In exercise of the powers conferred as per amended Rule 22(4a) of Mineral Concession Rules, 1960 read with G.O. Ms. No. 232, dated 18.04.2001; G .O. Ms. No. 1183, dated 28.06.2005 and G .O.Ms. No. 113 Industries & Commerce (M-1) Department, dated 08.11.2010, I hereby approve the Mining Scheme for the 3rd five years block period from 2015-16 to 2019-20 (ending 31 .03.2020) for Silica Sand over an extent of 22.60 Acres (Hectares 9.146) in Sy. No. 34/5 of Addepalli Village, Chillakur Mandai, S.P.S.R. Nellore District in favour of Sri S. Suresh Kumar. This approval is subject to the following conditions.

1. This Mining Scheme including Progressive Mine Closure Plan is approved without prejudice to any other laws applicable to the mine area from time to time whether made by the Central Government, State Government or any other authority or any order I direction from any court of competent jurisdiction.

2. This approval of the aforesaid Mining Scheme including Progressive Mine Closure Plan does not in any way imply the approval of the Government in terms of any other provisions of the Mines and Minerals (Regulation and Development) Act 1957 or the Mineral Concession Rules 1960 or the other Rules framed there under and any other laws including the Forest Conservation Act, 1980, Forest conservation Rules, 2003 and also other relevant status, orders, guidelines as the case may be applicable from time to J time.

3. The Mining Scheme is approved subject to strictly adhering to the Relevant Regulations of MMR 1961, provisions of the Mines Act; 1952 and other Rules and Regulations made there under including submission of notice of opening, appointment of Manager and other statutory officials as required under the Mines Act, 1952 shall be complied with.

4 . Prior permission from the Director General, Mines Safety whenever and where ever it is required.

5. Clearance I Consent I No objection from Ministry of Environment and Forest, Central pollution control Board, State pollution Control Board as applicable in this case should be obtained and a copy of the same should be submitted to this office.

6. The execution of approved scheme of Mining shall be subject to vacation of prohibitory order I notices if any issued by competent authority. •

r 1.2 PARTICULARS OF APPROVED MINING PLAN: c The Mining plan of this Silica Sand Mine was approved vide letter no.9632/MP II/2002 dated 08/05/2002 by the Joint Director, Dept. of Mines and [ Geology, Govt. of A.P, Hyderabad. A copy of the ore reserve estimation is enclosed as Annexure No.V. A copy of the analysis certificate is enclosed as Annexure No .IV .The limit of the proved mineral reserves is marked on the geological plan & cross section is enclosed as Plate No.3&3A respectively.

3.2 Depletion of reserves during the period of mining plan and first scheme of mmmg:

During the last 09 years about 1,23,406 T of sand was excavated from the leased area and the same are excluded in estimation of reserves afresh.

3.3 Grade:

There is no change in the grade of the silica sand that is obtained from mining and to the reports furnished, in approved mining plan. The analysis report is enclosed in this scheme as annexure - IV.

3.4 Year wise exploration proposed to be carried out during the ensuing five years period, Location of trial pits or bore holes to be depicted on geological plan:

The old pits and the mine workings located in and around the lease area show the sand available in this region. Therefore, at this moment there is no necessity of proposed exploration.

CHAPTER- V r ( MINING ') (

( 5.1 MINING:

The sand is available in entire mining lease area. However, it is proposed to work on South Eastern side of the lease area by excavating three benches. The bench height and width will be maintained around 1.5m & 1.5m respectively. In this scheme period it is proposed to rise about 5,36,564T of sand by advancing the south face of the working pits towards west as shown in plate no. 4.

5.2 YEAR WISE DEVELOPMENT FOR THE ENSUING FIVE YEARS PERIOD (2015-16 to 2019-20):

During the last scheme period there was no development work involved. For next five years also there will not be any overburden removal in the mining lease area.

5.3 YEAR WISE PRODUCTION FOR ENSUING FIVE YEARS PERIOD (2015-16 to 2019-20):

The sand is available in entire mining lease area. However, it is proposed to work on South Eastern side of the lease area by excavating three benches. I 11.5 MINE DESCRIPTION:

( Geology: The area is fully covered with silica sand. No other outcrops of any rock ( type are present in the area. The silica sand must have resulted from the back water of Bay of Bengal. A little quantity of silt and ferruginous material associated with silica sand. This was transported by waves and ( deposited near the shore line. The sand size available at mine site is in between 20 meshes to 100 meshes. It will be separated and stocked in ( sheds. The average grade of the silica sand is 97.55% of SI02 up to 100 meshes.

) c Reserves: The reserves are estimated for silica sand occurring in the lease hold area is ( furnished in page 7.

Mining Method: The mine is simple very small category manual opencast working of silica sand to recover marketable silica sand.

Mineral beneficiation: The mineral silica sand will be sieved to the required size of consumer industry.

11.6 REVIEW OF IMPLEMENTATION OF MINING PLAN/ SCHEME:

The mining lease of this area is granted in the year 2002.Since then the mining operations area being carried out as per the statute. As explained in Para 11 the present status of environment will be protected during the course of mining.

11.7 AIR QUALITY MANAGEMENT:

The air in the mining lease area is dry and gets dusty in dry seasons. Mining caused dust will be suppressed at the source itself by spraying water while transportation and removal of sand. ) ;C 11.8 WATERMANAGEMENT: c Under ground work is not proposed. The ground water is not contaminated due to .)(_ mining. Drinking water is potable.

11.10 TOP SOIL MANAGEMENT:

No topsoil is generated; the silica sand is in a stretch of exposed fonn.

11.11 INFRASTRUCTURE:

Approach roads: - Mining Lease area is approached by gravel road topped from Ballavolu village, which is - Kanupur - Kota road. From this road a ) branch road is there to mine.

) 11.12 SAFETY AND SECURITY:

[ It is proposed to carry out the mmmg operations by considering all safety measures to be followed in the process. However, it is proposed to restore the mined out land after the complete extraction of silica sand as useful of plantation. Hence no inadvertent fall of persons and animals in the quarry.

11.13 CARE AND MAINTAINANCE DURING TEMPORARY DISCONTINUANCE:

) In case of discontinuing the mmmg operations temporarily, the lessee will intimate the same to the concerned Government authorities in advance and will safeguard the workings by approaching the local civic bodies and also appoint a security guard/watchman to avoid any casualty into the workings till restoration of mining activity.

11.14 ECONOMIC REPERCUSSIONS OF CLOSURE OF MINE:

As the mining is at initial stage, economic repercussions do not arise. The people residing in nearby villages will get employment at the mine and they are financially benefited. If any retrenchment will take place, it will be done J according to the Mine laws.
