Police asked parties to leave until the situation calmed down and offered to take them somewhere, but parties refused to do so. Police informed them that if it got physical then one would be taken to jail.

On 03/22/2020 at 16:10 hours, Officer Caudle (79890) was dispatched to 1940 Blackford St. for a found wallet. Upon arrival, I met with the complainant (who wished to stay anonymous). The party stated she had found a wallet in the backyard and wanted to turn it into Police. While checking the wallet for victim identification, I saw a TN driver's license of a Harish Manyam party. I informed Dispatch to attempt to contact Mr. Manyam so that he could retrieve his wallet from property. While at property, I was informed by Officer Douglas #524 that she had completed a report #(20-028513) the previous day on the lost wallet and that approx. $200 in cash was supposed to be in it. I saw that the wallet did not have any cash in it. I turned the found wallet into property as releasable to the owner. No further.

Beard (78424) reported a memo at 801E 12th St. At approximately 1630 hrs police were flagged down by the complainant, identified as Druse Achtung, behind the police precinct. Complainant stated that earlier he bummed a cigarette to an unknown male party. He stated the party in return gave him a small baggy containing what he believed to marijuana. Believing that’s what it was he wanted to turn it over to police. However when police examined the item it did not appear to be or smell like marijuana but another natural herb. When asked if he knew the party who gave it to him he stated that he did not but the party had mentioned someone else had given it to him as well. Police disposed of the substance and had party go on his way. No further.

On 03/22/2020 at 16:25 hours, Officer Frantom, Matthew (73497) reported a memo at 3900 Hixson Pike. I observed a gold Chrysler Pacifica with rear end damage that appeared to be the same as the one sent in an email involving a suspect in a carjacking. The Pacifica was not stolen but only used later by the alleged suspect. I observed that the driver looked like the same male in the photos. I conducted a traffic stop at this location and detained Henderson, the driver. It was only after his detainment that I learned he had been cleared and no longer needed to be detained. He was explained this. I also explained that his tag does not come back to his vehicle and that he would need to get that corrected. Nothing further.

On 03/22/2020 at 17:09 hours, Officer S.Long (79892) responded to a Shoplifting at 2020 Gunbarrel Rd. Upon arrival, I met with the complainant Ms. Brenna Phoenix who works as part of Walmart's AP team. Ms. Phoenix stated that at 1622hrs, there were two suspects who concealed merchandise within Walmart shopping bags and passed all points of sale without paying for the items. The total value of merchandise stolen was $333.45. The two suspects were both black females. The first female suspect appeared to be a younger female wearing a pink jacket, brown pants, and white shoes. The second female suspect appeared to be an older female wearing a leopard print jacket, yellow shirt, sunglasses, and black pants. Photos will be included. Once identified, warrants will be sought for Theft inv Merchandise Under a Thousand. No further at this time.

Thomas (71989) responded to a disorder at 725 E 48th St. Upon arrival police spoke to the complainant, Hattie Millener, who stated that her ex-husband, Hubert Moon, came into the house drunk, and she didn't want him there. Police asked Moon if he had anywhere else to go and he stated that he would go to his friends house at 4907 Angela Dr. Police told him to gather his essential belongings and we would transport him over there since he was too drunk to walk himself there and he had no one to take him there. Moon said he still had some things in the house but we told him to come back another day so that he could pick them up with Millener's permission. Moon was transported to the secondary location without incident.

Upon arrival I was met by the complainant Ms. Cecilia Caraciolo, which stated she broke up with her boyfriend approximately a week ago. Ms. Caraciolo stated her ex-boyfriend Mr. Andrew Breinig was taking the break up not so well. Ms. Caraciolo stated Mr. Breinig has come to the stated location multiple times and harassed her since the break up. Ms. Caraciolo stated she has blocked all forms of communication with Mr. Breinig, and has re keyed her locks. Ms. Caraciolo wishes for Police to criminally trespass Mr. Breinig from the stated location if he shows up again. Ms. Caraciolo was informed to call the Police if he shows up again.

