Commissioners shared their thoughts and appreciation for the staff and field tour. Commissioner Underwood also noted the importance of the Friends Group partnerships.

*6. CONTRACT WITH CUSTOM SEEDING AND HABITAT {GUDMONSON) - IHAP Commission approval is requested for a contract with Custom Seeding and Habitat, Humboldt, IA. Contract Terms Amount: not to exceed $45,248.82 Dates: June 10, 2017 -September 1, 2017 Funding Source{s): Voluntary Public Access Grant - Iowa Habitat Access Program Contract Purpose: Complete tasks to establish 13.3 acres of native pollinator grassland habitat, 31.2 acres of n;itive shortgrass prairie, 78.3 acres of native tallgrass prairie and 35.5 acres of switchgrass for the Iowa Habitat Access Program Landowner and Property Description: Dennis and Duane Gudmonson own a 158.3-acre property in Winnebago County, Iowa, that has been enrolled in the Iowa Habitat and Access Program (IHAP). IHAP Agreement Dates and Access: February 15, 2016 until May 31 2026; the property will be open to public access for hunting from September 1, 2016 - May 31, 2026. land Management Tasks: The Wildlife Management Plan for this property has identified the need for 158.3 acres of native prairie seeding to improve the wildlife habitat on the property. Tasks for this work includes: seedbed preparation through disking as well as providing and planting seed mixes. % of Reimbursement to DNR by Landowner: Approximately 80% Source of Landowner's Reimbursement to DNR: The acres that require a native diverse prairie seeding is also enrolled in the USDA Conservation Reserve Program (CRP) CP42 Pollinator Habitat, CP38E Gaining Ground, and CP27-28 Farmable Wetland Program practices. The landowners have agreed to remit CRP cost-share for the establishment of the native seed. Selection Process Summary: The Department solicited proposals from targeted small businesses and also utilized the Request for Quote process. Commission approval is requested for a cooperative agreement amendment with Ducks Unlimited, Inc., Boone, IA. Amendment-# 2 Terms: Amendment Amount: $24,813 Amendment Dates: 06/08/17 to 03/19/18 Funding Source(s): Iowa Migratory Bird Fees Amendment Purpose: With the finalization of the engineering plans, it is determined additional funds are needed to complete the work. The DNR and DU provided a detailed review of the plans and made revisions to reduce costs that brought in acceptable construction bids. DU received 7 bids ranging from $128,813 to $239,139 and intends to accept the low bid of $128,813 pending approval of this amendment. Original Contract Purpose: To partner with Ducks Unlimited, Inc., (DU) to construct a new water control structure and invasive fish passage barrier on Cone Marsh in Louisa County. DU's professio~al bio-engineering staff had completed a preliminary survey and engineering design for a new water control structure and invasive fish passage barrier on the lower end of Cone Marsh. This 450 acre marsh provides important breeding and stopover habitat for migratory birds and water filtration for the Iowa River. Historically, in years with large storm events, wetland habitats within Cone Marsh can become severely degraded due to a lack of effective water level management and an overabundance of exotic fish, such as carp, entering the marsh. This project is one in support of DU and DNR's Big Rivers Initiative, an effort to restore and enhance waterfowl migration and breeding habitat along the Mississippi and Missouri Rivers, and to improve water quality within the Upper Mississippi River Basin. The project is for the construction of a new water control structure and invasive fish passage barrier. DU will provide bid letting and construction management services. DU tasks include: Prepare all project bid specifications, accept or reject all project bids, and be solely responsible for making any contract changes, additions, or deletions as the work progresses; Provide construction management inspection services to confirm that all site developments are completed in a timely manner; Review and verify all contractor invoices prior to DU's submission of invoices to DNR for payment; Provide 50% in cost share toward engineering services (up to $15,000) as identified in the Iowa Mississippi River Valley NAWCA grant. The DNR will approve final engineering designs, routinely inspect the site when any construction is in progress, and keep DU advised of any desired changes, additions, or deletions to the project construction; Manage the site to provide habitat that is beneficial to migratory birds. Original Selection Process: Cooperative Agreement based on statutory authority provided in Iowa Code section 28E.4 and 484A.4. The list includes zones to be open to hunting, season dates, legal weapons, license types, quotas, and other information required by rule. Representatives for all of the cities on the list have indicated by letter than they want to be included in the list of special hunts. Board Purpose: As outlined in Iowa Code 455A.8, the Board is composed of 10 members: the Director or his designee, a member