ABSDF Conference Explores the Organization’s ‘Long-Term Survival’

The event, convened once every four years, will include discussions on ABSDF’s ‘systematic participation’ in the peace process.
The All Burma Students’ Democratic Front (ABSDF) kicked off its 11thConference at its headquarters in Karen State on Sunday, with participants discussing the organization’s long- term future and its role in the peace process.
The event—hosted in Dawn Taman camp—will last for five days, concluding on September 20. It takes place once every four years.
“It depends on the practical situation, but we have to prepare for systematic participation in the peace process,” ABSDF vice-chairman U Myo Win said.
Conference participants will discuss alternative ways of pursuing good relations the government, and how to cooperate with democratic forces in Burma.
Central executive committee member Salai Yaw Aung said that the conference will focus on “the future of the ABSDF” and how the organization “can survive and move forward in a difficult situation.”
“We have to discuss how we can do better,” he added. “Our situation is different from other armed organizations. We don’t have our own territory. Our organization doesn’t represent any ethnic group. We have gradually faced difficulties for our survival in the long term, so we have to discuss how to find a solution for this.”
At the 11thConference, leaders from within the ABSDF will present reports on politics, the findings of working committees, and those from battalions and other military outfits. Participants also plan to assess the implementation of the current peace process and re- form working committees. They will elect new ABSDF leading committee members on the last day of the event.
ABSDF was formed by youth in November 1988 following a nationwide democratic uprising in Burma. The group is one of ten armed organizations to have signed the Nationwide Ceasefire Agreement with the country’s government and military.

Tatmadaw managed to stabilize political, security affairs in successive eras

Tatmadaw (Defence Services) managed to stabilize politics and security affairs in the successive eras of the respective governments, said Senior General Min Aung Hlaing, Commander-in-Chief of Defence Services.
The remarks came from the military chief from his meeting with officers, other ranks and their families in Kalaw Station on September 16. The meeting was also attended by the Senior General’s wife Daw Kyu Kyu Hla, Commander- in-Chief (Navy) Admiral Tin Aung San and wife, Commander-in-Chief (Air) General Maung Maung Kyaw and wife, senior military officers from the Office of Commander-in-Chief (Army), Commander of Eastern Command Maj-Gen Lin Aung and officers, other ranks and their families at Kalaw station.
In his meeting with officers, other ranks and their families, Senior General Min Aung Hlaing said Tatmadaw born together with the country’s “Independence” could protect independence from internal insurgency in 1948 and 1958. In 1958, Tatmadaw took power temporarily and organized the general elections for the people as well as handed over the State’s power to the government. At that time, the country had to face instability due to demands for matters relating to ethnics, policies and administration.
“The Revolution Council seized power in 1962. Tatmadaw assumed overall responsibility as the country saw instabilities inside within and paved way for multi-party democratic system the people longed for. Tatmadaw stabilized politics and security affairs in the successive eras of the respective governments,” said Senior General Min Aung Hlaing.
Tatmadaw is also engaged in achieving eternal peace and walking on the road to multi-party as well. In so doing, it is required not to harm Our Three Main National Causes, administration, life and property of the people and the rights of the people. Under the pretext of eternal peace, areas and strength are being expanded. Skirmishes are breaking out among ethnic armed organizations (EAOs), thereby causing regional instability and hurting life and property of the people. Therefore, Tatmadaw has to carry out areal clearance operation, said Senior General Min Aung Hlaing. United countries big or small can stand as powerful ones in the world community. There is a Myanmar saying so goes “Unity is strength”. The entire national people should try for consolidation, said Senior General Min Aung Hlaing.

NLD Must Act to Avoid Another Coup: USDP Spokesperson

NAYPYITAW — Amid growing concerns of an impending coup staged by the Tatmadaw (Myanmar Army) as a result of recent political circumstances, the opposition Union Solidarity and Development Party (USDP) has said that the ruling National League for Democracy (NLD) has a responsibility to avert one.
“It depends on the policies and actions of the current government. It is [the NLD’s] responsibility to implement the right policies and provide leadership to prevent a reverse in the transition period,” USDP spokesperson U Nanda Hla Myint told The Irrawaddy.
The country is facing racial and religious conflicts and is under greater international pressure, he said. As well as an economic crisis, the rule of law has weakened with peace nowhere in sight, he added.
More than two years into the NLD’s administration, people are starting to worry that the country’s democratization will reverse, he said.
Unlike President U Thein Sein’s administration, the NLD-led government lacks cooperation, said U Nanda Hla Myint.
“[The NLD-led government] consults no one and cooperates with no one. If it thinks highly of itself and acts without regard for the opinion of others, then the situation that people dread may reoccur any time,” he said ahead of an International Democracy Day event, which fell on Saturday.
The Union Parliament on Saturday observed International Democracy Day with an event around the theme of “oversight.”
U Aung Kyi Nyunt, a central executive committee member of the NLD, said: “Nothing has happened yet, and there is no point in finding someone to blame for a coup which has not yet happened. There is nothing to worry about.”
Democracy is about cooperation according to the wishes of the majority, and not about the majority doing as they like whether it is right or wrong, said military representative of the Upper House of parliament Colonel Than Htike during the event to mark International Democracy Day.
“All have to cooperate to ensure right and fair democratic practices in order to bring about national development. This can’t be done by an individual,” he said.

Whether the country will reverse or not depends on the management of the government, said U Nanda Hla Myint, adding that the military-drafted 2008 Constitution states that the Tatmadaw has to protect the country if its sovereignty is at risk.
“It will mainly depend on cooperation, effort and the leadership of the government to avoid it. But if that happens [that the national sovereignty is threatened], the Tatmadaw, being the last fort, can’t just stand by. If it stands by, it would be to blame in the country’s history,” he said.
The Tatmadaw has staged two coups—the first in 1962 by the late dictator General Ne Win, and the second by late General Saw Maung on the instruction of General Ne Win in 1988. CHIANG MAI, Thailand — The KNU Concerned Group, led by the former vice chairperson of the Karen National Union, has endorsed the report of the independent International Fact Finding Mission on Myanmar (IFFM) and its recommendations, including that Myanmar be referred to the International Criminal Court (ICC) for crimes against humanity in Kachin, Shan and Rakhine states.
Minority ethnic groups including Kachin and Karen civil society organizations and the Ta’ang National Liberation Army have voiced support for the call by the United Nations Security Council to refer Myanmar to the ICC since the IFFM’s report — which was released on Aug. 27 — was submitted to the 39th session of the UN Human Rights Council this month.
“The pattern of crimes committed against the ethnic Karen and other ethnic populations are part of the Myanmar Tatmadaw’s strategy to terrorize, subjugate and ethnic cleanse, as happened to the Rohingya people in Rakhine state,” the KNU Concerned Group’s statement released on Sept. 14 reads.
Naw Zipporah Sein, the head of the KNU Concerned Group, said, “We have been suffering from the same pattern of human rights violations in the past, and at present, by the Tatmadaw. The perpetrators and violators are from the same institution, regardless of the time and region.”

In the past, the Karen have lacked this kind of international support, including calls for the referral of Myanmar to the ICC. Naw Zipporah Sein said, “I support it because the incidents cited in the report are similar to what happened to us.”
Her group’s statement adds that the Tatmadaw’s “widespread and systematic violations, including crimes against humanity and war crimes” have been committed against the ethnic Karen, Kachin, Shan, Karenni and others for decades. It cites their own experiences of having thousands of villages burnt down; hundreds of thousands of orchards and areas of farmland destroyed; thousands of people—including children and the elderly—killed; hundreds of women raped and killed; and many hundreds of thousands of people uprooted from their homes and displaced.
Since 2017 the KNU Concerned Group has analyzed current political trends and frequently shared its opinions with the public. Naw Zipporah Sein said the group comprises former KNU Central Committee members, adding that none of them has a current political role in the KNU.
She told The Irrawaddy, “The military controls everything, including the peace negotiations, and the military also commits these crimes. If they are willing to change, they must prove it.”
While the KNU’s top leadership has had a very close relationship with the chief of the Tatmadaw (or Myanmar military), the group has been engaged in frequent clashes this year with Tatmadaw troops, particularly in Papun district, in the area controlled by the KNU’s Brigade Five.
The KNU Central Committee denies any affiliation with the KNU Concerned Group.
“This is the opinion of a group of people who use the KNU name and it is a typical move,” said Padoh Saw Hla Tun, a secretary of the KNU.
“We have no comment, as they currently do not hold any leadership position in the KNU,” he said.

INTER-ETHNIC CONFLICT IN SHAN STATE: Shan woman entrepreneur abduction raises racial and political tension

As the combined force of Ta’ang National Liberation Army (TNLA) and the Shan State Progress Party/Shan State Army (SSPP/SSA) armed clashes with the Restoration Council of Shan State/Shan State Army (RCSS/SSA) rage on intensively starting from the last few weeks in earnest, due to territorial dispute, a personal tragedy that developed into political conflict

and even brewing racial issue has hit the headlines and continues to drag on without possible end in sight.
Nang Mo Hom
The tragedy unfolded when Nang Mo Hom was arrested on August 17 from her home in Ho Noung quarter, Namkham and has been held in TNLA custody ever since.
Following the Shan public outcry to this untoward incidence among the Shan, especially where the Shan majority Namkham town is concerned, on August 24, five SSPP/SSA delegates led by Sao Naw Lek and a TNLA delegation led by Tar Aik Moung and Tar Pan La met to discuss the issue, an SSPP/SSA major, according to Shan Herald.
“This action has created a bad image for both the Shan and Ta’ang armies. That’s why we demanded the immediate release of Nang Mo Hom,” Maj Sai Sai said.
He explained that in the meeting, the TNLA representatives made it clear that they want Nang Mo Hom to “take responsibility” for her alleged role in the loss of a TNLA soldier last year. The incident, Maj Sai Sai said, refers to July 2017, when two Ta’ang soldiers reportedly collected 1,100,000 Kyats (US$716) in “tax” from Nang Mo Hom, who owns a small shop. Soon after leaving her house, the soldiers were ambushed by Burma Army troops—one was arrested and another killed.
On August 27, the Shan Nationalities League for Democracy (SNLD) sent a letter to State Counselor Daw Aung San Suu Kyi requesting that she intervene, in her capacity as the head of the National Reconciliation and Peace Center (NRPC), to assist Nang Mo Hom.
After nearly two weeks of inaction, on September 10, the NRPC released a three-point statement which acknowledges the incidence of August 17 abduction of Nang Mo Hom; the government’s concern of the incidence hurting the peace and national reconciliation; and demands of the release as soon as possible and also condemning the TNLA for endangering the public and breaching the rule of law.
Immediately after the NRPC statement, the TNLA’s information department spokesperson Major Mai Aik Kyaw told the media that there would be no response on NRPC statement and would go on as previously planned. He stressed: “I have nothing to add. The judiciary group is working on the things that ought to be done. And on the day of trail their parents and relatives meeting will be arranged. At the moment the situation is like this, no changes whatsoever.”

