Competition Format for the 2016 Winter Cup Challenge

February 18: Preliminary Competition • The competition will be comprised of approximately 96 athletes who meet the criteria listed in the Qualification and Entry Procedures outlined in this document. • For Preliminary Competition, the field of approximately 96 participants will be divided into two competitive sessions of approximately 48 athletes each. • Athletes will be seeded into the two preliminary sessions based on the following: Ø The basis for seeding will be the MPC approved 20-point program based on two days of competition at the 2015 P&G Championships. The ranking includes all participating athletes. The Two-Day 20 Point P&G Championships ranking is included as Attachment B Ø The top 42 athletes from the Two-Day 20 Point P&G Championships Ranking who are participating in the 2016 Winter Cup Challenge will compete in Session 2. Ø The MPC will consider placing up to 6 athletes into Session 2 from among the athletes petitioning to the 2016 Winter Cup Challenge. Placement into the 2nd Session will be based on past competitive accomplishments and perceived competitiveness within the field. Any unused petition positions into the 2nd Session (up to 6) will be filled from the rank order Two-Day 20 Point P&G Championships Ranking results. Ø All other athletes qualified to the 2016 Winter Cup Challenge will compete in Session 1.

February 20: Finals Competition • The top 24 athletes rank order from the preliminary competition All-Around results as well as the top 18 rank order athletes (not included in the 24 All-Around athletes from the MPC approved Points Program) will advance to the Finals Competition for a field of 42 athletes. The points program will be published a minimum of 45 days prior to the start of the Winter Cup Challenge. • The top 3 athletes on each event (including ties) in Preliminary competition will advance to the Finals Competition. Athletes who advance to the Finals session based on the top three individual event qualifications may only compete on the events(s) in which they qualified.

1 Qualification to the Winter Cup Challenge

• All participants at the 2016 Winter Cup Challenge must be United States citizens. • All current Senior National Team members will be invited to participate in the 2016 Winter Cup Challenge. • All athletes who qualified (and registered to participate) to the 2015 P&G Gymnastics Championships (both Senior and Junior Divisions) will be invited to participate in the 2016 Winter Cup Challenge. • The remaining athletes will be invited to participate in the 2016 Winter Cup Challenge based on their best one-meet scores from the following events: a. 2015 Winter Cup Challenge Finals Session (WC), b. 2015 USA Gymnastics Collegiate Championships (CC) All-Around final results (for AA only) or Individual Events final results, c. 2015 NCAA Championships (NCAA) All-Around final results (for AA only) or Individual Events final results or d. 2015 National Qualifier (NQ) The score ranking generated from the events listed above will be used to invite the following to participate at the 2016 Winter Cup Challenge Ø Top ten All-Around athletes based on rank order Ø Top four athletes on each event based on rank order • The list of invited athletes to the 2016 Winter Cup Challenge appears in Attachment A of this document. • Petitions – Only the following types of petitions will be considered by the MPC. Ø Athletes who were injured or, due to an unusual circumstance, were not able to participate in any of the four events used for qualification ranking will have the opportunity to petition by submitting previous years scores from those events (or past U.S. Championships) that show them to be highly competitive in the field. Ø Athletes who qualified for the 2015 P&G Championships, but who withdrew from the competition due to injury may petition for consideration of being placed into Session 2 of the Preliminary Competition. Ø The USA Gymnastics Vice President for the Men’s Program must receive all petitions no later than November 20, 2015, in order to be considered. Approved petitions will count against the field of 96 qualified athletes.

Competition Rules

The following documents will be used: • FIG Code of Points –the current FIG version which can be found at http://www.fig- gymnastics.com/publicdir/rules/files/mag/MAG%20CoP%202013- 2016%20(FRA%20ENG%20ESP)%20Feb%202013.pdf plus any official Men’s Technical Committee Newsletters. • Most recent USAG/NGJA Rules Interpretations which can be found at http://www.ngja.org/ • Note – there will be no special USA Bonus used at the 2016 Winter Cup Challenge. • The FIG competition apparel rules will be in effect (i.e. – no dark colored competition pants). • A Broken Hand Guard rule will apply, i.e., a retrial for the breaking of a hand guard or dowel is allowed, at the discretion of the head judge.

2 • Matting: Ø Horizontal Bar: The use of an 8-inch (20 cm) safety mat under horizontal bar is allowed for release moves. Additionally, the use of an 8-inch (20 cm) safety mat for dismounts is allowed for the Winter Cup (as per additional matting below). Ø Use of a 10 cm on top of the 20 cm base mat is required for landings on and on both sides of Horizontal Bar. This matting configuration can be changed according to the additional matting allowance noted below; however the 20 cm base mat must remain in place and the minimum of 30 cm is required.

