At the outset the Environmental Engineer, A.P.Pollution Control Board, Regional Office, Kurnool welcomed the Collector & District Magistrate, Kumool District, the Chairman of the Public Hearing meeting, the public gathered at the Venue, Media, NG0',s and also the District Officials. The Environmental Engineer informed the gathering that the M/s. hi Raj Ispat Limited has proposed establishment of 0.7 Million TPA capacity integrated steel plant at Sy. No.274, 275, 276, 279 & 280, Guttapadu (V), Orvakal (M), Kurnool District, Andhra Pradesh in area of about 400 acres. He explained the salient features of the Ministry of Environment, Forest & Climate Change (MoEF&CC), Govt of , Notification S.O.No.1533(E), dated 14.09.2006 & its amendments thereoff issued under the Environment (Protection) Act, 1986. He stated that projects listed in the

Page 1 of 12 Schedule of EIA Notification S.O.No.1533 (E), dated 14.09.2006 are required to obtain the environmental clearance under the provisions of Environment Protection Act, 1986. He also informed that the proposal for the establishment of Integrated Steel plant of M/s. Jai Raj Ispat Limited requires Environmental Clearance from the MoEF & CC Govt. of India, New Delhi and Environmental Public Hearing is mandatory for this project. He informed that the present public hearing is arranged to obtain Suggestions, Views, Comments and objections if any on the proposed integrated steel plant of M/s. Jai Raj Ispat Limited.

He informed that a press notification pertaining to the proposed public hearing was published in " Sakshi" and "Hans India" daily newspapers on 24.09.2017 and also the draft EIA / EMP report, executive summaries in Telugu and English were displayed at i) Office of the Collector & District Magistrate, Kurnool ii) Zilla Parishad Office, Kurnool iii) District Industries Centre, Kurnool iv) APPCB , Board Office, Amaravathi v) APPCB, Zonal Office, Krishna Nagar, Kurnool vi) Regional Office (South Eastern Zone) MoEF & CC, Govt. Of India, vii) Tahsildhar Office, Orvakal (M), Kurnool Dist and vii) Gram Panchayat Office, Guttapadu (V), Orvakal(M), Kurnool Dist for information of the public to offer Suggestions, Views, Comments and objections, if any within 30 days from the date of publication. He also informed that one representation was received from Sri Vooticuri Sunanda Reddy, President, "Dharithri Paryavarana Parirakshana Samithi" till now. He said that, an opportunity will be given to the public att6nded for the public hearing to express their views, suggestions, comments and objections if any on the proposed project. He informed that the Video of proceedings of the Public Hearing will be recorded and the Minutes will be communicated to MoEF&CC, Got, India for examination of the proposal while issuing the Environmental Clearance. He then requested the Collector & District Magistrate, Chairman of the public hearing panel to conduct the proceedings of the meeting.

Sri S.Satyanarayana., I.A.S, District Collector & District Magistrate, Kurnool District welcomed the Farmers, Nearby Villagers, NGO's, Media, Management of industry and other District Officials. He has informed the gathering that the Government of Andhra Pradesh is establishing the Mega Industrial Hub in the Orvakal village of Kurnool district and informed that M/s. Jai Raj Ispat Limited is proposing to set up an Integrated Steel Plant of 0.7 Million TPA Capacity in the Orvakal Mega Industrial Hub. He also informed the gathering that the public hearing for proposed Steel Plant is mandatory as per the MoEF &CC, Govt. of India, Notification dated 14.09.2006. He explained that M/s. Jai Page 2 of 12 Raj Ispat Limited is establishing the integrated steel plant with a project cost of Rs.1657 Crores and proposes a budget of about Rs.21.15 Crores for implementation of the environmental management plant to mitigate the impacts of proposed project on the surrounding environment.

He informed that Andhra Pradesh Industrial Infrastructure Corporation (APIIC) has allotted about 400 acres of land in the Orvakal Mega Industrial Hub to M/s. Jai Raj Ispat Limited for the establishment of the integrated steel plant and informed that the management of the industry has proposed to utilise the 1/3'd of the land exclusively for the development of the green belt to mitigate impacts of the project such as dust, noise etc., on the surrounding environment. He also informed that the proposed integrated steel plant will provide direct employment to about 1133 people apart from indirect employment to about 6000 people in the area.

