About the English Language Requirement programme (ELR) The programme began in December 2014 to help people living in Wales improve their English (or Welsh where appropriate) 700+ 300+ language skills, in order to improve their prospects of obtaining learners joined ELR in the qualifications achieved in the employment and integrating into the local community.