from the State Preserves Board, the park employee responsible for Brushy Creek Recreation Area, and 7 board members recommended by the Director or his designee for Natural Resource Commission approval. With a newly-renovated lake and updated state park infrastructure, opportunities exist to further connect the visitors to the resource combining efforts with another local conservation group that is just five miles down the road from the park. PUBLICLY OWNED LAKES PROGRAM WATERSHED ELIGIBILITY-FY18 Purpose: The Department of Agriculture and Land Stewardship (IDALS) - Division of Soil Conservation and Water Quality manages and provides funding for Iowa's Publicly Owned Lakes Program. This program establishes and maintains a priority list of watersheds above publicly owned lakes and reservoirs. In order to be eligible to receive IDALS's Publicly Owned Lake (POL) Program funds, an applicant must be a soil and water conservation district and submit an application for POL priority designation to IDALS. The application must include a map of the watershed identifying the sources of significant sediment delivery to the lake and documentation of the existence of a watershed plan that targets significant sources of sediment delivery to the lake. Applications are approved based on adequacy of the watershed plan for the publicly owned lake, presence on the priority list for lake restoration, and available funding. As outlined in Iowa Administrative Code 571, Chapter 31, Public Owned Lakes Program, the DNR is part of the application review and recommendation process. The DNR is to, then, submit the recommended list of publicly owned lakes eligible under the program to the NRC for approval. Summary of Selection Process: The Review and Selection Committee evaluated applications based on the criteria above. Locations within the watersheds that contribute significant sediment to the lake have plans for targeted installation of permanent soil conservation practices or management practices that will reduce sediment delivery. PLEASANT CREEK SRA, CAMPGROUND ELECTRIC UPGRADE- LINN COUNTY The Department requests Commission approval of the following construction project: Project Summary: Pleasant Creek State Recreation Area is located approximately 15 miles northwest of Cedar Rapids. The area includes a 410-acre lake and more than 1500 acres of land with many outdoor recreation activities available. The campgrounds feature 71 campsites, 57 electrical hook-ups and 2 modern shower and restroom facilities. This project will address upgrading 27 campsites from 30 amp service to SO amp service. This will facilitate the larger campers that use the pull-through sites, which have a higher demand for electric power, and make the sites safer for the park users and staff. The underground primary electric service in the park was upgraded in the Spring of 2013. Linn County Rural Electric installed approximately 3S,OOO feet of wire, new transformers and cabinets. The electric lines were replaced due to their poor condition. BELLEVUE STATE PARK, SIDEWALK AND TRAIL IMPROVEMENTS-JACKSON COUNTY The Department requests Commission approval of the following construction project: Project Summary: Bellevue State Park is located just south of the picturesque town of Bellevue off the Mississippi River. Built on a 300-foot high limestone bluff, the Bellevue northern track offers 770 acres of timbered bluffs with scenic views, walking trails, a unique butterfly sanctuary and an enclosed nature center. There is an existing gravel parking area and a dirt trail that provides access to the butterfly gardens, which is difficult to use when wet. The trail then continues to the north down the limestone bluff to eventually meet the Big Mill Creek which is along northern edge of the park. The City of Bellevue recently received funds to construct a concrete A.D.A. accessible trail along the creek including a new pedestrian bridge to connect to the Park's hiking trail. This project will construct a concrete parking area near the butterfly garden and 1,000-feet of concrete sidewalk to provide A.D.A. access to the butterfly gardens. The remaining 3,600-feet of dirt trail will be surfaced with rock to provide a more stable, accessible trail as well as creating a contiguous access with the City's trail. Construction Needed: Construction elements include paving 1,000-feet of concrete sidewalk and a parking area, and grading and rock surfacing 3,600-feet of existing dirt trail. IOWA STATE FAIR BUILDING RENOVATION PROJECT- POLK COUNTY The Department requests Commission approval of the following construction project: Project Summary: The DNR Building at the Iowa State Fairgrounds has been a marquee destination for fair goers since it opened almost a century ago. The DNR believes the Iowa State Fair is an opportunity to showcase its mission and achievements to the citizens of Iowa during this time. Over the past few years, the Department has completed needed maintenance and building improvements, such as roof replacement, ADA compliant bathroom renovation, building shell tuckpointing, electrical