7 SPC Reference Group Reports

Finance and Administration Reference Group Leader: Michael Smit h The Finance and Administration Reference group held its last meeting of the year on the 13 October 2017. There continues to be many planned changes and updates to policies, processes and operating systems that will impact the financial processes of schools. Many Principals have contributed to the work in this area through providing specific details and examples of problems they are facing in their schools as new policies and procedures are implemented. When reporting problems to myself or reference group members it is important to log a report with EdConnect so that their data reflects the information we are gathering.

The following is a list of updates and changes that are occurring currently.

- LMBR roll out has been completed across the state with all schools moving to the SAP platform. The LMBR Directorate will now be decommissioned and LMBR support will move to the LSLD Directorate. - One of the most significant changes to occur is the cessation of the current BPC. A financial tool that has been plagued with both technical and usability issues since its inception has been put to rest and replaced with a new budgeting tool (eFPT). This excel based spreadsheet incorporates both operational and HR costs. The HR planning is built into its design and is similar to the HR planning tool previously developed by LSLD. The reference group views this as a positive step and has made many suggestions previously about the need for the HR planning component to be built into the budget process in the SAP environment as it contributes approximately 90% of schools budgets. All schools have already been emailed notice of training for the eFPT. - The leave reimbursement model for 2018 will be different to the current model. Principals should notice that there is no Leave Management Shared Risk Premium included in the Planned SBAR allocation. Schools are still to receive a funding allocation for the cost of short term casual relief based on historical costs. This has been an another area where the system is not fit for purpose with schools being impacted by WHS leave and long term leave for significant periods of time. - A new tool (Report) has been developed by schools finance to monitor 6100 spending throughout the year. A 3% variation (?industry standard?) will be used. For example, schools will be contacted if the 6100 spend is outside this range (plus and minus) to alert Principals and SAMs of potential problems. - There is a new payroll system being developed that is currently being tested. The UAT trialing is still underway and expanding with an intended progressive rollout during early parts of 2018 (by April 2018). Major change is that the new pay period will be based on a 5-day cycle rather than the current 7-day. This will look significantly different in LSL but should have no negative impact on actual entitlement.

8 - The 2018 SBAR report still contains a single item for the operational grant and remains an area the SPC Reference Group is opposed to. The group requests for the individual line items to be identified and costed in the schools operational grant to maintain budgeting transparency and for ease of planning. Removal of the ability to identify fund calculations can only be considered as a potential to cost shifting in the future and a lack of transparency in the funding model. It will also make budgeting more difficult for new principals.

Professional Standards and Accreditation Reference Group Co-Leaders: Betty Harper and Marianne Siokos NESA Please ensure that if you have had a name change, you update your details on ESS so that the move to proficient teacher accreditation can be smooth. All pre-2004 teachers will receive a welcome pack from NESA in January. Please continue to encourage teachers to attend NESA info sessions. Online videos will be available shortly. The new eTAMS (electronic Teacher Accreditation management System) portal will be up and running soon. Principals as TAA - If you have any teachers you are about to finalise, get them through asap, as there will be changes taking place that may slow down the accreditation process. Leadership and Management Credential This credential is being used across the state. New ?at a glance modules? will be ready shortly for those who want to use the modules without doing the credential test; it will be moved to the new site under Leadership pathways. Leadership Development Initiative: 2018 EOIs in Schoolbiz weeks 5/6 School based registered PD: schools will have their own explicit pathway through MyPL early next year. DoE Maintenance of Accreditation Procedures This should be published by the end of this year to be implemented from February 2018.The focus will be on using the Performance and Development Framework as a tool to support the maintenance process. Our reference group has grown this year and has been very active across the State at local network meetings and in providing consultation feedback to a number of different stakeholders. We would like to thank all of our members for their commitment to the RG and continued support for ensuring Principals are supported, their voices are heard, and workload is considered. 10 Regional Meetings, Reference Groups and Interest Groups remain a top priority for me. In my view it?s extremely important to work directly with as many members as possible in order to provide strong advocacy in other forums. Here?s a snap shot of some of the action! - Chris P.

