian Games IV, bukan pada Departemen Penerangan. Berada di bawah panitia Asian Games, TVRI wajib bersiaran langsung (live) dan siaran tunda (delay) mulai pukul 20.45 WIB sampai 23.00 WIB. Saat Asian Games IV berakhir, status TVRI mengalami stagnasi. Kendati demikian, TVRI terus mengudara secara tetap yang dimulai pada 12 November 1962. Gelaran Asian Games IV itu jadi batu loncatan penyiaran televisi di Indonesia juga Asia. Saat itu hanya empat negara Asia yang punya media televisi, yakni Jepang, Filipina, Thailand dan Indonesia. Selepasnya, TVRI menayangkan iklan perdana pada 1 Maret 1963. Tak lama, status TVRI ditetapkan melalui Keputusan Presiden Republik Indonesia 2 Nomor 215 tahun 1963 yakni sebagai Yayasan Televisi Republik Indonesia. Sejak keputusan dibuat, yakni 20 Oktober 1963, TVRI bersiaran mengandalkan subsidi pemerintah, juga iuran wajib dari pemilik televisi dan sumber lainnya. Statusnya sebagai yayasan berlangsung sampai 1975. Dengan status sebagai tersebut, TVRI bekerja berdasarkan prinsip-prinsip penyiaran yang bebas dan mandiri. Saat itu TVRI bersiaran secara netral karena tidak ada pihak yang mencampuri kebijakan siaran TVRI kecuali Pimpinan Umum dan Direksi.

One contribution to this debate is to assess if and how the Union’s role as an international political actor is recognized outside EU borders. An examination of external perceptions of the EU may help the Union ‘find a new postmodern raison d’être that inspires its own populace and appeals to the wider world as well’ (van Ham 2008: 137). This study analyzes daily coverage of the EU in ‘popular’ Asian sources of current affairs information (highest-in-circulation national ‘prestigious’ newspapers and national television prime-time newscasts) and compares the most visible media portrayals of the EU to the most typical public perceptions of the Union.
