City Manager Report Rob Drake, Cornelius City Manager January 29, 2016

1. Attended the CPO 12C meeting on the evening of December 8th. The meetings are held at Free Orchards Elementary School. 2. Attended and helped facilitate the City’s Economic Development Commission (EDC) meeting on December 9th. Attended the annual luncheon meeting of the Yamhelas Trail rails-to-trails project held in Carlton on December 10th. This trail is in the advanced planning stages and could eventually be joined to the Council Creek Trail being planned between Forest Grove, Cornelius and the Max stop in Hillsboro. 3. Attended the Washington County Managers Meeting in Hillsboro on December 16th and January 27th. 4. Participated in a KUIK Radio interview on December 18th on the Don McCoun Show to talk about what is going on in Cornelius. 5. Attended the Forest Grove/Cornelius Chamber of Commerce Luncheons on December 21 and January 11th. 6. Met with Washington County Commissioner Dick Schouten with Library Director Karen Hill to talk about our combined Library/Affordable Housing project on December 21st. 7. Attended a meeting with the new PGE Government Affair person in Washington County, Rebecca Carey-Smith, on December 22nd with the outgoing representative Mark Fryburg. 8. Met with the new Forest Grove City Manager, Jesse VanderZanden, on December 24th to discuss issues of mutual concern. 9. Participated in a meeting with Rep. Susan McLain and DLCD (Department of Land Conservation & Development) staff discussing urban growth boundary issues on January 6th in Hillsboro. 10. Met with Metro staff and planning consultant at Metro on January 7th regarding the $40,000 Economic Opportunity Analysis Grant being funded by Metro. 11. Attended the West Washington County Legislative Dinner on evening of January 7th being sponsored and held at City of Forest Grove. The Mayor and some members of the City Councilor also attended the dinner. 12. Met with an individual looking for city manager work on January 11th. 13. Participated in a conference call with Library Director Karen Hill and Astoria’s Mayor and City Manager about our Library/Affordable Housing Project on January 11th. 14. Attended and participated in the Economic Development Commission (EDC) meeting on January 12th. The EDC conducted a SWOT (Strengths, Weaknesses, Opportunities and Threats) Analysis of the business environment in the city. This process will help guide our business branding efforts this spring with help from a senior marketing class at . 15. Participated in a special City Managers Meeting at City of Beaverton on January 12th to discuss the current Washington County TLT (Transient Lodging Tax). 16. Attended the CPO 12C Meeting at Free Orchards Elementary School on January 12th. 17. On January 13th I attended and participated in the Greater Portland, Inc. Small Cities Consortium Board Meeting in Tualatin with Mayor Jef Dalin. 2

18. Attended the Col-Pac Economic Development Board Meeting in Scappoose with City Councilor Steve Heinrich on January 14th. 19. Met with County Administrator Bob Davis and Deputy Administrator Don Bohn with Library Director Karen Hill on January 15th in Hillsboro to discuss the city’s Library/Affordable Housing Project. Library Director Karen Hill and I met with County Commissioner Bob Terry the same afternoon to discuss the project. Later the same day, I attended the Public Safety Coordinating Council in Hillsboro as the representative from the County Managers Group. 20. On Saturday, January 16th I attended the Cornelius Committee on Disabilities meeting and later in the day attended the Fire Department’s Annual Crab Feed fundraiser. 21. Met with ’s House Speaker Tina Kotek with Rep. Susan McLain and Library Director Karen Hill to talk about the city’s Library/Affordable Housing Project on January 19th in north Portland. 22. On the evening of January 20th we held our first Take Care of Cornelius Clean-up Day Meeting in the City Council Chambers. Twelve committee members were present and we discussed plans for the Saturday, May 14th event. 23. Participated in the CommUnity Meeting at Emanuel Lutheran Church on January 21st in Cornelius. Attended and participated in the Ford Family Foundation ‘Community Collaboration’ that evening held at Centro Cultural in Cornelius. 24. Attended the Washington County PAB (Policy Advisory Board) meeting in Hillsboro on January 27th. This group allocates federal HOME and CDBG monies for development projects. That evening I attended the open house at the FG News Times for outgoing publisher John Schrag. 25. Attended the ‘Key Leaders Forum’ on Homelessness January 28th at the Sonrise Church in Hillsboro with Mayor Jef Dalin.

Department Reports –

Administration – We will co-sponsor the 11th Spanish-speaking Town Hall on Saturday, February 27th from 11am-1pm with Centro Cultural of Washington County. The event will be held at Centro Cultural on Adair St. between 11th and 12th Avenues. In addition to presentations by the Police Chief and an open discussion about issues on our residents’ minds, there will be a special presentation and information session on illegal drugs available in Washington County. This will include a special presentation by a Sheriff’s Office canine trained in sniffing out illegal drugs. This will provide an opportunity for parents to learn how to identify illegal drugs and to be better informed. The Mayor, City Councilors, Police Chief and City Manager regularly attend these meetings. The public is encouraged to attend.

