16. Approval of coordinators' decisions

The Committee approved the decisions taken by the coordinators in the course of their extraordinary meeting of 21 January in Strasbourg and in the course of the meeting on the previous day of 15 February, namely that:

A. Coordinators' decisions of 21 January:

1. The coordinators took note of the current state of the points table.

2. The coordinators decided :

 to draw up the non-legislative report on Communication from the Commission: Investing in jobs and growth - maximising the contribution of European Structural and Investment Funds - COM(2015)0639 - (EPP),  and to organise a working group made up of the rapporteur and shadow rapporteurs to follow-up the different elements in the Communication and to contribute to the implementation report.

3. The coordinators took note of a letter of 19 January from the Chair of the BUDG Committee, Mr Arthuis, to the chair of Conference of Committee Chairs, requesting the application of the procedure with associated committees (Rule 54): they decided to resist this request.

4. The coordinators noted that the Conference of Presidents had recently authorised a delegation of six MEPs to attend an inter-parliamentary conference in Belgrade on 3-4 March on "Oversight of IPA [Instrument for Pre-Accession Assistance] Funds" and that the preliminary draft programme (prepared by the Pre-Accession Actions Unit of DG External Policies) stated that the delegation was being "organised in cooperation with" CONT, AFET and REGI committees.

They decided that Mr Zeller and Mr Vaughan should take part in the delegation on behalf of the Committee.

5. The coordinators took note of a revised draft of a Rule 128 question for oral answer.

On a proposal from the Chair, they agreed that, from now on, Rule 128 questions would only be tabled in the name of the Committee when accompanied by a draft motion for resolution which had been approved by the Committee.

The Chair asked the secretariat to propose a procedure for future handling of Rule 128 questions and associated draft motions for resolution, taking account of best practice in other parliamentary committees.

6. Ms Krehl asked the Chair to invite Mr Katainen to a future committee meeting. The Chair said that she planned to issue invitations to a number of Commissioners to attend the Committee for exchanges of views, as part of the Committee's on-going scrutiny work.

B. Coordinators' decisions of 15 February:

1. The coordinators took note of the current state of the points table.

2. The coordinators decided to draw up non-legislative opinions on:

 PECH INI report Management of the fishing fleets in the Outermost Regions (GUE/NGL),  ECON INI report Access to finance for SMEs (EPP)

Coordinators also decided that the S&D group should nominate the rapporteur to draw up an

opinion on Commission (Section III) budget 2017 (Budget and discharge opinion).

3. Coordinators took note that Mr Zeller chair the forthcoming delegation to Martinique; and confirmed their decision of October 2015 to send a delegation to Greece in the second half of 2016, and decided that this would take place during the "turquoise week" 19-23 September.

4. The coordinators recalled their decision of 21 January that Rule 128 questions with motions for resolution could only be tabled in the name of the Committee if they were already accompanied by a draft motion for a plenary resolution which had already been approved by the Committee as a whole and have decided to adopt the following rules for the tabling in the name of the Committee of questions for oral answer under Rule 128 and of associated motions for resolution:

- Questions are to be submitted to the coordinators in the form of a text drawn up by one or more political groups, with technical assistance provided by the secretariat to finalise the text if necessary; - To be adopted, they require the support of coordinators speaking for a majority (22) of the full Members (43) of the Committee; - They are to be signed by the Chair alone, and introduced in plenary by the Chair alone; - The motion for resolution (and, in line with the decision of 21 January, the draft question) is/are tabled by the secretariat only after a final text has been adopted in committee. A draft motion is prepared by the secretariat, translated and included in the agenda of a committee meeting, a deadline for amendments is set, a vote is held, and the final text is tabled by the secretariat.

The coordinators noted that urgent questions can be tabled through the political groups, which will prepare and table the questions and any associated motions. They must be signed by at least one Member of each group which supports them, and speaking time is divided between the groups.

5. The coordinators noted that:

 the title of the former "Open Days" will change in 2016 to "European Week of Regions and Cities", and that the 2016 session will have the working title "The Regions and cities for sustainable and inclusive growth";  the opening session on 10 October 2016 will be dedicated to a theme relevant for the implementation and the delivery mechanism of EU cohesion policy and that this would probably be held in the European Parliament's Hemicycle in Brussels (final decision still pending);  between 11 and 13 October, the Committee of the Regions will host 25 workshops and debates within the section "Meeting Place", where the COTER Secretariat could apply and formally propose a new edition of a joint REGI-COTER meeting;  a decision on the content of the meeting will be taken by the COTER and REGI chairs, taking account of the views of their political group coordinators.

Coordinators accepted the Committee of the Regions' proposal that the joint REGI-COTER meeting take place on Wednesday 12 October from 2.30pm to 5.00pm.

6. The coordinators noted that:

 on 2 December, the Conference of Presidents had held an extraordinary meeting to discuss parliamentary scrutiny of the implementation of macro-economic adjustment programmes. This meeting had given the ECON coordinators a mandate to work "on appropriate modalities to ensure democratic control of the implementation of macro-economic adjustment programmes";  Mr Gualtieri had written to the President on 11 January submitting a proposal for the practical arrangements, and the matter was discussed again in the Conference on 21 January. A large number of group leaders had taken the floor and the establishment of the group and its composition had been decided only after a vote;  the Conference had decided that the FAWG would consist of 30 ECON MEPs "plus 2 Members from each of the other relevant committees (namely, EMPL, REGI, BUDG and CONT), in accordance with the rolling D'Hondt method so that the final composition of the Working Group reflected Parliament's composition";  in the course of the February Strasbourg session, the REGI coordinators had decided by written procedure that they would nominate Mr Arimont (EPP group: Ms Spyraki as substitute) and Mr Vaughan (S&D group);  that the first meeting of the FAWG, foreseen for Wednesday 3 February, had been postponed to a later date, to give the political groups more time to decide on the composition of the working group. The EFDD group, which holds the coordination in the Conference of Presidents, had undertaken to present a comprehensive proposal in the course of the turquoise week which had just ended.

7. The coordinators noted:

 a draft programme of scrutiny activities, proposed by the Chair, which might be undertaken by the Committee in the course of 2016;  the invitation of the Chair that they send comments on this draft to the REGI secretariat by 12 noon on Thursday 10 March, and consider this matter again in the course of their next meeting.

8. In response to a question from one of the coordinators, the Chair confirmed that it was her wish (and intention) normally to circulate the dossier for the coordinators 24 hours before the beginning of the coordinators' meeting.