He did not see anyone break his glass door, but he believes that one of his neighbors broke his door. He stated that he has no proof, but he has a strong belief that his neighbors are the suspects. Mr. Moss stated at approximately 0005 hrs. he exited his residence and walked to his driveway when he had observed a white male wearing a white shirt and tan hat inside one of his vehicles parked on the roadway (gold 2003 Mercury sedan / TN ). Mr. Moss stated he went to confront the unknown individual in his vehicle, when the unknown male ran north and west from the location. Responding officers checked the area in an attempt to identify the individual but were unable to locate anyone matching the provided description.

On 03/23/2020 at 15:19 hours, Officer E.Brown (79857) wrote a continuation/supplement for a MVT/Passenger Vehicle at 322 Bradford Place Dr. Police responded to 2204 Tunnel Blvd on reports of a vehicle that had been crashed and abandoned. The vehicle was confirmed to have been stolen through NCIC who also contacted the owner and informed them it had been located. The vehicle was crashed into a ditch where it obtained front end damage and a shattered rear window while knocking down a street sign. The driver of the vehicle fled the scene prior to police arrival. The vehicle was towed by Denton's Wrecker to their lot. The vehicle has been removed from NCIC. Francisco stated that he leaves his shoes on the back porch regularly, and he went to bed at approximately 2345 the night before (3/22/20). When he woke up to go get his shoes at around 1100 hours he found that they were gone. the three shoes included a pair of Nikes (valued at $70), a pair of Jordans (valued at $140), and a pair of Adidas (valued at $100). On 03/23/2020 at 13:45 hours, Officer Sanchez (73514) reported a memo at 4502 Rossville Blvd. Upon arrival, I spoke with the complainant, Chadwick Gregg ( ), who explained that he was trying to repossess a vehicle leased to Remekia Graham ( ). Chadwick located the vehicle parked at this location, and he went to the vehicle to run the license plate and verify a repossession order on it. While he was doing this, Remekia came out of the restaurant and tried to get into her vehicle, which Chadwick was blocking. Remekia told Chadwick to move away from her door, but he did not. Remekia then opened the front door, hitting Chadwick with the door on accident. Remekia then left the scene. There was no physical harm to either party and Remekia was simply trying to leave. Police action is not required. There is nothing further.

Mr. Hargiss said that a grease fire on the stove in Apt caused damage to the stove top and an area underneath it. He said that the damage to the stove was approx. $250. I also spoke to complainant Joyel Reynolds. Ms. Reynolds said that she was cooking chicken on the stove when the grease caught fire. She said that she immediately called 911when the fire got high. She stated she just needed a report for documentation. While on scene I noticed the bottom left side of the door panel had been damaged and peeling off. She was still able to lock and secure the front door.

On 03/23/2020 at 20:48 hours, Officer C. Blackburn (78364) and Officer Nye (84857) responded to a Suspicious acvitivity at 1610 Wilson St. It was discovered that this house had been condemed and no one was allowed to be in it. Upon arrival I made contact with Dwight Garner, who in the month has been arrested for trespassing here on multiple other occasions. I asked Mr. Garner to put his shoes on and leave the premises. Mr. Garner did leave the premises for about thirty minutes and then I got another call and he was back at the residence. Upon arriving back to 1610 Wilson St. with Mr. Garner was sitting on the front steps. I informed him that if he comes back to this house again that I would take him to jail and he left the premises again. No further actions were taken by police at this time.

On 03/23/2020 at 21:40 hours, Officer Bell (79882) responded to a Theft from Building at 727 Mcgowan Ave. Upon arrival I spoke with Ms. Know who told me that her son, Antonio Ballard, had stolen two pair of shoes from her and sold them on Facebook marketplace. She told me that a friend asked her who's shoes Antionio was selling, because they saw them on Facebook. She then confronted him and asked him where they were and what happened to them. Antionio told me that he sold it to someone on Facebook but he didn't know anything about them, and also no longer had the messages. He told me that he also did not have them money for them. Ms. Know told me that he had probably already used the money to buy weed. ms. Knox told me that one pair of the shoes belonged to her ex, Mr. Thomas, and she was just holding on to them until he could come by and get them. She told me that she had bought the other pair. Ms. Knox told me that her nor Mr. Thomas wanted to press any sort of charges at this point. No further action was needed.

