Sixty-First Annual Report of the Committee of Management.

To THE GOVERNORS AND SUBSCRIBERS, LADIES AND GENTLEMEN,— Of the making of many books there is no end," and to Annual Reports this may be specially applied. The year which closed on the 30th June has been a busy one, especially as regards infectious patients. The financial year opened with a debit balance of £288, and accounts owing account maintenance, £700. £800 was then borrowed from the Reserve Fund, which put the Bank account £512 in credit. The year closed with the Bank account showing a credit of £732, and accounts owing for maintenance of approximately £750. The Institution was, therefore, just able to pay its way through two generous philanthropists giving £100 and £50 respectively, in two donations. No part of the £800 borrowed from the Reserve Account has been returned. The Income has been well maintained, as compared with other years. The Hospital Saturday and Sunday Fund shows a notable increase being £640, as compared with £502 last year. This very satisfactory advance was brought about principally by the efforts and liard work of a few ladies and gentlemen, who for the first time took the matter up. His Worship the ex-Mayor, R. Williams, Es^.gplayed a leading part, ably assisted by Mr. W. H. Thaeker and the President of the Hospital, Mr. G. Martin, together with H. J. DTIelin, Esq., Mayor of Geelong West, and Col. G. M. Strong, Mayor of Newtown and Chilwell. With these gentlemen were associated a willing band of lady collectors, foremost amongst whom were Mrs. R. Wrilliams (Mayoress), the Misses Martin, Mrs. W. C. Kernot and Mrs. J. Small, and a number of others. About twenty Hospital nurses also energetically collected from early morning until late at night, and the result was, as recorded above, a satisfactory increase. The following bands also gave performances in aid of the Sunday Collection, viz.: — Artillery Band, Municipal Band, St. Augustine's Band, Harbor Trust Band, Geelong West Band, Salvation Army Band. Their willing help is much appreciated, and sincere thanks hereby tendered to all performers. Entertainments again show a very small amount collected, only £44. The ladies of Geelong have recently organised a most successful ball in aid. It was a brilliant success, upwards of 850 dancers being present. It is confidently expected that about £200 will be realised. Municipal Grants, apart from payments for actual service rendered to Infectious patients amounted to £92 10s., which is not much considering the wide district and work that the Institution does. INFECTIOUS WARDS.—206 patients have been admitted, three- deaths occurring. They occupied twelve beds daily through the year. Owing to dispute as to payment with the Geelong West Borough Council the Central Board of Health was asked to adjudicate as to what that Council should contribute. The Board then fixed £480 annually for the whole of the surrounding Councils to pay, up to a daily average of eight patients in residence, anything over this- number to be paid for by Councils, at rate of £60 per annum per bed. In arriving at this award the Board disallowed all charges for secretarial, medical, dispensing and supervisionary work. The Board also refused to recognise any charges for repairs to buildings, such as painting. After eliminating these charges the Board considered £60 per bed as a fair compromise. Your Committee were obliged to accept this decision as there was no appeal. At the same time they were conscious that a deficit must eventuate, and strongly urged that the General Hospital should not be expected to supply gratis such important officers as Doctors, Secretary and Matron. To this the Board turned a deaf ear; but we are doing otir best in the cause of suffering humanity, and trust a more satisfactory arrangement wuthe- 2 arrived at later on. A recent estimate by a painter of the paint-work requiring to be dose at the Infectious Wards was £100. As the Department does not recognise the necessity for such work, and says in effect that the General Hospital must pay for it, the work cannot ha undertaken, as the Funds will not allow of the General Hospital being depleted for up-keep *>f Infectious Wards. In the last Report of the Adelaide Hospital, which also has Infectious Wards attached to the General Hospital, the average cost per bed occupied is given as £92 7s. 6d. for Infectious Wards. This is very nearly what your Committee arrived at as the cost here; and as the conditions are practically the same in both cases it is not reasonable ' that our Institution should be expected to treat infectious cases at £32 7s. 6d. per bed less than Adelaide is costing. CONSUMPTIVE PATIENTS.—Your Committee would again bring prominently before the subscribers and the public the most urgent necessity for proper provisions being made for the unfortunate victims of this cruel disease. Only recently admission was obtained for patients in the early stages of the disease to the Sanatorium, at Amherst. After a brief slay of a few weeks there, they were discharged as incurable, found their way back to Geejong, and were readmitted here, until death ended their sufferings. These poor people~couT3" not find a house, so it is said, in Geelong, that would accommodate them for even one night, the public having such a horror of the disease. It is a national disgrace that proper provision is not made in suitable localities fcjr every case arising; and the nation pays the price in, full, as those afflicted drift around, and inflict others with whom they come in contact. Arnott, Esq., Geelong West; H. J. H. Storrer,'Esq., Geelong. A large sum of money has had to be spent in keeping the building in just ordinary repair. The time is fast approaching when the question of rebuilding the Institution will have to be squarely faced. Had your Committee the money they would start pulling down and rebuilding now. The Edward Wilson Charitable Fund gave £10,000 towards the re• building of the Melbourne Hospital. It may be suggested that some of our own wealthy citizens might like to do" something for a like purpose here when making their wills. The boiler of the Institution is now too small to supply the ever increasing demand for steam, and it will be shortly necessary to instal a larger one which will cost some £700. The total number of patients passing through the Institution was 2174. Of these 1247 were admitted to the Wards.

OUT:DOOR PATIENTS.—Number admitted, Males, 897; Females,- 435; Total, 1332. Number of occasions on which they attended 4455. INFECTIOUS DISEASES.—275 patients were treated. They were as follows:—Diphtheria. 204; Typhoid, 60 ; Phthisis, 9 ; Scarlet Fever, 2. 3 deaths occurred from Diphtheria ; 7 from Typhoid. Of these patients, Geelong sent 116; Newtown and Chilwell, 44; Geelong West, 50, Rate of mortality has ibeen 7.5 for all cases; 6.7 for Hospital In-Door patients. Twelve deaths occurred within twenty-four hours of admission. OPERATING THEATRE.—J39 operations have been performed. The daily average of occupied beds has been 55 Hospital; 11.7 Infectious Wards, and 68 Benevolent Asylum. The average cost per bed, calculated on the Government basis of two Benevolents to one In-patient, was £66 6s 3d.This is £1 6s more than last year.

HOSPITAL SUNDAY.—As previously stated, a great effort was made to beat all previous Sunday Fund Collections, and with success. ; Misses Joan and Lalla D'Helin, Masters Jack, Mederic, Guillaume, and Miss Christine Fraillon, together with Dot McManus, her sister, and Eileen Ford, all worked hard and collected considerable sums of money. The total collections in streets on Saturday and Sunday, taken up by the Ladies of Geelong, Salvation Army, Nurses, &c, amounted to £88 15s. lOd. All who helped are gratefully thanked. Your Cotntnittee regret to say that a further encroachment was made into the Sunday Church 3 Collections by another non-medical charity, viz., the Protestant Orphanage, which secured one-third of the total collections of the Geelong West Methodist Circuit. As the Ladies' Benevolent Society was given another third, your Hospital only received £1 out of every £3 collected by the particular churches named. Your Committee again reiterates its protest against Hospital Sunday Collections being diverted to other charities, however deserving they may be. The inclusion of Institutions other than medical, will surely in the end break up the Hospital Sunday Collections. We appeal to the Churches to take up a collection once a year wholly in aid of the Hospital. It cannot be other than damaging to the' 'Collection" for the idea to get abroad, tnat given enough influence with the church authorities any charity may obtain a share of the Hospital Sunday Fund. EGG COLLECTION IN THE SPRING. — The Editor of the Geelong Advertiser organised an Egg Collection. 17,100 eggs were received and preserved in waterglass, the gift of T. A. Dickson, Esq. The eggs were of first-rate quality, have kept well until date, and have proved a great boon. The Editor is sincerely thanked for his kind help. The value amounted to .fully £60. To all donors, collectors, head teachers, and all the little ones who were induced by them to collect, thanks are also tendered.

MEDICAL STAFF.—Drs. F. J. Newman, A. W. Marwood, T. J. M. Kennedy and G. McCallum were re-elected by the subscribers, with Drs. R. G. McPhee and H. T. Elvins as Hon. Anaesthetist and Skiagraphist respectively. GIFTS.—The following are gratefully thanked :—Ladies' Flower Mission, the Press, and Proprietors of Advertiser and Times for supplying their respective journals. Thanks are also tendered to all who have in any way assisted.

CHRISTMAS DINNER was as usual most generously provided by kind friends, with plenty of tobacco and cigars. Grateful thanks are hereby tendered to all who contributed. G. Martin, Esq., J.P„ was re-elected President last year; Dr. J. Small and J. Nico1- Esq., Vice-Presidents ; E. E. Headdey, Esq., Hon. Treasurer.
