Dear Governors,

The Household & Commercial Products Association (HCPA) and its member companies have been hard at work ensuring that American consumers and workers have access to the critical resources needed to combat the spread of COVID-19. As this global health crisis persists, we value the opportunity to continue to provide state and local governments with the necessary guidance to make informed decisions on matters such as essential business designations, proper disinfectant and sanitization practices, and much more. HCPA member companies and their workers have been working overtime to increase the production of materials to keep the public safe and healthy during the coronavirus pandemic.

HCPA and its member companies have assisted states around the country during this time of need by:

• Ramping up production of disinfectants and facemasks to meet the increased demands of consumers and workers. One year from now, HCPA members are expected to have produced more than 2 billion facemasks. • Donating more than $50 million in direct cash donations in response to the COVID-19 pandemic. This number excludes significant product and in-kind donations. • Collaborating with the U.S. Department of Justice (DOJ) to combat price gouging of the products needed to fight COVID-19. • Providing input to ensure that cleaning and disinfectant product manufacturers were recognized as essential critical infrastructure workers by the Department of Homeland Security’s Cybersecurity & Infrastructure Security Agency. • Providing educational resources for consumers and workers with accurate information about COVID-19. Examples include: o Identifying the resources available to consumers and workers to aid during this national emergency. o Providing tips on how to stop the spread of the virus, especially related to proper hygiene and cleaning. o Providing up-to-date data on the impacts the virus is having. • Collaborating with the Environmental Protection Agency (EPA) on coronavirus-related efforts, including: o Providing input to the EPA on List N: Disinfectants for Use Against SARS-CoV-2, which is the list of products the EPA has identified as effective against COVID-19. There are almost 400 products currently on the list, most of which are made by HCPA members. o Meeting with Administrator Wheeler about how the Agency can assist manufacturers in fighting coronavirus, including addressing supply chain issues to ensure disinfectants remain available for consumers and workers.
