It is our great privilege , on behalf of the organizing committee and myself, I personally congratulate on our annual scientific and practical conference with international participation. I’d like to thank all my colleagues, scholars and practitioners who take part in the conference for their support in fulfilling the strategic tasks set by the state and aimed at reforming the system of mental health care, for endurance, mercy, new scientific opinion in the performance of their professional duties, for the fact that, working daily, you take care of the highest value – human health. For the first time in the history of Ukrainian psychiatry, the conference has the status of Co-Sponsored Meeting of the World Psychiatric Association (World Psychiatric Association). I am very pleased to note that our conference has been accredited by the European Accreditation Council for Continuing Medical Education (EACCME) – 18 Credit Points. As always, scientists, young scientists, doctoral students, post-graduate students, psychiatrists, child psychiatrists, family doctors, health orga- nizers, social workers, nurses, psychologists and other professionals working in the field of mental health are invited to participate in the con- ference. This year, the conference will take part in addition to the Ministry of Health, the Ministry of Social Policy, the Ministry of Justice and the Ministry of Education. As in other years, well-known world experts on mental health will come to us. The conference takes place during the period of active reformation of the health care system of the state. The prolonged war in the East and the presence of forced migrants and ATO participants created an additional burden on all existing services, including psychiatric ones. That is what strengthens the efforts to reform the mental health system and to implement modern approaches that will help to shift the focus from permanent to community mental health services. All these important issues for Ukraine are planned to be discussed at the scientific and practical conference. Science is an industry that for centuries unites people around the world, regardless of their national traditions, political beliefs and religious affiliation. We hope that we will be able to translate into the practical reality all that is important, that will be discussed at the symposiums of the scientific and practical conference, and ambitious tasks, joint efforts and aspirations to achieve the set goal will surely lead us all to success. In many cultures, the butterfly symbolizes the psyche or soul; they are also believed tosignify change, rebirth and resurrection due to their life cycles. Butterflies that are blue in color are thought to represent joy, wonder and wish fulfilment. The most breath taking of all blue butterflies is the Blue Morpho, or Morpho menelaus, which lives in the tropical rainforests of Latin America and is one of the largest butterflies in the world. Its iridescent blue wings represent change and embody the aims of the WPA’s Social Justice for People with Mental Illness Campaign – to change how people with mental illness are perceived across the world. The WPA launched its Social Justice Campaign and the Bill of Rights for People with Mental Illness on World Mind Matters Day 2016, with the Blue Morpho as its symbol. After a study of 193 member states of the United Nations found that over two thirds of them did not offer any protection of basic human rights to people with mental illness despite having signed the United Nations Convention.