On 03/24/2020 at 03:50 hours, Officer R. Petty (75408) reported a memo at 600 Central Ave. Upon my arrival, I made contact with Jenifer Morman. Morman stated she was waiting on her friend to get home and stated she dozed off. I asked where she came from and she stated she just came from the hospital. At first she took some time to answer why she was there. Then she stated she was there to get for the Coranavirus, but was tested negative. From my knowledge the test does not come back for several days. Therefore, there would be no way Morman would have known right away of her results.

Myself and Officer Montana were roughly three to four feet away from Morman and did not make physical contact with her.

On 3/24/2020 at 0640 police received a call of an alarm at 802 Broad St. Upon arrival police found the front glass window to be broke out along with a glass door which was smashed as well (total damage was estimated at $3000.00 by the victim). Upon making entry it appeared someone had taken some cigarettes. Police cleared the building to ensure no one else was inside. The owner/ victim, Arpit Chaudnari responded to the scene. The victim told police there was about 10 cartons of cigarettes which were stolen. The victim stated each carton was worth about $58.00 with a total of $580.00 worth of property stolen. Police viewed their camera footage and found a black bald male, throwing a rock three times at the front of the business. Police observed the male suspect climb in the window and take the cigarettes then exit the same way he entered. Police searched the area however were unable to located the suspect or other evidence. Police contacted the day shift supervisor to send out the video and images.

Mr. Suttles stated that he did have a black tote bag within his vehicle with some phone charging cables within but stated that he did not have a value for the bag or items. On 04/01/2020 at 16:20 hours, Officer Niver (73511) wrote a continuation/supplement for a MVT/Passenger Vehicle at 2440 Williams St. Police attempted to coordinate a felony traffic stop on the suspect vehicle but were unable to. The vehicle left on I24 EB and was unable to be relocated around the East Ridge tunnels. Police reviewed video camera footage from 2440 Williams St and saw a white female enter the vehicle. Police observed the vehicle arrive at the Motel 6 at approximately 0800 with the female suspect driving and a passenger who was later identified as Steven Etheridge (W/M ). But police were unable to get a positive ID on the female that is suspected of driving it. Police attached a photo in the photo section.

On 03/24/2020 at 14:25 hours, I, Officer J. Yates (77575), responded to a suspicious party at 1419 49th St. Upon arriving police observed a vehicle sitting in the alleyway between E 48th and E 49th Street. After observing that the car was empty, we ran the vehicle information and it was determined that the car was stolen. The vehicle also had damage to the front left drivers side. We found paperwork inside the car stating that it belonged to a Cynthia Maret. The car verified stolen through NCIC and the vehicle was towed by S & S Towing to their lot at 1372 Workman Rd. The vehicle was removed from NCIC and the owner was contacted. No further police action was taken.

On 03/24/2020 at 17:28 hours, Officer Christopher Liberto (79560) and Officer Nye responded to a Theft that occurred at 4307 Rossville Blvd. The complainant, Mary Curtis, requested a phone call. When I spoke with Ms. Curtis, she stated that she had payed Melton Brown $120 to fix her vehicle and bought a part that he needed to fix it. Ms. Curtis stated that Mr. Brown took the money, went and returned the part and got all of her money back and left. Mr. Brown did not repair the vehicle as verbally agreed to. I tried to call Mr. Brown on the phone, but he would not answer the phone and he was not at the address listed. Ms. Curtis stated that she did want to prosecute if he would not give her the money back. Since I was not able to find Mr. Brown and hear both sides of the story, a warrant will not be taken out at this time. No further actions were taken by police.

On 03/25/2020 at 00:10 hours, Officer Ayres (82234) responded to a Shoplifting at 1227 E Main St. Upon arrival I spoke with the manager of the Mapco at the above address, Michael Arledge. Mr. Arledge stated at approximately 0005 hrs. on the above date, he observed an unknown black male approximately 6' 02", wearing dark pants and a white rain coat, enter the above store. Mr. Arledge stated the unknown black male went to the coolers and grabbed 2 12 packs of 12 oz cans of Michelobe Ultra. Mr. Arledge stated the unknown black male left the store, passing all points of sale, with the beer and without paying.

Responding officers searched the area for the above described suspect and were unable to locate anyone matching the description.

No further action was taken for this incident.

Police cleared the build and secured the door. Police were unable to locate a responsible for the business. Police were unable to determine if anything was stolen at this time. Police estimated the value of the damaged gate at $1000. Nothing further to report at this time.

