ACTIVITY OVERVIEW The Balkan country of Bosnia and Herzegovina (BiH) is experiencing an estimated 3.2 percent annual growth in GDP.1 Increasing exports and collaborating with market actors will further this growth, drive innovation, and increase opportunities for new employment and high-growth enterprise expansion. Closer interaction with the European Union (EU) and regional markets is key to the stability, growth, and renaissance of this important intersection for trade, relations, and culture between the East and West.
The Workforce and Access to Higher Markets (WHAM) Activity was designed to stimulate job creation by advancing BiH’s trade integration with, and expansion into, the EU and regional markets. The Activity is accomplishing this goal primarily via a grant program for BiH private enterprises. Grants prioritize high-growth, exporting or export-ready enterprises aiming to expand capacity, reach more markets, and generate employment. The Activity’s efforts focus on BiH organizations and enterprises working in, or linked to, four main sectors: wood processing, metal processing, information technology and communications (ICT) and textile/footwear sectors. The Activity includes smaller high-growth enterprises by ensuring qualifying participation criteria can be measured as a percent of growth, not just the overall value of growth.
The WHAM Activity includes the following three key intervention areas:
Intervention 1: Workforce Development. The objective of this intervention is to help the BiH workforce gain the skills needed for employment in high-growth enterprises. Presently, the local workforce development system is fragmented and not well-aligned with industry needs. The WHAM Activity identifies common enterprise workforce gaps in labor skills and links training service providers or facilitative intermediaries, such as regional development agencies (RDAs), employment agencies, business associations, chambers of commerce, and educational institutions to capacity building services. This ensures new workforce members have the requisite skills to capitalize on labor market opportunities. Special attention is given to developing a qualified cohort of young people and women. Business demand drives workforce development interventions, specifically, businesses planning expansion and new employment that need workforce training to deliver the required skills for these new job opportunities.
Intervention 2: Access to Markets. The objective of this intervention is to support high-growth enterprises in identifying and accessing new customers in existing or new markets to increase exports from BiH. Many BiH enterprises export through middlemen, which limits direct links with export markets and impedes their ability to receive market signals. Although market-access activities for BiH enterprises are primarily transaction-oriented, the WHAM Activity also supports the abilities of enterprises to collect market information and mine key international market data critical to the development of successful market strategies and engagement plans.
Intervention 3: Product Quality and Capacity Building. The objective of this intervention is to enable enterprises to meet the product and quality requirements of target markets in the EU and the

Grant opportunities aid enterprises in achieving new market-relevant certifications and introduce new chain of custody systems. The WHAM Activity prioritizes efforts that incorporate new manufacturing processes, new technology, and greater energy efficient equipment that improve BiH high-growth enterprise competitiveness in global markets. Whenever possible, the Activity links market access support to grantees’ internal capabilities. For example, the WHAM Activity seeks grant applications that respond to end market demands by making quality improvements, integrating technology in new product development, and addressing needed improvements in business management processes and strategies. The Activity aims to improve grantee product quality and capacity through grants that enable high growth potential firms to acquire modern equipment, obtain new certifications, and develop business strategies that optimize these improvements to the enterprise’s competitiveness.
The WHAM Activity is a USAID-funded activity implemented by the International Executive Service Corps (IESC), in conjunction with local sub-recipient ENOVA. The WHAM Activity is governed under the Cooperative Agreement No. AID-168-LA-17-00001. The period of performance for the award is June 9, 2017 to June 8, 2020. The first Annual Activity Performance Report is submitted in accordance with Attachment A, Section A.5 Reporting and Evaluation of the Cooperative Agreement.
EXECUTIVE SUMMARY The WHAM Activity achieved peak performance during Fiscal Year (FY) 2019. During this period, the team monitored implementation of the RFA 001 grants, evaluated and monitored applications from RFA 002-005, and published RFA 006-008. In the end, WHAM had 33 active grants.
During this year, the Activity executed several important management and administrative tasks. First, the grant manual was revised twice to make the application process more efficient and to include the ICT sector. Additionally, three RFAs were published and as a result, WHAM received 117 applications. WHAM also received 11 unsolicited applications. By the end of the reporting period the team had 13 additional applications in the various stages of evaluation and approval process.