and lighting work, replaced overhead doors, aquarium plumbing and electrical work, and paved the parking area in cooperation with the Fair Board. This project will replace the small porch stage on the north wall with a new entry canopy and siding which will reflect the Design Guide. A new air circulator (industrial size fan) will be installed on the south end of the building to increase visitor's comfort during the hot days of the Fair. MCINTOSH WOODS STATE PARK, ROAD REPAIR- CERRO GORDO COUNTY The Department requests Commission approval of the following construction project: Project Summary: Mcintosh Woods State Park is located near the cities of Clear Lake, Ventura, and Mason City. The Park is a popular spot for picnickers, boaters and campers. The campground was extensively renovated in the early 1980s and has 49 campsites, 45 with electricity, a modern restroom and shower building, and a playground. A new boat ramp is currently under construction at the park, as well. An assessment of the roadway indicates it is structurally sound as very little rutting is present, however, pavement deterioration is occurring that requires maintenance. The existing Hot Mix Asphalt (HMA) shows signs of surface oxidation, raveling, fatigue, block, and edge cracking, as well as longitudinal transverse joint distress and failure, and a limited number of localized failures. Extensive map cracking and joint failure are the main causes of water infiltration into the roadway base, which will eventually lead to pavement failure. This project will repair sections of the road and seal all HMA roads within the Park. Also, three roadway culverts are past their design life and need to be replaced and three culverts need to have their inlet and outlet cleaned to improve drainage. Construction Needed: Replace approximately 24' of 24-inch Reinforced Concrete Pipe with a Flared End Section, install new connections, pins, and wrap. Remove two culverts (15-inch and 18-inch) and install two 18-inch PVC culverts, plus HMA road repairs at those locations. Clean out three culvert inlets and outlets. Roadway repairs include approximately 21.6 tons of transverse joint repair (17 12" wide and 8 24" wide), 265' of 12" wide longitudinal repair, approximately 53 SY for five 5" thick HMA patches, clean and fill cracks on HMA roadways, and spread 18.2 ton of 1-inch road rock. A bituminous fog seal on all HMA roads will complete the project. GULL POINT STATE PARK, RESTROOM REPLACEMENTS-DICKINSON COUNTY The Department requests Commission approval of the following construction project: Project Summary: Gull Point State Park is located on the southwest shore of West Okoboji Lake. The campground is one of the most popular campgrounds in the Iowa Great Lakes area. Amenities include 112 campsites, two flush restrooms, one shower building, a dump station, a CCC lodge, and 1.3 mile long trail. The west restroom is a two hole wood framed pit latrine constructed in 1972. It was converted to a flush facility in the 1980's. This project will remove the existing building and install a new unisex two­ stall pre-cast concrete shower building. The central restroom is a four hole concrete block modern restroom also constructed in 1972. This project will remove the existing building and replace it with a four hole precast concrete restroom. Future plans for this park include upgrade the campground (pads and electrical) and renovate the existing east shower building. Construction Needed: Construction consists of demolishing the existing restrooms. New pre-cast concrete restrooms will be installed in new reinforced concrete footings. ADA parking spaces and sidewalks will be constructed for access. New electrical service will be bored from the existing main panel to each building. GENERAL DISCUSSION • Commissioner Branstad shared his concern about the drastic 60% budget cut to State Parks over the last 3 years and it is time the legislature understands we need to protect Iowa's natural resources. In the next legislative session, he will commit to let his legislators know how he feels and encourages others to do so, also. He noted the outdoors has direct ties to healthcare and education. • Commissioner Francisco expressed his appreciation for the field staff and tour yesterday. • Commissioner Prickett shared that he was contacted by a local resident reporting that land in Mills County, adjacent to wetlands, was burned in early May and the citizen was upset and thought it might have affected the waterfowl. He believes the citizen spoke with Matt (Dollison -the local Wildlife biologist) who did the burning, then contacted Commissioner Prickett who said he would bring it up at the Commission meeting. • Commissioner Schemmel thanked local and Des Moines staff for the field tour. • Commissioner Underwood reported that she able to attend the 's Frank Lloyd Wright's Boat House renovation ribbon cutting held by the Friends Group and encouraged others to visit the home and boathouse. She, also, noted appreciation for the staff and being able to tour and see the work done in the field.