Additional Matting: FX Up to 10 cm additional will be allowed – mat cannot be moved once in place. Matting may be used only for landings – no value skills may be initiated on the additional matting. SR Up to 10 cm additional will be allowed (maximum 30 cm) V 30 cm mats required, up to 20 cm additional will be allowed (maximum 50 cm) PB Up to 10 cm additional will be allowed HB 30 cm mats are required, up to 20 cm additional allowed (maximum 50 cm)

Note: All Winter Cup participants will follow Senior rules.

Senior National Team Selection

Eight athletes will be named to the Senior National Team at the 2016 Winter Cup Challenge. The MPC approved team selection procedures will be published a minimum of 45 days prior to the start of the Winter Cup Challenge.

2015 Winter Cup Entry Procedure

• Registration for the 2016 Winter Cup will begin November 20, 2015 for all invited athletes shown in Attachment A and for approved petitions. • Entry into the 2016 Winter Cup Challenge will be made through the USA Gymnastics on-line portal. Entry instructions can be found in Attachment C • Entry for all qualified athletes and approved petitions will end December 11, 2015. No entries of invited athletes will be accepted after December 11. • A list of alternate athletes will be maintained and any open positions after the December 11th deadline or any subsequent openings due to an athlete who withdraws from the Winter Cup Challenge will be replaced from the list of alternates according to the following: Ø All-around athletes will only be replaced from the list of top 15 all-around athletes Ø Individual event athletes will only be replaced from the list of top (6) individual athletes • Replacement will continue up to 7 days (February 11) prior to the start of competition. • Entry fees are non-refundable with the exception of athletes who withdraw prior to January 29, 2016. • The competition draw for starting event at the Winter Cup Challenge will be conducted and posted February 4. Up until the draw is conducted, an athlete qualified to compete in Session 2 on February 18 who withdraws from the competition will be replaced in Session 2 from the rank order list of athletes from the Two-Day 20 Point P&G Championships Ranking results. After the competition draw is conducted, and up until February 11, Session 2 athletes who withdraw will be replaced but the replacement athlete will go into the draw competition slot of the athlete who withdraws. No athlete will be replaced after February 11.

Senior Division Qualification to the 2016 P&G Gymnastics Championships

3 Athletes may qualify to compete in the Senior Division at the 2016 P&G Gymnastics Championship for Men through the following methods:

A. Senior National Team members who are named following the 2016 Winter Cup Challenge. B. Athletes who are age eligible for the Olympic Games and who compete in the Finals Session (Day 2) of the 2016 Winter Cup Challenge. (see special note below concerning junior division athletes) C. From the 2016 NCAA Championships: The top 6 all-around athletes (U.S. citizens) in rank order at the 2016 NCAA Championships who are not pre-qualified to the 2016 P&G Gymnastics Championships, provided they finish in the top-8 All Around (AA) athletes. D. An athlete who is unable to participate in the 2016 Winter Cup Challenge may petition to compete in the 2016 P&G Gymnastics Championship for Men. The petition process will be outlined in the 2016 Olympic Games Athlete Selection Procedures.

Note: Junior Division athletes who will be age eligible for the 2016 Olympic Games and who compete in the Finals Session (Day 2) at the 2016 Winter Cup Challenge may compete in the Senior Division at the 2016 P&G Gymnastics Championships for Men, however: the 2016 P&G Championships for the men’s Junior Division will be held with the Men’s Olympic Trials.

Therefore, any junior age eligible athlete who competes in the P&G Senior Division will not be automatically qualified to the Junior Division or eligible for the Junior National Team. Junior Division athletes must qualify to the Junior Division P&G Championships as per the Junior Division rules. Junior National Team selection will come only from among those athletes who compete in the Junior Division P&G Championships held in conjunction with the Men’s Olympic Team Trials.

How to Register for the 2016 Winter Cup Challenge

Registration for the 2016 Winter Cup Challenge will begin November 20, 2015 and end December 11, 2015. Invited athletes will not be eligible to enter the Winter Cup Challenge after the December 11 deadline. Invited athletes and coaches must register for the 2016 Winter Cup Challenge through the USA Gymnastics online portal. Athletes and coaches will be unable to register unless they have a current USA Gymnastics membership. Club administrators may register using the instructions listed below. The entry fee to enter the 2016 Winter Cup Challenge is $125. Only one coach per athlete, maximum of two per club is permitted to register for the event. For consideration of an additional coach, an Additional Coaches Credential Form must be submitted with a $50 fee. Click here for form. Club Administrators can register qualified athletes and coaches by following these instructions: • Log into your USA Gymnastics Membership record • Click on “Member Services” at the top of the web page • Click on “Club Administration” – a drop down will show • Click on “Group Processing” • Click the drop down in the middle of the page and choose “Register for a Camp or Competition” • Click the next drop down and choose “Men’s Winter Cup Challenge” • Look for your name on the list and choose the options you would like to register for • Click “Submit” - From here, it will take you to the payment site.
