Project Development Objectives Project Development Objective (from Project Appraisal Document) The Project Development Objective is to support the flood recovery as well as future oriented risk reduction efforts of GoB through (i) reconstruction of damaged houses and road infrastructure (ii) strengthening the flood management capacity in Kosi Basin, (iii) enhancing livelihood opportunities of the affected people, and (iv) improving the emergency response capacity for future disasters. The credit was approved on September 09, 2010 and became effective on March 08, 2011. The Project Management Unit in the form of Bihar Aapada Puarwas Evam Punarnirman Society (BAPEPS) has been created and the Project Director, Additional Project Director and other staff has been appointed. There is however an urgent need for augmenting the capacities of the BAPEPS in supporting the implementation and monitoring of the project. Several actions such as the deployment of additional staff, replacing part time staff with full time staff, operationalisation of a fully functional office, the deployment of ODRC as the support agency for the housing component and expediting the overall pace of implementation are now overdue.

The Procurement and Financial Management Consultants (PFMC) have been mobilized and are providing support to BAPEPS. This has resulted in some improvement in procurement decisions at BAPEPS. 27 contracts for bridges and 6 for road works are now in the final stages of award. In addition, the procurement of two consultancy services for the flood management component have been initiated. While there was good progress initially on the housing program, off late there has been a slow down. GoB is now in the final stages of contract award to ODRC and after the monsoon the progress is likely to improve. With the deployment of a full time Project Director by GoB the project is showing positive signs and implementation is gaining momentum.

Public Disclosure Copy One day missions on May 22, 2012 and June 13, 2012 were undertaken by the Bank team. In addition there was a review of the project with the Department of Economic Affairs on August 02 and August 08. A full fledged implementation support mission is proposed by the Bank team in September 2012.
