MINUTES

1.

Bill Cooper made a motion to approve the October 27th meeting minutes, Sally Toepfer seconded, and the motion carried.

2. Highway Department

a. Derinda Property Update

Glen Weber had spoken with Steve Keeffer earlier in the day and explained what he had been able to research and determine. Glen Weber thinks the county has a legitimate adverse possession claim for the property in question, since the county has historically used the property for decades. The committee discussed the latest request from Mr. Melton – tear the building down, and $5,000, and he will agree to hold the county harmless – but felt the request was unreasonable. John Creighton made a motion to have Glen send a letter to Mr. Melton offering to quit claim the property as is with a hold harmless agreement, or the county will pursue an adverse possession claim and acquire title to the property, Domer Schubert seconded, and the motion carried.

b. Savanna Army Depot Road Maintenance Agreement

Steve Keeffer presented the committee with an agreement from Carroll County to provide snow and ice control for the 6,500 foot long Jo Daviess County portion of Shinske Road that is located in the Army Depot. This is the same agreement that was accepted last year, at the same cost of $1,600. Bill Cooper made the motion to approve the agreement, Sally Toepfer seconded, and the motion carried.

Steve Keeffer informed the committee of recent problems with the vehicle hoist in the shop. There are currently four hoists that were included with the building when it was purchased ten years ago. Within the last month, the last one stopped working. A hoist repair company from Dubuque came and looked at the hoist and suggested that the in-ground hoists are not worth repairing, and we should consider an above-ground replacement. Steve Keeffer thought that one hoist could serve all needs, but it will cost $8,000 and up. The committee asked Steve Keeffer to get a repair estimate for the existing hoist so the cost can be compared. Steve Keeffer will also continue to research new hoists in order to determine quality and cost.

3. Change of Meeting Time

Discussion ensued about the new meeting time. It was determined that Tuesday mornings will not work well in the summer months. It was decided to meet on the fourth Friday of the month at 8:00 A.M. beginning January 23rd. The December meeting will be held on the 23rd at 8:00 A.M.