He also informed that M/s. Jai Raj Ispat Limited is already having their manufacturing facility near to the Hyderabad and is operating their unit effectively for more than 30 years. He informed that the proposed integrated steel plant requires about 9600 m3 of water for their daily operations and the same is proposed to be supplied by the APIIC. He also informed the industry has engaged an technical consultant for studying the environmental impacts of the proposed integrated steel plant in the 10 Kms radius of the project and informed that the technical consultant will briefly explain the details of the project, environmental impacts of the integrated steel plant on the surrounding villages, water bodies etc., and also measures proposed by them for mitigation of impacts of the proposed integrated steel plant on the environment. He then requested the representative of the Project to explain briefly about the proposed integrated steel plant, its impacts on the environment and also measures proposed by them to mitigate the impacts of the projects.

Sri P. Srinivasa Kumar, General Manager (Finance) Welcomed the Collector 8c: District Magistrate, Kurnool District, Revenue Divisional Officer, Kurnool, Villagers, Farmers, Media, NGO's and other District Officials. He informed that M/s.Jai Raj Ispat Limited is more than 30 years old company producing Thermo- Mechanical Treated (TMT) Rebars. Now, Mk. Jai Raj Ispat Limited has proposed to set up an Integrated Steel Plant with a production capacity of 7 Lath TPA with an investment of Rs.I 657 Crores in the Orvakal Mega Industrial Hub. The proposed steel will provide direct employment to about 1100 people apart from providing indirect employment

Page 3 of 12 opportunities to about 6000 people in the area. He also informed that the proposed steel plant will impart the development of the infrastructure facilities in the surrounding villages and management will spend an amount of about Rs.21 crores exclusively for the implementation of the Environmental Management Plan to mitigate the environmental impacts of the proposed integrated steel plant. He then requested their Environmental Consultant to explain briefly the details of the project, environmental impacts of the proposed steel plant and also measures proposed by them for mitigation of impacts on the surrounding environment.

Sri B.S. Rama Chandra Murthy, Environment Consultant (B.S.Envi-Tech. Pvt., Ltd) He informed that after the bifurcation of the state, Govt. of Andhra Pradesh is giving utmost importance to the Industrial Development in the state and as initiative, the Government is developing Mega Industrial Hub in an area of 9,000 acres near Orvakal of Kurnool District by providing all infrastructure facilities such as water, electricity, roads etc., to the industries in the Mega Industrial Hub. He informed that M/s. Jai Raj Ispat Limited has submitted a proposal to the Govt., for establishing 7 Lakh TPA capacity Integrated Steel Plant and the Govt through APIIC has allotted about 400 acres of land at Orvakal Mega Industrial Hub (OMIH) in Sy. No.274-276, 279 & 280 etc., of Guttapadu (V), Orvakal (M), Kurnool District. He informed that Jai Raj Ispat Limited is more than 30 years old company having their Sponge Iron Division in Bellary (Karnataka) and also theft Steel Melt Shop Division and Rolling Mill Division in Jeedimetla, Hyderabad. M/s. hi Raj Ispat Limited proposes to set up an Integrated Steel Plant of capacity 7 latch TPA with an investment of about Rs. 1657 Crores and informed that proposed establishment steel plant in the area will impart the development of the surrounding villages in the near future. He informed that management has prepared the Project Report addressing all the Environmental Concerns due to this project. He informed that proposed steel plant requires environmental clearance from MoEF& CC, Gol for the establishment and the Management of the industry has obtained the Terms of Reference (TOR) from MoEF& CC, GoI. He informed that the present public hearing is being arranged to obtain the views, suggestions, objections etc., of the villagers on the proposed integrated steel plant for consideration of their application for issue of environmental clearance to the integrated steel plant. He informed that proposed project is a green field Integrated Steel Plant of 7 Lalch TPA Capacity using various raw materials as Iron ore, Coke, Fluxes and briefly explained the

