INTRODUCTION. AUTHORITY FOR INVESTIGATIONS. This volume contains results of measurements qf the flow of certain streams in the United States. The work was performed by the water- resources branch of the United States Geological Survey, either independently or in cooperation with private or State organizations. The organic law of the Geological Survey (20 Stat. L., p. 394) con­ tains the following paragraph: Provided, That this officer [the Director] shall have the direction of the geological survey and the classification of public lands and examination of the geological structure, mineral resources, and products of the national domain. As water is the most abundant and most valuable of the minerals, the investigation of water resources is authorized under the provision for examining mineral resources. The work has been supported since the fiscal year ending June 30, 1895, by appropriations in suc­ cessive sundry civil bills passed by Congress under the following item: For gaging the streams and determining the water supply of the United States, and for the investigation of underground currents and artesian wells, and for the prepara­ tion of reports upon the best methods of utilizing the water resources. SCOPE OF INVESTIGATIONS. These investigations are not complete nor are they inclusive of all the streams that might purposefully be studied. The scope of the work is limited by the appropriations available. The field covered is the widest and the character of the work is believed to be the best possible under the controlling conditions. The work would un­ doubtedly have greater scientific importance and ultimately be of more practical value if the money now expended for wide areas were concentrated on a few small drainage basins; but such a course is impossible, because general appropriations made by Congress are applicable to all parts of the country. Each part demands its pro­ portionate share of the benefits. It is essential that records of stream flow shall be kept during a period of years long enough to determine within reasonable limits the entire range of flow from the absolute maximum to the absolute minimum. The length of such a period manifestly differs for different streams. Experience has shown that the records for some streams should cover five to ten years, and those for other streams 20 years

    STURGEON HABITAT QUANTIFIED BY SIDE-SCAN SONAR IMAGERY by JOHN DAVID HOOK (Under the Direction of Nathan P. Nibbelink and Douglas L. Peterson) ABSTRACT The assessment and monitoring of freshwater habitats is essential to the successful management of imperiled fishes. Recent introduction of recreational multi-beam and side-scan sonar equipment allows rapid, low cost acquisition of bathymetric data and substrate imagery in navigable waters. However, utilization of this data is hindered by a lack of established protocols for processing and classification. I surveyed 298 km of the Ogeechee River, Georgia using low-cost recreational-grade side-scan and bathymetric sonar. I assessed classification accuracy of three approaches to working with recreational- grade sonar and quantified potential spawning grounds for Atlantic sturgeon (Acipenser oxyrinchus oxyrinchus). I demonstrate that ecologically relevant habitat variables can be derived from low-cost sonar imagery at low levels of processing effort. Heavy dependence on surface water supplies for municipalities, industry, and agriculture has severely depleted and/or altered natural stream flows, adversely impacting aquatic habitat. Georgia's present policy protects stream flow from being depleted below the 7Q10 flow (a ten-year frequency drought event), but there is an overwhelming consensus among aquatic resource managers that higher flows are necessary to support the fish and wildlife, recreation, and aesthetics that Georgia’s citizens expect from their natural environment.

Water Use Classifications and Water Quality Standards ( 1) Purpose. The establishment of water quality standards. (2) W ate r Quality Enhancement: (a) The purposes and intent of the State in establishing Water Quality Standards are to provide enhancement of water quality and prevention of pollution; to protect the public health or welfare in accordance with the public interest for drinking water supplies, conservation of fish, wildlife and other beneficial aquatic life, and agricultural, industrial, recreational, and other reasonable and necessary uses and to maintain and improve the biological integrity of the waters of the State. ( b) The following paragraphs describe the three tiers of the State's waters. (i) Tier 1 - Existing instream water uses and the level of water quality necessary to protect the existing uses shall be maintained and protected. (ii) Tier 2 - Where the quality of the waters exceed levels necessary to support propagation of fish, shellfish, and wildlife and recreation in and on the water, that quality shall be maintained and protected unless the division finds, after full satisfaction of the intergovernmental coordination and public participation provisions of the division's continuing planning process, that allowing lower water quality is necessary to accommodate important economic or social development in the area in which the waters are located.
