Hi At the Croft Parish Council meeting held on the 10th August 2015 it was agreed that the Parish Council does not support the proposal to disect Croft and Burgh in half, moving some of the county council ward into South away from Wainfleet and also into .

This proposal tears apart the rural community of Wainfleet, Croft and Burgh which is interlinked. There is no regard for the people who live there and it ignores the natural coastal link and community between Skegness, Winthorpe and . There are discretions that could have been tidied up amongst Croft and Wainfleet, where houses are interlocked across the same street but belong to different . The LCC proposal totally ignores the community and the needs of / St Mary's / Croft and Burgh Le Marsh and Croft are rural villages and cannot be classed as a merged area with Skegness or Spilsby. There is a broad green belt area that separate the coastal strip from Wainfleet/Croft and Burgh. A lot of people from Burgh work in Wainfleet at the Brewery or at the Wainfleet Industrial estate. Croft and both Wainfleet Parishes are inseparable due to their intermingled community. Also Burgh is interlocked because the people who live across these four parishes use the same schools, shops, petrol station, taxi service, co-op, butchers, community halls, Chinese restaurant, takeaways, fish shops, round table, young farmers club, community associations, facilities, etc. Burgh children go to Alford, Spilsby Boston, Woodhall , and Skegness secondary schools. This is a totally rural area which is interlinked across the above points. The Council's proposal totally ignores the local infrastructure and social wellbeing of this community and disproportionately affects people's lives. ELECTORAL REVIEW OF LINCOLNSHIRE

The Local Government Boundary Commission for England has formally commenced an electoral review of Lincolnshire County Council. The purpose of this letter is to inform you of the review and seek your views on future electoral division boundaries for the council.

The Commission is carrying out a review to deliver electoral equality for voters across the county. At present, some county councillors represent many more, or many fewer, electors than their colleagues elsewhere in the county. The review aims to correct those imbalances.

What is an electoral review?

The electoral review will recommend new electoral arrangements for Lincolnshire County Council. In particular, it will propose:

 The total number of councillors elected to the council in the future.  The number of electoral divisions.  The number of councillors representing each division.

1  Electoral division boundaries.  Names of divisions.

For parishes, the review can recommend changes to the electoral arrangements of parish and town councils i.e. the number, names and boundaries of parish electoral divisions and the number of parish councillors for each parish ward. However, this is only in circumstances where the parished area is to be divided between divisions. Even in these circumstances, the Commission will not normally recommend any change to the number of councillors to be elected to a parish or town council. The Commission has no power to consider changes to the external boundaries of a parish or the creation of new parishes.

When?

Yesterday 12 May 2015 is the start of a ten week public consultation during which the Commission is inviting proposals for new electoral division arrangements. The consultation will close on 21 July 2015. After considering all representations made during this consultation, the Commission intends to publish draft recommendations in November 2015. There will then be a further period of consultation on the draft recommendations. Final recommendations are expected to be published in April 2016. The new electoral arrangements will come into effect at the local elections in 2017.

How to get involved?

This is a public consultation and we welcome views from individuals and organisations across the county on where they think new division patterns should be drawn. The Commission is minded to recommend that 71 councillors should be elected to Lincolnshire County Council in the future. It is now inviting proposals to help it draw up a pattern of divisions to accommodate 71 county councillors. In drawing up a pattern of electoral divisions, the Commission must balance three criteria, which are set out in law, namely:

 To deliver electoral equality where each county councillor represents roughly the same number of electors as others across the county.  That the pattern of divisions should, as far as possible, reflect the interests and identities of local communities.  That the electoral arrangements should provide for effective and convenient local government.

In addition, the council has also asked the Commission to conduct a ‘single-member division review’. The Commission will therefore seek to deliver electoral arrangements for Lincolnshire where each division is represented by one county councillor.

We are asking local people and organisations for their views as to the best pattern of divisions for the county which meet the requirements set out above.

The Commission will treat all submissions equally and will judge each case on its merits and against the statutory criteria. If you wish to put forward a view, we would also urge you to ensure that your submission is supported by evidence. For example, if you wish to argue that two

2 parishes should be included in the same electoral division, make sure you tell the Commission why they should be together, providing evidence about community facilities, ties, organisations and amenities, rather than simply asserting that they belong together.

At present our Parish is within the town parish of Boston, however as we are a rural community we feel we would fit in with the rural division rather than town division. We believe we have more of an affinity with other rural parishes and should join with parishes such as Swineshead and which are similar rural parishes

Long Sutton Parish Council feel that the number of members for the council is too high and they request that a reduction in members be considered. They suggest that 10 members is sufficient. It is becoming increasingly difficult to attract members to serve as parish councillors particularly with the increase of legislation which many feel that whilst it is applicable to the government and urban towns etc., it is excessive for small town and parish councils and prevents them from serving the parish they live in as they would wish for fear of action against them. They suggest that the Long Sutton Parish Council be reduced from 11 members to 10 members as well as proposed reductions to County and District Members.

Stamford Town Council Submission to the Independent Boundary Commission for England

Stamford Town Council (STC) recommends the following changes to Stamford’s electoral division boundaries and strongly supports the retention of three county councillors. STC believes that these changes will equalise the current markedly unequal electoral representation; reflect community interests and identities by basing the divisions on the town’s chronological and commercial development; provide strong and easily identifiable boundaries by removing previous anomalies, all of which, in combination, will allow councillors to fulfil their roles more effectively. The Council is happy for the division names to remain unchanged.

SW will also gain the Empingham Rd. development (not yet included in LCC's predictions)

2. Transferred to SW from SR: Austin St. Bath Row Clare Cl. Empingham Rd. to its junction with Casterton Road Foundry Rd. Foundry Ct. King's Mill Lane Queen's Walk Rock Rd. Roman Bank Rutland Terrace St. Clement's St. Peter's Vale Torkington Gdns. Warrenne Keep West St. West St. Gardens.

3. Transferred to Stamford North (SN) from Stamford Rural (SR): Radcliffe Rd. Northumberland Av. Orchard Rd. Cliff Rd. Cliff Cl. New Cross Rd.

4. SR will gain electors from the Stamford Hospital site and Barnack Rd, developments, which are not currently included in LCC's predictions.

This will give approximate electorates of: SW - 7100 (-13% variance from the target number of electors/councillor of 8175) SN - 6750 (-17%) SR - 6700 (-18%) Although STC does feel these figures are minima, as explained below, they are rather more balanced than the current 4846 (SW), 7556 (SN), 7856 (SR).

If the recommendations are accepted, the three divisions’ characteristics could be generalised as: SR – Commercial, pre-Victorian listed buildings plus neighbouring villages. SN – Residential, Victorian listed buildings and post-war housing. SW – Residential, more recent housing.

STC feels it is vital that Stamford has strong representation at county council level because:

1. Stamford is already one of the largest towns in Lincolnshire and its forecast population growth is likely to be an underestimate because, given the number of land holders who wish their land to be included for development, government allocations are bound to increase for this area before the next boundary review. It will therefore not be long before the number of electors merits the election of fourth county councillor. 2. It has an unusual geographic location, being on a small promontory of Lincolnshire and surrounded on three sides by neighbouring counties, which generates rather different challenges from those facing most other towns. 3. It lies close to the A1 and has excellent rail links, both of which make it an increasingly popular commuter town with easy NS and EW access, again different from the majority of Lincolnshire. 4. It is a very important tourist destination, which makes it a disproportionately high contributor to Lincolnshire's economy. 5. Over the next few years, the forecast military population of the nearby RAF Wittering, Kendrew Barracks and St, George's Barracks will be in the order of 20,000 which, although not in Lincolnshire, will inevitably have an effect of Stamford.

The Parish Council of Tydd St Mary wish to echo the submissions of The Leader of Lincs CC with the view that the number of parish councillors be reduced from the present 9 members to 7 members. The council have for a number of years been unable to fill all of the 9 seats and they operate successfully with 7 members. Again with the increase in social media the council can deal with parish matters more quickly and they feel that both villages in the parish can be fairly represented with less members and request a reduction in members for the parish council as well as County Councillors and District Councillors.

Electoral Review of Lincolnshire

At its recent meeting the Council discussed this topic and resolved that this council does not approve of Croft parish joining with Skegness.

Please note the reasons for arriving at this decision:  Croft and Wainfleet parishes intermingle and many Croft residents can walk into Wainfleet to use the local shops and amenities which include the library, churches, hairdressers and various clubs and activities etc.  Council members have spoken with the local community and the consensus is that the boundary should not change.

The Council strongly endorse the proposals set out by Lincolnshire County Cllr. Chris Pain to the Boundary Commission.