Page 4 of 12 various stages of process such as Sinter Plant, Oxygen Furnace, Ladle Refining Furnace, Continuous Casting Machine, Rolling Mill etc.,.. The major raw material i.e Iron ore will be procured from Bellary, Chhattisgarh, Odisha and other raw materials i.e coke, coal, fme coal will be imported as the management has not proposed the establishment of Coke Oven Plant. He also informed that About 9,600 m3/day of water is required and the same will be supplied by APIIC from Meedivemula Reservoir. He also informed that the proposed integrated steel plant will provide direct employment to about 1133 people and also indirect employment to about 6000 people in the area. He explained that Dust is the Major Pollutant from the proposed integrated steel plant apart the hot Gases evolved from the Blast Furnace and assured that industry has proposed to install latest technology air pollution control devices such as gas cleaning system to the blast furnace, electrostatic precipitator for the sinter plant, Bag filter for the steel melting shop, lime kiln and also to the material handling systems of the sinter plant & RMHS, BF, SMS, Lime plant etc., He also informed the hot gases evolved from blast furnace will be used for power generation and the industry proposes to utilize about 18 MW of generated Power for their captive consumption and the remaining required power will supplied by the APIIC from the grid. He informed that as part of the Environmental Impact Study, base line environmental monitoring was being carried out in the study area and found that the air pollution levels were found to be in the range of 45 to 60 µg/m3 which were found to be well within the limits of National Ambient Air Quality Standards. Due to the proposed steel plant, the Ground Level Concentrations of PK° may increase upto 69.72 Rg,/m3, SO2 upto 23.42 p.g/m3 and NOx upto 22.23 ug/m3 which are well within the standards. He informed that the blow down water will be Neutralized and will be utilized for slag cooling in SMS and dust suppression in material handling. He also informed that domestic waste water will be treated in the Sewage Treatment Plant and the treated water will be utilized for the greenbelt development. He informed that they have planned to develop a greenbelt in an area of 52.001 Ha in the premises and proposes to plant about1,30,000 trees in first five years. He informed the solid waste i.e blast furnace Slag generated will be sold to cement plants which is being used as raw material by the cement plants and the other solid wastes generated will be again recycled back in the process. He assured the gathering the local villagers will be given priority in the employment opportunities and also informed that an amount of Rs. 1.50 crores has been budgeted by the management during construction

Page 5 of 12 phase for implementation CSR activities for the development of the nearby villages. He also informed that 2% of the profit every year will be utilized during operational phase for the implementation of the CSR activities in the surrounding villages and urged the public to support the proposed project. The Collector & District Magistrate, Kurnool District requested the villagers, to elicit their views, suggestions and objections if any, on the proposed integrated steel project. He stated that each and every person gathered at the venue would be granted the opportunity to express their views, suggestions, objections etc., on the proposed integrated steel project.

Views, Suggestions & Objections raised by the Public:

1) V. Sunanda Reddy, NGO: He welcomed the project and also appreciated the Management of the industry for selecting Non- Agricultural land for setting up of the unit, for proposal of the industry for procuring the water supply from the nearby reservoir without disturbing the Ground Water sources in the area and also for providing direct employment to about 1100 people and also indirect employment to 6000 people in the area. He also appreciated the consultant for carrying out baseline study on air, water and Noise pollution levels in the area and has suggested the consultant to include the baseline study on the status of Health of the villagers, crop production and ground water availability in the area in the EIA report. He has suggested the management to take measures for the storage the rain water, to increase the greenbelt development up to 50 to 60 % of the total area and suggested to consider planting medicinal plants and fruit bearing plants while developing the greenbelt. He also suggested to lay the road separately from the National High way to their premises for transporting the raw material and suggested to develop the greenbelt on both sides of the roads. He requested the management to form village Coordination Committee involving district officials and requested to give priority to demand oriented works while spending CSR funds. He requested the management to provide Skill Development Training Programmes to the villagers prior to establishing the plant and also requested the APIIC to solve the problem of farmers who have lost their assigned lands to the factory.

Page 6 of 12 Jagadiswara Goud, EnnuKonthalapadu (V): He informed that he is having about 23.00 acres of land in Guttapadu Village and informed that the Govt. has given barren land to them. He informed that Government has not paid any compensation to their land though it was acquired for Orvakal Mega Industrial Hub and informed that he has informed he has submitted representation to revenue department for payment of the compensation to their land. N. Mohan Reddy, Guttapadu (V): He requested the management of the industry to provide employment to the local villagers in their steel plant and requested the authorities to intervene as the other Solar Plant established in their area is not providing employment to the local villagers though they have assured of providing employment to local villagers in the solar plant. He has also informed that the dust from the steel factory will cause damage to Kundu vagu passing adjacent to proposed site of the factory and also to agricultural lands in the vicinity of the factory and requested the authorities to take these issues in to consideration while granting the permission to the factory. He has also requested the management to takeup the developmental activities in their village such as laying of cement roads, construction of Mini Hospital, development of drainage facilities, development of school, providing RO Plant and also construction of the Culvert on the Kundu Vanka. He hag informed that the earlier Government has issued to pattas to the Back ward Communities of their villagers in the proposed site of the factory and no compensation is being paid to them by the Government as the survey is being conducted during the summer season. He urged the authorities to pay compensation to these lands also by surveying the lands again. Janardhan Reddy, NGO: He informed the establishment of the steel factory by the management of M/s. Jai Raj Ispat Limited with an investment of about Rs.165.1 crores will impart the development of the region and informed the management of the industry is having more than 30 years expertise in the steel sector. He suggested the authorities to solve all the issues relating to the payment of compensation to famers who have given their to the factory. He informed that the working conditions prevailing in the steel factories are very hot and may not be suitable for the local villagers for the employment opportunities. He urged the management to provide the priority to the local villagers in the indirect employment opportunities

