SC Nos. 1 and 7 water heating rates and blocks have been eliminated. In SC No. 6, customers with low electricity usage will see above-average increases, because of the replacement of the minimum charge with a customer charge. In time-of-day rate classes, on an annual basis, about 98% of SC No. 4 customers will receive increases of 1.2% or less, and about 94% of SC No. 9 customers will receive Increases of 3% or less. For other customers in those classes, the above average increase is due to elimination of the Industrial Employment Growth Credit program. Components of the MAC have been changed, and MSC and MAC estimates will be filed to become effective for three-month, instead of six-month, periods, beginning May 2005. The 2 Company has made other tariff changes, including: (a) collection of state income tax through electric base rates, instead of through the Increase in Rates and Charges; (b) modification of its low-income rate program in SC Nos. 1 and 7; (c) adjustment of the percentages applicable to the Minimum Monthly Charge and to Rider J and Rider L rate reductions, to yield approximately the same result when applied to delivery service rates as when they were applied to distribution rates; (d) extension of Rider J - Business Incentive Rate; (e) an increase in direct-current charges and extension of Rider T - DC Conversion Program; and (f) adoption of various new charges for services, such as assessing a contract demand surcharge if a customer connects its generator U) in violation of the Company's tariff and charging $109 for a re-inspection visit to a customer's premises if the Company's inspection demonstrates that work by the customer's contractor is Incomplete or incorrectly performed.
