Jackson to suit up for Capitals in 2012-13 season BIG COUP: Basketball superstar will again play for the Capitals.

Lauren Jackson will play for the Canberra Capitals in the 2012-13 season after agreeing to terms with the club.

While a contract is yet to be signed, The Canberra Times understands Jackson's management has informed Canberra she will again suit up for the WNBL powerhouse.

It is understood it remains likely Jackson will also play in two of the three campaigns after the 2012-13 season, on a lucrative six-figure contract. The Capitals had hoped the Opals superstar would start her deal in 2010-11, but the 30-year-old has instead opted to play in the Spanish league.

Jackson has featured in four of Canberra's seven WNBL titles, and her return is a huge coup for the club on and off the court.

The Capitals confirmed yesterday they had also agreed to terms with highly rated power forward Brigitte Ardossi.

Melbourne-born Ardossi forged a successful US college career with Georgia Tech, and was taken at pick No21 by in last year's WNBA draft.

The 23-year-old is currently churning out impressive numbers for Sandringham in the SEABL.

Sandringham is winless after 14 games this year, but Ardossi's individual performances (14 points, nine rebounds per game) have been outstanding.She will help fill the void left by Opals centre Suzy Batkovic, who has joined Adelaide after playing with the Capitals last season.

'She's a 'four' [power forward] player, who can play the post and also a bit of front-to-basket,' Basketball ACT boss Mark Cartwright said.

'She's six-foot three but strongly built, a very good rebounder and she'll work very nicely with [Opals centre Marianna] Tolo and [Hannah] Bowley inside. 'We're pretty excited what she can bring to the group.

'She worked out with Carrie [Graf, Canberra coach], where she brought in Tolo and did some one-on-one work, and the coach was quite impressed.' Canberra junior Alice Coddington, a standout at Utah State University, has also agreed to terms with the Capitals for next season.

'We're just putting the final bits in place to contract her for next season,' Cartwright said. 'She'll probably play shooting guard, and maybe a bit of point guard duty.' Guard and small forward Hannah Bowley have also confirmed they'll return in 2012-13, meaning Batkovic is the only key incumbent player to move on.

Cartwright is convinced the squad is equipped to go one better than last season's grand final defeat to arch- rival Bulleen.

'Given we played most of last season without Suzy [because of injury and personal issues] anyway, we're pretty confident,' Cartwright said. 'We believe they'll perform the way a Canberra Capitals team's expected to perform.'

U.S. Department of Agriculture's Natural Resources Conservation Service recently announced the availability of $2.3 million in additional funding through the Grassland Reserve Program to conserve important sage-grouse habitats in Utah. The funds support ongoing efforts under a Sage- Grouse Initiative begun by NRCS in 2010 that provides funding and technical assistance to landowners who want to improve their ranching operations and increase sage-grouse populations.

Utah State University Extension provides NRCS with public outreach and research support as an SGI conservation partner. Other partners include the Utah Division of Wildlife Resources, Bureau of Land Management, Mule Deer Foundation, Farm Bureau, Utah Cattlemen's Association and Utah's Sage-Grouse Local Working Groups.

Research conducted by USU has confirmed the benefits of NRCS conservation practices for both sage-grouse and landowners. Information generated from this research is being applied across the western United States.

Terry Messmer, USU Extension wildlife specialist and a lead researcher for the program, said that the recent increase in funding in Utah for the Grassland Reserve Program under the Sage-grouse Initiative is a clear demonstration of NRCS's commitment to sustaining Utah communities and wildlife.

"These programs have made a significant impact in reducing the threats to sage-grouse while sustaining local economies," he said.

Sage-grouse numbers have generally declined across the West, due to development, weed and juniper encroachment, wildfire, fence collisions and improper range management. Many of the threats to sage-grouse are also threats to sustainable ranching operations and to game species. Sage-grouse populations in some areas in recent years have started to stabilize or recover due to coordinated efforts to reduce these threats.

In Utah, the GRP funds will be distributed among seven projects in Rich, Box Elder and San Juan counties. Most of the projects will be 10-to-20- year rental agreements with ranchers to apply a prescribed grazing plan that includes the rotation and timing of livestock grazing. Two projects will involve the purchase of easements that will protect grouse from development and fragmentation pressures in the developing areas of Northern Utah.

Private land eligible for the Grassland Reserve Program includes current or historical grassland and shrubland where grazing is the predominant land use. The participating rancher must develop and comply with a grazing management plan, contribute to the installation costs and maintain the installed conservation measures. The program payments are 50 percent of actual costs.

