INTRODUCTION 1.1 Background On 31st December 2019, World Health Organization (WHO) China Country office was informed of cases of pneumonia of unknown etiology detected in Wuhan City, Hubei Province of China. On 7th January 2020, Chinese authorities identified a new strain of Corona virus as causative agent for disease. The virus has been renamed by WHO as SARS-CoV-2 and the disease caused by it as COVID-19. In India, as on 26th February, 2020 three travel related cases were reported (all from Kerala). These three were quarantined and symptomatic treatment provided to all three until five samples turned negative. On 2nd March 2020 two more passengers from Italy and Dubai respectively tested positive for COVID-19. 1.2 Risk Assessment COVID-19 was declared a pandemic by WHO on 11th March, 2020. While earlier the focus of spread was centered on China, it has now shifted to Europe and North America. WHO has advised countries to take a whole-of-government, whole- of-society approach, built around a comprehensive strategy to prevent infections, save lives and minimize impact. In India also, clusters have appeared in multiple States, particularly Kerala, Maharashtra, Rajasthan, Uttar Pradesh, Delhi, Punjab, Karnataka, Telangana and UT of Ladakh. 211 districts are now reporting COVID-19 cases and the risk of further spread remains very high. 1.3 Epidemiology Coronaviruses belong to a large family of viruses, some causing illness in people and others that circulate among animals, including camels, cats, bats, etc.

    Letter to the Chief Minister of Karnataka June 14, 2013 Dear Shri Siddaramaiah, I have been receiving representations from various citizens and Resident Welfare Associations ( RWAs) expressing their concerns over the recommendations made in the Karnataka Information and Communication Technology Group 2020 (Report) and the dangerous implications and its adverse impact on the development of Bengaluru. They have pointed out that many recommendations made in the Report do not address the crucial challenges faced by the citizens, especially in terms of real governance reforms and transparency. You will agree that any proposal to develop Bengaluru that does not address the fundamental issues of statutory planning for the city and ushering in citizen-centric governance reforms is not consistent with a government that has been elected on a promise of better Governance. The core proposal in the Report recommending increase of Floor Space Index for builders to generate funds for development of Bengaluru, without taking into account the infrastructural constraints in the form of adequate roads, water, electricity and civic services required to service the additional Floor Space Index will sound a death knell to the city. Further it represents a surrender of the city's Development to the commercial interests represented by builders, contractors and real estate companies - many of whose commercial interests are directly responsible for the problems faced by the city and residents. The development of the city, including various contracts and projects has for long been influenced by vested commercial interests of some builders and contractors, who seem to have overtaken the planning of the city. We are all aware of the large number of elected representatives who also have deep and very conflicted interests in real estate that has become almost symbolic of the poor governance of our city.

Singh, Scientist- ‘D’ North Western Region Chandigarh September 2016 2 FOREWORD Central Ground Water Board has been monitoring ground water levels and ground water quality of the country since 1968 to depict the spatial and temporal variation of ground water regime. The changes in water levels and quality are result of the development pattern of the ground water resources for irrigation and drinking water needs. Analyses of water level fluctuations are aimed at observing seasonal, annual and decadal variations. Therefore, the accurate monitoring of the ground water levels and its quality both in time and space are the main pre-requisites for assessment, scientific development and planning of this vital resource. Central Ground Water Board, North Western Region, Chandigarh has established Ground Water Observation Wells (GWOW) in Haryana State for monitoring the water levels. As on 31.03.2015, there were 964 Ground Water Observation Wells which included 481 dug wells and 488 piezometers for monitoring phreatic and deeper aquifers. In order to strengthen the ground water monitoring mechanism for better insight into ground water development scenario, additional ground water observation wells were established and integrated with ground water monitoring database.

Roles, responsibilities, and challenges of CWC were widened by the Waqf Act (1995), as amended in 2013. However, the limited organizational set-up of CWC is hampering the fulfillment of the objectives enshrined in the Waqf Act. Therefore, the Ministry of Minority Affairs, Govt. of India has entrusted with NILERD, the task of submitting report on Restructuring of CWC. The NILERD research team with inputs from senior officers of MoMA, and rigorous interaction with the officers & staff of CWC have come out with the detailed report on Restructuring of CWC giving their recommendations.