During this period the Activity leveraged four expert volunteers for work with 77 companies. Via grant support, WHAM directly assisted 72 companies. By the end of the fiscal year 122 unique companies were supported in some way.
Regarding public relations, WHAM continued with active promotion of all activities on social media platforms LinkedIn and Facebook as well as on its web page.
WHAM achieved significant results in FY2019 with 914 new jobs created. So far, the Activity has achieved 1,075 out of the total 1,545 jobs life of Activity target. Female participation totals 34 percent and youth participation 54 percent, both above the targets for these indicators. As a result of general WHAM support, and, in particular, trade fair attendance, companies reported 141 new transactions. Most of this support comes in the form of workforce development, and resulted in 344 people trained, as reported by the grantees. WHAM also supported companies in obtaining certifications for a total of 64 certifications completed. Furthermore, sales results indicate a 6 percent increase in sales and 19.31

This data was published for the 2018 calendar year and 2019 data will become available in 2020. Currently, the sole indicator lacking progress is new technologies, as grantees did not report new technological improvements during this period. With close to 10 active grants that involve new technologies, the team is confident results will come in the coming reporting periods.
SUMMARY OF YEAR TWO RESULTS During year two, the WHAM Activity received and reviewed 35 concept notes and 136 grant applications, signed 28 grants, 914 new jobs were created, and overall activity performance peaked during this period. Specifically, by the end of year two, the team awarded 67 percent of the available grant funds, achieved a number of life of Activity targets, and set the stage for a year three dedicated to implementation, monitoring and successful closure of existing grants.
MANAGEMENT TASKS AND ADMINISTRATIVE DELIVERABLES To improve the efficiency of the application process, the WHAM team suggested grants manual changes. With approval from USAID, the WHAM team made two revisions to the grants manual. The first change, relating to the approval process, was approved on February 28, 2019. This change removed the need for USAID approval for phase IV. The Activity only uses USAID approval from phase II, step 3: review merit of application, as a final approval from the AOR. After the selection committee evaluated an application, USAID would approve the grant application and WHAM would not have to seek additional approvals (Phase IV) once negotiations concluded. The second change in the grants manual was approved on May 28, 2019, related to adding the ICT sector along three existing sectors WHAM can support.
The Activity closed the WHAM office in Banja Luka as the business facilitator position for the Northern region ended September 13, 2019. Outreach and grant management in the Northern region was subsequently transferred as planned for the remainder of the year and into year three to the chief of party and the remaining business facilitator.

During year two, the team published three RFAs and received a total of 171 applications (combined concept notes and grant applications). In addition, the Activity received 11 unsolicited applications, resulting in one grant agreement.

The original WHAM plan was to award 40 grants and work with 165 high-growth enterprises during the life of the Activity. To date, the Activity has awarded 33 grants and has worked with 122 high-growth enterprises.
SUMMARY OF INDICATORS The WHAM Activity helped create 914 new jobs in year two out of the 1,545 expected over the life of the Activity. By the end of year two, WHAM achieved project target results in new certifications and new transactions. In addition, the Activity achieved results for female and youth participation, sales, and exports as planned. WHAM is on a strong trajectory to achieve indicators for technical assistance, number of people trained, and new jobs created by the end of the Activity. Though the indicator for grants that include upgraded technology is currently short of its target, 10 companies with recently awarded grants include upgraded technology as part of their activities. This will have a positive impact on achievement for this indicator in year three.

SUMMARY OF VOLUNTEER ACTIVITIES The WHAM Activity engaged five international experts in FY 2019. The team engaged Daniel Weerbrouck from Belgium to work with wood companies. Željko Malečić continued his efforts to help automotive/metal sector enterprises. Wael Gamaleldin from Egypt helped textile companies. Leekei Wai Han Tang worked with small textile companies on brand development. Advan Begović delivered presentations to companies on the topic of Industry 4.0.
During this reporting period, WHAM volunteers worked with 77 different companies, supporting them in a variety of sales processes. Such examples include the work Mr. Malečić completed for automotive and metal sector enterprises, one on one consulting support Mrs. Tang provided textile companies, and the participation of Mr. Begovića and Mr. Gamaleldin in a training for a group of companies.
One student volunteer Ajša Halilović worked on WHAM grants as well, supporting the grants team and MEL process.
GRANT PROCESS The Activity interventions are implemented mainly through grants. The grant process follows a sequential process beginning with the development of Request for Applications (RFA), followed by the submission of grant applications, evaluation, and finally negotiation with selected applicants and grant awards.
During this reporting period the Activity developed and published three RFAs.
USAID.GOV WHAM ANNUAL PROGRAM PERFORMANCE REPORT, OCT 1, 2018 – SEP 30, 2019, FISCAL YEAR 2019 | 8 RFA 006 The first RFA in FY 2019 was published on December 12, 2018. This was WHAM-AID-168-LA-17- 00006 titled “Access to Markets to Prepare and Participate in Fairs and Trade Shows” with estimated total funding available. This RFA announcement was followed by selective visits to companies to promote the RFA. As a result of the promotion, WHAM received 35 concept notes that eventually became nine grant applications. In the end, the team supported four of the applications.