Contract Purpose: Complete tasks to establish 13.3 acres of native pollinator grassland habitat, 31.2 acres of native shortgrass prairie, 78.3 acres of native tallgrass prairie and 35.5 acres of switchgrass for the Iowa Habitat Access Program

Landowner and Property Description: Dennis and Duane Gudmonson own a 158.3-acre property in Winnebago County, Iowa, that has been enrolled in the Iowa Habitat and Access Program (IHAP).

IHAP Agreement Dates and Access: February 15, 2016 until May 31 2026; the property will be open to public access for hunting from September 1, 2016 – May 31, 2026.

Land Management Tasks: The Wildlife Management Plan for this property has identified the need for 158.3 acres of native prairie seeding to improve the wildlife habitat on the property. Tasks for this work includes: seedbed preparation through disking as well as providing and planting seed mixes.

% of Reimbursement to DNR by Landowner: Approximately 80%

Source of Landowner’s Reimbursement to DNR: The acres that require a native diverse prairie seeding is also enrolled in the USDA Conservation Reserve Program (CRP) CP42 Pollinator Habitat, CP38E Gaining Ground, and CP27-28 Farmable Wetland Program practices. The landowners have agreed to remit CRP cost- share for the establishment of the native seed.

Selection Process Summary: The Department solicited proposals from targeted small businesses and also utilized the Request for Quote process. Amendment Purpose: With the finalization of the engineering plans, it is determined additional funds are needed to complete the work. The DNR and DU provided a detailed review of the plans and made revisions to reduce costs that brought in acceptable construction bids. DU received 7 bids ranging from $128,813 to $239,139 and intends to accept the low bid of $128,813 pending approval of this amendment.

Original Contract Purpose: To partner with Ducks Unlimited, Inc., (DU) to construct a new water control structure and invasive fish passage barrier on Cone Marsh in Louisa County.

DU’s professional bio‐engineering staff had completed a preliminary survey and engineering design for a new water control structure and invasive fish passage barrier on the lower end of Cone Marsh. This 450 acre marsh provides important breeding and stopover habitat for migratory birds and water filtration for the Iowa River. Historically, in years with large storm events, wetland habitats within Cone Marsh can become severely degraded due to a lack of effective water level management and an overabundance of exotic fish, such as carp, entering the marsh. This project is one in support of DU and DNR’s Big Rivers Initiative, an effort to restore and enhance waterfowl migration and breeding habitat along the Mississippi and Missouri Rivers, and to improve water quality within the Upper Mississippi River Basin.

The project is for the construction of a new water control structure and invasive fish passage barrier. DU will provide bid letting and construction management services. DU tasks include: Prepare all project bid specifications, accept or reject all project bids, and be solely responsible for making any contract changes, additions, or deletions as the work progresses; Provide construction management inspection services to confirm that all site developments are completed in a timely manner; Review and verify all contractor invoices prior to DU’s submission of invoices to DNR for payment; Provide 50% in cost share toward engineering services (up to $15,000) as identified in the Iowa Mississippi River Valley NAWCA grant. The DNR will approve final engineering designs, routinely inspect the site when any construction is in progress, and keep DU advised of any desired changes, additions, or deletions to the project construction; Manage the site to provide habitat that is beneficial to migratory birds.

Original Selection Process: Cooperative Agreement based on statutory authority provided in Iowa Code section 28E.4 and 484A.4.

Brushy Creek Trails Advisory Board Appointments - Amended ______The Commission is requested to approve the following amended appointment recommendations for the volunteer Brushy Creek Trails Advisory Board.

Board Purpose: As outlined in Iowa Code 455A.8, the Board is composed of 10 members: the Director or his designee, a member from the State Preserves Board, the park employee responsible for Brushy Creek Recreation Area, and 7 board members recommended by the Director or his designee for Natural Resource Commission approval. The Trails Advisory Board advises the Department and Natural Resource Commission regarding issues and recommendations relating to the development and maintenance of trails and related activities at or adjacent to the Brushy Creek Recreation Area. Each voting member of the board shall serve for terms of three years, and shall be eligible for reappointment.

Summary of Selection Process: As directed by criteria under Iowa Code 455A.8, Board members must actively participate in recreational trail activities such as hiking, bicycling, an equestrian sport, or a winter sport at the Brushy Creek Recreation Area. The selection committee consisted of six DNR and CCB members. For 2017, four board member applications were reviewed and scored by the selection committee.

