Why do you think that President Michel felt the need to create an Investment, Entrepreneurship Development and Business In- novation portfolio?

The Entrepreneurship Development and Business Innovation de- partment already existed as part of the President’s Office, while the Investment portfolio fell under the ministry of Finance. What the President did in February’s government restructuring was to bring Entrepreneurship Development and Business Innovation and In- vestment together under one ministry. I believe he wanted to have a ministry that focuses on Small and Medium Entreprises (SMEs). President Michel wants SMEs to fully play their role of wealth cre- ators and for Seychellois to be more involved in the process. We all know that SMEs have faced challenges in terms of ease of doing busi- ness and access to finance and he wanted a ministry to focus on these issues. As for investment, the Seychelles Investment Board (SIB) does a lot of work to attract Foreign Direct Investment (FDI), but we want to initiate local investment as well. In a nutshell, President Michel wanted more energy to be devoted to SMEs and in improving the promotion of local investment.

You’ve been in post for three months now. How do you plan to go about stimulating the SME sector and local investment?

I started by taking stock and making a few things happen. For ex- ample, we know that there are some issues with the Licensing Au- thority, Planning Authority and the Registrar of Companies, particu- larly in terms of delays. Therefore, I have set up a working group to examine a number of processes at these authorities and to propose solutions to improve the short comings.

The business community has noticed an improvement in the functioning of the Licensing Authority. Is that something you want to extend to other agencies as well?