RFA 007 The second RFA in FY 2019 was published on March 13, 2019. This was WHAM-AID-168-LA-17-00007 titled “New and Innovative Product Development” with estimated total funding available. For this RFA, the WHAM team decided to skip the concept note phase, and requested grant applications directly, helping to speeding up the grant award process. This type of change is allowed for in the grants manual and the rational for this change was the need for greater timeliness in the applications evaluation stages. Receiving applications directly vastly improved the efficiency of the overall evaluation process.
The RFA publication was followed by a roadshow to Mostar, Zenica, Tešanj, Tuzla, Sarajevo, Bihać, Prijedor, Banja Luka and Bijeljina which attracted more than 180 participants. The Activity received 61 grant applications and awarded 9 grants and 3 grants are in process.

RFA 008 The third RFA in FY 2019 was published on June 24, 2019. This was WHAM-AID-168-LA-17-00008 titled “Improving Workforce, Access to Markets and Product Quality” with total funding available. Similar to RFA 007, WHAM did not request concept notes, rather applicants submitted grant applications from the start of the process as this was a time sensitive RFA. This RFA targeted potential beneficiaries located in the RS.
The RFA was followed by a roadshow to East Sarajevo, Teslić, Prijedor, Banja Luka and Bijeljina with over 100 participants.

The Activity received 21 grant applications and in turn awarded two grants and ten additional grant agreements are in process.

OTHER During this period, the team received 11 unsolicited applications. One unsolicited application, submitted by the American Chamber of Commerce of BiH (AmCham BiH), was approved and signed on July 12, 2019. This application was accepted without the benefit of competition due to its uniqueness, appropriate use of government funds and focus on new employment. The applicant was awarded The overall goal of this grant is to ensure workforce development for AmCham BiH member companies.
GRANT ACTIVITIES At the start of the reporting period, WHAM had six active grants. During FY 2019 the WHAM Activity signed 28 additional grant agreements. Ten grants were completed and closed. The grant with Hastor Foundation was the first completed grant, closing on October 31, 2018. This grant helped companies in the textile sector train 100 people and employ 60 of them. For the cities Bugojno and Travnik, this workforce development was a great success. All the activities and refunds were completed in the previous period.
Later, in April of 2019 WHAM closed three more grants with the Chamber of Commerce RS, PREDA and the Chamber of Commerce of Una-Sana Canton. These grants had planned closure by April 10, 2019. These grants helped 25 companies, mostly from RS, in the Northern Region of the country. Once more the Activity successfully impacted the textile industry, helping ELLA Textile hire 54 new employees. The recipients did not use the available funding by the time the grant agreement ended.
In addition, the Activity signed a grant agreement with Miviko in March 2019 that closed soon after. The company reported that they had implemented most of the activities related to the grant and thus, there was no reason for its continuation.
In June, the Activity closed a grant with Saraj Komerce as all training and employment were successfully completed. The company hired 40 employees. With dedicated support this company grew rapidly in the past few years. Although the company works in the traditionally male-dominated automotive industry, out of 40 employed, 21 employees are female.

During the grant closing ceremony, the Chamber presented total results including attendance of fairs in Hannover, IMM Cologne and 19 certifications for 10 enterprises. As a result of the new certifications and trade fairs visits, the beneficiary companies reported exports totaling four million Euros and the employment of 76 new workers.

