The Many Faces of Poverty in Tarlac

POPULATION The province of Tarlac had a total population of 1,048,532 in 228,198 households, based on CBMS surveys done in 2008–2009 The CBMS surveys covered 17 out of 18 municipalities consisting of 464 barangays.1 Data showed that the province had a total population of 1,048,532 in 228,198 households. The City of Tarlac, the provincial capital, is the most populated with a total population of 249,035, which accounted for 23.8 percent of the province’s total. It is followed by the municipality of Concepcion with 124,052 residents (11.8%) and the municipality of Capas with 113,115 residents (10.8%). The municipality of Anao is the smallest in terms of population size with less than 1.0 percent of the province’s total population. The 16 years old and below age bracket comprised 35.6 percent of the total population.

HEALTH AND NUTRITION Two in every 1,000 children under five years old died Based on the results of the CBMS surveys, 0.2 percent of children 0–4 years old died during the reference period. A total of 272 cases of child deaths were recorded, translating to two child deaths for every 1,000 children 0–4 years old. The highest proportion was reported in Anao where 0.9 percent of children died while the lowest is recorded in the City of Tarlac and in the municipality of Gerona, both of which had 0.1 percent. At the more disaggregated level, higher proportions were recorded in some barangays. For instance, Poblacion 2 in Moncada had 4.4 percent, the highest among all the barangays in the province. Barangay Asturias in the City of Tarlac recorded seven child deaths, representing 4.1 percent of all children under five years old in the barangay.

One in every 1,000 pregnant women died due to pregnancy-related causes The province recorded a relatively low incidence of death due to pregnancy-related causes. Only 0.1 percent of all pregnant women during the reference period died, representing 29 cases. The municipality of San Clemente had the highest proportion of maternal deaths (0.9%) while the municipality of Moncada recorded the most number with eight cases of maternal deaths. It is worth noting that six of the 17 municipalities had no reported cases of maternal deaths due to pregnancy-related causes. These include the City of Tarlac, Anao, Camiling, Paniqui, Pura, and San Jose. At the barangay level, the number of reported maternal deaths ranges from 0–2. Only three barangays had two cases of maternal deaths and these include Barangay Poblacion 2 in Moncada and Barangays Pugo-Cecilio and Timmaguab in Santa Ignacia.

At least one in every 100 children 0–5 years old were malnourished Among all children 0–5 years old, 1.4 percent were considered malnourished during the reference period. This means that at least one child aged 0–5 years old was classified as malnourished. At the municipal level, data showed that San Jose had the highest magnitude and proportion of malnourished children. The municipality had 438 malnourished children, representing 9.8 percent of all children 0–5 years old. Pura came next with 6.9 percent, followed by Anao with 5.1 percent. Some barangays in the province reported more severe malnutrition problem as indicated by the very high proportions of malnourished children. Barangay Maamot in San Jose, recorded the highest proportion at 85.5 percent. This means that at least eight in every 10 children aged 0–5 years old were malnourished. This poses a great challenge for the local officials in terms of addressing this concern. Several other barangays also exhibited relatively higher proportions of malnourished children as compared to the provincial estimate.

The Many Faces of Poverty (Volume 3) 310 HOUSING About 2.6 percent of households were living in makeshift housing while 2.2 percent were informal settlers Based on the results of the CBMS survey, 4.1 percent of the households in the province were living in makeshift housing. This problem, however, is more prevalent among households in the municipality of Camiling where 6.3 percent of its households live in makeshift housing. In terms of magnitude, the City of Tarlac ranks first with 2,045 of its households living in makeshift housing. Makeshift housing is more widespread in several barangays. For instance, about 34.3 percent of households in Poblacion B in Camiling were living in makeshift housing. This is the highest recorded proportion among all the barangays in the province. In terms of magnitude, however, Barangay Mapalacsiao in the City of Tarlac recorded the most number at 359 households, representing 33.8 percent of all the households in the barangay.

