Job Purpose / Overview

The Deputy Harbour Master is to assist the Harbour Master in the day to day management of marine operations at HPC, which includes overseeing the operation of a 500m long temporary jetty for the unloading of materials.

Principal Accountabilities

The Deputy Harbour Master role is one which will evolve throughout the project; the following activities are seen as key tasks and responsibilities:

• To deputise for the Harbour Master as required. • Exercise the Harbour Master's statutory powers of direction, prohibition, removal and regulation of vessels within the Harbour, plus assisting the Harbour Master with Incident investigation. • To represent the Harbour Master at meetings as required and provide cover for periods of leave or unavailability of the Harbour Master. • Assist with the implementation of the Oil Spill Contingency Plan, the Port Waste Management Plan and the Port Facility Security Plan. Plus, review Contractor documentation including Risk Assessment Method Statement (RAMS), towage plans, and emergency arrangements. • Assist with reviewing the suitability of contractor vessels for the construction and operational use of the of HPC marine infrastructure. • To assist the HPCHA Harbour Master to lead marine operations relating to the planning and execution of importing and offloading specialist project cargo (AILs) via a Muster Port and Wharf in the . Review risk assessments and method statements for marine operations a Combwich Wharf to ensure that works are conducted safely and in line with best practise and industry guidance. • Become familiar with the wider objectives, targets, expectations and management / reporting style of the HPC project. • To work afloat onboard vessels and have oversight of harbour and marine operations. Nature and Scope

• Day to day overview of marine operations within HPCHA waters and approaches. • Assisting the Harbour Master by overseeing marine operations in compliance with the HPCHA Marine Safety Management System, the Port Marine Safety Code and the Guide to Good Practice. This will include providing advice and guidance to mariners in relation to navigation and safety. • The role will require working alongside contract partners top ensure marine operations are conducted safely and that navigational risk are reduced to As Low As Reasonably Practicable • Problem solving including responding to marine incident, emergencies and enforcement requirements within the Harbour and for the issue of directions to shipping as necessary under such conditions. • The Role will require regular liaison with external stakeholders and regulators.

The role will have delegated powers of the Harbour Master in respect of navigational safety and at a wider level when deputising for the Harbour Master. Proven, effective interpersonal skills are required to ensure effective liaison, both internally and externally. An ability to work under pressure and make decisions within agreed delegation of authority.

Dimensions The Hinkley Point C (Nuclear Generating Station) Order 2013 confers responsibility to establish a Statutory Harbour Authority (SHA) to assume responsibility for marine operations within the statutory harbour waters and approaches. To this end, the Hinkley Point C Harbour Authority (HPCHA) has been duly constituted as a SHA. Marine operations within the approaches to HPCHA waters include construction and installation of four intake and two outfall head forming part of the HPC cooling water system.

The Harbour Authority is accountable for compliance with the Port Marine Safety Code;

• Navigational & Marine Operational Safety (Harbour Limits & Approaches) • Local Lighthouse Authority • Enforcement - General Directions, Special Directions • Compliance with the ISPS Code as the appointed Deputy Port Facility Security Officer • Responding to and Investigating Incidents

The role requires work at HPC, remotely and afloat on board vessels within the Channel in support of harbour and marine operations. The Deputy Harbour Master will be on call to attend to any problems or emergencies outside of office hours. They will attend meetings and events with local, regional and national stakeholders and regulators.

The role will report directly to the Harbour Master as a function of the Hinkley Point C Harbour Authority and within the HPC Health Safety & Environment Team.

Key Characteristic HPCHA View Five years’ previous demonstrable harbour marine operations experience as AHM Essential or DHM. Practical vessel operating experience Essential Demonstrable experience of PMSC compliant marine operations; including towage Essential and shipping Oil Spill Response & Control Experience & Qualification Essential Previous demonstrable maritime incident response experience Essential IT/computer skills applicable to the role Essential STCW 95 Basic Safety Training Essential VHF SRC Operators Certificate Essential Port Facility Security Officer Qualification Essential Proven experience in stakeholder engagement, including the leisure, fishing and Essential commercial sectors Previous demonstrable emergency planning and response experience Essential Undergo nuclear security clearance vetting to SC Level.
