Stroud District Rural Multi-Site Traffic Regulation Order

Dear local Council,

At the meeting of Stroud District Road Safety Group on 20 March, it was agreed that we would work with County Council Highways Department to progress a ‘Rural Multi-Site Traffic Regulation Order’ with a view to getting speed limits reduced in specific areas of our District where it is considered that the current speed limit is inappropriate.

Following an email we sent out to all 50 Town and Parish Councils in our District in November, we received responses from16 councils identifying 26 sites where speed limits are currently considered to be inappropriate, and where reduced speed limits might increase the safety of drivers and vulnerable road users, especially pedestrians.

These include: A. suggested 30mph→20mph speed limit reduction 1. Miserden; Whiteway 2. Miserden; by school 3. Woodchester; throughout village 4. Cainscross; estates and Foxmoor Lane 5. Rodborough; Butterrow Hill, Rodborough Hill and Walkley Hill, and residential roads leading off. 6. Brimscombe and Thrupp: Butterow Hill 7. Bisley-with-Lypiatt: Stroud Road entering Bisley 8. Bisley-with-Lypiatt: Cheltenham Road from Stirrup Cup pub to last houses towards Camp 9. Horsley: vicinity of School. 10. Uley: The Street 11. Minchinhampton: West End, High Street, Tetbury Street, Butt Street

B. suggested 40mph→30mph speed limit reduction 12. Minchinhampton; Common, including Culver Hill 13. Minchinhampton: New Road to the Weighbridge 14. Woodchester; A46 south from existing 30mph limit in Rodborough 15. Eastington; Spring Hill 16. Rodborough: common 17. Selsley: B4066 18. Wotton-Under-Edge: Old London Road. 19. C. Other suggested speed limit reduction 21. Miserden; Wishanger 60mph→20mph 22. Eastington; Grove Lane 50mph→30mph 23. Standish; B4008, 50mph→30mph 24. Slad: B4070, 60mph→40mph 25. Harescombe, 60mph→20mph 26. Minchinhampton: road through Crackstone (Ragged Cott heading south): 50mph→40mph

If you wish to have any other sites included in this process, please notify us of the site, with its precise location, current and suggested speed limit, no later than Tuesday 30 April 2019.

All suggested sites will be vetted by the SDRSG committee to ensure that the suggested speed limit complies with DfT regulations (see attached DfT document ‘Setting Local Speed Limits’). Sites which do not comply with these regulations will not be included in the submission, since these may compromise the entire project.

Individual councils wishing for their site(s) to be included in the TRO submission will be responsible for collecting and submitting the following data which is required for any such TRO:  traffic volume and speed data from a week-long survey  evidence of police support of the proposed speed reduction  evidence of local support from the Parish or Town Council and local residents

SDRSG will provide a template for the information required to each council which has sites included in the TRO submission.

Please note that SDRSG is currently trying to raise funding for two mobile VAS devices which may be used to gather the required traffic data, and you will be informed of progress with this project.

The cost of the Multi-Site TRO will be shared equally between all participating councils, and GCC have indicated that they will match-fund this application, thus reducing the cost to all participating councils. We hope to get an indication of the likely costs from GCC once the final list of sites has been agreed.