In the province of Tarlac, 2.2 percent of households were considered informal settlers. Although the municipality of San Jose had the largest proportion of informal settlers, the City of Tarlac recorded the most number of households that are considered as informal settlers. Anao had the least magnitude and proportion of informal settlers among all the municipalities in the province. At the barangay level, Barangay Maamot in San Jose exhibited the highest proportion with 84.8 percent (or 459) of its households considered as informal settlers. This translates to at least eight in every 10 households in the barangay being informal settlers. In addition, results of the CBMS survey highlight the prevalence of informal settlers in several barangays. In Barangay San Luis (City of Tarlac), more than half of the households were informal settlers while more than one-third of households in Barangay Santo Domingo 1st (Capas) were also considered as informal settlers.

WATER AND SANITATION About 5.0 percent of households had no access to safe water supply while 6.3 percent had no access to sanitary toilet facilities A few households in the province were reported to have no access to safe water supply. In particular, five in every 100 households in the province had no access to safe water. This problem is more prevalent in some municipalities. In San Jose, more than a quarter of the households had no access to safe water—the worst case among all the municipalities in the province. Meanwhile, survey results showed that San Manuel had 20.5 percent and San Clemente had 16.5 percent of their households as having no access to safe water supply. It was also noted that 15 barangays in the province were considered “waterless.” 2 Among all the barangays in the province, the highest proportion of households without access to safe water supply was recorded in Barangay Cabugbugan with 96.7 percent, followed by Barangay Santa Lucia in Gerona with 96.4 percent and Barangay San Augustin in San Manuel with 93.0 percent.

On sanitation, 6.3 percent of the households in the province had no access to sanitary toilet facilities. San Jose recorded the highest proportion of households without access to sanitary toilet facilities at 21.6 percent. It is followed by Gerona with 8.9 percent and Victoria with 8.5 percent. In terms of magnitude, the highest number was recorded in the City of Tarlac with 2,772 households having no access to sanitary toilet facilities. The problem on sanitation is even more prevalent in several barangays in the province. In Barangay Maamot in San Jose, 82.6 percent of households had no access to sanitary toilets, followed by Barangays Santa Juliana and Maruglu in Capas with 68.4 percent and 65.8 percent, respectively. Several other barangays recorded relatively high proportion of households without access to sanitary toilet facilities. These results highlight the challenges faced by local officials in addressing the problem of sanitation.

BASIC EDUCATION Among children 6–16 years old, 16.3 percent were not in school Results of the CBMS survey revealed that among children 6–12 years old, 23.2 percent were not enrolled in elementary school while 40.3 percent of children 13–16 years old were not attending high school. However, only 16.3 percent of children 6–16 years old were not in school. This means that at least 16 in every 100 children 6–16 years old were not attending school. Municipal-level data showed that San Jose had the worst condition in terms of this indicator. About a quarter of children aged 6–16 years old in the municipality were not enrolled in school. The City of Tarlac came next where more than one-fifth of the children in these age range were not in school.

In fact, all children 6–16 years old in Barangay Mabini in the City of Tarlac were not enrolled in school. This poses a major concern for local officials in addressing the problem on school participation among children. Barangays Santa Cruz (Alvindia Primero) (98.0%) and Tariji (96.6%) in the City of Tarlac also recorded very high proportion of school non-attendance as compared to the rest of the barangays in the province.

INCOME AND LIVELIHOOD At least four in every 10 households were living below the poverty threshold The proportion of income poor in the province is relatively high at 47.3 percent, representing a total of 107,942 households. This means that at least four in every 10 households had a per capita income that is below the poverty threshold. Some of the municipalities registered higher income poverty rates. Santa Ignacia recorded an income poverty rate of 61.3 percent, the highest among all the municipalities in the province. It is followed by La Paz with 60.2 percent, and San Manuel with 58.6 percent. Capas has the lowest proportion of income poor households at 32.8 percent. The more disaggregated data showed that several barangays exhibited even higher incidence of income poverty. Two barangays in the City of Tarlac recorded an income poverty rate of 100.0 percent. This means that all households in these two barangays had per capita incomes that are not sufficient to meet their basic food and non-food needs. It must also be noted that 228 out of 464 barangays in the province had at least half of their households living below the income poverty threshold.