In July the grant closed with Tem Mandeks as they completed certification for a new product, a U:plug (smart socket) used in smart homes and home automation. This product demonstrates that companies from BIH are capable of producing advanced technological products to compete with international companies.
With Activity support Step certified an international welding engineer and helped the company create new jobs and fill orders. Sinkro is a furniture manufacturing company that exports 100 percent of its products. The company was having a difficult time recruiting qualified applicants to fill their workforce openings, and with WHAM support, was able to hire 145 people, by far the highest number of new employees for any single WHAM grant. The additional workforce is helping Sinkro meet increasing demand while still maintaining high quality standards. In September, the grant with SINKRO successfully closed.
By the end of the reporting period WHAM had 24 active grants.
USAID.GOV WHAM ANNUAL PROGRAM PERFORMANCE REPORT, OCT 1, 2018 – SEP 30, 2019, FISCAL YEAR 2019 | 14 Among the ongoing grants it is worth mentioning WHAM support to attend M.O.W. trade fair in Germany for Malak Janj, Nova Ambienta, BBB (a beneficiary under Nova Ambienta) and Boksit. All four companies delivered excellent presentations at the fair and initial reports already indicate several requests from potential buyers.
Many of the WHAM grants are supporting training centers. One such center is in Tuzla, where WHAM grantee MBT (private enterprise) purchased a Fanuc CNC machine which is now installed in their training center. This equipment was financed partially by WHAM funds. MBT has given an initial presentation of the equipment to regional companies and they expect training to start at the end of 2019. Crucially, the CNC machine will be a part of the MBT training programs, including KUKA and ABB robots. With this CNC machine, the training facility is the Image 2: MOW Stand of Senex Company. most equipped in the region, capable of providing the industry with trainings in all advanced technologies.
Intera, located in Mostar, another training center the Activity supports, has thus far trained 45 people in CNC programmer and operator technologies. During October, Intera will continue training another 60 people.
The final grant related to training centers is the Faculty of Mechanical Engineering Sarajevo; their trainings will begin in October. The Mechanical Faculty will provide an eight-month long training to workers in the wood sector that are equivalent to the degree in wood technology and will train them on all aspects of wood technology. Despite the large number of wood companies in the region, there was no central location where they could receive training.
VOLUNTEERS During the second year of operation the WHAM Activity supported grantees with five volunteer assignments and one student volunteer assignment.
Volunteer expert Daniel Weerbrouck from Belgium worked with companies in the wood sector and helped them prepare for and execute at the IMM 2019 Fair in Cologne from January 14 to 20, 2019.
Volunteer expert Željko Malečić is continuing his efforts to promote and provide profitable and continuous contracts for WHAM automotive/metal sector enterprises. His work was completed mostly during year two. He helped with the negotiation process and provided quotes for over 30 potential buyers to 12 grantees.
Through the IESC volunteer network system, the WHAM Activity engaged Wael Gamaleldin to provide an analysis of grantees and beneficiaries in the textile sector and provide guidelines for future interventions in the overall sector. During his visit on February 2 to 16, Mr. Gamaleldin worked with several SMEs in the textile sector.
WHAM textile expert volunteer Leekei Wai Han Tang, from Paris, France, worked with SMEs in the sector from April 24 to 26 to help them with branding and financial management.

The conference was attended by more than 100 participants from 58 companies from BIH and the regional private sector. Advan Begović presented an in-depth case study of the innovative business environment and solutions in Germany as well as participated in the panel discussion on the topic of Industry 4.0.

On August 6, 2018, the WHAM Activity also engaged one student volunteer, Ajša Halilović, to help with grant agreements and MEL reporting. She volunteered until July 23, 2019.
FISCAL YEAR 2019 QUARTER 4 OVERVIEW This section focuses primarily on activities in the fourth quarter of the reporting period; specifically, from July 1, 2019 to September 30, 2019.
MANAGEMENT TASKS AND ADMINISTRATIVE DELIVERABLES On September 13, 2019 the contract with the Norther Region business facilitator concluded as planned in the Activity’s final year. Subsequently, the Banja Luka office closed. The team submitted all relevant documentation regarding the termination of this employment agreement to Banja Luka tax authorities and made the final payment for office rent and utilities. Due to the large number of applications and active grants, the WHAM Activity recruited Ajša Halilović on a full-time basis to provide additional administrative support to manage grant implementation.
GRANTS During the month of July, the team published RFA 008 and during this period received and processed most of the subsequent applications. Additionally, the Activity worked on applications from previous RFAs at all stages of the process including evaluation, USAID approval stage, ERC forms, and finally negotiation and signing of grant agreements.

19 | WHAM ANNUAL PROGRAM PERFORMANCE REPORT, OCT 1, 2018 - SEP 30, 2019, FISCAL YEAR 2019 USAID.GOV PUBLIC RELATIONS During this year the WHAM team continued promotion of its activities on its web page, LinkedIn, and Facebook pages. These social media tools are used to promote the Activity’s work and results.
The WHAM web site (www.whambih.org) had close to 500 individual visits in the last three months alone. The LinkedIn WHAM Activity page has had more than 400 views for more than 70 posts created in the past year. Considering the Activity has not paid for online advertising, these organically generated numbers are excellent.
The team has had similar results on the Facebook social media channel. Overall, WHAM improved public relations with potential grantees and general audience during this year. In terms of personnel, the communication consultant Jasenka Kratović left the team and WHAM recruited a new consultant, Mrs. Amira Horozić.