The Government Finance Officers Association (GFOA) recently named the City of Cornelius as a winner of the GFOA’s “Distinguished Budget Presentation Award” for its annual budget. In addition, the City’s Popular Annual Financial Report (PAFR) was also awarded for ‘Outstanding Achievement’ by the GFOA for meeting all requirements and the overall quality of the document. Both English and Spanish versions have been printed for the last five years.

Community Development and Public Works-

The planning process and Comprehensive Plan revisions and amendments for the land area from the ‘Grand Bargain’ Urban Growth Boundary (UGB) expansion process, brought into the Urban Growth Boundary last year by the 2014 legislature, has been completed. The majority property owner, in the area south of Baseline Street, has been working with Holt Properties to begin finalizing plans for eventual annexation and development of new homes in the area.

The city underground water storage project (ASR) continues to move forward. The underground well and pump house project should begin construction prior to summer. The city is also updating its TSP (Transportation System Plan) with a grant from the state. There will be public participation opportunities along the way for residents to provide input and comment. Our Engineering staff has been revising and updating our Operation & Maintenance Manual for the Oregon Health Department to review and approve. Once approved, it should give our Water System an Exemplary Status.

Public Works and Engineering staff members are working on getting our infrastructure (roads, water, storm and sewer pipes) plotted with GPS technology to update our records and maps.

A large focus on our Engineering, Support and Public Works staff this past month has been preparing for the federal EPA (Environmental Protection Agency) Audit for our Federal Water Permit that is managed in partnership with the County’s (CWS) agency.

Planning and preparation work continues on the 10th Avenue Road Project, funded by Washington County, will begin construction in early spring 2016. This $5.2 million roadway project includes 10th Avenue from and including the track crossings south of Baseline St. north to the Holladay St. industrial area. The project includes full sidewalks, bike lanes, an enclosed storm drain system, new lights and street trees. It will give the street a nice new look and it will make travel much easier.

Fire Department –

Fire Chief Michael Kinkade provided an update to the City Council at the meeting on January 4th regarding the Cooperative Fire Services Study. Five fire agencies, including the Cities of Cornelius and Forest Grove, have jointly shared the costs of a study to analyze the feasibility of providing more joint service provision at the west end of Washington County. The City Council supported the concept and more work will now be done to further the cooperative efforts with the five fire agencies.

This past Christmas and holiday seasons, Toy Drives were conducted in Cornelius, Forest Grove and Gaston. Over 1200 children in over 300 families were provided 2-3 toys each, with the final toys given out at 8pm on Christmas Eve! Over 3600 donated toys were given away! 4

This coming May 6 election, voters will see a ballot measure for funding the Washington County Consolidated Communications Agency (WCCCA) to develop a countywide plan to replace our aging public safety communications system. The proposal is a 20-year GO (General Obligation) Bond tax levy for $77,000,000 with a tax rate of 0.0899 cents per $1000 assessed value. The request includes funds for member agency radios, a dispatch center upgrade, site upgrades, and fire station alerting systems.

The Fire Dept. applied for and received a $43,000+ federal grant to replace worn out old hoses and nozzles.

City Library –

In December, the new Library Project received a $500,000 grant award from the National Endowment for the Humanities (NEH) to go toward project funding. This is the maximum amount for each award and only 20 such awards are given annually each year.

The Summer Reading Program was again a huge success. Over 1,000 youth signed up and 64% completed the program, which is 9% higher than the previous year. September is also national Library Card month! Our staff does everything possible to get the “smartest card in the wallet” to every student living in Cornelius!

Police Department –

Former Police Chief Gene Moss has been promoted to the Commander position within the Washington County Sheriff’s Office. Gene was our first Police Chief when we began contracting for police services from the Washington County Sheriff’s Office in July 2014. He has been replaced by Lt. Al Roque, who is also with the Sheriff’s Office. Al was part of the first group of deputies who began serving Cornelius in July 2014. Al was promoted to Lt. and left for six months and is now back in Cornelius serving as Police Chief. He is bilingual and was well-liked by the community when serving previously.

Due to a high number of house foreclosures in the city, we have multiple homes in the community that are not currently being occupied. In some of the homes, the police have reported homeless people have been camping inside the homes illegally. We ask that residents keep an eye on these homes and report suspicious activity immediately to the police department. Some illegal drug activity has been reported and the police will respond immediately if informed by neighbors. Thank you for caring about our community!

The contract for police services with the Washington County Sheriff’s Office began July 2014. In the first year of operation, the self-initiated contacts by our officers increased 67% from the former Police Department in FY 2013-14. It is going smoothly and residents 5 have commented favorably about seeing more traffic enforcement in local neighborhoods and stronger support for the community in general.

The Police Dept. is requesting help from citizens reporting new graffiti by either calling the Police Department directly or reporting graffiti through a form being provided on our web page. In addition, please report any activity that might look suspicious or dangerous. This is really a strong way how we will keep our community safe.