Page 7 of 12 such as in construction works, transportation etc., He requested the Management to adopt the surrounding villages and also to increase the CSR budget from 1.50 Crores to 3.0 crores for the implementation of the developmental activities in the villages. He has requested the panel to recommend to the MoEF&CC, GoI for sanction the permission for this project. Krishna, NCO: He urged the authorities and also the management of the M/s.Jai Raj Ispat Limited to pay the compensation to all the farmers who have lost their land in the land acquisition process to the factory. He also requested the management of the industry to provide the employment opportunities to the educated local people. Madileti, Guttapadu (V): He informed that there are about 10-15 villagers in their village who lost their land to factory. He also informed that they received these lands as ancient property right from their ir Grandfathers and they do not have either Pattadar documents or pass books issued by the Govt for their land. He urged the Collector and District Magistrate to pay compensation to their lands and furnished the list of villages who lost their land to the steel factory. He has informed that there are many educated youth in their villagers and urged management of M/s.Jai Raj Ispat Limited Management to provide the employment opportunities to local villagers in their factory. He raised his concern regarding the nearby Solar Plant, Power grid unit and informed that they have not provided employment to the local people who has lost their lands. He requested the Collector and District Magistrate to provide the employment to the local people in the steel factory. S. Laksmikanth Reddy, Guttapadu (V): He informed that there are about 200 educated people in their village and requested the Management of the factory to provide employment to all educated people in their village based on their qualification. He informed that there are about 18 farmers in their who have not paid compensation by the government for their lands as these lands were not in cultivation during the survey conducted in the summer season of 2014. He informed that these lands are in cultivation and requested the revenue authorities to reconduct the survey and requested the collector to pay compensation to these lands also. He also requested authorities to issue 300 pattas in their village for the construction of Houses and requested to allot 50 cents for Muslims. He requested

Page 8 of 12 the management of the factory to take up the developmental activities in their village such as construction of CC Roads, improve Drainage facilities and also construction of the overhead tank in their for the drinking water. 8) Y. Chennakesava Reddy, NGO: He has requested the authorities to recommend MoEF8cCC, GoI to issue the permission to proposed steel factory as the proposed steel factory as the proposed project will provide the employment to local villagers and will also impart the development of the Rayalaseema Region. He requested the Management to provide the employment to the people who has lost their lands to the factory and urged the management that 80% of the employment opportunities shall be given to local villagers. He also informed that there are so many people in the surrounding villagers who have completed Polytechnic, ITI courses and requested the management to provide employment opportunity to them by providing skill development programmes. He requested the Govt.to pay compensation to farmers who lost their agriculture lands to the factory and also requested the CSR funds in the affected village. He has requested the industry for construction of the Rain water harvesting pits in the area and also requested the authorities to recommend to MoEF&CC, GoI to sanction the permission for this

project. 9) Vijaya Reddy, NGO: He informed that Industrialization plays a key role in the development of region by providing employment to the people and at the same time utmost importance should be given to sustainable development by conservation of natural resources such as Land, air and water. He suggested MOEF&CC, GoI to consider the study of status of Animal Husbandry, Agricultural Sector and Issues regarding Human being life in the area while issuing TORs to the consultants for preparation of EIA Report and suggested that there should be complete Environmental Management Plan on the above subjects. . He also raised the issues pertaining to procurement of land by APIIC from the farmers and requested the APIIC to provide alternative lands as there are many people in the area dependent on this land for cattle grazing. He also informed that the water for this project is drawn from Meedivemula Reservoir and informed that the drawing of the water for steel factory by APIIC from the reservoir will impact the farmers cultivating the lands under the ayukatta of the reservoir. The Collector and District Magistrate has informed that required water for the proposed steel

