Compilation and Revision of Regulations and Standards

In 2011, the compilation and revision of nuclear and radiation safety regulations and standards made effective progress. “Regulations on Radioactive Waste Safety” was issued as No. 612 decree of the State Council. The 2011 first ministry meeting of Ministry of Environment Protection (MEP) reviewed and approved “Rules on radioisotope and ray-emitting devices safety and protection management” and put it into effect since May 1, 2011. MEP and General Administration of Quality Supervison, Inspection and Quarantine (AQSIQ) issued 3 standards included “Performance requirements for low and intermediate level radioactive waste form-Cemented waste form (GB14569.1-2011)”, “Technical requirements for discharge of radioactive liquid effluents from nuclear power plants (GB14587-2011)” and “Regulations for environmental radiation protection of nuclear power plant (GB6249-2011)”. National Nuclear Safety Administration (NNSA) continuously promoted “Nuclear Safety Law” compilation, completed the framework of this law and put it into the objectives of “nuclear safety twelfth five-year plan”. Nuclear Power Plants in Operation

In 2011, there was no radioactive event endangering the safety of the public or the environment happened in operational nuclear power plants .The monitoring indicators over the year showed the integrity of all three safety barriers was in sound status. After the Fukushima nuclear accident in Japan, National Nuclear Safety Administration、National Energy Administration and China Earthquake Administration carried out the comprehensive safety inspection, the results showed that the safety risk of NPPs in operation was in controlled status ,the safety was assured .At the same time, a number of requirements of improvements were made and would be carried out in plan by the NPPs to further improve the level of safety.

4) Daya Bay NPP and LingAo NPP

In 2011, the unit 1 of Daya Bay NPP was kept in a stable status, the fifteenth refueling overhaul of unit 2 was carried out in Daya Bay NPP. The nineth refueling overhauls of unit1 and unit 2of LingAo NPP were completed. The first refueling overhaul of unit was completed . The reactor of unit 4 reached the initial criticality on 25th December 2011, and was put into commercial operation on August 07. Six units did not have unplanned trip events. In 2011, there were 8 research reactors in operation, 9 research reactors not in operation and 1 research reactor in safety shutdown condition. China Advanced Research Reactor (CARR) was put into civilian nuclear installation regulation in October and was at the stage of commissioning with fuel till the end of the year. 1. Installations for Manufacture, Fabrication, Storage and Reprocessing of Nuclear Fuels

In 2011, the safe operation of in-service fuel cycle installations was maintained, and the quality of the installations under-construction was effectively controlled. The facilities kept good safety records, achieved improvement of the environmental impacts continually, and there were no unacceptable nuclear and radiation harm to the personnel, the public and the environment. In 2011, the construction license for expansion and technical renovation project of fuel fabrication line of China Jianzhong Nuclear Fuel Co., Ltd, CNNC,the operating license for the centrifuges commercial demonstration project of Lanzhou Uranium Co., Ltd, CNNC, the instrument of ratification for material feeding for the Phase III uranium project of Lanzhou Uranium Co., Ltd, CNNC, and the Phase IV imported project of Shaanxi Uranium Co., Ltd, CNNC, were newly approved or granted. Radiation Environment Regulation on development and utilization of uranium mine

1. Regulatory Review and Approval

In accordance with review comments of Environmental Impact Report of Strategic Planning for Uranium Mining and Milling base, seven construction projects were reviewed and approved, such as, Baimianshi project, Shazi River project, Shuanghua River project, etc., which were included in the Strategic Planning for Uranium Mining and Milling base, and were classified as the Priority development projects and qualified development projects. The environmental protection acceptance appraisals on project completion of five projects were conducted, such as technical renovation project of Yunji Mine of Fuzhou Jin’an Uranium Industry Co. Ltd., CNNC. The MEP (NNSA) established the green channel of review and approval, speeded up the process of review and approval, actively promoted the project implementation for the decommissioning and rehabilitation projects. Two EIRs of uranium decommissioning and rehabilitation projects were reviewed and approved. 2. The Inspection as well as the investigation and handling of pollution events

In 2011, the NNSA completed the preparation of the supervision and inspection outline on environmental radiation safety of uranium mining and milling (Trial), organized various MEP Nuclear/Radiation Safety Supervision, and relevant Provincial EP Agency to conduct integrated supervision and inspection for the facilities that occurred environmental pollution events or located in environmentally sensitive areas, such as Qinglong uranium mines of North Uranium Co.,Ltd., CNNC, Guilin Division of Jin Yuan Uranium Co.,Ltd., CNNC, Dachayuan uranium mines of Zhejiang Quzhou Uranium Co., Ltd., CNNC, Benxi uranium mines of North Uranium Company, Ltd., CNNC, addressed the requirements on environmental monitoring , assessment and improvement or modification for subsequent handling of the existing problems found during their inspection. Various MEP Nuclear and Radiation Safety Supervision conducted the routine supervision and inspection for the uranium mining and milling enterprises, and according to the spirit of the notification on carrying out safety inspection on nuclear technology application, transport of radioactive material and Uranium (thorium) ores, conducted special inspection for the focused uranium mining and milling facilities.

Safety Regulation on Radioactive Waste

The Regulation on the Safety Management of Radioactive Waste, as adopted at the 183 executive meeting of the State Council on November 30, 2011, is issued on December 20, 2011, and shall be effective as of March 1, 2012.

1. Regulation on Legacy Radioactive Waste Arising from Nuclear Activities

Based on the ‘Law of the People’s Republic of China on the Prevention and Control of Radioactive Pollution’, the regulation on the radioactive waste was enhanced, the efforts were made actively to minimize radioactive waste and to treat and dispose the legacy radioactive waste. The regulation on the project of decommissioning and rehabilitation of Jinan MNSR were completed. The research on the overall program for investigation and evaluation of the status of radioactive pollution of national nuclear bases and facilities were carried out.

2. Regulation on Low and Intermediate Level Waste Repositories

1) Northwest Low and Intermediate Level Waste Repository

In 2011, the NNSA granted the operating license for Northwest Low and Intermediate Level Waste Repository. In 2011, Northwest Low and Intermediate Level Waste Repository accepted 1740.2m3 low and intermediate level wastes, totally 2532 barrels/boxes. The main nuclides contained in the wastes are 60Co, 137Cs, 90Sr, 226Ra, etc., with total activity of 5.34E+12Bq. By the end of 2011, Northwest Low and Intermediate Level Waste Repository accepted 8208.18m3 low and intermediate level wastes. Main nuclides contained in the wastes included: 60Co, 137Cs, 90Sr, 226Ra, 238U, 232Th, etc., with total activity of 4.44E+13Bq.

2) Guangdong Beilong Low and Intermediate Level Waste Repository

In 2011, the NNSA granted the operating license for Guangdong Beilong Low and Intermediate Level Waste Repository. In 2011, Guangdong Beilong Low and Intermediate Level Waste Repository accepted 132 radioactive waste packages generated in Daya Bay and LingAo NPP. Waste package types are C1 concrete packages, with total volume of 264m3, and total activity of 4.02E+12Bq. By the end of 2011, Guangdong Beilong Low and Intermediate Level Waste Repository had totally accepted 484 waste packages for temporary storage, with total volume of 1057.16m3, and total activity of 3.17E+13Bq.

3) Sichuan Feifengshan Low and Intermediate Level Waste Repository

In 2011, the NNSA carried out the review of the construction license for Feifengshan Low and Intermediate Level Waste Repository. Feifengshan Low and Intermediate Level Waste Repository is currently in the pre-construction stage.

Safety Regulation on Radioisotope and Irradiation Facilities

Up to 31st December, 2011, there were totally 55506 entities producing, selling or using radioisotope and irradiation facilities in China. Among them, there were 11703 entities producing, selling and using radioactive sources, the number of the radioactive sources in service was 97075. There were 43794 entities only producing, selling, or using irradiation devices (not produce, sell, or use radioactive sources), the number of irradiation devices was 103084. There were 21564 old and discarded radioactive sources which were accepted by provincial/municipal repositories, and 79500 old and discarded radioactive sources had been accepted by the national radioactive waste storage. The number of entities producing radioisotope, selling and using radioactive sources of category Ⅰ, selling and using irradiation devices category Ⅰ, which is regulated by Ministry of Environmental protection(MEP), was 677. Twenty-six environmental protection bureaus of provinces(autonomous regions or municipal cities) had been commissioned by MEP with the work of issuing and regulating the licenses of part of entities, except five environmental protection bureaus of Beijing, Shanghai, Hainan, Xizang and Qinghai provinces(autonomous regions or municipal cities).After the commissioning, the number of the entities which were regulated by MEP was 212.

1. Standardization of Regulation

In January 2011, guidelines on the renewal of the radiation safety license had been studied and formulated. The guidelines were distributed to provincial EPBs to standardize the procedure of the renewal of licenses. In April, the< Regulations on Safety and Protection of Radioisotope and Irradiation Facilities > (MEP Code No.18) was issued. The code came into force starting from 1st May, 2011. This code is the further refinement and standardization of radiation safety requirements, such as safety and protection of radiation work place, sending waste radioactive sources for storage, decommissioning of radiation work place, radiation monitoring of recycling and smelting of scrap metal, staff training and personal dose monitoring, emergency response and reporting, exemptions, supervision and inspection. In September, the magagement requirements of radiation facilities decommissioning had been issued to refine the procedure during decommissioning. In July, the national 2011 annual seminar on experience exchange of radiation safety regulation was held. The representatives from Nuclear and Radiation Safety Regional Offices and provincial EPBs introduced their achievements and experiences of recent years, discussed and researched issues about enhancement of capabilities of radiation safety regulation during the 12th Five-Years Plan, implementation of the < Regulations on Safety and Protection of Radioisotope and Irradiation Facilities >, promoting the application of the ‘National Nuclear Technology

Utilization Radiation Safety Management System’, and the qualifications of radiation monitoring institutions. The seminar achieved its goals of experience exchange, widening the ideas and standardization of regulation. Since August, the self-examination on radiation safety of nuclear technique application units had been carried out. In October, provincial environmental protection bureaus had been organized to carry out the special examination on X-ray device. The examination would further standardize the radiation safety management of irradiation devices producing X-ray in ports, airports, harbors, railway stations, subway and any other public places, and the Implementation of the environmental protection procedures. ‘The National Nuclear Technology Utilization Radiation Safety Management System’ had been widely used in the country’s environmental protection system and nuclear technology application units. In order to better maintain and ensure the safe use of the system, Nuclear and Radiation Safety Center had been commissioned to conclude a three-years contract of the system operation and maintenance with Tsinghua University to ensure the maintenance and improvement of the system.

2. Licensing and Inspection

In 2011, on site inspections of radiation safety licenses or environmental protection check before acceptance of repositories of 11 provinces, autonomous regions and municipal cities were completed. Radiation safety licenses of 17 nuclear technology utilization unites were issued, licenses of 26 unites were renewed, and licenses of 36 unites were modified or added some items. Environmental Impact Reports of construction projects of 20 entities were reviewed and approved. Environmental protection acceptance appraisals on decommissioning project of eight entities were accomplished. 3. Review and Approval of Radioisotope Import and Export

Totally 1,300 radioisotope import and export applications were approved in 2011, including 780 import applications. Imported radioactive sources added up to 6,700 pieces, and that is an increase of 56% than last year, including 2680 category Ⅰ, Ⅱ and Ⅲ radioactive sources.

4. Radiation safety training

For the sake of promoting the ability on radiation safety regulation of personnel in regional offices, in August, the NNSA organized a training course for inspectors in Dalian City. The related laws and regulations followed in radiation safety regulation on nuclear technology application and how to standardize the enforcement on nulear technology application sites was given.

In 2011, 8 qualified and recommended training Institutes had carried out training courses for more than 11000 trainees, and that is an increase of 74% than last year. A unified test questions database had been established, outlines of radiation safety and protection training with different levels and types was developed.

5. Radiation Accidents and Emergency response

In 2011, there were 13 radiation accidents involving 9 provinces. One of them is relatively large and the others are small. The relatively large accident was the loss of a source of categoty Ⅲ for moveable flaw detection in Shandong pronvince, and now the source has been found. Among the 13 accidents, 11 accidents are loss or steal of the radioactive sources, the others are over exposure of medical personnel to radiation in Heilongjiang Province and radiation sources dropping into the well in Shaanxi Province. All the accidents involeved 16 radiation sourcrs, one of these had been salvaged successfully after dropping into the well. Until 31st December, 12 of 15 radiation sources lossed or stolen had been found, the regainning rate is 80%, except two sources of categary V with very low hazard and one source of categary IV with low hazard. Up to now all the accidents are under effective control, did not cause any personnel injury or environmental pollution.

6. Construction of Urban Repositories

In 2011, the repositories construction of 11 provinces, autonomous regions, municipal cities (including Fujian Province, Jilin Pronvince and so on) had been completed, and environmental protection acceptance appraisals on the completion of the projects were accomplished. Radiation safety licenses for repositories of 8 provinces, autonomous regions, municipal cities (including Hebei Province, Hainan Pronvince and so on) were reviewed. The application and obtainment of final payment for repositories construction were completed, and the financial self-audition were conducted. By the end of 2011, the repositories construction of 30 provinces, autonomous regions, municipal cities had been completed, and environmental protection acceptance appraisals on the completion of these projects were accomplished. Nuclear Material Control and Physical Protection for Nuclear Installations

The Inspection of nuclear material control for 10 facilities was completed in 2011. The facilities inspected were as follows: the No. 272 Ltd.,CNNC、the No. 404 Ltd.,CNNC、Daya Bay Nuclear Power Operations and Management Co.,Ltd、Shenzhen University、Qinshan Nuclear Power Co.,Ltd、Qinshan Nuclear Power Joint Venture Co.,Ltd、the Third Qinshan Nuclear Power Co.,Ltd、Jiangsu Nuclear Power Co.,Ltd、Nuclear Power Institute of China(NPIC) and China Institute of Atomic Energy. Xijing University nuclear material license was approved, and an on- site inspection of the production, research and development places for its nuclear material were completed.

Regulation on Safe Transport of Radioactive Material

The main work is as follows: implementation of ‘Regulations for the Safe Transport of Radioactive Materal’, basic establishment of a regulatory system , approval of radioactive substances transport vessel design and approval of manufacturing license and transport activity. In 2011, the transport activities of radioactive material were safely implemented without the occurrence of nuclear and radiation accidents or incidents. In 2011, the approvals of 20 reports, concerning new fuel, spent fuel, radioactive sources and transport activitie, of nuclear and radiation safety analysis reports for transportation of Class I radioactive material were completed; the licences issued including: 3 licenses on transportation container design for Class I radioactive material, 3 licences on transportation container manufacture for Class I radioactive material, 1 license on transportation container design for special form radioactive material, extension of 5 licenses on transportation container design and modification of 1 license in use. Safety Regulation on Civil Nuclear Equipment

Licensing of Civil Nuclear Safety Equipment

In 2011, 66 applications for nuclear safety equipment licensing had been received and reviewed, 9 of which had not been accepted after the preliminary review of the applications. NNSA approved 58 applications in 2011, of which 16 were for extension, 27 for renewal, and 15 for new licenses. NNSA completed technical review of licensees that had major changes on working places and technical capabilities, etc. By the end of 2011, 159 licensees were qualified for the design, manufacture, installation and non-destructive examination of nuclear safety equipment, including 114 for mechanical equipment, 38 for electrical equipment, 14 for installing and 4 for non-destructive examination. In 2011, 90 applications for registration of imported civil nuclear safety equipment were received and reviewed, 19 of which had been denied or suspended and 57 of which were accepted and approved. Up to the end of 2011, the total number of the entities having registration confirmation for design, manufacture or NDT service of nuclear safety equipment reached 167, among which 6 are comprehensive registration, 117 are for mechanical, 40 are for electrical and 4 are for NDT service. Safety inspection of Imported equipment

In 2011, NNSA performed the inspection to the imported nuclear safety equipment according to the regulations. During inspection at the Customs, 484 batchs of imported equipment applied the inspection, including 398 batches of mechanical equipment and 86 batches of electrical equipment. After the inspection, release papers were signed for 471 batches of imported nuclear safety equipment which meet the requirements, 12 batches were suspended and 1 batch was denied. During the package opening inspection, 122 batches of package opening inspection were applied, including 120 batches for mechanical equipment and 2 batches for electrical equipment. 114 application were accepted and inspection were performed. For the pipings and fitting parts for batches purchase, the random inspection was performed according to certain ratio.

Inspection and Surveillance of Civil Nuclear Safety Equipment

In 2011, seven in-factory surveillance office were established in the areas where main components are manufactured, and permanent inspectors were sent there for continous surveillance. Besides, another new surveillance office was established in United States in order to enhance the surveillance of design and manufacturing activities for AP1000 self-reliance project. According the surveillance plan, NNSA performed 935 key process inpections to the 126 domestic factories and comprehensive inspections to the 31 domestic factories and 3 foreign factories. NNSA also performed the special inspections to the 11 domestic factories and 1 foreign factory. NNSA finished the review of pre-service and in-service NDT competence validation programs for Hongyanhe, Ningde and Taishan nuclear power projects and perfomed the NDT competence valication activities for Hongyanhe and Ningde projects. And NNSA began the reviews for Sanmen, Fuqing, Fangjiashan, Dayabay, Ling’ao and Yangjiang nuclear power projects in 2011. Rectification requirements were raised in time where there were problems discovered during inspections and expert reviews and special inspections performed to major non-conformance related to nuclear safety, e.g. the RT operators without qualification in Dongfang Heavy Machine, holding screw break due to not performing retest of materials, PT neglect of Shanghai First Machine Tool during raw material purchase, etc. In 2011, administrative punishments were imposed on those licensees who seriously violated the provisions of Regulations on Supervision and Control of Civil Nuclear Safety Equipment, such as the Shanghai Heavy Machinery Co., LTD, China Nuclear 5th Construction Company and Manoir Industries Pitres. In general, the qualities of design, manufacture, installation and non destructive examination of nuclear safety equipment were under control in 2011.

Environmental Regulation on Electromagnetic Radiation 1. Compilation and revision of Regulations and standards

In 2011, in order to carry out the environmental regulation on electromagnetic radiation under the new situation, NNSA enacted ‘legislations and standards system of electromagnetic environmental regulation’, developed revision and improvement of the relevant regulations and standards, and completed ‘Limits for controlling public exposure in electromagnetic environment’ (edition for approval). 2. Administrative review and approval

In 2011, NNSA reviewed and approved 8 electric power transmission and transform project environmental impact reports including‘1000 kV Ximeng (Xilingol League)-Nanjing UHV AC power transmission project’. NNSA conducted environmental protection acceptance appraisals on project completion of 49 electric power transmission and transform projects, including the completion of the nation’s first UHV DC power transmission project’s trial run, which is Xiangjiaba-Shanghai ±800 kVUHV DC power transmission project.

3. Public awareness and administrative law enforcement

In order to guide the public to treat the issue of electromagnetic radiation environment scientifically and rationally, eliminate unnecessary psychological panic, NNSA organized drafting group to compile the special chapter of electromagnetic radiation of China Environmental Encyclopedia. NNSA completed the administrative reconsideration of Shanxi provincial electric power company, implemented administrative punishment of environmental violations of Guangdong power grid corporation, investigated and processed the case of the public reconsideration of Jiangsu provincial environmental protection department.

Radiation Environment Monitoring

Radiation Environmental Quality

In 2011, the national radiation environment quality was generally good, the Fukushima nuclear accident in Japan did not have an impact on our environment and public health. The environmental ionizing radiation levels remained stable, the environmental ionizing radiation overall level ambient nuclear facilities and nuclear technology application projects was no significant change. The overall environmental electromagnetic radiation level was better; the overall environmental electromagnetic radiation level ambient electromagnetic radiation emitted facilities was no significant change. Radiation environment monitoring

The operation and management of radiation environment monitoring state-controlled network was strengthened, the operation of the network throughout the year was normal, and the monitoring mission was successfully completed. The 2009-2010 performance evaluation of nuclear and radiation safety supervision projects was completed. Radiation environment monitoring capability assessment program continued to carry out, and the assessment of the five provincial- level radiation environmental monitoring institutes was completed. The construction project of the 100 radiation environment automatic monitoring stations was actively promoted, the installation and debugging for all stations was completed to the commissioning phase. To the end of 2011, there are 22 automatic monitoring stations in seven provinces (autonomous regions and municipalities) through acceptance. the national radiation environment monitoring data management and application platform officially opened for the rapid exchange and sharing of monitoring information. Japan’s Fukushima nuclear accident, the NNSA immediately started nuclear and radiation emergency plans, and instructed provinces (autonomous regions and municipalities) Environmental Protection Department (Bureau) and its affiliated radiation environment monitoring bodies into a state of emergency and ongoing radiation environment emergency monitoring . Around 43 cities as well as the nuclear power plants in Qinshan Nuclear Power Base, Daya Bay / Ling Ao Nuclear Power Plants, Tianwan Nuclear Power Plant, a total of 70 radiation environment automatic monitoring stations carried out continuous real-time measurement of air absorbed dose rate of gamma radiation. Hangzhou, Dalian carried out continuous sampling measurement of the inert gas xenon isotope.The mobile monitoring vehicles and large mobile laboratories were applied in coastal areas, the environmental radiation level ground survey, acquisition of various environmental media samples and radionuclide analysis in situ was implemented. Activity concentration of radionuclides in aerosol was identified and quantified, and their impact on the environment and the food chain was monitored.The imported pollution was strictly controled,and radioactive surface contamination of aircraft and ship via Japan was monitored. Various types of monitoring provided a critical

radiation monitoring data for the National Nuclear Accident Emergency Coordination Committee releasing information, and strong support for the Party Central Committee and the State Council scientific emergency decision. In addition, the website of the Ministry of Environmental Protection opened column and published the monitoring results of air absorbed dose rate of gamma radiation air and artificial radionuclide in aerosol, to promote information disclosure, and to carry out scientific propaganda. Environmental Ionizing Radiation

The air absorbed dose rate of environmental γ radiation of cities above the prefecture level, gross α and β radioactivity of aerosol and fallout, activity concentration of tritium in atmosphere of the provincial capital cities and municipalities were all at environmental normal levels; For 70 surface water state-controlled monitoring sections in water body of rivers including: the seven key river systems of Changjiang, Huanghe, Zhujiang, Songhuajiang, Huaihe and Liaohe, rivers in Zhejiang and Fujian provinces, southwestern and northwestern rivers, and for 15 key lakes and reservoirs, the activity concentrations of radionuclides did not show any significant changes compared with those of past years, and activity concentrations of natural radionuclides were at the national investigation levels of natural radioactive measurement(1983-1990). Activity concentrations of gross α and β of 12 central drinking-water source area were all lower than the guideline values of ‘Sanitary Standards for Drinking Water’ (GB5749-2006) . Activity concentrations of artificial radionuclide 90Sr and 137Cs of 10 state-controlled sites in offshore water were all lower than regulatory limits of ‘Quality Standards for Sea Water’ (GB3097-1997). Compared with past years, the activity concentration of radionuclides in monitored soil of the provincial capital cities, municipalities and some prefecture level cities did not show any significant changes, and activity concentrations of natural radionuclides were at the national investigation levels of natural radioactive measurement (1983-1990).

Environment Ionizing Radiation Ambient Nuclear Power Plants in Operation

Qinshan nuclear power base, Daya Bay/LingAo nuclear power plants and Tianwan nuclear power plant operated safely. The annual average values of γ radiation air absorbed dose rate (including cosmic ray response values) by ambient radiation environmental automatic monitoring stations were 101.0nGy/h, 123.8nGy/h and 100.9nGy/h, respectively, and were within the swing range of local natural background level. Compared with the background before the operation of the nuclear power plants, the activity concentrations of tritium had slightly elevated in air, precipitation, surface water and some biology samples around Zhejiang Qinshan nuclear power base, and in sea waters around the discharge outlets of Guangdong Daya Bay/LingAo nuclear power plants, but its additional dose to public was far lower than regulatory limits. The activity concentrations of the other radionuclide than tritium in the environmental media of nuclear power plants had no significant change compared with those of past years.

Plant, Jianzhong Nuclear Fuel Corporation\CNNC, No.404 Corporation\CNNC, Northwest Low and intermediate Level Solid Radioactive Waste Repository, Beilong Low and intermediate Level Solid Radioactive Waste Repository and other Nuclear fuel cycle facilities, the ambient environment γ radiation dose rates were still at the normal environment levels, and the increase of activity concentrations of radionuclide due to manufacturing, fabricating, storing and transporting work was not monitored in environmental media. Environment Ionizing Radiation Ambient Uranium Mining and Milling Facilities and Companion Radiation Mines

No abnormal conditions were found for the radon concentration in the air, gross α and β activity concentrations in aerosol and fallout, and the activity concentrations of radionuclide uranium and radium-226 in underground water and biology samples of ambient environment of uranium mining and milling facilities. Different extents of influences were caused to the local environment by the activities of mining, smelting, processing of some radioactive associated ores including Baiyun’ebo Mine. Environment ionizing radiation during the Fukushima nuclear accident in Japan

After the Fukushima nuclear accident in Japan, the Ministry of Environmental Protection organized national radiation environment monitoring institutes to monitoring environmental gamma radiation air absorbed dose rate and radionuclide in air, surface fallout, drinking water of water sources, surface water, seawater offshore, surface soil, leafy vegetables, milk and marine indicator biology on the Chinese territory since March 12. the real-time continuous gamma radiation air absorbed dose rate of the radiation environment automatic monitoring stations around the provincial capital cities, municipalities, some prefecture-level cities and nuclear power plants in operation was within the range of local natural background level. The artificial radionuclide iodine-131 released from the accident of Fukushima nuclear power plant in Japan was monitored in aerosol samples collected from some cities of on March 25, and the Ministry of Environmental Protection released information to the public on March 26. Since then artificial radionuclide iodine-131, cesium-137 and cesium-134 in a variety of environmental media nationwide were detected, but their activity concentrations were an extremely small amount. To the end of April, the artificial radionuclide had been basically not detected from the Fukushima nuclear accident in Japan. According to the results of continuous monitoring in our country, our public additional personal cumulative effective dose from Fukushima nuclear accident in Japan was less than ten- thousandth of the personal annual effective dose due to the natural background radiation, and would not have an impact on the environment and public health. Environment Electromagnetic Radiation Ambient Electromagnetic Radiation Facilities

The general condition of environment electromagnetic radiation level was relatively good. The electromagnetic radiation levels of the monitored environmental sensitive sites around mobile

communication base station antennas were lower than the public exposure derived limits specified in ‘Regulations for Electromagnetic Radiation Protection’; the work frequency electric field intensities and magnetic induction intensities of the monitored environmental sensitive sites around electric transmission and transform facilities were all lower than the work frequency field evaluation standard for residential area and the work frequency magnetic field limit for public all day radiation specified in ‘Technical regulations on environmental impact assessment of electromagnetic radiation produced by 500 KV ultra-high voltage transmission and transform electric power engineering’.

In 2011, NNSA approved the nuclear facilities emergency plans of the Institute of Nuclear and New Energy Technology of Tsinghua University in early March after a rigorous technical review and safety review. Focused on addressing the Fukushima nuclear accident in Japan

The Japanese earthquake and tsunami triggered the Fukushima nuclear accident on March 11, 2011, and NNSA immediately started nuclear accident emergency response mechanism in accordance with the unified arrangements, set up emergency headquarters, instructed 31 provinces (autonomous regions and municipalities) environment protection department (bureau) and its affiliated radiation environment monitoring institutes, Nuclear and Radiation Safety Center of Ministry of Environmental Protection, Radiation Environment Monitoring Technology Center, six regional nuclear and radiation safety supervision stations to enter the emergency state, closely track and judge Fukushima accident process, to take effective countermeasures, and successfully completed the responsibilities and emergency task undertaken by NNSA, and carried out fruitful work focusing on the following five aspects: First, NNSA actively carried out the nationwide

monitoring of radiation environment, and released air gamma dose rate and aerosol artificial radionuclide activity concentration every day in the website of Ministry of Environmental Protection, and provided the critical radiation monitoring data for the National Nuclear Accident Emergency Coordination Committee daily release. Second, NSA closely tracked, analyzed and judged the process of Japan’s Fukushima nuclear accident, and carried out technical exchanges and experience feedback. Third, NNSA carried out safety inspections of nuclear power projects under operation or construction in accordance with the decision of executive meeting of the State Council on March 16th. NNSA issued a document in the first time, requiring domestic nuclear power plants to take timely measures to prevent the influence of secondary disasters. Fourth, NNSA first set up Fukushima nuclear accident emergency column, in the website of Ministry of Environmental Protection to promote information disclosure, to carry out scientific propaganda, to properly deal with the media, to reassure the public, and to maintain social stability. Fifth, NNSA timely submit duty information to the Central Office and the Office of the State , and completed the multi-phase articles, and participated in decision-making, and provided strong support for emergency decision of the CPC Central Committee and the State Council. After the end of the state of emergency, air absorbed dose rate of the automatic monitoring stations was continuously monitored in 31 provincial capital cities and around three nuclear power plants in operation, and was opened daily in the website of the Ministry of Environmental Protection. Effectively maintaining an emergency response capability

To do nuclear and radiation accident emergency response well, 24-hour on duty system was implemented continuously. Effective operation of nuclear and radiation emergency duty system and smooth communication channel was ensured. the nuclear and radiation emergency decision support and command dispatch system was completed, the construction of country’s nuclear and radiation emergency monitoring dispatch platform was actively promoted and continuously improved, nuclear safety guide “pressurized water reactor nuclear power plant emergency action levels enacted “ ( Draft) and “the nuclear power plant onsite emergency drills “(draft), and the technical documentation “emergency condition evaluation of the nuclear power plant site “ (to be issued) was prepared.

Regulation of Personnel Qualificaiton

General description of personnel regulation

The qualification regulation of nuclear safety related personnel mainly includes the personnel as follows: ● Nuclear safey regulation personnel ● Welder and welding operator for civil nuclear safety equipment ● Non-destructive examiner for civil nuclear safety equipment ● Operator of civil nuclear facility ● Registered nuclear safety engineer Certified entities of nuclear safety related personnel

The certified entities with nuclear safety relatd posts will be responsible for the recruitment, slelction, training, authorization, and post re-training of the personnel wth qualification. NNSA regulates independently or manages directly the personnel qualification. For the qualificaiton with administrative approval, NNSA performs the examination and certification according to the legal responsibility. Nuclear safety regulation personnel

The nuclear safety regulation personnel mainly works within the regulatory bodies on central government level, including NNSA (headquarter), six regional offices of MEP (NNSA), Nuclear

and Radiation Safety Center of MEP (NNSA), and Radiation Environment Safety Center of MEP (NNSA). The personnel with enforcement responsibility in NNSA (headquarter) and six regional offices will be qualified with the nuclear safety inspection certificates. NNSA manages the training programs for all the regulation personnel. Until the end of 2011, four orientation trainings for nuclear regulation personnel were held. Totally 213 staff finished the training and obtained the certificates of completion, including 211 staff on central level. Five nuclear power trainings (nuclear safety semi-senior trainings) were held. Totally 162 staff finished the traiing and obtained the certificates of completion, including 151 staff on central level. Furthermore, in order to improve the knowledge and management capability, MEP (NNSA) organizes the Engineering Master Degree Program of Environment Protection System (nuclear power and nuclear technology field, radiation protecton and environment protection major) since 2005 after the signature between former SEPA and Tsinghua University. Until 2011, four classes were held and 72 students finished the courses. The fifth class of the engineering mater degree will be held in 2012. The Regulation of Registered Nuclear Safety Engineer Qualification

NNSA manages the by the fields of qualified engineers and the recommendations of certified entities, and pushes forward the nuclear safety key post certification mechanism. Until March of 2012, there are 1441 qualified nuclear safety engineers registered in 363 certified entities. The statistics of registered nuclear safety engineers in nuclear safety-related certified entities as follows table 15.1-15.20

Knowledge management

Due to the different technology and different owners, the knowledge and technical opinions of NPP and nuclear facilities have gaps and disorder. Knowledge management is important part of personnel qualification. Based on the knowledge management experience in welder qualification, NNSA pushed forward the knowledge management for quality assurance and compiled “Basic requirement of quality assurance nuclear safety field” and its glossary, using it as the training material for following training after certification. Since 2010, the knowledge management for nuclear safety culture began and NNSA organizes the compilation of “Safety Culture of Nuclear Field”. In 2011, NNSA began the knowledge management of training program based on the safety guide “Personnel slection, training and authorization of NPP”. In 2011, NNSA comiled the prelinary and semi-senior training material and program outines for interior staff based on the training plan and made the foundation for knowledge management in future.

International Cooperation

The 5th Review Conference of the Convention on Nuclear Safety

The 5th Review Conference of the Convention on Nuclear Safety was held on April 4 to 14 of 2011 at the IAEA headquarters in Vienna, Austria. Mr. Li Ganjie, the Administrator of the NNSA, led a delegation to attend the conference, and chair the conference. He presented the national report of China to the contracting parities and answered more than 20 questions regarding nuclear safety in China. All contracting parities gave affirmation to the national report, and acknowledged in particular the efforts China had made in the past three years for enhancing nuclear safety. The Administrator Li Ganjie exchanged views on Fukushima accident and recent emergency response actions in bilateral meetings with other regulatory authorities, and strengthened connections with other regulatory authorities. The review conference, held less than one month after the Fukushima accident, was of great importance. The Administrator Li Ganjie perfectly fulfilled the task of chairing the conference and the Chinese delegation completing the mission successfully, presented the achievements in the nuclear safety regulation in China, and established an image of a responsible power with nuclear energy. The 4th Northeast Asia Top Regulators Meeting on Nuclear Safety

The 4th Northeast Asia Top Regulators Meeting on Nuclear Safety was held on November 29, 2011 in Tokyo, Japan. Invited by Mr. Hiroyuki FUKANO, Director General of the Japan Nuclear and Industrial Safety Agency, Mr. Li Genjie, the Administrator of NNSA, led a delegation to participate in the meeting and delivered an opening remark. This was the first regional cooperation meeting on nuclear safety regulation held between Japan, Korea and China after the Fukushima, and had great significance for strengthening the nuclear safety cooperation among the three countries in the post-Fukushima era. The greatest achievement of this meeting was the Cooperative Nuclear Safety Initiative successfully signed by three parties. The nuclear safety cooperation framework among three countries was established by the Initiative which marked an important milestone for nuclear safety regulatory cooperation and provided guidelines for strengthening the nuclear safety cooperation among the three countries after the Fukushima. The TRM mechanism will also act as a practical nuclear safety cooperation framework to implement the declarations made by the leaders of the three countries, and played a more important role in promoting nuclear safety regulatory cooperation and nuclear safety undertakings in Northeast Asia.

4th Top Regulator’s Meeting on Nuclear Safety among China, Japan and Korea on Nov. 29, 2011 The Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management

The drafting of second national report of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management was completed in March of 2011. The final report in Chinese language was finished according to the time schedule after four drafting and reviewing meetings and the English version was submitted to the IAEA on October 14 as requested. Topical meetings on specific issues were held during the above process to discuss the policies and strategies of spent fuel and radioactive waste management, spent fuel storage, development plan of low, intermediate and high level waste disposal, and so on. Responsible persons from the Environmental Protection Department and the Department of Health of the government of the Hong Kong SAR were invited by the Ministry of Foreign Affairs to participate in the drafting and reviewing of the content regarding Hong Kong in the national report. Organizations responsible for the implementation of the Convention were assigned tasks of raising questions to the national reports of other countries as well as answering questions from other countries to our national report. The meeting to review the questions raised to other countries was held at the end of December. Translation of the national reports of countries including the US, Japan, France and Russia also started. Based on the above actions, good preparations were made for the 4th Review Conference of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management in 2012. area and to achieve greater benefits by taking full advantages of the multilateral platform of the IAEA. In May, 2011, the IAEA dispatched an expert team to Japan for the investigation of Fukushima nuclear accident. The Chief Engineer of the Nuclear and Radiation Safety Center of the MEP was invited as the only Chinese expert in the investigation team. He participated in the whole investigation process and the drafting of the report, which laid a foundation for the international community to get a clear picture of the Fukushima accident and provided important information for China to have a thorough understanding of the whole accident. This demonstrated that the nuclear safety regulation level and capability of China won the recognition of the international society. The IAEA held the Ministerial Conference on Nuclear Safety in June and formulated the Action Plan on Nuclear Safety which was scheduled to be adopted during the IAEA General Conference in September. The National Nuclear Safety Administration had representative participate in the above meeting and the Nuclear Safety Top Official Meeting in September. After the Integrated Regulatory Review Service (IRRS) mission to China was carried out by the IAEA in 2010, the National Nuclear Safety Administration had continuous exchanges and discussions on the contents of the IRRS report with the IAEA, and reached a consensus on the final draft which was published in October, 2011. The IRRS report had a favorable effect on supporting the enhancement in the nuclear safety regulatory capabilities and status of the NNSA. Invited by the IAEA, the Ministry of Environmental Protection (National Nuclear Safety Administration) dispatched top regulatory officials from the Nuclear Regulatory Department and North Regional Office to participate in the IRRS mission performed by the IAEA to the US and Korea. All these facts fully demonstrated that the nuclear safety level in China gained wide recognition in the international community. In addition, the National Nuclear Safety Administration actively participated in other IAEA activities including hosting 7 IAEA workshops in China, attending technical meetings of the IAEA Nuclear Safety Standard Committee and Steering Committee of the Asian Nuclear Safety Network, etc. Continue collaboration with the OECD-NEA

The collaboration with the Nuclear Energy Agency of the Organization for Economic Cooperation and Development was continuously strengthened. The NNSA actively took part in the Multilateral Design Evaluation Program (MDEP) and attended the Policy Group Meeting, the 4th Meeting of the AP1000 Working Group and the 8th Meeting of the EPR Working Group. Achievements in regulating the AP1000 and EPR nuclear power projects were shared and the trend of development was followed, which made good preparation for the regulatory review and assessment on the relevant projects in China. One staff from NNSA was assigned to the headquarters of the OECD-NEA for on-the-job training for half a year, which deepened connections with the Agency and enhanced the staff training at the same time. The European Union has increasingly paid attention to nuclear safety after the Fukushima accident and established contacts with the NNSA through the EU Delegation to China and via the Ministry of Commerce. Cooperative topics were brought forward such as nuclear safety capacity building, operational experience feedback, emergency preparedness and response, radioactive waste management, etc. Both sides had negotiations on the framework design, scope and contents of the cooperation project. Meanwhile, the Steering Committee under the framework of the Agreement between the European Atomic Energy Community and the Government of the People’s Republic of China for R&D Cooperation in the Peaceful Uses of Nuclear Energy decided to set up a Subcommittee on Nuclear Safety. The EU established contact with the NNSA through the Ministry of Science and Technology in the hope of carrying out cooperation between EU and China in research and development in the field of nuclear safety. The EU Ambassador paid a special visit to have a meeting with Vice Minister Li Ganjie on this matter. The National Nuclear Safety Administration agreed (with) on the establishment of the Subcommittee on Nuclear Safety, and requested that the NNSA take the position of the leading implementing party in this Subcommittee and become a member of the Chinese team in the Steering Committee under the Agreement between the governments for R&D Cooperation in the Peaceful Uses of Nuclear Energy. After the Fukushima accident, the World Association of Nuclear Operators (WANO) invited regulatory authorizes including the Western European Nuclear Regulators Association to participate in its activities. The 11th WANO Biennial General Meeting was held in October, 2011 and Vice Minister Li Ganjie was invited to the meeting and delivered the opening remarks. Bilateral Cooperation on Nuclear Safety with Japan

Four batches of NNSA staff in total of 30 people, assisted by the Japan Nuclear Energy Safety Organization (JNES), received training on seismic safety of nuclear power plants in Japan for one month in February, March and October, respectively. One of the batches that received training in October was the same batch that had been scheduled in March and interrupted by the Fukushima nuclear accident. The training on the system and operation of nuclear power plants as well as the study on Japanese experience in the field enhanced the capacity of Chinese young regulators. According to the common understanding between Vice Minister Li Ganjie and the Deputy Director General of NISA at the 2010 Top Regulators’ Meeting on Nuclear Safety, the JNES provided training materials on radioaction protection to the NNSA. The NNSA is currently working on the materials and making comments for JNES to arrange the follow-up training on radioactive protection accordingly. To further grasp the details of the Fukushima nuclear accident as rapid and accurate as possible, the 12th Sino-Japan Nuclear Safety Seminar was held on 30-31 August of 2011 in Dalian, China. Almost 90 people from NNSA and its Regional offices, NSC, other TSOs, NPPs and some scientific and research organizations attended the meeting. VM Li Ganjie presented and gave opening remarks at the meeting where he also met with President Yoshihiro Nakagome from JNES, and exchanged views on Fukushima accident and nuclear safety cooperation between China and Japan. The 12th Sino-Japan Nuclear Safety Seminar was the first meeting held between the two countries’ nuclear safety regulatory authorities after the Fukushima accident, and also the first meeting where Japanese nuclear regulatory authority exchanged the lessons and experience of the accident with other country’s counterpart after the accident. Thirteen JNES delegates headed by President Yoshihiro Nakagome gave full-range introductions covering the areas including accident start, development, emergency response and the test of limiting endurance of the NPP relating to the nuclear accident as well as seriously and patiently answered the questions raised by Chinese delegates. The meeting is conducive to making initial analysis and conclusions on Fukushima Accident for Chinese and Japanese sides. Bilateral Cooperation on Nuclear Safety with the US