Earlier on September 3, the TNLA in its formal statement charged Nang Mo Hom under its own authority with obstructing its troops as they attempted to collect customs duties, and that her actions had resulted in the death of one of the officers and another wounded and arrested by the Tatmadaw, who is still in government’s custody.
Legitimacy problem
Accordingly, the TNLA court would hear the case against the woman, charged by the group under Article 333 of Myanmar’s Criminal Code.
This announcement raised eyebrows as an organization operating outside the country’s laws could justify with breaking its own promulgated laws, which is highly unlikely to be in existence.
Perhaps, SNLD spokesperson Sai Leik might have pointed out the problematic much clearer when he said: “ In reality Article 333 is only used to take actions if the government’s civil servants are being hurt or attacked,” and further stressed, “the TNLA which is not the signatory of the Nationwide Ceasefire Agreement (NCA) and outside of the law cannot make use of the (governmental) law.”
He added: “In Nang Mo Hom case the roots of the problem has to be analyzed and not only looking at a tree but to observe the whole forest, as it could become racial conflict.”
Sai Leik called on the warring parties to end the fighting, as if things are allowed to develop further along the present line, the chances of peace will be remote and social tensions between the ethnic groups will escalate.
Territorial and racial conflicts
This incidence is unfolding while the inter-ethnic war is going on between the TNLA/SSPP and the RCSS, which has been escalating ever since the SSPP joined the TNLA a few months ago in routing out the RCSS from northern Shan State, which they claimed were being infringed by it (RCSS), whose staging ground is supposed to be only in the southern part of Shan State.
The TNLA has been battling the RCSS, shortly after the latter signed the NCA in October 2015, accusing it for intruding into its areas of operation. But the RCSS countered that it has been operating in the area since 2005 and hundreds of its reinforcement that the TNLA claimed coming from the south were in fact the Shans from the north that have finished their military training at its headquarters in Loi Tai Leng for months and were returning home to Namkham area, when they were ambushed by the TNLA forces in November 2015. Since then the inter-ethnic conflict has been going on until today.

This conflict becomes more complicated as the RCSS and SSPP are Shan armies and the SSPP joining the TNLA to battle the RCSS infuriated the Shan people in general. Besides, since the expansion of the TNLA just only a few years back from a few hundreds to some four to five thousand, reportedly financed by the Myanmar National Democratic Alliance Army (MNDAA) or Kokang and the United Wa State Army (UWSA), and its troops riding roughshod over the Shan population, the racial harmony that has existed for hundreds of years began to wane or call into question. This incidence of abduction is now becoming a sparking-point which could bloom into full racial conflict if unable to handle properly. Even now hate posting in social media from both sides -Ta’ang and the Shan – are poisoning the once harmoniously living two racial groups.
In short, the conflict has pitted Shan against Ta’ang or Palaung and also Shan against Shan, with some backing the SSPP and the other the RCSS, so much so that the Executive Council of Shan Sangha based in Panglong held Shan State-wide praying ceremony on August 20 for peace and reconciliation among Shan, including other ethnic groups within Shan State and beyond.
Perspective
Given such complicated and overlapping conflict pattern in play, with the ongoing inter- ethnic conflict and the Tatmadaw engaging militarily with both the TNLA and two Shan armies, not to mention the creation of hardship for thousands of people caught up in the conflicts, the situation is really dire by any standard.
And the last thing we need is the horizontal racial conflict in Shan State. For now, the TNLA still has a chance to save the situation from escalating into an earnest racial conflict between the Shan and the Ta’ang, by just releasing Nang Mo Hom. And at the same time, the two Shan armies should refrain from direct military confrontation and opt for peaceful negotiation, if not for anything else, at least for the suffering people that they professed to be fighting for.

MANDALAY — Thousands of people protested in Shan State on Monday to demand that the Ta’ang National Liberation Army (TNLA) release an ethnic Shan woman the armed group abducted last month.

About 10,000 locals walking down the main road of Namhkam Township carrying banners and photos of Nang Mo Hom and shouted slogans urging the TNLA to release her immediately.
“Even though there are calls from her relatives, locals and the NRPC [National Reconciliation and Peace Center], the TNLA shows no sign of releasing her. So we’ve gathered to express our feelings,” said Namhkam resident Nang Thin Thin Aye, one of the demonstrators.
Monday’s protest was the second in Namhkam calling for Nang Mo Hom’s release this month.
“It’s not only for her release. We want to show that we are living in fear, that we don’t know who is going to be kidnapped next and put on trial under their [the TNLA’s] laws,” Nang Thin Thin Aye said. “We just want the TNLA to release her. If she really broke the law, let her face trial in an official court, not theirs.”
Protesters said Nang Mo Hom’s abduction has also fueled misconceptions between the area’s ethnic Shan and Ta’ang communities and that they wanted to stem any mistrust,
“Another reason we want the TNLA to act immediately is to ease tensions between ethnic Shan and Ta’ang people, who have lived peacefully in the past. If they release her now, there will be no tension and everything will be ok,” Nang Thin Thin Aye said.
Nang Mo Hom, a mother of three, was abducted from her home in Namhkam Township on Aug. 17 at gunpoint by five TNLA soldiers. She has been held incommunicado since and her condition is unknown.
The Youth Network of Namhkam issued a statement following the abduction condemning the TNLA and demanding the woman’s release. It claims the TNLA had accused Nang Mo Hom of informing on two of its members who attempted to collect “taxes” in the area and were later shot and detained by the Myanmar army. Nang Mo Hom’s family denies that she was an informant.
The Shan Nationalities League for Democracy (SNLD), a local political party, also called for her immediate released and wrote to the NRPC asking it to intervene.
On Sept. 10 the NRPC called for the immediate release of Nang Mo Hom. It said the abduction was unlawful and harmed the national peace process.
Earlier this month, the TNLA said Nang Mo Hom was on trial by the armed group for allegedly obstructing its troops from performing their duties, in violation of TNLA “laws.” It did not elaborate.

Tatmadaw Destroys Local Farms Following Attack by Unknown Assailants in Hsipaw By HOM HURNG - September 17, 2018

Government forces destroyed local corn farms near an army camp in Manli village, Hsipaw Township, last week following an attack on the base by an unknown armed group.
Light Infantry Battalion 17 was ambushed by gunfire in the area last Thursday. One Tatmadaw soldier was allegedly killed and another was injured.
“After the shooting [on Thursday], soldiers destroyed at least five corn farms near the army camp—the owners didn’t realize it. The corn was a week away from ripening,” one corn farmer from Manli told SHAN. “The officers told us that life was more important than corn and that was why they were going to destroy all the cornfields.”
Speaking on the condition of anonymity, he said that villagers negotiated with the government battalion, saying they would harvest their corn over the weekend. The officers reportedly accepted this request.

The protesters began the march from Sasana Beikman at 1 pm yesterday and circled the town while shouting their demands.

“We want our farm back. We are protesting because we want compensation if we can’t get it back,” Daw Shwe Thar Nu, a protesting farmer, said to Narinjara News.
The farmers said the military seized over 1,000 acres of farmland from over 100 farmers from Lanmadaw, Daung Taw Yoe, Nyaung Pin Hla, and Pein Hne Chaung villages under Kyauktaw Township in the late 1990s.
When Amyotha Hluttaw U Myint Naing from Kyauktaw Township raised a question on this issue in the Amyotha Hluttaw last month, the Deputy Minister for Defence Rear-Admiral Myint Nwe replied that the Tatmadaw has no plan to release the farmland as compensation has already been given.
“He said that compensations have already been given for the seized farmland. We still haven’t received any compensation,” U Kyaw Hla Tun, a farmer from Nyaung Pin Hla Village, said to Narinjara News in response to this issue.
Among the seized farmland, most of it was seized by the 9th Military Operations Command (MOC-9) and the 375th, 374th, and 376th battalions have also seized farmland, according to U Kyaw Hla Tun.
“Over 1,000 acres of farmland without buildings have been leased. In the past, it was leased to the owners of the seized farms. Now, it’s not leased to the farmers anymore and it is only leased to their acquaintances because we have more freedom now and the farmers have started demanding their farms back,” said U Kyaw Hla Tun.
The protesting farmers demanded the return of the military seized farmland and urged the Deputy Minister Rear-Admiral Myint Nwe to change his words and the Farmland Investigation Commission to investigate the issue.
The farmers called for a re-investigation of the issue due to differences in the Deputy Minister Rear-Admiral Myint Nwe’s answer and the ground situation.
U Kyaw Hla Tun added that the farmers became unemployed after their farmland was seized and their children could no longer attend school. The farmers became poor and they have to do odd jobs to make a living.

YANGON — Just over two weeks after Myanmar’s military chief had found a new propaganda platform on VKontakte (VK), Senior-General Min Aung Hlaing was removed from Russia’s most popular social media network over the weekend.

