REPORTS FROM NEIGHBOURHOOD FORUMS

1.0 EXECUTIVE SUMMARY

1.1 This report details the 13 Neighbourhood Forum meetings that have taken place in the Carlisle area since the last Local Committee deadline together with an update on the Members Capital Programme at Appendix N and details of Forum referrals made for Local Committee are included.

2.0 STRATEGIC PLANNING AND EQUALITY IMPLICATIONS

2.1 Neighbourhood Forums form part of the County Councils consultation process and is linked to the Council Plan through the theme of “improving council services” An equality impact assessment is not required.

3.0 RECOMMENDATION

3.1 Members are asked to note the reports from the 13 Neighbourhood Forum meetings held in the Carlisle District during this committee cycle.

3.2 Members are requested to decide what action to take, if any, on the Neighbourhood Forum referrals.

3.3 To note the current position regarding local Capital projects (Appendix N)

3.4 Members are asked to note that road safety issues raised at Neighbourhood Forum meetings and by Members will now be referred to the Road Safety Coordinator not the Area Engineer.

4.0 BACKGROUND

4.1 Since the last meeting of Local Committee for Carlisle 13 of the 16 Neighbourhood Forums have held meetings.

4.2 The Forums have discussed topics and received presentations on subjects ranging from Carlisle Youth Zone, Morton Sports Village, Allotments Associations, Highways Issues, Carlisle Carers, Riverside Housing Association, Policing Pledge consultation, Longtown Local Links project, Longtown Library, Coldwater Supplementary Planning consultation, Alzheimer’s Carlisle, The Anchorage Carlisle, Warwick on Eden Memorial Hall & Community Ventures. A total of 458 people attended the 13 meetings at an average of 35 per meeting.

4.3 All Forums were attended by City Councillors and officers from the District Council and the partnership remains well received by residents. Fire & Rescue Service & Cumbria Police continue to be in attendance at Forum meetings where possible.

4.4 Forum referrals for consideration by Local Committee were made at the following Neighbourhood Forum Meetings

Brampton & District

Residents supported the proposals for the traffic order discussed at Brampton and District Neighbourhood forum 7th July 2009 to introduce No Waiting at Any Time on . The forum expressed their concern that this Order had not been introduced yet and asked that this be progressed in time for the start of term in September 2009.

Yewdale

Yewdale residents at the Neighbourhood Forum held on the 16th June 2009 commented on the problems caused by inconsiderate parking along Orton Road outside the Orton Lea Centre. Residents suggested some form of parking restrictions on Orton Road outside Orton Lea would reduce the problems experienced.

Upperby

Upperby residents at the Neighbourhood Forum held on the 1st July 2009 commented on the problems turning from St Ninian’s Road onto Upperby Road as sight lines were obscured by parked vehicles. A solution would be to introduce double yellow lines on Upperby Road at the junction to create clearer sight lines. Residents also wished to express their disappointment at the delay in completion of re-surfacing works programmed for Upperby Road, Boundary Road & Blackwell Road that were scheduled for completion in 2008 / 2009.

Botcherby

Botcherby residents at the Neighbourhood Forum on 16th June 2009 raised the issue of the difficulty experienced in trying to cross Warwick Road at its junction with Eastern Way. Although traffic controls are on site there is no controlled pedestrian crossing at the junction. The provision is central islands only. The forum agreed to ask if measures could be put in place to establish a safe crossing at this location. 4.5 The Head of Community Unit has been advised by the Head of Transport that all road safety issues including those raised at Neighbourhood Forums should be referred to Chris Broadbent the Road Safety Coordinator and not the Area Engineer. Members are asked to note this change.

4.6 Appended to this report (Appendix N) is the updated list of Members Capital projects for 2009/2010.

5.1 Members are asked to note the content of the Neighbourhood Forum reports and decide what action to take, if any, with regard to the Neighbourhood Forum referrals.