Mr. Atkins was extremely agitated and kept putting his hands in his pockets. Mr. Atkins also began kicking things saying we were out to get him. For Officer safety and his own, he was detained. Due to his actions, Super 8 has trespassed him from coming to the property in the future. Mr. Atkins was transported to 727 E 11TH St because it is his home of record. He was released there with no further incident.

Ms. Ryan informed me that on 03/24/2020 at approximately 12:45 hours, a black male stole a LG Stylo 5, that was on display, off of a shelf inside of the store. Ms. Ryan informed me the individual was able to detach the anti-theft device, from the phone, that secured the phone to the shelf. Ms. Ryan informed me her manager would send police an email containing a video of the incident, taken from a security camera, and the serial number for the phone that was stolen. At this time, Police have not received such. Nothing further at this time.

She said that she usually locks her vehicle when she parks it but she said it's possible it was left unlocked. She said that there are scratches on the passenger side door around the door handle, which indicates someone could have picked the lock. Ms. Rucker stated that Ms. Brown continuously tries to start verbal disorders with her and begins arguing with her at any time the two make contact. In this incident, Ms. Rucker stated that Ms. Brown was leaning against Ms. Rucker's vehicle when Ms. Rucker asked Ms. Brown to get off of the car. According to Ms. Rucker, Ms. Brown then started to cuss at her and yell, causing a disruption to the surrounding parties. Ms. Rucker stated that she has multiple videos on her phone with her interactions with Ms. Brown and that she only wanted this incident documented for future reference. She stated after pulling away from the pump she realized her wallet wasn't with her. she stated when she returned to the gas station no one had turned in her wallet. Ms. Eaton stated she believed the male at the pump next to her stole the wallet. I spoke with Trevon Solomon by telephone. He says that he thinks he left his debit card in the ATM at TVFCU this morning. He says that sometime this morning, an unknown party deposited a bogus check in his account for $1,500.00 and immediately withdrew $500.00.

Mr. Solomon stated that he has already file a report with TVFCU. He says that they looked at the ATM video and it was no help at all. he says that they have frozen his account until this is resolved and he provides them with a police report.

He is clear that the report may not be ready until tomorrow morning.. He says his paycheck is direct deposit and he needs the report ASAP.

Officers made contact with Ms. Stephanie Mills, who stated that her vehicle (Acura ) hit the median wall as she tried to pull over to the shoulder due to a medical issue. Due to the minimal amount of damage to the vehicle, Ms. Mills declined to make a wreck report to file with her insurance. No further police action was taken.

Mr. Wheatley stated that he had no information at all about the other vehicle. He stated that because it was just his mirror that was damaged, he would fix the damage himself and stated that he did not wish to make a wreck report. No further police action was taken.

On 03/26/2020 at 21:00 hours, Officer Dropp (675) responded to a Back Other at 510 Central Dr. Fire department was in the area in response to an apartment complex's fire alarm system going off. When the alarms went off, a resident (Quinton Clark, ) called in to dispatch requesting police as well. Officers made contact with Mr. Clark, who stated that the fire alarms going off are all a part of a scheme put in place to spy on him. He stated that he believes someone has put fire detectors with cameras in his apartment and are watching him, and suspects that his neighbors are part of the plan. Mr. Clark repeatedly stated that he had no evidence that this was occurring but felt that there were "too many coincidences" taking place. Mr. Clark was very agitated while speaking with police. He stated that he needed police to report his suspicions so he could begin investigating and begin on a lawsuit. No further police action was taken at this time.

Isler badge 786 responded to a False Pretenses/Swindle/Confidence Game at 2900 S Hawthorne St. Police spoke with Mr. Juan Orosco after he placed two hundred dollars onto a Walgreens Gift Card and provided the serial number to an unknown male. The unknown male called Mr. Orosco around 1200 hours and stated that he was Padre (Father) David Cutter with the "Catholic Church". Padre Cutter asked for Mr. Orosco do help the church by donating money onto a gift card and then providing him with the gift card serial number. Mr. Orosco traveled to the East Ridge Walgreens and purchased the gift card. Mr. Orosco then texted the serial number to "Padre Cutter" around 1630 hours. When Mr. Orosco did not hear back from "Padre Cutter" he felt that he had been scammed. Mr. Orosco has attempted to cancel the gift card and any further transaction related to the card number.