About 32.7 percent of households had no sufficient income to satisfy their nutritional requirements The province is also faced with the problem on food poverty. At least three in every 10 households were living below the subsistence threshold. Among all the municipalities, Santa Ignacia recorded the highest proportion of households with per capita income below the subsistence threshold. Of all households in the municipality, 45.7 percent had no sufficient income to satisfy their nutritional requirements. This is followed by San Manuel with 45.5 percent, and Camiling with 44.9 percent of the households classified as food poor. At the barangay level, Barangay Mabini in the City of Tarlac is reported to have all its households living below the food threshold. A number of barangays also exhibited a very high proportion of households living below the food poverty threshold. It may also be noted that 101 out of 464 barangays in the province had at least half of their households living below the food threshold.

Food shortage was experienced by 1.1 percent of the households In terms of food shortage, results of the CBMS survey revealed that 1.1 percent of the households in the province experienced hunger during the three-month period prior to the survey. This represents 2,522 households. At the municipal level, San Jose recorded a much higher proportion with 9.4 percent of its households having experienced food shortage, which is the highest in the province. The municipalities of Mayantoc (4.5%) and Moncada (2.4%) also recorded relatively higher proportions as compared to the rest of the municipalities. Barangay Maamot in San Jose exhibited the highest proportion of households that experienced hunger at 81.5 percent. Next to Barangay Maamot is Barangay Labney in Mayantoc where more than half (55.5%) of its households were reported to have experienced hunger during the period.

The province recorded an unemployment rate of 3.6 percent Data from the CBMS survey showed that 308,842 of the total population are members of the labor force. Of this figure, 3.6 percent, which corresponds to 11,115 individuals, were unemployed. La Paz had the highest unemployment rate (5.5%), followed by Concepcion (5.3%), and San Manuel (5.3%). The lowest unemployment rate is recorded in Santa Ignacia with 0.5 percent. Unemployment rate in Barangay Central (97.6%) in the City of Tarlac is the highest among all the barangays in the province while almost half of the labor force in Barangay Birbira in Camiling were unemployed. It may also be noted that 29 out of 464 barangays recorded double-digit unemployment rates during the reference period.

The Many Faces of Poverty (Volume 3) 312 PEACE AND ORDER About 0.1 percent of the total population had been victims of crime In terms of peace and order, the province recorded a total of 551 individuals who were victims of crime during the reference period. This represents 0.1 percent of the total population. The highest proportion (0.3%) of crime victims was reported in Mayantoc. It is good to note that less than 0.1 percent of the population in eight municipalities were reported to be victims of any type of crime. These include the municipalities of Gerona, Moncada, San Clemente, Camiling, Concepcion, Santa Ignacia, Ramos, and the City of Tarlac. However, some barangays recorded higher estimates. The highest proportion was reported in Barangay Nambalan in Mayantoc at 2.6 percent. This is followed by Barangay Abogado in Paniqui and Barangay Mamonit in Mayantoc with 0.8 percent each. It must be noted that 335 out of 464 barangays in the province had no reported cases of crime victims during the reference period.

CBMS COMPOSITE INDICATOR AND MULTIDIMENSIONAL POVERTY Households were not able to meet at least one of the 13 basic needs,3 on the average The province recorded a CBMS composite index (CCI) equivalent to 1.1. This means that at least one of the 13 basic needs was not met by households in the province, on the average. San Jose recorded the highest composite index with 1.8, indicating worst condition among all the municipalities in terms of meeting the basic needs. San Manuel ranked second to San Jose with a composite index of 1.5, followed by Santa Ignacia and La Paz, both with 1.4. Worse conditions were reported in some barangays in the province with three barangays reported to have a CCI of 3.0. The highest composite index is recorded in Barangay Maamot in San Jose at 4.7, indicating the worst condition among all the barangays. This means that on the average, at least 4 of the 13 basic needs were not met by households in this barangay.

About 14.2 percent of households in the province experienced multiple deprivations4 Based on the results of the CBMS survey, 14.2 percent of the households in the province suffered from multiple deprivations. Data showed that 11.3 percent of the households were deprived in two dimensions while 2.4 percent were deprived in three dimensions. Results further revealed that 11.8 percent of households in the province suffered from multiple deprivations in terms of income and education. These households were income poor and education poor at the same time. In addition, 3.3 percent of the households were income poor and sanitation poor at the same time. In terms of 3 deprivations, a total of 3,174 the households in the province were income poor, sanitation poor, and education poor, all at the same time.
