COUNTY HIGHLIGHTS

 Council approved a budget adjustment to allocate $4,684,300 in Municipality Stimulus Program funding from the Government of . Funds will be allocated to capital lifecycle improvements to County pathways and trails, paving required for trails and pedestrian connectivity, the Langdon Fieldhouse water tie-in, Cross Iron Drive widening and overlay, and a water line extension to Prince of Peace lands.  The County submitted its proposal for Specialized Municipality status to the Minister of Municipal Affairs. Balzac East, (business and area), Janet, Springbank Airport, Langdon, Harmony, and Bragg Creek will be included in the application as urban service areas.  Progress continued on major infrastructure projects, including East Balzac Servicing, Langdon Improvements and Bragg Creek Flood Mitigation Project.

ECONOMIC DEVELOPMENT HIGHLIGHTS

According to the Province of Alberta’s Weekly Economic Review in October, the labour market continues to see positive signs. Employment in the province increased by 38,200 on a month-over-month (m/m) basis. Full-time positions (+34,500 m/m) and the public sector (+29,600 m/m) led the monthly increase, while private sector posted solid gains (+17,800 m/m).

Across Alberta, construction intentions declined in September. The value of building permits decreased 7% m/m to $836 million. This was mainly a result of a large decline in institutional and governmental permits (-64% m/m), coupled with a 5% decline in multiple dwellings, which more than offset gains in single-dwelling, industrial and commercial intentions

Project Description Amazon Fulfillment Centre In August, Amazon announced that it was hiring 1,000 new jobs for the fulfillment centre located in Balzqac.

BUILDING AND DEVELOPMENT PERMITS

In August 2020, Alberta municipalities issued $896.6 million in building permits, a decrease of 7.3% from August 2019. Nationally, building permits decreased by 11.2% over the same time period. In Alberta, Residential (-7.7%), Industrial (-31.5%), and Commercial (-28.2%) permits decreased, while Institutional and governmental increased permits increased by 67.4%

 Building Services processes are being configured by Information Services and City View in preparation for the implementation of the new on-line portal.  On-going testing of the City View Portal development environment and providing feedback for fixes of the site by City View and IT.  Training of staff on Bluebeam PDF reviewer for use with City View Portal for digital reviews.  Faciliated the approval of plans and issuance of permits through greater use of online services to adust to physical distancing requirments resulting from COVID-19.

RECREATION, PARKS AND COMMUNITY SUPPORT

HIGHLIGHTS FROM THIS QUARTER:

 Internal stakeholders engagement sessions to shared the highlights of the Recreation and Parks Master Plan were completed.  The allocation of $1.8M from the Municipal Stimulus Plan (MSP) funds for the repair, replacement or construstion of trails and pathways in various locations around the County was approved by Council. Furthermore, $150,000 of MSP funds were allocated for the Langdon Fieldhouse water tie-in, to better support the facility.  Complition of the new off-leash dog park in Commerical Court (Springbank). Due to the weather conditions, the grant opening event has been posted to Spring 2021.  A Langdon Joint Use Agreement with Rocky View Schools (RVS) was supported by the County and RVS.  35 events went through the new special events process. 19 of the 35 events were organized by RVC organizations, businesses or residents. An additional 17 events, classified as special events, were supported to assist with understanding provincial pandemic protocols.

AGRICULTURE AND ENVIRONMENTAL SERVICES

HIGHLIGHTS FROM THIS QUARTER:

 The roadside mowing program was completed on October 1, 2020. The operators completed one pass on all county roads and completed a second pass in select areas where required.  The grasshopper, elm bark beetle, emerald ash borer and bertha armyworm insect surveys have all been completed and the County remains at a low risk for the insects.  The mosquito larvae reduction program in Langdon and Church Ranches has been completed for 2020.  Currently administration is finalizing the clubroot, blackleg and fusarium head blight surveys throughout the County. To date, two (2) additional canola fields have tested positive for clubroot and administration is currently working with the landowners to develop a control strategy.

TRANSPORTATION SERVICES

UTILITY SERVICES

ASSESSMENT SERVICES

HIGHLIGHTS FROM THIS QUARTER:

 The majority of the property assessment base is decreasing in total value from 2020 tax year to 2021 tax year. Some residential properties overall will experience a slight decrease due to the change in real estate market throughout the County.  Analysis being conducted for the non-residential property class. The retail sector expected to decrease the most, due to the economic market factors and downturn in the economy with the industrial oil and gas sector.  Regional malls in the Calgary area (Market, Chinook and Cross Iron Mills) have experienced negative factors and considerable assessment decreases. Distribution warehousing has seen strong demand while other types of industrial property has seen some negative economic influences.

 Electoral Boundaries and Governance Project: Completed the project in accordance with the Council approved budget and criteria resulting in a legislatively compliant bylaw establishing seven electoral boundaries approved by Council in effect for the next general election.  Boards and Committees Review: Completed a comprehensive review of 49 Council appointed Boards and Committees resulting in operational efficiencies and clarity of appointments for the next Council organizational meeting.  Assessment Review Board (ARB): Scaled up the capacity of the ARB to hear the County’s record number of CARB complaints. Included bylaw amendments through Council and recruitment, appointment, and training of seven new ARB members. Trained and prepared four new ARB clerks. HIGHLIGHTS

 A new fire response contract was signed with the Town of Crossfield.  Development of a County Pandemic Response Plan was completed.  The report from the Institute for Sustainable Development of a County Resilience Plan has now been completed.  The Bragg Creek evacuation exercise has been rescheduled for April 2021.

FIRE SERVICES ACTIVITY:
