TRANSPORTATION CAPITAL PROGRAMME 2020/21

1. INTRODUCTION AND PURPOSE OF REPORT

1.1. This report provides details of the proposed Transportation capital programme for 2020/21 and indicative programmes for future years.

1.2. The transportation capital programme is funded from a variety of sources including Local Transport Plan (LTP) funding via the Greater Combined Authority, specific grants from Government including pot hole funding, and individual scheme bids e.g. the Mayors Walking and Cycling Fund, Town Centre Access Plan (TCAP) and A6 to Relief Road (A6MARR). Schemes are also funded by developers via the section 106 and 278 processes. The Council is also using prudential borrowing to fund both the Highways Investment Programme (HIP) and the Street Lighting LED Investment Programme.

3. DETAILED CAPITAL PROGRAMME

3.1. The Highway Structures Programme from LTP funding for 2020/21 is expected to be £0.738m and is proposed to include the following schemes:

3.2. Merseyway Structure – In 2020/21 the Council is intending to spend £2.684m on this scheme which includes waterproofing works and other structural repairs to Merseyway in the Town centre. Funding for this includes Growth Deal 3 grant monies, which allocated £3.000m to the overall scheme.

3.3. Interchange Bridge – The Councils is spending £0.077m in 2020/21 on the finalisation of the bridge and the related highway works being paid for by Growth Deal 3 Grant.

3.4. Local Transport Plan Funding

3.4.1. Local Transport Plan Funding is used to pay for asset maintenance programmes including Street Lighting, Highways Drainage, Highways Structures, PROW, and Flood Risk Management. The LTP funding programme for 2020/21 is proposed to also include the following schemes:

3.4.2. This will include £0.250m of works to improve the Local / District Centres.

3.4.3. A further £0.030m has been allocated for other studies that will be necessary in the year.

3.4.4. Work to improve road safety near schools. The Council is providing £0.100m of funding to investigate road safety issues around their sites and follow up work. Physical measures which may be recommended will vary from school to school but may include:  New controlled crossings  Upgrades to School Crossing Patrol points  Improvements to street lighting  Identifying walking routes and preferred uncontrolled crossing points  Widening of footways  Revised speed limits and waiting restrictions  Amended signage  Improved road markings.

3.4.5. The list for 2020/21 is below, consisting of 5 schools plus 3 reserve schemes.

3.4.6. Further work will be done on the strategic network to improve road safety including:  Review of collision hotspots within the borough with a view to providing remedial works; and  Ability to provide reactive works should safety concerns come forward throughout the year. For example, providing additional height warning signs in Romiley due to numerous reports of bridge strikes and VAS on Ladybridge Road as a result of speeding vehicles.

3.4.7. There will be £0.030m spent on work to replace highway trees as necessary across the borough.

3.5. Mayoral Walking & Cycling Challenge Fund

3.5.1. The Feasibility Team are developing the full business cases for the Mayoral Challenge Fund bids which received programme entry.

3.5.2. 3.6. Air Quality Grant

3.6.1. Air Quality Grant of £0.096m is going to provide funding for minor projects to support Air Quality improvements in the borough, to be identified and approved in the year.

3.11. Highway Planned Maintenance Programme Carriageway and Footway

3.11.1. The proposed HIP programme is £12.551m plus £0.250m for drainage in 2020/21. The HIP Programme continues its delivery in 2020/21.

3.11.2. There will still be a focus on specific wards scheduled for work each year but with more flexibility in the programme to address wider concerns in the borough.

3.11.3. The detailed programme can be found in Appendix 1. The reserve list enables the programme to be flexible around the needs of Utility schemes and other network co-ordination issues but will be rolled forward in to the next year as necessary. The HIP will end 2022/23.

3.12. LED Investment Programme 2020/21

3.12.1. In 2020/21, the current estimated costs to deliver the below works as part of an Invest to Save approach to street lighting are as follows:

3.13. The future areas planned to be covered by the programme are:

3.14. Stockport Town Centre Access Plan

3.14.1. Stockport received £73m from the Growth Deal Major Schemes to implement this 5-year programme of works; the following schemes will be delivered in 2020/21:  Market and Underbanks  Stockport Exchange  Moscow Road  Woodbank Park Cycle Links  A6 public realm  Merseyway

3.15. A6 Manchester Airport Relief Road

3.15.1. In 2020/21 there is £6.319m to be utilised to address issues identified with the A6MARR, to complete land transactions, and to provide any necessary compensation needed as a result of the road scheme, with a further £12.677m anticipated spend from 2021/22 onwards.

3.16. Developer Contributions

3.17. A34 Major Route Network

3.17.1. The council has very recently been awarded funding to develop the business case for the A34 Corridor Improvement Scheme. The anticipated spend in 2020/21 includes £0.320m of DfT funding.

4. RECOMMENDATIONS FOR SCRUTINY

4.1. Members of the Scrutiny Committee are asked to comment on the recommended capital programme and note that final programme will be approved by the Cabinet Member for Economy and Regeneration.