It was the second time the country’s top military leader was banned from a social networking site.
In late August, US-based social media giant Facebook announced that it had deleted the pages and accounts of 20 organizations and individuals — including Snr-Gen Min Aung Hlaing — that “committed or enabled serious human rights abuses in [Myanmar].” The network’s statement followed on the heels of a report by the UN’s human rights office that found those Facebook accounts and pages had contributed to human rights abuses, especially to last year’s Rohingya crisis in northern Rakhine State.
The senior-general migrated to VK less than 48 hours after his Facebook account was shut down.
His new page, named “Senior General Min Aung Hlaing,” was blocked on Saturday night. Visitors were greeted by a short message that said “This page has been blocked due to violation of the VK terms of service” but provided no further explanation.
Minutes later, however, a new VK page appeared under the same name with the military chief’s picture, but with none of the old posts. The first post on the new page was dated Saturday and was about his meeting with military officers in Kalaw Township, Shan State. On Monday, the new page had some 4,600 followers.
Snr-Gen Min Aung Hlaing’s Facebook page had been relatively active and up to date compared with the pages of many of Myanmar’s politicians and government agencies, including the President’s Office and the State Counselor’s Office. It posted information about the military’s chief activities and important statements in real time. When the senior general met a foreign dignitary about the Rohingya crisis, the page posted a lengthy defense of the military’s activities in Rakhine.

စစ္အာဏာရွင္စနစ္ကို တိုက္ရန္ အျမင့္ဆံုးဖိအားသည္ လက္နက္ကိုင္ေတာ္လွန္ေရးျဖစ္ သည္ဟု ယူဆ၍ လက္နက္ကိုင္ခဲ့ ျခင္းျဖစ္ၿပီး လက္ရွိတြင္ တုိင္းျပည္ ၏ျပႆနာကို ႏုိင္ငံေရးနည္းျဖင့္ ေျဖရွင္းရမည့္ ေရစီးေၾကာင္းထဲ ေရာက္ရွိေနၿပီဟု ျမန္မာႏုိင္ငံလံုး ဆိုင္ရာ ေက်ာင္းသားမ်ားဒီမိုက ရက္တစ္တပ္ဦး (ABSDF)ဥကၠ႒ ဦးသံခဲက ေျပာၾကားသည္။
‘‘ႏိုင္ငံေရးေဆြးေႏြးပြဲျဖစ္ ေျမာက္ေရးဆိုတဲ့ တုိင္းျပည္ျပႆ နာကို ႏိုင္ငံေရးနည္းနဲ႔ ေျဖရွင္းၿပီး အနာဂတ္ဒီမုိကေရစီဖက္ဒရယ္ ျပည္ေထာင္စုကို တည္ေဆာက္ မယ္ဆိုတဲ့ ႏုိင္ငံေရးသေဘာတူညီ ခ်က္ရဖို႔ အဓိကႀကိဳးပမ္းတဲ့ ေရစီး ေၾကာင္းထဲမွာ ေရာက္ေနပါၿပီ’’ဟု ၎က ဆိုသည္။
ABSDF ညီလာခံကို ျမန္မာ-ထုိင္းနယ္စပ္ရွိ ေဒါင္းတမန္ စခန္း၌ စက္တင္ဘာ ၁၆ ရက္က စတင္က်င္းပရာ ၎က အဖြင့္မိန္႔ခြန္းတြင္ ထုိသို႔ေျပာၾကားသည္။
လက္ရွိ တုိင္းျပည္၏အေျခ အေနသည္ ABSDF လိုလားသည့္ ဒီမိုကေရစီအျပည့္အဝပံုစံ၊ ဖက္ဒ ရယ္ပံုစံႏွင့္ လူထုသာယာဝေျပာ သည့္ပံုစံမဟုတ္ေသးေၾကာင္း ဦးသံခဲက ေျပာသည္။ မူလရည္ ရြယ္ခ်က္အတြက္ အလုပ္မ်ား စြာ ဆက္လက္လုပ္ေဆာင္ရမည့္ အေနအထားျဖစ္သည္ဟု ၎က ဆိုသည္။
‘‘အလုပ္ကို လုပ္ႏိုင္တဲ့အေျခ အေနေတြ၊ ျဖစ္ေပၚလာတဲ့၊ ေျပာင္းလဲေနတဲ့ ႏုိင္ငံေရးေရစီး ေၾကာင္းနဲ႔အတူ ဒီေန႔ ညီလာခံမွာ ေသေသခ်ာခ်ာ ေဆြးေႏြးေစခ်င္ တယ္’’ဟု ဦးသံခဲက ေျပာသည္။
ျပည္တြင္းႏုိင္ငံေရးအင္အား စုမ်ားႏွင့္ အလုပ္လုပ္ရာတြင္ ရွင္းလင္းျပတ္သားသည့္ ႏုိင္ငံေရးသ ေဘာထား၊ မူဝါဒမ်ားကို ABSDF ညီလာခံက ခ်မွတ္ေပးႏိုင္ရန္လို အပ္သည္ဟုလည္း ၎က ေျပာသည္။ ညီလာခံကို စက္တင္ဘာ ၁၉ ရက္အထိ ျပဳလုပ္ရန္ သတ္ မွတ္ထားၿပီး အဖြဲ႕၏ေခါင္းေဆာင္ မႈပိုင္းကို ျပန္လည္ေရြးခ်ယ္မည္ ျဖစ္ေၾကာင္း ABSDF ဗဟိုဦးေဆာင္ေကာ္မတီဝင္ ဆလိုင္း ေယာေအာင္က ေျပာသည္။

‘‘ေနာက္တစ္ခုက ကၽြန္ေတာ္ တို႔အဖြဲ႕အစည္းရဲ႕အနာဂတ္အ ေျခအေနလည္း ပါဝင္တယ္။ တခ်ိဳ႕လည္း ျပည္တြင္းက ကၽြန္ ေတာ္တို႔ကို ေမးၾကပါတယ္။ ဘာ ဆက္လုပ္မွာလဲ၊ ႏုိင္ငံေရးပါတီ ဘက္ကို သြားမွာလား၊ ဒါမွမဟုတ္ ဘယ္လိုအခန္းက႑နဲ႔သြားမွာလဲ ေပါ့။ ဒါကို ညီလာခံမွာ ေဆြးေႏြး ျဖစ္မယ္ထင္ပါတယ္’’ ဟု ၎က ဆိုသည္။
ABSDF ညီလာခံကို သံုးႏွစ္ တစ္ႀကိမ္ က်င္းပရန္ သတ္မွတ္ ထားၿပီး (၁၀)ႀကိမ္ေျမာက္ ညီလာခံကို ၂၀၁၄ မတ္လတြင္ က်င္းပခဲ့ သည္။ သတ္မွတ္ခ်က္အရ ABSDF ၏(၁၁)ႀကိမ္ေျမာက္ ညီလာခံကို ၂၀၁၇ မတ္လတြင္ ျပဳလုပ္ရမည္ျဖစ္ေသာ္လည္း ၿငိမ္း ခ်မ္းေရးလုပ္ငန္းစဥ္မ်ားအရ ေရႊ႕ဆိုင္းခဲ့ၿပီး ယခုစတင္က်င္းပျခင္း ျဖစ္သည္။
၁၉၈၈ ဒီမိုကေရစီအေရး ေတာ္ပံုကာလလႈပ္ရွားမႈတြင္ ပါ ဝင္သည့္ ေက်ာင္းသားလူငယ္မ်ား သည္ အာဏာရွင္စနစ္ကို လက္ နက္ကိုင္၍ ေတာ္လွန္ရန္ ရည္ ရြယ္ကာ နယ္စပ္ရွိ တုိင္းရင္းသား လက္နက္ကိုင္အဖြဲ႕မ်ား၏အကူ အညီျဖင့္ ABSDF ကို ၁၉၈၈ ႏုိဝင္ဘာတြင္ ဖြဲ႕စည္းၿပီး ကခ်င္၊ ကရင္၊ ကရင္နီႏွင့္ မြန္ တိုင္းရင္း သားအဖြဲ႕မ်ား၏ေဒသ၌ လႈပ္ရွား ခဲ့သည္။ ABSDF သည္ ၂၀၁၅ တြင္ အျခားတိုင္းရင္းသားအဖြဲ႕ ခုနစ္ဖြဲ႕ႏွင့္အတူ တစ္ႏိုင္ငံလံုး ပစ္ခတ္တိုက္ခိုက္မႈရပ္စဲေရးသေဘာ တူစာခ်ဳပ္(NCA)လက္မွတ္ေရး ထိုးခဲ့သည္။

ေဆြးေႏြးဖို႕လိုၿပီးလို႕ေတာ့ထင္တယ္၊ ဒီအေပၚမွာေတာ့ ကိုယ္တို႕အဖြဲ႕အတြင္းထဲ မွာေတာ့ ဘယ္လိုလုပ္ရင္ အေကာင္းဆံုးျဖစ္မလဲ ဆိုတာ ေဆြးေႏြးရမယ္လို႕ ထင္ပါတယ္။ ဟု ABSDF ဗဟိုဦေဆာင္ေကာ္မတီ ၀င္တစ္ဦးျဖစ္သည့္ ဆလိုင္းေယာေအာင္ မွ ေျပာသည္။

JMC-U အတြင္းေရးမႉး(၁) ေဒါက္တာေ႐ႊခါးရ္က “RCSS ကိစၥနဲ႕ပတ္သက္လို႔ က်ေနာ္တို႔ ေဆြးေႏြးၾကပါ တယ္။ ေတာ္ေတာ္ေလးကို က်ေနာ္တို႔ ေဆြးေႏြးၾကပါ တယ္။ ၂ ဖက္စလုံးကလည္း တင္ျပခ်က္ေတြ လုပ္ပါ တယ္။ ေလာေလာ ဆယ္မွာေတာ့ ၂ ခု စီစဥ္ထားတာေပါ့။ ပထမတခုကေတာ့ ဆုံးျဖတ္ခ်က္ ခ်နိဳင္တဲ့ ေခါင္းေဆာင္မ်ား ၂ ဖက္ ေခါင္းေဆာင္မ်ား ေတြ႕ဆုံနိုင္ဖို႔က အေရး ႀကီးတယ္။ ဒီကိစၥ တခုတည္းမဟုတ္ဘူး ကိစၥေတာ္ေတာ္မ်ားမ်ား ပါတယ္။ အဲဒါကိုလည္း ၂ ဖက္စလုံးက လက္ခံထားပါတယ္” ဟု ေျပာသည္။

