FIELD OPERATIONS

INTRODUCTION

NetHope, a consortium of nearly 60 leading global nonprofits, unites with technology companies and funding partners to design, fund, implement, adapt, and scale innovative approaches to solve development, humanitarian, and conservation challenges.

NetHope Field Operations (NHFO) leads the organizations Disaster Preparedness and Response activities and Connectivity and Infrastructure programs in support of its members. If required, NHFO also provides response capacity and NGO coordination to its partner the Emergency Telecommunications Cluster (ETC) to ensure the delivery of information and communications (ICT) services.

Through strong partnerships and collaboration, NetHope provides life-saving ICT to the wider humanitarian aid community, augmenting preparation and response capacity during emergencies.

PREPAREDNESS

As part of its Disaster Preparedness and Response Program (DPR), NetHope Field Operations has identified the need to increase resilience to decrease the level of vulnerability. We do this by providing training, prepositioning of equipment, network connectivity, and power solutions to areas prone to crisis where our members operate.

By augmenting its disaster preparedness, response, and program activities NetHope can scale its capacity within the humanitarian aid community.

NETHOPE TRAINING

HIGHLIGHTS:

• Delivered 6 DRT events to total of 142 participants from 39 different member organizations:

o 2019 DRT, Jinja, Uganda o 2019 Partner DRT, Bay Area USA (2 events) o 2019 DRT, Makati, Philippines o 2018 Panama City Panama: Partner DRT (2 events)

• NetHope in collaboration with its member World Vision International, delivered a Ubiquiti Connectivity Training for partners at the UN World Food Programme, Sudan.

PLANNED ACTIVITIES:

• MENA Disaster Response Training: Delivered to NetHope members operating within the Middle East and Northern Africa region. Planned for March 2020, postponed until further notice due to the COVID-19 outbreak. • Partner Disaster Response Training: Delivered to NetHope partners , Web Services, , and . Planned for April 2020, postponed until further notice due to the COVID-19 outbreak. • LAC Disaster Response Training: Delivered to NetHope members operating within the Latin American and Caribbean Region. Planned for June 2020, postponed until further notice due to the COVID-19 outbreak. • Alternative Energy: NetHope is currently undertaking analysis towards the provision of ‘Alternative Energy’ training for our members. This training offer is expected to soon progress to the design and development stages. Full details will be shared once courses are open to applicants.

NetHope Training Activities are supported by partners; Microsoft, Cisco, Eutelsat, and Facebook and members World Vision and Save the Children International. BACKGROUND

Communications infrastructures are essential for obtaining access to information especially during sudden onset and protracted emergencies. The likelihood of finding an operational infrastructure in place with the capability to support the emergent need would be limited or non-existent in many of the developed countries that are susceptible to natural or man-made disasters.

NetHope’s Emergency Response team, in collaboration with its partners, has developed a Disaster Response Training (DRT) module designed to up-skill emergency responders supporting NH preparedness activities. The DRT provides surge teams with the capacities to help rebuild communications infrastructures, implement green energy power solutions and improve the capabilities in regions to provide timely information sharing.

NetHope also provides other training services including Soft Skills Training, Train the Trainer, Emergency Management Training, ICT Connectivity and others. A list of NetHope training and services can be found here.

VENEZUELAN MIGRANT CRISIS Reporting Period Jan-Mar 2020

HIGHLIGHTS • NetHope carried out assessment missions to determine the ICT and alternative energy needs to support existing member and inter-agency programs in response to the crisis. • Information website/portal developed by NRC to share information of locations to access free Wi-Fi hotspots for migrants in transit to countries across South America. • NetHope installed network connectivity to 74 sites for aid agencies across Colombia and Peru. Colombia: 71 Sites - 9 of which are UNHCR Espacios de Apoyo (Support Spaces) - Partners Deployed: o Cisco TacOps o Facebook o Team Rubicon o MSB - 212,376 unique clients - 51.13 TB data transfer Peru: 3 Sites - 3 UNHCR Espacios de Apoyo (Support Spaces) - Partner Deployed: Cisco TacOps - 2,116 unique clients - 2.17 TB data transfer

• Cisco TacOps led an assessment mission to over 20 camps revealing the need in the Boa Vista area along the Venezuelan border with Brazil for the provision of network infrastructure.

PLANNED ACTIVITIES • NetHope, in collaboration with UNHCR, IOM, and its NGO member organizations, have identified over 100 additional sites along the migration route which require connectivity and power. The site installations will support UNHCR and other UN Agencies and members NRC and HIAS. NetHope member HIAS will support services to the network. NetHope will install the sites with the support of Cisco and MSB. • Members Mercy Corps and partner UNHCR operating at the northern border have requested NetHope provide connectivity to support Cash-Based Transfer programs. • Members operating in Mexico and Brazil have requested NetHope emergency telecommunications services.

CHALLENGES • Provision of funding is slow • Import regulations of ICT Equipment are delaying planned operations in Brazil and Mexico.

NetHope Venezuelan Migrant Crisis program is supported by and in close collaboration with its partners The Patterson Foundation, Cisco, MSB, UNHCR, AirBnb, Ericsson Response, Microsoft, Facebook, and members Team Rubicon, Save the Children International, Mercy Corps, and NRC.

BACKROUND

The complex emergency stemming from an economic and political crisis in Venezuela has caused many Venezuelans to flee. Of the millions seeking safety and access to a better way of life, border countries such as Colombia, Brazil, Peru, and Ecuador are impacted with the responsibility to ensure that security, safety, and effective aid coordination is in place to protect itself as well as those in need. NHFO is providing emergency telecommunications services to support its members and other relief aid agencies with active programs in response to the crisis.

Since December 2018, NetHope has, through support from its partners and member organizations, been able to provide connectivity to over 150,000 migrants in over 100 sites in Colombia and Peru. NetHope partners Cisco, Facebook, Team Rubicon, and MSB supported with deployment of the services.

CONNECTIVITY AND INFRASTRUCTURE

AFRICA DEMAND AGGREGATION PROGRAM

Airtel Demand Aggregation Project is a partnership with NetHope and the Airtel Group and a program for NetHope members seeking improved fixed wire and wireless services at much lower cost. The impact to date is approximately $735,000 in annual savings for 13 NetHope members with an average savings of $50,000 per member per year. The potential impact for 40+ participating members is over $5MM in annual savings which is an average savings of $125,000 per member per year.

HIGHLIGHTS • The program is currently in 13 African countries. • NetHope currently has 289 requests for quotes for sites submitted totaling about 2336Mb of bandwidth combined (representing over $5.6M of potential new business to Airtel for a net investment of about $75,000 net by Airtel). • Requests have been submitted by over 22 NetHope members across 12 countries. • 5 NGOs across 5 different countries have taken up the service.

PLANNED ACTIVITIES • 10 NGOs in the pipeline projected to sign on in the next month.