On 03/27/2020 at approximately 06:45 hours, Officer M Estock (82259) responded to a Property Found at 317 Oak St. Upon arrival Officer made contact with Security Guard Deryl Nelson. Mr. Nelson stated he had been making thirty minute patrols around the listed address. Mr. Nelson stated at 0600 he did not observe anything unusual however at 0630 he observed found property scattered through out the alleyway. Mr. Nelson led officer to the location of the found property. Officer observed a brown leather satchel, with the initials J.B.W, which held multiple forms of business case files and paperwork, USBs drives, business cards, and other misc. items. Officer also saw business cards holding the name John Wyson scattered across the ground.

Officer made contact with Mr. John Wysong via phone and informed him his property will be turned into Chattanooga Police Property for safe keeping to pick up at his convenience. Mr. Wysong informed officers he believes some items might have been stolen from his bag however would call at a later time to update a report after determining what all in his satchel had been recovered. Mr. Wysong was issued a complaint number. No further at this time.

Police were notified that the business at this location, Crumbl Cookies, was violating the Mayor's Executive Order which restricts certain business's operating procedures during the COVID-19 Pandemic. Upon arrival, police noticed that there were over ten people (staff and customers) inside the small business at the same time and customers were within six feet from one another. Police made contact with an employee that stated his wife, Ms. Celeste Ward, was the owner. Police notified him of the Mayor's Executive Order in regards to the fact that at this time it is against the law to allow patrons of restaurants to be congregating outside on the premises eating and/or being within 6 feet of other customers, even if inside. Crumble Cookies apologized and stated they would take the extra steps to ensure there wouldn't be further issues as they would limit the number of customers allowed within the store. No further.

On 03/27/2020 at 23:45 hours, Officer Harvey (66485) and PO Pierre (84860) responded to a Shoplifting at 4355 58 Highway. Upon arrival on scene police met with the complainant (Mary Wynn) who stated she had two female parties enter the speedway and take several items then exited the store. When these parties exited the store they approached a vehicle with two other female parties, began to argue with them and during the course of the argument pepper sprayed them. The second group of females then entered the store and took two gallons of milk into the bathroom to wash their eyes out. The second pair of female parties then exited the speedway and left in a silver sedan without paying for the milk. Ms. Wynn stated the first pair of females were "Dekayla Burns" and "Tiasha Hubbard". She did not know the identity of the second pair of females. Police attempted to identify both Dekayla Burns and Tiasha Hubbard but were unsuccessful. No further police action was taken at this time. There were no signs of distress but Ms. Thompson not wanting to talk to the police in front of other people. There was no visual physical harm. All parties stated Mr. Beracruz had been sitting on the railing of the Walnut Walking Bridge. Mr. Beracruz stated he had approximately two beers and was simply wanting to show off for his friends. Due to alcohol being involved, Officers did not feel comfortable allowing these individuals driving themselves away from this location. On Saturday 03/28/2020 at 08:20 hours, Officer Epling #908 responded to a back fire department on medical call at 110 Sawyer St. Upon arrival E12 was on scene and had to force entry. Resident Mary Scott has a lock box on her door for first responders but the box would not open. CFD had to force entry to front door to assist Ms Scott. There was damage to door frame around lock area. CFD was able to obtain screws and put the frame back in place. Door was able to shut and lock (but did have some damage that did not effect the door shutting or locking). Ms Scott did not require medical transport as CFD was able to unbend the tube for her oxygen tank and get it working properly. No further action necessary.

The reporting party stated one of the men were holding a gun while filming in font of a drone. Upon arrival, police located the two men and they were identified as Mr. Pappas and Mr. Hampton. Both parties stated they were filming a music video. Police asked if the had a firearm and Mr. Hampton stated he did. The firearm was not on his person but located next to there gear. The pistol, Hi-Point 9mm, was ran through NCIC and was not stolen. Both parties were extremely apologetic and stated they did not mean to cause a disturbance. She saw a white male subject get out of the trucks driver side, and two white females get out of the passenger side. When they got out of the vehicle they started to grab items quickly and transfer it to the white sedan. I ran the truck through NCIC and it was not stolen. I conducted a search of the vehicle and nothing was located. Ms. Trotter stated that she will have the vehicle towed. No further.