တပ္မေတာ္ႏွင့္ RCSS ၾကား တိုက္ပြဲမ်ား ရပ္တန႔္ေရး ၂ ဖက္ ထိပ္သီး ေခါင္းေဆာင္မ်ား ေတြ႕ဆုံ ေဆြးေႏြး ရန္ မူအားျဖင့္ သေဘာတူညီထားေသာ္လည္း မည္သည့္ အခ်ိန္တြင္ေတြ႕ဆုံၾကမည္ကို ဆက္လက္ ညွိႏွိုင္း ၾကမည္ျဖစ္ ေၾကာင္း၊ သို႔ေသာ္လည္း မၾကာခင္ ေတြ႕ဆုံနိုင္မည္ဟုလည္း ေမွ်ာ္လင့္ေၾကာင္း JMC-U မွ အတြင္းေရးမႉး (၁) ေဒါက္တာေ႐ႊခါးရ္က ေျပာသည္။
ထို႔ျပင္ ေျမျပင္ရွိ ၂ ဖက္ တပ္မႉးမ်ား ေတြ႕ဆုံနိုင္ေရးအတြက္ကိုလည္း စီစဥ္ထားေၾကာင္း JMC-U ဘက္မွ ေျပာသည္။
ေဒါက္တာေ႐ႊခါးရ္က “ႏွစ္ဖက္တပ္မႉး ေျမျပင္ တပ္မႉး ေတြ႕ဆုံဖို႔ကိုလည္း ထပ္ၿပီးေတာ့ လုပ္ထားတယ္။ ၂ ဖက္ တပ္မႉးေတြ မၾကာ ခဏ ေတြ႕ဆုံမႈက ထိေတြ႕မႈေတြကို ေရွာင္ရွားနိုင္တာ ျဖစ္တဲ့အတြက္ေၾကာင့္ ဒီရွမ္းျပည္ နယ္မွာလည္း RCSS နဲ႕ အစိုးရ တပ္မေတာ္ၾကား ေျမျပင္ တပ္မႉးေတြ ေတြ႕ဆုံနိုင္ဖို႔ကိုလည္း ဆက္လက္ က်င္းပဖို႔အတြက္ လည္း က်ေနာ္တို႔ လုပ္ပါတယ္” ဟု ေျပာသည္။
RCSS သည္ NCA ကို ၂၀၁၅ ခုႏွစ္၊ ေအာက္တိုဘာ ၁၅ ရက္က တနိုင္ငံလုံး ပစ္ခတ္တိုက္ခိုက္မႈ ရပ္စဲေရး သေဘာတူ စာခ်ဳပ္ (NCA) လက္မွတ္ထိုးခဲ့သည္။ ယခု ၂၀၁၈ ခုႏွစ္ထိ ၃ ႏွစ္အတြင္း တပ္မေတာ္ႏွင့္ RCSS ၾကား တိုက္ပြဲေပါင္း ၈၀ ႀကိမ္ျဖစ္ပြားခဲ့ၾကေၾကာင္း RCSS ဥကၠဌ ဗိုလ္ခ်ဳပ္ႀကီး ယြက္စစ္က Taifreedom မွာ ေျပာထားသည္။
တပ္မေတာ္ႏွင့္ RCSS ၾကား တိုက္ပြဲမ်ား ရပ္တန႔္ေရးအပါအဝင္ ၿငိမ္းခ်မ္းေရး လုပ္ငန္းစဥ္မ်ား အဆင္ေျပ ေခ်ာေမြ႕ေစေရးႏွင့္ မူးယစ္ေဆးဝါးမ်ား ပူးေပါင္းတိုက္ဖ်က္ေရး စသည့္ ကိစၥမ်ားကို RCSS ဥကၠဌ ဗိုလ္ခ်ဳပ္ ႀကီး ယြက္စစ္ ႏွင့္ နိုင္ငံေတာ္၏ အတိုင္ပင္ခံ ပုဂၢိဳလ္ ေဒၚေအာင္ဆန္းစုၾကည္၊ တပ္မေတာ္ကာကြယ္ေရး ဦးစီးခ်ဳပ္ ဒုတိယ ဗိုလ္ခ်ဳပ္မႉးႀကီး စိုးဝင္းတို႔ ၂၀၁၇ ခုႏွစ္၊ စက္တင္ဘာလက ေနျပည္ေတာ္မွာ သီးျခားစီ ေတြ႕ဆုံ ေဆြးေႏြးခဲ့ၾကေသးသည္။
စက္တင္ဘာ ၁၂ ရက္မွ ၁၄ ရက္ထိ က်င္းပခဲ့ေသာ JMC-U အစည္းအေဝးမွာ ေဒသႏၲရာအဆင့္ ပစ္ခတ္ တိုက္ခိုက္မႈ ရပ္စဲေရးဆိုင္ရာ ပူးတြဲေစာင့္ၾကည့္ေရး ေကာ္မတီ (LCM) မ်ား ဖြဲ႕စည္းနိုင္ေရး၊ RCSS ႏွင့္ တပ္မေတာ္ၾကား တိုက္ပြဲမ်ား ရပ္တန႔္ေရး ၂ ဖက္ေခါင္းေဆာင္မ်ား ေတြ႕ဆုံေရး၊ လူသစ္စုေဆာင္းမႈ ကိစၥမ်ား စသည့္ အခ်က္မ်ား အပါအဝင္ အခ်က္ ၁၅ ခ်က္ကို ေဆြးေႏြး သေဘာတူညီမႈ ရယူနိုင္ခဲ့ေၾကာင္း JMC-U ထံမွ သိရသည္။

ရွမ္းလက္နက္ကိုင္ႏွစ္ ဖြဲ႕ျဖစ္ေသာ ရွမ္းျပည္တိုးတက္ ေရးပါတီ(SSPP)ႏွင့္ ရွမ္းျပည္ ျပန္လည္ထူေထာင္ေရးေကာင္စီ (RCSS)တို႔အၾကား အခ်င္းခ်င္း တိုက္ခုိက္ေနမႈက ရွမ္းမ်ိဳးႏြယ္စု ကုိ အရွက္ခြဲသည့္လုပ္ရပ္ျဖစ္၍ အျမန္ဆုံးအပစ္ရပ္စဲေရးေဆာင္ ရြက္ရန္ ရွမ္းသံဃာေတာ္မ်ားဦး ေဆာင္ၿပီး ရွမ္းပါတီႏွင့္ရွမ္းလူထု ပါ၀င္သည့္ ေက်ာက္မဲၿမိဳ႕အစည္း အေ၀းက သေဘာထားေၾကညာ ခ်က္ထုတ္ျပန္သည္။