Amendment Purpose: In 02/2017, Jeff Glock and Sue Maiwald were successfully appointed to the board to fill vacancies. In 04/2017, standing Board Member Mike O’Brien submitted a letter of resignation due to health reasons leaving two years remaining on his term.

Recommendations: The committee recommends Beth Aswegan to fill the remaining 2 years of Mike O’Brien’s term for 2017 and 2018. If Ms. Aswegan declines the appointment the committee requests authority to offer the next ranked applicant that meets the board position criteria.

Contract Amendment-1 with Shelby County Conservation Board ______Commission approval is requested for a contract amendment with Shelby County Conservation Board, of Harlan, IA.

Amendment-1 Terms: Amendment Amount: $79,320 Amendment Dates: 07/01/2017 to 06/30/2019 Funding Source(s): General Fund

Amendment Purpose: This amendment will continue the two year agreement to jointly provide stewardship education and conservation literacy opportunities to the residents of Shelby County and to the customers of Prairie Rose State Park through a full time naturalist position with the County Conservation Board.

Original Contract Purpose: To provide 50% toward a two year shared interpretive position between Shelby County Conservation Board and Prairie Rose State Park. Shelby County Conservation Board will provide the other 50%. PRSP is a highly visited state park within an active local community. With a newly-renovated lake and updated state park infrastructure, opportunities exist to further connect the visitors to the resource combining efforts with another local conservation group that is just five miles down the road from the park. At least 50% of the total work activities will be directed by the Prairie Rose State Park manager. Naturalist tasks will include:  provide public programming in the county and in the state park  provide the PRSP Park Manager a weekly schedule  organize monthly meetings with the Park Manager to discuss completed and future activities  present, bi-annually, activity reports to the County Conservation Director and DNR  attend annual training opportunities as approved by the DNR and County

This agreement will bring added partnership and cooperation between the two governmental agencies while assisting with interpretive efforts in state parks within Southwest Iowa.

Contract Purpose: This contract will result in the final master plan relating to recreational and economic development and river conservation for the West Fork, Des Moines River Water Trail. This project was selected based on local support, partnering regional balance, and status of existing conditions projects. This plan will identify infrastructure improvements (water accesses, restroom facilities, paddlecraft campsites, other amenities) and management, conservation, and interpretive needs telling the unique story of the river and its valley. ISU’s department of landscape architecture has demonstrated capacity and expertise through their work on the statewide water trails plan and work on three other water trail master plans. ISU tasks include:  Conduct in-depth stream assessment of water trail study route.  Provide assistance to local entities with social organizing and education about low-head dam mitigation (steering committee and public input meetings).  Review, explore options, and provide analysis for improved fish habitat, fishing accesses, local capacity for river management, and river restoration components.  Prepare conceptual design plans for on-water improvements with cost estimates.  Graphically design complete master plan in Adobe CS6, including existing conditions, vision, recreational development plan, and conservation and protection plan.

DNR tasks include:  Assist with stream assessment of water trail study route.  Provide technical assistance, review and provide feedback for all elements of the water trail plan (existing conditions, vision, recreational development plan, and conservation protection plan).  Develop and draft historic context of water trail study area to enhance the conservation and protection plan.  Attend all steering committee and public input meetings as state representative for water trails to respond to questions and provide project support.

This project’s local support is being provided by Emmet County Conservation Board and the City of Estherville. They will ensure accesses and amenities are maintained to certain standards identified by DNR. The Emmet County Water Trails Association (a local 501c3) will also be partnering in this project to assist in the marketing of water trail events.

Publicly Owned Lakes Program Watershed Eligibility – FY18 ______Purpose: The Department of Agriculture and Land Stewardship (IDALS) - Division of Soil Conservation and Water Quality manages and provides funding for Iowa’s Publicly Owned Lakes Program. This program establishes and maintains a priority list of watersheds above publicly owned lakes and reservoirs. In order to be eligible to receive IDALS’s Publicly Owned Lake (POL) Program funds, an applicant must be a soil and water conservation district and submit an application for POL priority designation to IDALS. The application must include a map of the watershed identifying the sources of significant sediment delivery to the lake and documentation of the existence of a watershed plan that targets significant sources of sediment delivery to the lake. Applications are approved based on adequacy of the watershed plan for the publicly owned lake, presence on the priority list for lake restoration, and available funding.