"Utah ranchers are aware of the important relationship between their livestock and wildlife," said Bill Hopkins, a former ranch manager in the Rich County area and current coordinator of Utah's Grazing Improvement Program. "This program can help improve traditional livestock rangeland which in turn can create habitat that is also beneficial for Utah sage-grouse."

Support for sage-grouse conservation work is echoed by participants in Utah's 11 Sage-grouse Local Working Groups. A recent survey of participants confirmed they place high value on coordinated efforts to protect Utah's land, water and western heritage.

Working group participants also expressed appreciation for the enhanced communication that now exists between NRCS, the Utah Division of Wildlife Resources and the U.S. Fish and Wildlife Service, ensuring that future decisions regarding listing of sage-grouse for protection under the Endangered Species Act are based on current data and that partners and producers receive recognition for implementing voluntary conservation. Michael J. Glauser, who was the founder and former CEO of Golden Swirl Management Company and of Northern Lights, will start July 1. David Clark, the previous executive director of entrepreneurial programs, left the Huntsman School of Business to become the director of business development for the new Commercial Enterprises group of the Utah State University Research Foundation.

Glauser, who wrote the book "Glorious Accidents: How Everyday Americans Create Thriving Companies," has also held faculty positions at the University of North Carolina, King Fahd University of Petroleum & Minerals and Westminster College. Glauser earned his doctorate at Purdue University and will also be a clinical professor at the Huntsman School of Business, according to Dean Douglas Anderson. He earned his master's and bachelor's degree from the University of Utah.

"He is uniquely qualified to take on this assignment and will, I am sure, provide outstanding leadership in our efforts to foster and develop the entrepreneurial spirit of our great students," Anderson said. "Like many of our professors, he can bring a mix of workplace and academic experience to this position. This is a wonderful development for the students we serve."

Glauser said his interest in the Huntsman School of Business grew when he learned about the school's emphasis on fueling the students' entrepreneurial instincts. He was a featured speaker in spring 2011 during e-Week, a time when a number of on-campus activities are held aimed at sparking more innovative thinking.

"I am impressed with the development of the Huntsman School of Business during the past few years, and I really enjoyed the time I spent with the students," he said. A rural tax education program hosted by Utah State University Extension was selected to receive the 2011 Western Agricultural Economics Association Outstanding Extension Program Award.

Ruby Ward, USU Extension economist, co-chair of the National Farm Income Tax Extension Committee and project lead for RuralTax.org, accepted the award June 30 at the Canadian Agricultural Economics/Western Agricultural Economics Association meeting in Banff, Alberta, Canada.

Rural Tax Education is a joint project of Extension specialists from 15 land-grant universities around the country. The specialists received a $50,000 grant from the U.S. Department of Agriculture-Risk Management Agency to create the Web site, RuralTax.org, which was launched in the fall of 2010. The project goal is to provide farmers, ranchers and other producers with a source for agriculturally related income and self- employment tax information that is current and easy to understand, thus allowing both agricultural producers and Extension educators to better understand the information and incorporate it into their programs.

Ward said as more USDA programs were linked in multiple ways to federal income tax returns, there was an increasing need to have accurate information available for farmers, ranchers and other producers.

"We are pleased that this innovative program is being recognized," said Charles W. Gay, associate vice president and associate director for USU Extension. "Dr. Ruby Ward is an extraordinary resource for farmers and ranchers in Utah, the intermountain region and the nation. She has provided leadership in the development of a highly recognized annual conference concerned with diversifying agricultural operations, and now an award-winning, Internet-based resource to decision making in the complex world of taxation. USU Extension is extremely proud to have her on our team."

Ward said the information is written in plain language that is accessible to farmers and ranchers, and that rather than just a collection of materials, it is a Web site that can be continually updated to reflect changes in tax laws. All of the materials on the Web site were reviewed to determine that it was both technically accurate and understandable by the target audience.

"The committee has a 50-plus year history of working with the Internal Revenue Service to edit Publication 225: The Farmer's Tax Guide," she said. "In an era of deep budget cuts, having a resource that combines the expertise from multiple universities helps provide quality education to the public using limited resources."

The RuralTax.org Web site includes 20 peer-reviewed fact sheets on such topics as the definition of a farmer, depreciation and hobby loss rules. RuralTax.org also includes a sample federal income tax return with all schedules and accompanying line-by-line explanations for each form and links to other verified information.

Since going live in October 2010, the Web site has had more than 14,000 unique visitors, and many producers have benefited from the materials generated by the site. Materials have been used in programming in each of the 15 states involved, as well as additional states, and Web site content was used in nine presentations to address the unique issues faced by Native American audiences.