ရွမ္းတိုင္းရင္းသားမ်ား ဒီမုိကေရစီအဖြဲ႕ခ်ဳပ္ (SNLD)ေက်ာက္မဲျပည္နယ္လႊတ္ေတာ္ကုိယ္စားလွယ္စုိင္းထြန္း၀င္းက ေျပာသည္။
‘‘တစ္ဖြဲ႕နဲ႔တစ္ဖြဲ႕တုိင္းရင္း သားအခ်င္းခ်င္းပစ္တာခတ္တာ လုပ္ရင္ ျပည္သူလူထုေတြဒုကၡ ေရာက္မယ္။ သက္ဆုိင္ရာတာ၀န္ ရွိတဲ့ႏွစ္ဖက္က အျမန္ဆုံးေတြ႕ဆုံ ၿပီးေတာ့မွ ပစ္ခတ္မႈေတြရပ္စဲပါ။ အဲဒါကုိ တိုက္တြန္းတဲ့သေဘာပါ။ တိုင္းရင္းသားလက္နက္ကိုင္အ ခ်င္းခ်င္းတိုက္ခုိက္ၾကတာ လက္ ေအာက္ငယ္သားေတြေသေစရ တဲ့ကိစၥေတြမျဖစ္သင့္ဘူး။ ဆန္႔ က်င္တယ္။ ေနာက္တစ္ခ်က္က ဒီလုိမ်ိဳးအခ်င္းခ်င္းတိုက္ခုိက္မႈ ေတြဟာ သမုိင္းဆုိးက်ိဳးကုိျဖစ္ေစ တယ္။ အဲဒါကုိ ဆန္႔က်င္တယ္ ေပါ့’’ ဟု စုိင္းထြန္း၀င္းက အစည္း အေ၀း၏သေဘာထားဆုံးျဖတ္ ခ်က္ကုိ ျပန္လည္ရွင္းျပသည္။
အပစ္အခတ္ရပ္စဲႏုိင္ရန္ ႏွစ္ဖက္ေခါင္းေဆာင္မ်ား အျမန္ ဆုံးေတြ႕ဆုံၿပီး အပစ္အခတ္ရပ္ တန္႔ေၾကာင္း အျမန္ဆုံးေၾကညာ ခ်က္ထုတ္ျပန္ရန္လည္း ေတာင္း ဆုိထားသည္။
‘‘အဲဒီလုိမ်ိဳးမွမဟုတ္ဘူးဆုိ ရင္ တစ္ဖက္ဖက္က ဒီတိုက္ပြဲ ေတြကုိ ဆက္ၿပီးေတာ့ ဆင္ႏႊဲမယ္ ဆုိရင္ ဒါကုိကန္႔ကြက္ပါတယ္၊ ႐ႈတ္ခ်ပါတယ္ဆုိတဲ့ သေဘာမ်ိဳး ပါ’’ ဟု စုိင္းထြန္း၀င္းက ေျပာ သည္။
အဆုိပါသေဘာထားထုတ္ ျပန္ခ်က္ႏွင့္ပတ္သက္ၿပီး လတ္တ ေလာမွတ္ခ်က္ေပးရန္မရွိေသး ေၾကာင္း SSPP ေျပာေရးဆုိခြင့္ရွိ သူဗုိလ္မွဴးစုိင္းဖုန္းဟန္က စက္ တင္ဘာ ၁၆ ရက္တြင္ေျပာသည္။
RCSS ဆက္ဆံေရး႐ုံးမ်ား ၫႊန္ၾကားေရးမွဴးဒုဗုိလ္မွဴးႀကီး စုိင္းဦးက ရွမ္းေျမာက္ေဒသတုိက္ ပြဲျဖစ္ပြားမႈကုိ ေတြ႕ဆုံေဆြးေႏြး အေျဖရွာလုိေၾကာင္း ေျပာဆုိထား သည္။
‘‘ကြၽန္ေတာ္တို႔ ေဆြးေႏြးညိႇ ႏႈိင္းမႈက အၿမဲတမ္းလုပ္ပါတယ္။ အရင္လကလည္း ေတြ႕ခဲ့ၿပီးၿပီ။ ေတြ႕ဆုံေဆြးေႏြးမႈက လမ္း ေၾကာင္းမပိတ္ပါဘူးခင္ဗ်’’ ဟု ဗုိလ္မွဴးစုိင္းဖုန္းဟန္က ေျဖၾကား သည္။
RCSS ႏွင့္ SSPP တပ္ပိုင္း ဆုိင္ရာေခါင္းေဆာင္မ်ားသည္ SNLD ၏ ၾကား၀င္ညိႇႏႈိင္းမႈျဖင့္ ဩဂုတ္ ၁၀ ရက္ကေတာင္ႀကီးၿမိဳ႕ ၌ ေတြ႕ဆုံေဆြးေႏြးခဲ့သည္။ ယင္း သုိ႔ေဆြးေႏြးအၿပီး ႏွစ္ရက္အၾကာ တြင္ နမၼတူၿမိဳ႕နယ္၌ တိုက္ပြဲဆက္ လက္ျဖစ္ပြားခဲ့သည္။
SSPP သည္တအာင္းလက္ နက္ကိုင္အဖြဲ႕ (TNLA)ႏွင့္ပူး ေပါင္းၿပီး နမၼတူၿမိဳ႕နယ္အတြင္းရွိ RCSS တပ္ဖြဲ႕၀င္မ်ားကုိ တိုက္ ခုိက္ခဲ့ရာ ဩဂုတ္ႏွင့္စက္တင္ဘာ လဆန္းတြင္ ျဖစ္ပြားသည့္တိုက္ပြဲ မ်ားေၾကာင့္ နမၼတူေဒသခံေထာင္ ခ်ီၿပီး စစ္ေဘးတိမ္းေရွာင္ခ့ဲရ သည္။
မူလက နယ္ေျမအျငင္းပြားမႈ ႏွင့္ပတ္သက္ၿပီး TNLA ႏွင့္ RCSS အၾကား တိုက္ပြဲမ်ားျဖစ္ပြား ခဲ့ရာ ယခုႏွစ္တြင္ TNLA ဘက္မွ SSPP တပ္မ်ားပူးေပါင္းပါ၀င္ကာ တိုက္ပြဲမ်ား ျဖစ္ပြားေနသည္။ TNLA ႏွင့္ SSPP သည္ ႏုိင္ငံေရး၊ စစ္ေရးမဟာမိတ္ဖြဲ႕ထားသည့္အ ဖြဲ႕ျဖစ္ၿပီး တစ္ႏုိင္ငံလုံးပစ္ခတ္ တိုက္ခုိက္မႈရပ္စဲေရး သေဘာ တူစာခ်ဳပ္(NCA) မထုိးရေသးေပ။ RCSS အဖြဲ႕သည္ NCAလက္မွတ္ ေရးထုိးထားသည္။

ဆႏၵျပမွုတြင္ဦးေဆာင္ပါ၀င္ခဲ့သည့္ နမ့္ခမ္းလူငယ္ စိုင္းအိုက္ေခးက – “ေဒသခံလူထုကို ဖမ္းဆီးတာမ်ိဳး ဘယ္လက္နက္ကိုင္ကိုမဆိုက်ေနာ္တို႔ဆန႔္က်င္တယ္။ လက္နက္ကိုင္ဆိုတာ လူထုကို အကာအကြယ္ေပးဖို႔ျဖစ္တယ္။ ဒါေၾကာင့္ ေဒသခံျပည္သူလူထုတေယာက္ျဖစ္တဲ့ နန္းမိုဟြမ္ကို အျမန္ဆုံးျပန္လႊတ္ေပးဖို႔ TNLA ကို ေတာင္းဆိုပါတယ္။ အခုလို နမ့္ခမ္းေဒသခံ တရပ္လုံးက ေတာင္းဆို ေနတာေတာင္ နန္းမိုဟြမ္ကို ျပန္မလႊတ္ေပးေသးဘူးဆိုရင္ အနာဂတ္မွာ နမ့္ခမ္းမွာေနထိုင္တဲ့ သၽွမ္းနဲ႔တအာင္းလူထုၾကား ခ်စ္ၾကည္ရင္းႏွီးမွုၿပိဳကြဲသြားမွာကိုစိုးရိမ္တယ္။ ဒါေၾကာင့္အျမန္ဆုံးလႊတ္ေပးဖို႔ ေတာင္းဆိုပါတယ္ ”– ဟုေျပာသည္။
နမ့္ခမ္းၿမိဳ႕နယ္ ေဒသခံလူထုသည္ – “TNLA မွဖမ္းဆီးသြားေသာနန္းမိုဟြမ္အား -ခ်က္ခ်င္းလႊတ္ ခ်က္ခ်င္းလႊတ္”၊”မတရားဆက္ေၾကးေကာက္ျခင္း အား -ခ်က္ခ်င္းရပ္ ခ်က္ခ်င္းရပ္”၊ “အၾကမ္းဖက္ဝါဒတိုက္ဖ်က္ေရး – ဒို႔အေရး ဒို႔အေရး”၊ “တရားဥပေဒ စိုးမိုးေရး – ဒို႔အေရး ဒို႔အေရး” အစရွိေႂကြးေၾကာ္ၿပီး နမ့္ခမ္းၿမိဳ႕လယ္အား တပတ္ပတ္ကာ ဆႏၵျပခဲ့ၾကသည္။
လက္နက္မဲ့ ေဒသခံလူထုအား TNLA မွဖမ္းဆီးသည္မွာ ယခုပထမဆုံးအႀကိမ္ မဟုတ္ေတာ့ေၾကာင္း၊ ယခင္ကလည္း ဖမ္းဆီးသြားခဲ့သည္မ်ားရွိခဲ့ဖူးေၾကာင္း၊ ႏွစ္ေပါင္းၾကာလာသည့္တိုင္ေအာင္ သတင္းမၾကားဘဲရွိေနသျဖင့္ အဖမ္းခံရသူမ်ား၏ မိသားစုဝင္မ်ား က စိုးရိမ္ပူပန္ေနၾကေၾကာင္း ဆႏၵျပမွုတြင္ပါ၀င္သည့္ မိသားစုဝင္မ်ားကေျပာသည္။

၂၀၁၆ ခုႏွစ္ကတည္းက သားျဖစ္သူ စိုင္းယီ့ဆိုင္မိန္းအား TNLA မွ ဖမ္းဆီးသြားခဲ့ၿပီးယေန႔တိုင္ ျပန္မလႊတ္ေပးေသးသည့္အေပၚအဖမ္းခံရသူ၏ ဖခင္ျဖစ္သူ စိုင္းလိန္ဆိုင္ က- “ဖမ္းသြားကတည္းက ခုခ်ိန္ထိဘာသတင္းမွမၾကားရဘူး။ ေသလားရွင္လားလည္းမသိဘူး။ က်ေနာ္တို႔ မိဘျဖစ္သူ၊ ေဆြးမ်ိဳးျဖစ္သူေတြက ေန႔တိုင္းဘဲစိတ္ေသာက ေရာက္ေနရတယ္။ သူခိုးဆိုရင္ သူလိုတာဘဲသူယူသြားမယ္။ ျပန္ေပးဆြဲ သူဆိုရင္လည္း အနည္းဆုံး မိဘေဆြမ်ိဳးေတြကိုေတာ့ အသိေပးပါလိမ့္မယ္။ အခုက အဲဒါေတြထက္ပိုဆိုးေနတယ္။ ဒါမ်ိဳးေတြ ဆက္မျဖစ္ေစခ်င္ဘူး။

က်ေနာ့သားလိုမ်ိဳး နန္းမိုဟြမ္လိုမ်ိဳး ထပ္မလုပ္ဖို႔ TNLA ကိုေတာင္းဆိုခ်င္တယ္။ အခုလိုလူထုရဲ့ဆႏၵကိုသိရၿပီျဖစ္လို႔ TNLA ကေန ကိုယ္ခ်င္းစာတရားေရွ႕ထားၿပီး ျပန္လႊတ္ေပးပါလိမ့္မယ္လို႔ ေမၽွာ္လင့္ပါတယ္။” – ဟုေျပာသည္။
အဖမ္းခံရသူ နန္းမိုဟြမ္၏ အမျဖစ္သူ နန္းမိုခမ္းကလည္း ညီမျဖစ္သူအျမန္ဆုံးျပန္လည္လႊတ္ေျမာက္ေရးအတြက္ပါ၀င္ကူညီခဲ့သည့္ နမ့္ခမ္းေဒသခံမ်ားအား ေက်းဇူးတင္ေၾကာင္း၊ နမ့္ခမ္းလူထုဆႏၵအား သိျမင္ကာ ညီမျဖစ္သူအား အျမန္ဆုံးျပန္လႊတ္ေပးဖို႔ TNLA အား ေတာင္းဆိုေၾကာင္း ေျပာဆိုသည္။
“မိသားစုအလိုက္ဆႏၵဳျပခဲ့ၿပီးေနာက္ပိုင္း ခုခ်ိန္အထိ ဘာသတင္းမွမၾကားရ ဘာမွမေျပာလာဘူး။ မိသားစုအေနနဲ႔လည္းစိတ္ပူတယ္။ က်န္းမာေရး လုံျခဳံေရးအေျခအေနအစစအရာရာ စိုးရိမ္တယ္။ သားသမီးေတြလည္း အရမ္းကိုငယ္ပါေသးတယ္။သူတို႔ကိုျပဳစုေစာင့္ေရွာက္ဖို႔ သူတို႔ရဲ့မိခင္ လိုအပ္ေနပါတယ္။ အျမန္ဆုံးျပန္လႊတ္ေပးဖို႔ တအာင္းတပ္ဖြဲ႕ကို ေတာင္းဆိုပါတယ္။ ပါ၀င္ကူညီမွုေပးတဲ့နမ့္ခမ္းေဒသခံလူထုတရပ္လုံးကို ေက်းဇူးအထူးတင္ရွိပါတယ္။ ”– ဟုေျပာသည္။

