Each state of the MDP models the pitcher’s current pitch selection in a Markovian fashion, conditional on the information immediately prior to making the current pitch. This in- cludes the count prior to the previous pitch, his ensuing pitch selec- tion, the batter’s ensuing action and the result of the pitch. The necessary Markovian probabilities can be estimated by the rel- evant observed conditional proportions in MLB pitch-by-pitch game data. These probabilities could be pitcher-specific, using only the data from one pitcher, or general, using the data from a collection of pitchers. Optimal batting strategies against these estimated conditional dis- tributions of pitch selection can be ascertained by Value Iteration. Optimal batting strategies against a pitcher-specific conditional dis- tribution can be contrasted to those calculated from the general con- ditional distributions associated with a collection of pitchers. In this manuscript, a single season of MLB data is used to cal- culate the conditional distributions to find optimal pitcher-specific and general (against a collection of pitchers) batting strategies. These strategies are subsequently evaluated by conditional distributions cal- culated from a different season for the same pitchers.

    NATIONAL COLLEGIATE BASEBALL WRITERS NEWSLETTER (Volume 43, No. 2, Feb. 27, 2004) NCBWA President’s Message By NCBWA President Jeff Hurd Before basketball’s March Madness descends upon us, it is a little amazing that some Division I baseball teams are approaching the 20-game mark (notably Kansas at 9-7-1 through Feb. 23 and Cal Poly at 12- 4 prior to its Feb. 25-29 games). Before you know it, the NCAA Regionals will be upon us. This absolutely is one of the busiest but most intriguing times of the college sports year with as many as 10-12 sports occurring simultaneously from baseball to men’s volleyball to golf to indoor track to gosh- knows-what. It’s also refreshing to welcome the initial 2004 NCAA Division II NCBWA poll to this month’s newsletter and to see some of the baseball teams from cooler weather regions migrating south for the annual ritual of spring break baseball. The incessant pings of the aluminum bats remind us that the sights and smells of springtime and conference baseball cannot be far off; enjoy and sneak out of the arenas when time permits for some great diamond activity. Butcher wanted to believe that the third friend could pull through, but after what he had seen that night, hope was hard to muster. “His chances,” Butcher says, “were slim to none.” Dr. Nitin Bhatia, the 36-year-old director of the Spine Center at UCI, had delivered the grisly diagnosis: internal decapitation. “I read the CT scan, and it was depressing,” Bhatia says. “Ninety-five percent of people with internal decapitation die immediately or within a day or two.     NATIONAL COLLEGIATE BASEBALL WRITERS ASSOCIATION (May 21, 2021) ncbwa.com NCBWA ANNOUNCES 2021 DICK HOWSER TROPHY SEMIFINALISTS DALLAS – After the 2020 season was put on hold due to the COVID-19 pandemic, the National Collegiate Baseball Writers Association has released the list of semifinalists for the 2021 Dick Howser Trophy, presented by The Game Headware. Balloting was done by the National Collegiate Baseball Writers Association in conjunction with the Dick Howser Trophy Committee and the St. Petersburg Area Chamber of Commerce. The award, given to the top player in collegiate baseball, is based on two rounds of national voting. This is the 34th year of the Dick Howser Trophy. The finalists will be announced on Thursday, June 10. Due to COVID-19 protocols at TD Ameritrade Stadium in downtown Omaha, the home of the College World Series for the ninth year, the announcement of this year’s winner will be done via Zoom. The winner will be unveiled on MLB Network and then, a press conference with the winner will be held after the announcement is made. The date and time for the announcement will be released in the near future. This year’s candidates hail from 13 different conferences and 33 different schools. Arkansas and Vanderbilt were represented with three semifinalists on the list and East Carolina, Georgia Southern, Mississippi State and Texas each had two.