Upon arrival, I made contact with Joshua Oliver who was upset because his tools were in the lower apartment where the locks had been changed on March 3/27/2020. Mr. Oliver stated that he was able to get a hold of the owner of the house and make arraignments to pick u phis tools from the house on Thursday 4/2/2020 at 8am. Mr. Oliver stated that they were going to leave without further incident. Police have been to the address three times this week (20-030256, 20-030398, 20-030520). House has also been added to the watch list. No further.

On 03/28/2020 at 20:06 hours, Officer Johnston (75394) responded to a Vandalism at 6807 Tyner Rd. On scene I spoke with the complainant who stated that several times someone has cut the lock at the gate to his families property and stolen building materials. This time he found that the lock on the gate cut but nothing taken. I informed the complainant that he could block the gate with a vehicle if he wanted to due to it being a private home. The complainant asked what else he could do to protect his property. I informed him that he could get deer/trail cameras that would give police more evidence to work with but that they cost money. The complainant thanked me for the idea and stated that he would re lock the gate and put a vehicle on the property side of the gate blocking the gate. Nothing else follows at this time.

On 03/28/2020 at 21:02 hours, Officer Zachary Lloyd (79530) reported a memo at 1200 Grove St. While performing routine patrol, police observed a verbal disorder between Shamyra Smith and Miracle Brown. Police calmed parties down and everyone went separate ways.

On 03/28/2020 at 22:15 hours, Officer W. Curvin (61435) reported a memo at 949 Signal Mountain Rd. I responded to above location to check the welfare of a white female named Leann. The call came in by third party. Once on scene i talked to Joshua Woolf. He said that she had been there but had left on foot. He allowed a search of his residence. She was not there. We checked outside and she was not out there either. Dispatch attempted to locate her by phone without success. Joshua said that she had been drinking and was a little emotional. He said that she does not live there so she either walked home or got a ride.

On 03/31/2020 at 13:39 hours, Officer Andrew Serret (79886) wrote a continuation/supplement for an MVT/Passenger Vehicle at 8031Krijen Ct. On 03/30/2020 at approximately 0100 hours, I located a White in Color Honda Civic displaying TN ; of which I observed to be a stolen vehicle out of Chattanooga. At that time, I made contact with the owner Natasha Ferreti, who responded to the scene at approximately 0200 hours to retrieve her vehicle. I have since removed the vehicle as stolen through NCIC. I also was able to pull (2) prints from the inside of the vehicle. Both of which will be submitted into property under this complaint number. At this time, there is still no suspect information. Cains Wrecker responded to the scene to aid Natasha in the recovery of her vehicle. Fingerprints have been submitted into property and fowarded to Crime Scene.

On 04/05/2020 at 12:44 hours, Officer E.Brown (79857) wrote a continuation/supplement for a MVT/Passenger Vehicle at 125 N Lovell Ave. Vehicle was recovered from 930 Berry St NE in Cleveland TN. Bradley County PD notified the owner who arrived on scene shortly after to recover the vehicle. There was no new damage noted. Nothing further to add to report.

On 03/30/2020 at 20:00 hours, Officer Warren (71993) responded to a Vandalism at 3976 Hixson Pike. Upon arrival I made contact with Mr. Nelson, complainant, who stated a vehicle on his property was damaged and needed to make a report. I did observe what appeared to be new damage to the vehicle's steering column. No evidence or suspect information to collect. No further police action was taken.

Upon arrival I made contact with Mr. Juan Veracruz, victim, who stated someone had taken his vehicle(which had the keys inside) sometime over the weekend. The vehicle was placed into NCIC as stolen. No suspect information or evidence to collect.

On 04/11/2020 at 12:35 hours, Officer B. Martin (62436) responded to a MVT/Passenger Vehicle at 3976 Hixson Pike. Police responded to 5 Star Auto Detail on a 2003 Honda Accord coupe that was stolen on 3/28/2020. The owner, Idriss Barr, had just returned to Chattanooga and was on scene to make the report. The vehicle was at the shop to get detailed after Barr had recently purchased the vehicle. Barr showed me pictures of the vehicle showing a cracked front bumper, on the drivers side. The vehicle also had 6 spoke aluminum . As far as I know there is no video surveillance of the offense. The vehicle was entered into NCIC using NIC#V651911057.