ပေလာင္ (တအာင္း) အမ်ိဳးသား လြတ္ေျမာက္ေရး တပ္မေတာ္ (TNLA) က ဖမ္းဆီးထားေသာ နန္းမိုဟြမ္ လြတ္ေျမာက္ေရး အတြက္ မိသားစုဝင္မ်ား၊ ၿမိဳ႕ခံမ်ားႏွင့္ မတရားမႈကို လက္မခံေသာ ေထာင္ႏွင့္ခ်ီသည့္ ေဒသခံမ်ားက လမ္းေပၚထြက္၍ ဆႏၵျပ ေတာင္းဆိုခဲ့ၾကသည္။

စိုင္းသိန္းေ႐ႊ က “ျပည္သူေတြရဲ႕ ပူးေပါင္း ပါဝင္မႈက အားရ ေက်နပ္စရာပါ။ ဒီအေပၚကို TNLA လည္း ျပည္သူ႕ အသံကို ေလးေလးနက္နက္ နားေထာင္ေစခ်င္တယ္။ ဘယ္လက္နက္ကိုင္မဆို ျပည္သူ႕ အသက္၊ အိုးအိမ္ကို ထိန္းသိမ္း၊ ကာကြယ္ ေစာင့္ေရွာက္တဲ့ အဖြဲ႕စည္းပဲ ျဖစ္ေစခ်င္တာပါ။ ဒီလို ျဖစ္ရပ္မ်ိဳးေၾကာင့္ ျပည္သူ အခ်င္းခ်င္း၊ တိုင္းရင္းသား အခ်င္းခ်င္း စိတ္ဝမ္း မကြဲေစခ်င္ဘူး။ ဒါကို ေထာက္ထားၿပီး အျမန္ ျပန္လႊတ္ေပးပါလို႔ ဆက္လက္ ေတာင္းဆိုပါတယ္” ဟု ေျပာသည္။
နန္းမိုဟြမ္ ျပန္လႊတ္ေပးေရး ဆႏၵျပေနေသာ ေဒသခံမ်ား (ဓာတ္ပုံ- စိုင္းသိန္းေ႐ႊ)
ဆႏၵျပပြဲ၌ TNLA မွ ဖမ္းဆီးထားေသာ နန္းမိုဟြမ္အား ခ်က္ခ်င္းလႊတ္၊ မတရား ဆက္ေၾကး ေကာက္ျခင္းအား ခ်က္ခ်င္းရပ္၊ အၾကမ္းဖက္ ဝါဒ ဆန႔္က်င္ေရး ဒို႔ အေရး၊ တရား ဥပေဒ စိုးမိုးေရး ဒို႔အေရး စသည့္ ေႂကြးေၾကာ္သံမ်ားပါဝင္သည့္ ဆိုင္းဘုတ္ မ်ားကို ကိုင္ေဆာင္ခဲ့ၾကေၾကာင္း စိုင္းသိန္းေ႐ႊက ဆိုသည္။
TNLA သည္ ရွမ္းျပည္နယ္ ေျမာက္ပိုင္း၊ မူဆယ္ ခရိုင္၊နမ့္ခမ္းၿမိဳ႕၊ ဟိုေနာင္ ရပ္ကြက္ေန နန္းမိုဟြမ္ကို ၂၀၁၈ ခုႏွစ္၊ ၾသ ဂုတ္ ၁၇ ရက္က ဖမ္းဆီးသြားခဲ့သည္မွာ ယေန႕ (ရက္ ၃၀ ျပည့္) အထိ ျပန္လည္ လႊတ္ေပးျခင္း မရွိေသးေပ။
TNLA အေကာက္ခြန္ ဝန္ထမ္းမ်ား လုပ္ငန္းတာဝန္ ထမ္းေဆာင္စဥ္ ဝန္ထမ္းမ်ားအား အျပင္းအထန္ ထိခိုက္ ေသဆုံးေစ သည္ အထိ နန္းမိုဟြမ္မွ တာဝန္ ဝတၳရား ေႏွာင့္ယွက္ခဲ့ေသာေၾကာင့္ ဥပေဒ အရ အေရးယူေပးရန္ TNLA ဗဟို တရား႐ုံး သို႔ အမႈဖြင့္ တိုင္ၾကားခဲ့သည္ဟု TNLA က စက္တင္ဘာ ၃ ရက္၌ ထုတ္ျပန္ခဲ့သည္။
ထို႔ေနာက္ TNLA ဝန္ထမ္း တာဝန္ ဝတၳရား ထမ္းေဆာင္ေနစဥ္ မိမိ အလိုအေလွ်ာက္ အျပင္းအထန္ နာက်င္ေစမႈျဖင့္ နန္း မိုဟြမ္အား ရာဇသတ္ႀကီး ဥပေဒ ပုဒ္မ ၃၃၃ ျဖင့္ TNLA ဗဟိုတရား႐ုံးမွ အမႈဖြင့္ အေရးယူ ထားသည္ဟုလည္း အဆိုပါ ထုတ္ျပန္ခ်က္၌ ေဖာ္ျပထားသည္။
စိုင္းသိန္းေ႐ႊက “သူတို႔ (TNLA) ဥပေဒနဲ႕ တရား စီရင္မယ္ ဆိုတာကို ျပည္သူေတြက လုံးဝ လက္မခံနိုင္ပါ။ တိုင္ရင္းသား ျပည္သူ ခ်င္းခ်င္း ေလးစားစာနာမႈရွိရင္ ႁခြင္းခ်က္မရွိ အျမန္ လႊတ္ေပးခ်င္ပါတယ္” ဟု စက္တင္ဘာ ၁၆ ရက္က ဧရာဝတီ သို႔ ေျပာသည္။
ဖမ္းဆီးခံထားရေသာ နန္းမိုဟြမ္၏ မိသားစုဝင္မ်ားကလည္း TNLA မွ စြပ္စြဲထားသည့္ အေၾကာင္းအရာမ်ားကို က်ဴးလြန္ ထားျခင္း မရွိေၾကာင္းႏွင့္ နန္းမိုဟြမ္၏ က်န္းမာေရးကို စိုးရိမ္သည့္ အတြက္ အျမန္ဆုံး ျပန္လႊတ္ေပးရန္ ေျပာဆိုသည္။

တည္ေနရာအတိအက်မသိရသည့္ PSLF/TNLA ထိန္းခ်ဳပ္ထားသည့္စခန္းတစ္ခုတြင္ နန္းမိုဟြမ္အား ထိန္းသိမ္းထားသည္မွာ တစ္လၾကာျမင့္ၿပီျဖစ္ၿပီး အသက္ရွင္လ်က္ရွိမရွိကိုမသိရဟု မိသားစုကဆိုသည္။
ရန္ကုန္၊စက္တင္ဘာ၁၇ -တအာင္း/ပေလာင္အမ်ိဳးသား လြတ္ေျမာက္ေရး တပ္မေတာ္ (PSLF/TNLA) ကတစ္လၾကာဖမ္းဆီးထားသည့္ ရွမ္းအမ်ိဳးသမီးအား ျပန္လႊတ္ေပးရန္ ရွမ္းျပည္ေျမာက္ပိုင္း နမ့္ခမ္းၿမိဳ႕တြင္ ေဒသခံမ်ားက ယေန႔ၿမိဳ႕လုံးကၽြတ္ဆႏၵျပ ေတာင္းဆိုခဲ့ၾကသည္။
အသက္၃၇ႏွစ္အ႐ြယ္ကေလးသုံးေယာက္မိခင္နန္းမိုဟြမ္သည္ဩဂုတ္လ၁၇ရက္နံနက္ခင္းတြင္ကေလးငယ္မ်ားအား ထမင္းေကၽြးေနစဥ္ PSLF/TNLA က၎၏ေနအိမ္သို႔လာေရာက္ဖမ္းဆီးခဲ့သည္။
ေဒသခံမ်ားသည္ယေန႔မနက္၈နာရီမွမြန္းတည့္၁၂နာရီအခ်ိန္ထိနမ့္ခမ္းၿမိဳ႕ေဆး႐ုံကုန္းေတာင္ေျခမွၿမိဳ႕လယ္ဘုရားေက် ာင္းအထိလမ္းေလၽွာက္ကာ ျပဳလုပ္ခဲ့ၾကသည္။
“ဒီေန႔ကသူဖမ္းဆီးခံရတာ တစ္လျပည့္လည္းျဖစ္တယ္။ ခြင့္ျပဳမိန္႔ကိုလူအင္အား၃၀၀၀နဲ႔တင္ထားေပမယ့္ၿမိဳ႕ခံအင္အ ား၁၀,၀၀၀ေလာက္ လာေရာက္ပူးေပါင္းဆႏၵထုတ္ေဖာ္ပါတယ္။ ဒီေန႔ထူးျခားတာကအရင္ TNLA ဖမ္းဆီးသြားတဲ့အျပစ္မဲ့ ျပည္သူေတြရဲ႕မိသားစုမ်ားပါဝင္ေတာင္းဆိုတာေတြ႕ပါတယ္ ”ဟုဆႏၵျပပြဲကိုဦးေဆာင္စီစဥ္သူမ်ားထဲမွတစ္ေယာက္ျဖစ္သ ည့္စိုင္းသိန္းေ႐ႊက Myanmar Now ကိုေျပာသည္။
နမ္းခမ့္ၿမိဳ႕၊ဟိုေနာင္ရပ္ကြက္တြင္ကုန္မာဆိုင္ရွင္နန္းမိုဟြမ္ သည္ဖမ္းဆီးခံရသည့္ေန႔မွစတင္ၿပီးယေန႔အထိမိသားစုႏွင့္အဆက္အသြယ္လုံးဝမရေသးေသာေၾကာင့္အသက္အႏၲရာ ယ္အတြက္စိုးရိမ္ေနေၾကာင္းအစ္မနန္းမိုခမ္းကေျပာသည္။
“အခုကေသသလား၊ရွင္သလားဆိုတာကိုမသိရဘူး။အရမ္းကိုစိုးရိမ္ေနတယ္။အငယ္ဆုံးကေလးလည္းဖ်ားေနတာမသ က္သာဘူး၊အျမန္ဆုံးသာလႊတ္ေပးၾကပါလို႔”ဟု၎ကဆိုသည္။
TNLA အေနျဖင့္နန္းမိုဟြမ္ကိုအျမန္ဆုံးလႊတ္ေပးလိုက္မွသာရွမ္းႏွင့္တအာင္း (ပေလာင္) လူမ်ိဳးေရးပဋိပကၡမ ျဖစ္ေစရန္ထိန္းခ်ဳပ္ႏိုင္မွာ ျဖစ္သည္ဟုရွမ္းတိုင္းရင္းသားမ်ားဒီမိုကရက္တစ္ပါတီ (က်ားျဖဴပါတီ) ဥကၠ႒စိုင္းအိုက္ေပါင္းကေျပာသည္။

