1. Call to Order Chair Kohl-Welles called the meeting to order at 9:31 a.m.

AN ORDINANCE making a net supplemental appropriation of $27,884,000 to various general fund agencies, a net supplemental appropriation of $300,100,000 to various non-general fund agencies and a net supplemental disappropriation of ($16,226,000) from various capital fund budgets; and amending the 2021-2022 Biennial Budget Ordinance, Ordinance 19210, Sections 6, 8, 9, 11, 18, 19, 20, 20, 24, 25, 26, 30, 31, 31, 34, 40, 43, 44, 45, 47, 48, 49, 50, 50, 51, 55, 60, 60, 63, 65, 69, 69, 70, 78, 81, 87, 87, 90, 92, 95, 96, 97, 98, 100, 101, 102, 105, 106, 112, 117, 119, 121, 122 and 129, as amended, and Attachment A, as amended, and adding new sections to Ordinance 19210.

Brandi Vena, Council staff, briefed the committee and answered questions from the members. Dwight Dively, Director, Office of Performance, Strategy and Budget, also answered questions from the members. Councilmember Dembowski moved striking amendment S1. Councilmember Dembowski moved amendment 1 to S1. The amendment was adopted. Striking Amendment S1, as amended, was adopted. Title amendment T1 was not offered. Councilmember Dembowski move title amendment T2. The amendment was adopted.

This item was expedited to the June 22, 2021 Council agenda.

A motion was made by Vice Chair Dembowski that this Ordinance be Recommended Do Pass Substitute. The motion carried by the following vote:

6. Proposed Ordinance No. 2021-0003

AN ORDINANCE authorizing the King County executive to enter into a lease agreement with United Parcel Service, Inc., as tenant, for county-owned land located at King County International Airport in council district eight.

Brandi Vena, Council staff, briefed the committee. John Parrott, Director, King County International Airport, provided comments. Tony Wright, Director, Facilities Management Division (FMD), answered questions from the members.

This item was expedited to the June 22, 2021 Council agenda.