CHALLENGES, LESSONS LEARNED, AND RECOMMENDATIONS During the past two years of operations, the WHAM team has experienced many challenges that have resulted in lessons learned and recommendations moving forward.
Extended Review Period during Grant Applications Evaluation Process
With RFA 002 to 005 released simultaneously, the team had a high volume of applications submitted at the same time. These RFAs followed the standard two-phase process, i.e. concept note prior to full application. When the team received more than 140 applications it was very difficult to properly evaluate them in a timely manner. In some cases, the evaluation process took almost five months in total until grants were signed. In addition to a high number of applications, WHAM team members participated in the evaluation of applications while working on managing and administrating active grants, which slowed down the application review process.
To address this challenge, the team took several steps, first establishing two concurrent evaluation committees, with help from subpartner ENOVA and IESC home office staff. The two committees could review separate applications simultaneously, with proper oversight authority assigned to either the chief of party or deputy chief of party in relation to each of the evaluation committees, ensuring an objective final internal approval from senior management not associated as a reviewer on an evaluation committee. In hindsight, the second team should have been established sooner.
The team also learned that the demand for this type of support is higher than originally anticipated. Therefore, in the future WHAM will not post more than one RFA at a time.
Business cannot wait. Often, a grant process from start to award takes many months to conclude, due to the high number of applications that show strong potential but require clarification or additional supplemental information for the evaluation team to understand the proposed approach and expected

In best case scenarios, the third month would be spent seeking approvals and negotiating before the grant was signed. Applications that the Activity receive are often time sensitive and many of the high-growth enterprises cannot wait for this process to conclude. As a result, in the negotiation phase, the team often had to update or change the final list of activities, expected results, and the end dates of grants.
To address this challenge, WHAM has taken some steps to avoid this happening in the future. First, for RFA 008, WHAM started reviewing applications on a rolling basis as they were received rather than waiting until the closing date. Potential grantees were advised to submit applications as soon as possible. WHAM anticipates following this process for all subsequent RFAs. Second, WHAM has established active lines of communication with potential grantees, keeping them informed on the status of their application and any additional time needed to finalize approvals and/or negotiations. For future RFAs estimated timelines will be clearly stated in the RFAs, grant application templates and will also be communicated during the roadshows.
Site Visits Needed as part of Final Evaluation Process. The WHAM evaluation team had a number of applications that needed to be read, checked, and scored. This process was often done from the desk and included communicating by email with the final applicants. In recent RFA evaluations, the team short-listed promising applications, then made a brief site visit to review the facilities, speak with applicants, check the validity of their claims on the file, and in some cases gain new information not otherwise available on the application. The site visit proved helpful for evaluation purposes as it saved hours of back and forth emails that often did not address the full range of questions or allow for immediate follow up. It also provided potential applicants a better understanding of WHAM processes and objectives.
ACTIVITIES PLANNED FOR NEXT REPORTING PERIOD Year three was originally planned as the final year, thus all grants were awarded for completion before June 2020.
The Activity will focus on the following critical items during the next three months:
• Process all applications that are in evaluation, approval or negotiation stages. For the remaining 13 grants WHAM plans to complete all the processes and sign grant agreements by November;
• Monitor existing grants, track results and provide reimbursements;
• Engage expert volunteers in final months of the activity;
• Complete data entry, document preparing and archiving in order to make document activity results; and,
• Plan for the Year 4 grants, including designing the next round of RFAs, so the recently awarded two-year costed extension grant applications and eventual grantees will benefit from advance planning.

The WHAM business facilitators were in the field almost every day promoting RFAs, observing implementation of activities and/or assisting new grantees.
The WHAM staff had meetings with various projects supported by the international community in BIH. During these meetings the team established cooperation with other projects around common goals.
Another important effort completed were roadshows to present the RFAs. The team had a series of roadshow events for RFA 007 and RFA 008 in every major city of BiH. In addition to this, the WHAM staff visited small towns and various companies to encourage them to apply for available grant opportunities.
Regular visits to existing grantees were completed to check on implementation status and assist them with reporting as well as support them on any other issues related to grant implementation.