“လူထုေဒါသမေပါက္ကြဲဖို႔အရမ္းအေရးႀကီးတဲ့အေျခအေနပါ။ေပါက္ကြဲလာရင္ထိန္းရခက္မယ္။ TNLA က ျမန္ျမန္လႊတ္ေပးလိုက္တာအေကာင္းဆုံးပါပဲ”ဟု၎ကေျပာသည္။
နန္းမိုဟြမ္ ျပန္လည္လြတ္ေျမာက္ေရးအတြက္ မိသားစုဝင္မ်ားက စက္တင္ဘာလ ၇ရက္တြင္ နမ့္ခမ္းၿမိဳ႕လယ္ဘုရားေက်ာင္းေရွ႕တြင္ ဆႏၵျပျခင္း၊ အစိုးရအရာရွိမ်ားထံ တိုင္ၾကားျခင္းတို႔ ျပဳလုပ္ခဲ့ဖူးသည္။
အျပစ္မဲ့အရပ္သားတစ္ဦးကိုဖမ္းဆီးထားသည့္တအာင္း/ပေလာင္လက္ႏွက္ကိုင္တို႔၏လုပ္ရပ္ကို “ဥပေဒမဲ့လုပ္ရပ္”ဟုလည္းအမ်ိဳးသား ျပန္လည္သင့္ျမတ္ေရးႏွင့္ၿငိမ္းခ်မ္းေရးဗဟိုဌာန (NRPC) စက္တင္ဘာလ၁၀ရက္ေန႔တြင္ျပစ္တင္ေဝဖန္ခဲ့ၿပီး ျပန္လႊတ္ေပးရန္လည္းေတာင္းဆိုခဲ့သည္။
PSLF/TNLA က “အခြန္”ဟု သုံးသည့္ ေငြေၾကးေကာက္ခံသည့္ ကိစၥကို အစိုးရထံတိုင္ၾကားျခင္းေၾကာင့္ ဖမ္းဆီးခဲ့ျခင္း ျဖစ္ၿပီး၎အား “ရာဇသတ္ႀကီး”ဥပေဒပုဒ္မ ၃၃၃ အရ TNLA ဗဟိုတရား႐ုံး၌ အမႈကို လက္ခံစစ္ေဆးေနကာ နန္းမိုဟြမ္၏ ေဆြမ်ိဳးမ်ားႏွင့္ အမ်ားျပည္သူေရွ႕တြင္ စီရင္ခ်က္ခ်ႏိုင္ရန္ စီစဥ္သြားမည္ဟု PSLF/TNLA ကယခုလ၃ရက္ေန႔တြင္ထုတ္ျပန္ထားသည္။
TNLA အေနျဖင့္နန္မိုဟြမ္းကိုအျမန္ဆုံးျပန္လႊတ္ေပးရန္အစီအစဥ္မရွိေသးေၾကာင္းႏွင့္ထုတ္ျပန္ထားသည့္အတိုင္း TNLA၏သီးျခားတရားဥပေဒအရသာစီရင္ဆုံးျဖတ္ရန္ရွိသည္ဟု TNLA မွ ေျပာေရးဆိုခြင့္ရွိသူ ဗိုလ္မႉးတာအိုက္ေက်ာ္က စက္တင္ဘာ ၁၁ ရက္ေန႔တြင္ Myanmar Now ကိုေျပာသည္။

‘ဝ’လက္နက္ကိုင္အဖြဲ႕ (UWSP/UWSA) ထိန္းခ်ဳပ္ေဒသ အတြင္းရွိ ဘာသာေရးေခါင္း ေဆာင္အခ်ိဳ႕ကို ေခၚယူစစ္ေဆး ၿပီး ျပန္လႊတ္ျခင္းမ်ားရွိေၾကာင္း UWSA တာဝန္ရွိသူႏွင့္ ကခ်င္ႏွစ္ ျခင္းခရစ္ယာန္ အသင္းေတာ္ (KBC)တာဝန္ရွိသူတို႔က ေျပာ သည္။
‘ဝ’ ေဒသရွိ ခရစ္ယာန္ဘာ သာေရးေခါင္းေဆာင္မ်ားကို ျပန္ခိုင္းသည္ဟု ၾကားသိရေၾကာင္း KBC မိုးေကာင္းဇုန္နယ္ အတြင္းေရးမွဴး လဖိုင္ေဇာ္ရာက စက္တင္ ဘာ ၁၅ ရက္တြင္ ေျပာၾကားသည္။ ‘‘သူတို႔ဆင္ေျခေပးတာ ေတာ့ အမ်ားႀကီးေပါ့။ သူတို႔ေဒသ လံုၿခံဳေရးကိစၥေတြ၊ ေနာက္ၿပီး ေတာ့ ဘာသာေရးနဲ႔ပတ္သက္တဲ့ ဟာေတြအမ်ားႀကီးေပါ့။ ဘုရား ေက်ာင္းေတြလည္း ၉၆ ဝန္းက်င္ ေနာက္ပိုင္း ေဆာက္တဲ့ဟာေတြ အကုန္္လံုး ဖ်က္ေပးရမယ္ေျပာ တယ္’’ဟု လဖိုင္ေဇာ္ရာက ဆုိ သည္။
အဆိုပါအေျခအေနႏွင့္ပတ္ သက္ၿပီး UWSA လား႐ိႈးဆက္ဆံ ေရး႐ံုးတာဝန္ခံ ဦးညီရန္းက ‘‘ဘာ သာေရးအစြန္းေရာက္တဲ့လူတ ခ်ိဳ႕ကို ေခၚယူေမးျမန္းၿပီး တခ်ိဳ႕ကိုျပန္လႊတ္တာရွိပါတယ္။ တခ်ိဳ႕က ဘာသာေရးအစြန္းေရာက္လုပ္ တယ္ဆိုတာ တျခားဘာသာကို ထိခိုက္တာတို႔ အေျခအေနေတြ ရွိတယ္။ တခ်ိဳ႕ရြာ၊ တခ်ိဳ႕နယ္ေတြ ဆိုတာ ျပည္သူလူထုၾကားမွာ အျမင္မတူတာ၊ ပဋိပကၡလည္း မျဖစ္ခိုင္းေစခ်င္လို႔ အဲဒီလိုမ်ိဳးေခၚယူစစ္ေဆးေမးျမန္းတာေတြ လုပ္တာ’’ဟု ေျပာသည္။
ကိုးကြယ္မႈႏွင့္ပတ္သက္ၿပီး UWSA ၏ျပ႒ာန္းခ်က္သည္ စည္း ကမ္းရွိၿပီး အျခားသူကို မထိခိုက္ ေစသည့္ လြတ္လပ္မႈပံုစံျဖင့္ ကိုး ကြယ္၍ ရသည္ဟု ဦးညီရန္းက ေျပာသည္။
‘ဝ’ေဒသသို႔ ေစလႊတ္ထား သည့္ KBC အသင္းေတာ္တာဝန္ ရွိသူမ်ား ျပန္လာေနၿပီဟု သိရေၾကာင္း လဖိုင္ေဇာ္ရာက ဆို သည္။ ျပန္လာသည့္ အေရအ တြက္ အတိအက်ကိုမူ မသိရေသး ေၾကာင္း လဖိုင္ေဇာ္ရာက ေျပာ သည္။ ၁၉၉၆ ေနာက္ပိုင္း ေဆာက္ လုပ္သည့္ ဘာသာေရးေက်ာင္း မ်ားဖ်က္ရမည္ဆိုပါက ယင္းကာ လေနာက္ပိုင္း ေဆာက္လုပ္သည့္ ခရစ္ယာန္ဘုရားရွိခိုးေက်ာင္းမ်ား စြာရွိသည္ဟု ၎က ဆိုသည္။

