About CARE CARE International (CI) has been working in the Pacific region since 1989, with established Country Offices in Papua New Guinea and , and projects implemented together with partners in , Solomon Islands, , Samoa, Kiribati and Tuvalu. Key programs in the Pacific focus on resilience and reducing the risk posed by disasters and climate change as well as advancing gender equality through activities to empower women and girls, increase women’s access to economic opportunities, and reduce gender-based violence. CI has been actively responding to the largest natural disasters in the Pacific including Tropical in Vanuatu in 2015, Tropical in Fiji in 2016, Tropical in Tonga in 2018, Tropical (Vanuatu / Tonga / Fiji) in 2020, Yasa in Fiji in 2020/21 and now the impacts of the COVID-19 pandemic in the region. CARE’s programs in the region are implemented in partnership with a diverse range of local NGOs and civil society organisations.

About the Role The CARE in the Pacific Gender and Inclusion Senior Consultant is a key member of the CARE in the Pacific team which is responsible for managing partnerships and programs in the Pacific countries where CARE does not have a country office (currently Fiji, Solomon Islands, Tonga, Samoa, Kiribati and Tuvalu). The Gender and Inclusion Senior Consultant plays an essential role supporting CARE’s partnerships in Fiji and partners in the broader Pacific region. This role also plays as essential role in the provision of gender and inclusion technical support to partners across the Pacific region.

The Pacific Gender and Inclusion Senior Consultant supports CARE’s partners and programs across the Pacific region to deliver high quality gender equality programming, including the

mainstreaming of gender approaches in women's economic empowerment, resilience and disaster response activities. This role helps to forge new partnerships, and represent CARE with diverse stakeholders, donors and in regional forums that relate to gender equality, inclusion and/or resilience.

Key Responsibilities

Provision of Technical Support 1. Provide high quality gender technical support and capacity building to CARE’s partners in the region (including training, mentoring, technical advice, joint implementation) as appropriate and as requested by partners to help integrate gender transformative approaches into programming. 2. Together with other CARE in the Pacific team members, support the achievement of CARE’s deliverables for donor funded programs in the region, in particular those under the Australian Humanitarian Partnership (AHP) and Disaster Ready (DR) program portfolio by helping deliver the gender technical support requirements, and supporting aspects of program management, monitoring and evaluation. 3. Coordinate the relevant gender, disability and inclusion technical support requirements of the various partners and projects across the region and resource them as appropriate. 4. Provide gender and protection technical support to CARE partners’ emergency response efforts in the Pacific, including occasionally deployments to emergencies. This includes facilitating CARE Gender, Disability and Inclusion Analysis processes based on the CARE International (CIP Rapid Gender Analysis (RGA) methodology.

Representation and Stakeholder Engagement 5. Represent CARE in Pacific-based AHP and DR Program meetings, including supporting partners to strengthen gender mainstreaming in their programs through the AHP DR Shared Services function. 6. Represent CARE on gender, inclusion and resilience forums in the region to diverse national and regional stakeholders based including civil society and NGO partners, donors, government and regional and intergovernmental bodies. 7. Participate in relevant regional gender, inclusion and resilience forums in the Pacific to advance CARE’s regional engagement priorities including advocacy, information sharing, coordination, relationship development and donor engagement (including, but not limited to, the Pacific INGO Humanitarian Network and the Pacific Humanitarian Protection Cluster). 8. Represent CARE in the Pacific in CI gender themed fora including the CI Gender Network and the CI Gender in Emergencies working group. 9. Participate in and contribute to learning and networking on gender equality among CARE International, CARE Australia and CARE’s staff and partners across the Pacific region.

Strategy and Business Development 10. Help to identify and pursue new opportunities and alliances in the Pacific region where CARE can contribute to gender equality and/or resilience including brokering partnerships. 11. Contribute effectively to the CARE in the Pacific strategy, planning, management and administration.

Deliverables

● CARE in the Pacific’s active portfolio of activities have strong gender marker scores, where appropriate ● Gender technical support requirements are delivered on time and on budget including PSHEA integration, gender audits, gender 101 support to partners, gender & inclusion in Project Management ● During emergencies, Rapid Gender Analyses are conducted with relevant partner staff ● CARE in the Pacific is represented in relevant CI Gender fora on a regular basis, and in external fora including the Pacific Humanitarian Protection Cluster ● New business opportunities submitted have strong reference to gender integration

Selection Criteria ● Post graduate qualifications in international development, gender or other relevant field and/or other relevant qualifications combined with at least 6 years of professional experience; ● Technical knowledge and experience in the implementation of transformative gender approaches, including gender and resilience, women’s voice and leadership, economic empowerment and violence prevention and humanitarian protection; ● Demonstrated experience in managing strategic regional relationships with donors and stakeholders, including coordination and sharing of information and best practice; ● Demonstrated experience in leading training, capacity building and skills-transfer on gender equality to local organisations in a range of contexts and sectors and a track record of nurturing trusting, respectful partnerships; ● Excellent communication skills (both written and spoken) in English language, including report writing; knowledge of a local Pacific language is desirable; ● Demonstrated ability to manage competing priorities and to organise and manage workloads to meet deadlines; ● An adaptable approach with a demonstrated ability to respond effectively and quickly to challenges, to work effectively in a small, diverse and geographically dispersed team environment with minimal supervision; ● Knowledge of the development issues and actors in the Pacific; ● Experience in program design, development and implementation is desirable; ● Willingness to travel in Fiji and the Pacific region (up to 8 weeks per year).
