A) Whether There Is Any Proposal Under Considera To Construct An Under Pass *4. SH. STARRED ASSEMBLY QUESTION NO. 4 RAISED BY SHRI LAXMAN SINGH YADAV, M.L.A. KOSLI CONSTITUENCY NOTE FOR PAD Rohtak-Bawal National Highway (NH-71) falls under the jurisdiction of National Highways Authority of India (NHAI). It is intimated that NHAI had carried out the 4-laning of Rohtak-Bawal section NH-71 from Km. 363.300 (Design Km. 363.300) to Km. 450.800 (Design Km. 445.853) under NHDP-III in the State of Haryana on Design, Build, Finance, Operate and Transfer (DBFOT) basis. The Commercial Operation Date (COD) of the project was 01.09.2013. The representation for demand of underpass at village Gurawara on NH-71 was submitted by NHAI HQ to Project Director, NHAI, PIU, Rohtak vide letter No. NHAI/Tech/Haryana/Misc/2019/139664 dated 19.08.2018. There was no provision of underpass at village Gurawara on NH-71 in the Concession Agreement. The proposal of construction of underpass was examined and recommended by Independent Engineer (IE) of the project. The size is VUP recommended is 2x12m(6-lane) and the tentative cost of VUP will be 19.91 Crore. Project Director, NHAI PIU, Rohtak further recommended the proposal to Regional Officer, NHAI Chandigarh and the same was further recommended to NHAI HQ vide letter no. 1168 dated 11.10.2018. NHAI HQ raised certain observations vide letter no. 128217 dated 27.12.2018 on the above said proposal. The proposal was again recommended by the IE vide letter no. 1040 dated 26.06.2019 and compliance of observations of RO, Chandigarh were submitted by IE vide letter no. 1149 dated 16.10.2019. Project Director, NHAI PIU, Rohtak recommended the above said proposal of IE to RO, Chandigarh vide letter no. 2470 dated 20.09.2019 and 2869 dated 16.10.2019. Further, NHAI HQ vide letter no. NHAI/Rtk-Bwl/11019/1/12010/HR/146964 dated 07.01.2020 raised some observations and Project Director, NHAI, PIU, Rohtak has submitted reply vide letter no. 4177 dated 09.01.2020. The approval from competent authority of NHAI for construction of above said underpass is yet to be accorded. (A) The total length of roads in Kosli Constituency is as under:- Road Length:- i) State Highways (SH) = 49.02 km ii) Major District Roads (MDR) = 7.53 kM iii) Other District Roads (ODR) = 336.00 km Total = 392.55 km (B) Condition of roads in Kosli constituency (i) Road length in Very Good condition = 205.75 Km (ii) Road length in Good condition = 105.46 km (iii) Road length in bad condition = 5.08 km (iv) Road length is in progress = 76.26 km Total = 392.55 km (C) Patch work/pot holes repair/surface dressing done from 01.02.2018 to 30.11.2018 (i) Pot hole repairs carried out = 122.14 km (ii) Surface dressing done = 0.00 km Total: = 122.14 km (D) Target of patch work Pot hole repair/Surface dressing from 01.02.2019 to 30.11.2019 (i) Pot hole repair = 120.51 km (ii) Surface dressing = 0.00 km Total: = 120.51 km (E) Length of roads constructed/repaired during 1.4.2010 to 31.10.2014 in Kosli constituency.