11 Transition Advisers Conference, University of Newcastle and Sydney University I still get to do lots of keynotes and workshops at a range of events. One of my regulars over the years has been to deliver a workshop at the Transition Adviser Conference. This one was in relation to understanding and implementing successful change. I also enjoy the Occasional Addresses at various University Graduation Ceremonies, most recently at the University of Newcastle. - Chris P.

It was terrific to be invited to attend the opening of the PPA Annual Conference. This is always a major event on the Education Calender and it was an honour to be there to represent the SPC. As is the case with the SPC Conference, there were some very high profile speakers.

12 UTS Faculty of Arts & Social Science Student Aw ards It was an honour to represent the SPC at this event. We do everything possible to support UTS as they remain a valuable partner with the SPC.

Headspace Forum This was a fairly unique event with system and association leaders from around the country discussing various structures and processes being used to deal with the increasing challenge of managing student mental health concerns. Not surprisingly the SPC was invited to participate.

13 Program Updates

The new Enterprise Financial Planning tool (eFPT) The SPC has been highly supportive of this move, and heavily involved in discussions re its development. The existing Schools Budgeting Solution (BPC) is being replaced by the new Enterprise Financial Planning Tool (eFPT), an Excel-based tool modelled on the existing HR Budget Tool. This decision was informed by feedback from fully deployed LMBR schools and an internal audit review and made after consultation with stakeholders and consideration of options. Benefits of the new eFPT include: - user friendly features in an Excel tool - simplification of the budget process - less time to load and run than the current BPC. The deployment will be in two phases: - November 2017 - release of an interim solution (eFPT) to support the 2018 Planned School Budget Allocation Report (SBAR) - March 2018 - final release of the new integrated solution (eFPT) to support the 2018 Approved SBAR. It is anticipated that training will occur during Weeks 5 ? 9, via a one day face-to-face workshop where feasible. Training will be practical and hands on and allow schools to begin the development of their 2018 school budget during the workshop.Please be aware that this is a hectic time of year for everyone, and we understand that. We think that we need to get this tool out asap and that the above training is a huge benefit to everyone. Yes, it?s a bad time of year, but there?s no option if we want to use the tool. Some training dates and venues have already been shuffled to try to make things easier, but it?s impossible to fit in with everyone?s arrangements.

Assisted School Travel Update Schools with students accessing Assisted School Travel have been very supportive with the annual roll over of information for the 2017-2018 school year transition. Thank you to Principals and the school leadership teams for their response with student data to set up services for the 2018 school year. A reminder of some key dates in relation to Assisted School Travel before the end of term 4. - 17 November 2017- Last day for student applications and variations for the remainder of 2017. - 1 December 2017- Last day for new student transport applications for 2018. 14 Changes to School Vehicle Registration NSW Roads and Maritime Services (RMS) has recently advised the Department of Education that all vehicles donated to, owned or leased by schools NSW Public schools must be registered in the name of the Department, as the Department is the legal entity that schools operate under. As such, school vehicles can no longer be registered in the name of an individual school. To address this issue and to provide a greater level of administrative support for schools, the Department?s Business Services Motor Vehicle Fleet Services team within EDConnect will be taking action to implement a centrally managed administrative process for all school vehicles. Details will need to be collected from schools to enable this change to occur. 2018 Planned School Budget Allocation Report (SBAR) This is fifth year of delivering additional funding through the Resource Allocation Model. All schools will be fully deployed and will operate in the SAP environment from the beginning of the 2018 school year. $24.5 million in additional needs-based funding is incorporated into the seven loadings: the equity loadings ? socio-economic, Aboriginal, English language proficiency and low level adjustment for disability, and the base loadings ? location, professional learning and per capita. Schools will also see an additional benefit of $30m that will flow through the base per capita loading that provides principals with greater flexibility to implement the priorities identified in the school plan. In addition to the seven RAM loadings, $50 million will be allocated to schools as a School Support Allocation (Principal Support) to enable principals to focus on instructional leadership. This funding is completely flexible. For the first time, the 2018 Planned School Budget Allocation Reports will shortly be available on SCOUT for the many principals who have sought access. The benefits of accessing school budget information on SCOUT include principals being able to export data to support their school planning processes and being able to review past allocation reports