Under the agreement on nuclear safety cooperation between the National Nuclear Safety Administration and the US Nuclear Regulatory Commission (NRC), the cooperation on AP 1000 project between NNSA and NRC made smooth progress through high level visits, inspector assignments and on-the-job training in mutual ways. In 2011, the NNSA completed 2 inspections abroad on AP1000 equipment, established an on-site permanent inspection office in the US and assigned 3 resident inspectors to conduct nuclear safety inspection on AP1000 equipment. After negotiations for many times, NRC agreed to extend the training duration of NNSA resident inspectors from half a year to one year. The NNSA headquarters and SRO each assigned one staff to NRC for one-year training in November thereafter. As the nuclear power units that are being built in Sanmen, Zhejiang are the first AP1000 units in the world, NNSA acquired more experience in AP1000 nuclear safety review and construction inspection than that of the US. Therefore, NRC consecutively assigned two staff from its regional offices to work temporarily with NRO staff to learn the relevant experience. The technical staff of the two countries worked together to enhance their regulatory capacity through learning from each other’s advantages and sharing experience, thus guarantee the smooth and safe construction of AP1000 nuclear power projects. The NNSA further strengthened the cooperation with the US DOE as well as its affiliated laboratories in the following 4 areas related to radioactive sources in 2011: 1) In the area of used source storage, NNSA signed 5 new contracts for used radioactive source storage with the US Alamos Laboratory; 2) In the area of upgrading security system, NNSA finished the upgrading and acceptance examinations of the security systems of the key nuclear facilities of 12 nuclear technology application companies; 3) In the area of radioactive substance transportation security,

118 National Nuclear Safety Administration 2011 Annual Report NNSA accepted one vehicle modified for radioactive source receipt and storage donated by the US; 4) In the area of staff training, NNSA and the US sides jointly held two training workshops. High level visits also became more frequent between the two countries, at the same period. In the middle of June, VM Li Ganjie consecutively met Mr. Peter Lyons, Assistant Minister, DOE of the US, Mr. Clarence Ray, President of the Shaw Group, and Mr. Jack Allen, President in Asia, Westinghouse. These meetings and exchanges further strengthened the mutual trusts and boosted the cooperation on nuclear safety between the two countries. Bilateral Cooperation on Nuclear Safety with France

In 2011, NNSA completed 2 inspections abroad on EPR equipment, 3 staff of Lyon regional office of ASN were sent to China for inspection exchange with SRO of NNSA in October, and 3 staff of the SRO visited France for inspection exchange in November. These activities are beneficial to enhancing NNSA’s capacity of regulating EPR projects. In March of 2011,VM Li Ganjie met Mr. Bigot, President of CEA, France and exchange the views on nuclear safety cooperation and Fukushima Accident. Both are committed to further promoted the bilateral cooperative projects on nuclear safety between the two countries. In October 2011, VM Li Ganjie met Mr. Michel Herbillo, President of the Sino-French Friendship Group of the National Assembly of France and exchanged views on the development of nuclear energy and nuclear safety. Bilateral Cooperation on Nuclear Safety with Russia

In February and September, 2011, NNSA organized two delegations to Russia for technical exchange of nuclear safety with Federal Environmental, Industrial and Nuclear Supervision Service of Russia (ROSTECHNADZOR). In November, the ROSTECHNADZOR was invited to China for technical exchange with NNSA on fast reactor review and regulatory experience, etc. Bilateral Cooperation on Nuclear Safety with Pakistan

During the Fifth Review Meeting of the Convention on Nuclear Safety in April, 2011, VM Li Ganjie and Mr. Anwar Habib, President of Pakistan Nuclear Regulatory Authority signed the meeting minutes of the Fifth China-Pakistan Steering Commission Meeting of Nuclear Safety Cooperation and witnessed the signing of the cooperation agreement between that NSC of MEP and PNRA as well as that between NRO of MEP and PNRA, respectively. According to the agreement, NRO assisted IAEA to hold two training workshops designed to provide technical instructions for PNRA staff responsible for equipment inspection in July and October, respectively. As requested by PNRA, the Sixth China-Pakistan SCM of Nuclear Safety Cooperation scheduled in December 2011 was postponed to February 2012. Bilateral Cooperation on Nuclear Safety with Romania

In November 2010, President of Romanian CNCAN visited VM Li Ganjie and expressed the desire of CNCAN to sign agreement of cooperation on nuclear safety with NNSA. The draft agreement was handed over at the end of 2010. NNSA gave the comments regarding the revisions of the draft agreement in March and August, respectively . In February 2011, VM Li Ganjie met with Mr. Weightman, Chief Inspector, ONR and exchanged views on the status of the cooperation of nuclear safety regulation. Mr. Weightman expressed the desire to VM Li Ganjie of signing agreement of information exchange on nuclear safety with NNSA and provided the draft agreement. The working level staff of both sides are currently working on the draft through negotiations. Bilateral Cooperation on Nuclear Safety with Spain

In November 2011, CNS sent a letter to NNSA, expressing the hope to visit China and sign bilateral agreement of nuclear safety cooperation with NNSA during his visit in February 2012. The working level staff of both sides has reached agreement on the draft agreement and will initiate the process for government approval.

August 2011, The Reply to the Issues on Adjusting the Nuclear Safety Regulatory Authority of the Ministry of Environmental Protection (SCOPSR [2011]142) was issued by the State Commission Office for Public Sector Reform, which approved three new departments in the Ministry of Environmental Protection (National Nuclear Safety Administration), namely the Nuclear Regulatory Department I, II and III, which made the total staff size of 85. 5. November 16, 2011, Unit 3 of Qinshan Phase II NPP finished the first outage and Unit 4 reached initial criticality on November 17. 6. November 23, 2011, the operating licenses of Qinshan NPP, Qinshan Phase II and Qinshan Phase III were renewed. 7.