Page 9f 12 factory will be supplied by APIIC from the Srisailam foreshore (at Muchumarri village) instead of the Meedivemula Reservoir. He also requested the management to develop the green belt which will avoid the soil erosion. He also informed that as per the companies act which was amended in the year 2013, any industry having capital cost of more than Rs.500 crores should allocate 5% of the total project cost towards CSR activities. He informed that establishment of integrated steel plant by M/s. Jai Raj Ispat Limited with a project cost of Rs. 1657 crores in the area will provide about Rs.80 crores which will be utilized for the development of the region and requested the authorities to recommend to MoEF&CC, Gol for sanction permission to steel factory. 10)Pullanna, Guttaapadu (V): He informed that there are many S.0 & S.T Community people in their village apart from muslims and requested the authorities to approach road to their agriculture lands. He also informed that they are dependent on the agriculture for their livelihood and expressed his concern that dust pollution from the steel factory will cause damage to their agriculture lands. He also informed that there are many educated youth in their village and requested the management of the steel factory to develop their village and also to provide the employment opportunities to the educated youth in their village. Mohammed, Guttapadu (V): He informed that they have lost their agriculture ' lands to the steel factory and have not received any compensation from the Government for their lands. He also informed that they have brought these lands under cultivation by digging wells, providing bore wells and also obtained crop loans on these agriculture land. He informed that their land records are not available in the online and requested the District collector to do justice to them by paying proper compensation to them. Sudhakar, Guttapadu (V): He informed that there are about 20 to 30 farmers in their village who lost their lands to the steel factory. He informed that Govt has allotted pattas to them in the year 2015 and since than they are cultivating these lands. The documents pertaining to their land was available in online portal and informed that recently it was showing as Govt. land. The Collector & District Magistrate has assured the gathering that they will conduct survey again to ascertain the ownership and will examine the issue.

Page 10 of 12 13) Sudhakar, Guttapadu (V): He informed that he has completed ITI course and informed that no employment opportunities were being provided to the local villagers in the nearby solar power plant who lost their land to the solar power plant. He informed that he was working as Trainee in Greenco Solar plant for the last six months and informed that the management of solar power plant is not providing any assurance whether his services will be regularized or not. The Collector & District Magistrate has informed that he has been provided with apprenticeship by the solar power plant which is only a Skill Development Training program only and will be helpful for him to get employment either in solar power plant or in other industries.

RESPONSE OF THE MANAGEMENT:

Sri B.S. Rama Chandra Murthy, Environment Consultant (B.S.Envi-Tech. Pvt., Ltd) He has informed that issued raised in the public hearing are majorly providing the employment opportunities to the local villagers, payment of compensation to fanners who lost their land to the factory and also development of nearby villages by providing infrastructure facilities such as construction of the roads, medical facilities etc., in the nearby villages. He informed that the payment of compensation to the farmers is subject matter of Government and informed that management of the industry will increase the CSR budget based on the requirement. He informed that they will develop Rainwater harvesting pits in the area and informed that around 6,23,000m3 of rain water will be harvested which is addressed in EIA Report. He informed that Training facilities, Skill Development programmes will be conducted for the local villagers and informed that all possible steps will taken by them for providing employment opportunities to the local villagers. He also informed that sustainable development is part of every industry and assured the gathering the management of the industry will give priority to the nearby villagers in the emploYment opportunities in the steel factory.

Sri S.Satyanarayana.,I.A.S, District Collector & District Magistrate, Kurnool District, thanked the public for attending the environmental public hearing and informed the gathering that about 13 persons have expressed their views and suggestions on the proposal of the M/s. Jai Raj Ispat Limited for establishment of 7 Lalch TPA integrated steel project. He informed that the villagers have requested the management to provide the

Page 11 of 12 employment opportunities to villagers and also the development of their villagers and requested the management to take all possible measures for the protection of the environment in the area. He also informed that nearly 25 written representations were received during the Hearing. He also informed that villagers have requested for the payment of compensation to lands given to steel factory and assured the gathering that they will examine the issue. He informed the public that the entire proceedings of the public hearing is video recorded and issues raised are also recorded in minutes which will be sent to Ministry of Environment, Forest and Climate Change, New Delhi for further necessary action.