As outlined in Iowa Administrative Code 571, Chapter 31, Public Owned Lakes Program, the DNR is part of the application review and recommendation process. The DNR is to, then, submit the recommended list of publicly owned lakes eligible under the program to the NRC for approval.

Summary of Selection Process: The Review and Selection Committee evaluated applications based on the criteria above. Locations within the watersheds that contribute significant sediment to the lake have plans for targeted installation of permanent soil conservation practices or management practices that will reduce sediment delivery.

Public Land Management Project - Management Agreement – Village Creek Area - Allamakee County Conservation Board ______

The Natural Resource Commission is requested to approve a management agreement with the Allamakee County Conservation Board.

Location: Village Creek Area, Allamakee County, Iowa

Site Purpose: The purpose of the agreement is to transfer care and maintenance of the 51 acre Village Creek Area to the Allamakee County Conservation Board. The area is located immediately south of Lansing, Iowa. It includes a boat ramp and large parking area providing access to the Mississippi River. The area will be managed as an access area in the same manner as other state-owned access areas.

Management History: The Department has managed the property since acquiring it in 1978. The CCB has constructed a nature center adjacent to the site and have personnel in close proximity.

Management Agreement Term: The term of this agreement is 25 years.

Property Description: This property is located 2 miles north of Columbus Junction in north central Louisa County. The cabin is on stilts in the floodplain and subject to a 12-year lease. The seller is working to buy out the lease prior to closing. Construction Projects 1. Pleasant Creek SRA, Campground Electric Upgrade – Linn County The Department requests Commission approval of the following construction project:

Project Summary: Pleasant Creek State Recreation Area is located approximately 15 miles northwest of Cedar Rapids. The area includes a 410-acre lake and more than 1500 acres of land with many outdoor recreation activities available. The campgrounds feature 71 campsites, 57 electrical hook-ups and 2 modern shower and restroom facilities.

This project will address upgrading 27 campsites from 30 amp service to 50 amp service. This will facilitate the larger campers that use the pull-through sites, which have a higher demand for electric power, and make the sites safer for the park users and staff.

The underground primary electric service in the park was upgraded in the Spring of 2013. Linn County Rural Electric installed approximately 35,000 feet of wire, new transformers and cabinets. The electric lines were replaced due to their poor condition.

Construction Needed: This project consists of removing 27 electric pedestals and replacing them with new 50 amp pedestals, installing 2 distribution panels, installing new wire from the panels to the campsites and site restoration of disturbed areas. The construction will start after Labor Day and finish before Memorial Day.

2. Bellevue State Park, Sidewalk and Trail Improvements – Jackson County The Department requests Commission approval of the following construction project:

Project Summary: Bellevue State Park is located just south of the picturesque town of Bellevue off the Mississippi River. Built on a 300-foot high limestone bluff, the Bellevue northern track offers 770 acres of timbered bluffs with scenic views, walking trails, a unique butterfly sanctuary and an enclosed nature center.

There is an existing gravel parking area and a dirt trail that provides access to the butterfly gardens, which is difficult to use when wet. The trail then continues to the north down the limestone bluff to eventually meet the Big Mill Creek which is along northern edge of the park. The City of Bellevue recently received funds to construct a concrete A.D.A. accessible trail along the creek including a new pedestrian bridge to connect to the Park’s hiking trail.

This project will construct a concrete parking area near the butterfly garden and 1,000-feet of concrete sidewalk to provide A.D.A. access to the butterfly gardens. The remaining 3,600- feet of dirt trail will be surfaced with rock to provide a more stable, accessible trail as well as creating a contiguous access with the City’s trail.

Construction Needed: Construction elements include paving 1,000-feet of concrete sidewalk and a parking area, and grading and rock surfacing 3,600-feet of existing dirt trail.

3. Iowa State Fair Building Renovation Project - Polk County The Department requests Commission approval of the following construction project:

Project Summary: The DNR Building at the Iowa State Fairgrounds has been a marquee destination for fair goers since it opened almost a century ago. The DNR believes the Iowa State Fair is an opportunity to showcase its mission and achievements to the citizens of Iowa during this time. Over the past few years, the Department has completed needed maintenance and building improvements, such as roof replacement, ADA compliant bathroom renovation, building shell tuckpointing, electrical and lighting work, replaced overhead doors, aquarium plumbing and electrical work, and paved the parking area in cooperation with the Fair Board.