‘‘အဲဒါကေတာ့ ဘာသာေရး လြတ္လပ္ခြင့္အေနနဲ႔ ၾကည့္မယ္ ဆိုရင္ ေကာင္းေတာ့မေကာင္းဘူး ေပါ့။ ေဒသမွာ ယံုၾကည္မႈနဲ႔ပတ္ သက္ၿပီး လြတ္လြတ္လပ္လပ္လုပ္ ခုိင္းေစခ်င္တယ္။ ကၽြန္ေတာ္တုိ႔ က်ေတာ့ သူတို႔ရဲ႕႐ိုးရာယဥ္ေက်း မႈလည္း ဖ်က္ဆီးတာလည္း မ ဟုတ္ဘူး။ ဘာသာေရးနဲ႔ပတ္ သက္ၿပီး ယံုၾကည္မႈနဲ႔ပဲ သြားတာ ဆိုေတာ့ လြတ္လြတ္လပ္လပ္နဲ႔ လုပ္ခိုင္းေစခ်င္တယ္’’ဟု လဖိုင္ ေဇာ္ရာက ေျပာသည္။
၁၉၉၆ ေနာက္ပိုင္း ဘာသာ ေရးအေဆာက္အအံုမ်ား ျပန္ဖ်က္ ရမည္ဆိုသည့္ကိစၥႏွင့္ ပတ္သက္ၿပီး ဦးညီရန္းက ‘‘ဒါကေတာ့ ဗဟိုရဲ႕ခြင့္ျပဳခ်က္နဲ႔ ေဆာက္တာေတြဆို ရင္ ဖ်က္မယ္လို႔ေတာ့ မထင္ပါ ဘူး’’ဟု ေျပာသည္။

ဒီမိုကေရစီစနစ္သည္ မွားမွား/မွန္မွန္ လူအမ်ားစု၏ သေဘာျဖင့္ ေဆာင္႐ြက္ျခင္းမ်ိဳး မဟုတ္ေၾကာင္း တပ္မေတာ္သား လႊတ္ေတာ္ ကိုယ္စားလွယ္ ဗိုလ္မႉးႀကီး သန္းထိုက္ က ေျပာသည္။
ေနျပည္ေတာ္ လႊတ္ေတာ္ရွိ သဘင္ေဆာင္တြင္ စက္တင္ဘာလ ၁၅ ရက္က က်င္းပခဲ့သည့္ ၂၀၁၈ ခုႏွစ္ အျပည္ျပည္ ဆိုင္ရာ ဒီမိုကေရစီေန႕ အခမ္းအနားသို႔ တက္ေရာက္လာသည့္ တပ္မေတာ္သား ကိုယ္စားလွယ္ အစုအဖြဲ႕၏ စာတမ္း တင္သြင္းစဥ္ အထက္ပါ အတိုင္း ေျပာၾကားျခင္း ျဖစ္သည္။
ဗိုလ္မႉးႀကီး သန္းထိုက္က“မွားမွား မွန္မွန္ အမ်ားညီလို႔ “ဤ” ကို “ကြၽဲ” လို႔ ဖတ္ျခင္းဟာ ဒီမိုကေရစီ မဟုတ္ဘူး ဆိုတာ အားလုံး အသိပင္ ျဖစ္ပါတယ္။ အဲဒီလိုသာ ေဆာင္႐ြက္ေနမယ္ ဆိုရင္ အဓမၼ ဒီမိုကေရစီသာ ျဖစ္သြားပါမယ္” ဟု ေျပာသည္။
မွန္ကန္ မွ်တေသာ ဒီမိုကေရစီ က်င့္စဥ္ ျဖစ္ေစေရး အတြက္ အားလုံး ပူးေပါင္း ေဆာင္႐ြက္ရမည္ ျဖစ္ၿပီး တဦးေကာင္း တ ေယာက္ေကာင္း ေဆာင္႐ြက္ျခင္းျဖင့္ မရနိုင္ေၾကာင္းႏွင့္ ဒီမိုကေရစီ က်င့္စဥ္တြင္ နိုင္ငံသူ/ နိုင္ငံသားတိုင္းသည္ တည္ဆဲ ဥပေဒမ်ားႏွင့္ ဖြဲ႕စည္းပုံ အေျခခံ ဥပေဒကို ေလးစား လိုက္နာရမည္ ျဖစ္ေၾကာင္း ၎က ဆိုသည္။

ထို႔ျပင္ ဒီမိုကေရစီ ထာဝရ ရွင္သန္ေနေစရန္ ဥပေဒ ျပဳေရး၊ အုပ္ခ်ဳပ္ေရး၊ တရားစီရင္ေရး မ႑ိဳုင္မ်ား အျပန္အလွန္ ထိန္း ေက်ာင္းေနၿပီး တိုင္းရင္းသား ျပည္သူမ်ားကလည္း ပူးေပါင္း ေဆာင္႐ြက္မွသာ ခိုင္ၿမဲေသာ ဒီမိုကေရစီစနစ္ ေပၚထြန္းလာ မည္ ျဖစ္ေၾကာင္း တပ္မေတာ္သား လႊတ္ေတာ္ ကိုယ္စားလွယ္က ေျပာဆိုခဲ့သည္။
အဆိုပါ ဒီမိုကေရစီေန႕ အခမ္းအနားတြင္ တပ္မေတာ္သား ကိုယ္စားလွယ္ အစုအဖြဲ႕ အပါအဝင္၊ အာဏာရ NLD ပါတီ၊ အတိုက္အခံ ျပည္ေထာင္စု ႀကံ့ခိုင္ေရးႏွင့္ ဖြံ႕ၿဖိဳးေရး ပါတီ၊ တိုင္းရင္းသား ပါတီမ်ား၊ အရပ္ဘက္ အဖြဲ႕အစည္းတို႔က စာ တမ္း ၁၃ ခုကို တင္သြင္း ဖတ္ၾကားသြားၾကသည္။
ျပည္ေထာင္စု လႊတ္ေတာ္ နာယက၊ ျပည္သူ႕ လႊတ္ေတာ္ ဥကၠ႒ ဦးတီခြန္ျမတ္က ဒီမိုကေရစီ စနစ္မွန္ ပိုမို အေျခ ခိုင္မာလာ ေစရန္ အရွိန္ျမႇင့္တင္ကာ လုပ္ေဆာင္သြားရမည္ ျဖစ္ၿပီး နိုင္ငံဖြံ႕ၿဖိဳး တိုးတက္ေရး အတြက္ ပါတီစြဲ၊ လူမ်ိဳးစြဲ၊ အယူဝါဒစြဲမ်ား မထားဘဲ ေဆာင္႐ြက္ၾကရမည္ ျဖစ္ေၾကာင္း ေျပာၾကားခဲ့သည္။
ဦးတီခြန္ျမတ္ က “နိုင္ငံေတာ္နဲ႕ ျပည္သူမ်ားအေပၚ စိတ္ရင္း ေစတနာ မွန္ကန္စြာနဲ႕ အေမွ်ာ္အျမင္ရွိရွိ နည္းလမ္း မွန္မွန္ျဖင့္ ကိုယ္စီ တာဝန္ မ်ား ေက်ပြန္ေအာင္ ႀကိဳးစား ေဆာင္႐ြက္ၾကျခင္းျဖင့္ အနာဂတ္ ကာလတြင္ ဒီမိုကေရစီ ဖက္ဒရယ္ ျပည္ေထာင္စု ေပၚထြန္း ေရး လုပ္ငန္းစဥ္မ်ား ပိုမိုဖြံၿဖိဳး တိုးတက္လာမယ္လို႔ ယုံၾကည္မိပါတယ္” ဟု ဆိုသည္။
အမ်ိဳးသား ဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ ပါတီ၏ စာတမ္းကို အမ်ိဳးသား လႊတ္ေတာ္ ကိုယ္စားလွယ္ နန္းမိုးမိုးေထြးက ဖတ္ၾကား ခဲ့ၿပီး ဒီမိုကေရစီ ရွင္သန္ေရးအတြက္ ျပည္သူ႕ အက်ိဳး ေရွးရႈကာ ဝိုင္းဝန္း ထိန္းညွိ ေဆာင္႐ြက္ေရးသည္ အစဥ္ ေဖာ္ေဆာင္ ရမည့္ လုပ္ငန္းစဥ္ ျဖစ္ေၾကာင္း၊ ေပးဆပ္မႈ အနည္းဆုံး၊ ထိခိုက္မႈ အနည္းဆုံး ေစတနာ အရင္းခံျဖင့္ တိုင္းရင္းသား ျပည္ သူမ်ား၊ သက္ဆိုင္သည့္ အစု အဖြဲ႕မ်ားျဖင့္ ဆက္လက္ ေလွ်ာက္လွမ္းနိုင္ေရး ဝိုင္းဝန္း ေဆာင္႐ြက္ရန္ တိုက္တြန္းေၾကာင္း ေျပာၾကားခဲ့သည္။
ရခိုင္ အမ်ိဳးသား ပါတီမွ ဦးျမင့္နိုင္ ဒီမိုကေရစီ ရွင္သန္ေရး အတြက္ လႊတ္ေတာ္မ်ား အားေကာင္းရန္၊ လႊတ္ေတာ္တြင္း အတိုက္အခံ အင္အားစု ေပၚထြန္းေရးသည္ မရွိမျဖစ္ လိုအပ္ေၾကာင္း မီဒီယာမ်ားကို ေျပာသည္။
ဦးျမင့္နိုင္ က “ေလာေလာဆယ္မွာ အစိုးရက အတိုက္အခံကို ဖိႏွိပ္မႈမ်ားတယ္လို႔ ျမင္တယ္။ အစိုးရက သြားခ်င္တဲ့ လမ္းေၾကာင္းကို သြားတယ္။ အတိုက္အခံ အင္အားစုရဲ႕ ေျပာတဲ့စကားကို လက္ခံနိုင္မႈ အားနည္းတယ္။ ညွိၿပီး သြားဖို႔ အမ်ားႀကီး လိုတယ္။ ဒီမိုကေရစီ စံႏႈန္းနဲ႕ လုပ္ေဆာင္ရမွာေတြကို အစိုးရက အားနည္းေနတယ္လို႔ ျမင္ပါတယ္” ဟု ဆိုသည္။