This project will replace the small porch stage on the north wall with a new entry canopy and siding which North Wall will reflect the Design Guide. A new air circulator (industrial size fan) will be installed on the south end of the building to increase visitor’s comfort during the hot days of the Fair. Also, a new drinking fountain with bottle filler will replace the current fountain, which will provide an opportunity to reduce and reuse disposable bottles.

Construction Needed: Construction elements include the removal of the cabin front and siding on the north wall and replacing with hardy plank siding and new Design Guide entry canopy. Additional features include new doors, a new drinking fountain with bottle filler and new air circulation fan on south side of building.

Project Summary: The fish room at Manchester Fish Hatchery was constructed in 1959; since then, little to no updating has occurred in the past 60 years. The building is block and brick with minimal insulation, glass block windows, asbestos ceiling tiles, and doors which are poorly hung and frames are rotting away. Lighting and electrical also need to be brought up to Code. This project will remove the doors, windows, ceiling tiles, electrical, and lighting and install new insulation, windows, doors, hardware, electrical, lighting, and HDPE plastic ceiling tiles (which will withstand cleaning spray downs).

Construction Needed: Demolition consists of the removal of all asbestos ceiling panels which will include abatement, insulation, doors and hardware, windows, electrical, and mechanical. Construction consists of the installation of new electrical, LED fixtures, HDPE ceiling panels, insulation, and HVAC. Green features include LED lighting and closed-cell spray-foam insulation.

5. McIntosh Woods State Park, Road Repair – Cerro Gordo County The Department requests Commission approval of the following construction project:

Project Summary: McIntosh Woods State Park is located near the cities of Clear Lake, Ventura, and Mason City. The Park is a popular spot for picnickers, boaters and campers. The campground was extensively renovated in the early 1980s and has 49 campsites, 45 with electricity, a modern restroom and shower building, and a playground. A new boat ramp is currently under construction at the park, as well. Pavement Failures An assessment of the roadway indicates it is structurally sound as very little rutting is present, however, pavement deterioration is occurring that requires maintenance. The existing Hot Mix Asphalt (HMA) shows signs of surface oxidation, raveling, fatigue, block, and edge cracking, as well as longitudinal transverse joint distress and failure, and a limited number of localized failures. Extensive map cracking and joint failure are Joint Failure the main causes of water infiltration into the roadway base, which will eventually lead to pavement failure. This project will repair sections of the road and seal all HMA roads within the Park. Also, three roadway culverts are past their design life and need to be replaced and three culverts need to have their inlet and outlet cleaned to improve drainage.

Construction Needed: Replace approximately 24' of 24-inch Deteriorating and Clogged Culvert Pipes Reinforced Concrete Pipe with a Flared End Section, install new connections, pins, and wrap. Remove two culverts (15-inch and 18-inch) and install two 18-inch PVC culverts, plus HMA road repairs at those locations. Clean out three culvert inlets and outlets. Roadway repairs include approximately 21.6 tons of transverse joint repair (17 12” wide and 8 24” wide), 265’ of 12” wide longitudinal repair, approximately 53 SY for five 5” thick HMA patches, clean and fill cracks on HMA roadways, and spread 18.2 ton of 1-inch road rock. A bituminous fog seal on all HMA roads will complete the project.

Project Summary: Gull Point State Park is located on the southwest shore of West Okoboji Lake. The campground is one of the most popular campgrounds in the Iowa Great Lakes area. Amenities include 112 campsites, two flush restrooms, one shower building, a dump station, a CCC lodge, and 1.3 mile long trail.

The west restroom is a two hole wood framed pit latrine constructed in 1972. It was converted to a flush facility in the 1980’s. This project will remove the existing building and install a new unisex two-stall pre-cast concrete shower building. Current West Restroom

The central restroom is a four hole concrete block modern restroom also constructed in 1972. This project will remove the existing building and replace it with a four hole precast concrete restroom.

Future plans for this park include upgrade the campground (pads and West Replacement Plan electrical) and renovate the existing east shower building.

Construction Needed: Construction consists of demolishing the existing restrooms. New pre-cast concrete restrooms will be installed in new reinforced concrete footings. ADA parking spaces and sidewalks will be constructed for access. New electrical service will be bored from the existing main panel to each building. Construction will not begin until after Labor Day Weekend. Green features include LED lighting and low flow plumbing. Current Central Restroom
