Area Assessment

The subject area (about 0.06 ha) involves two private industrial buildings, mainly mixed with existing residential developments in the (Plan C4).

One building is 6-storey high, 44 years old, in poor condition and under multiple ownership. Another building is 13-storey high, 44 years old, in fair condition and under single ownership.

The overall vacancy of the area is about 2.1%, which is significantly lower than the territorial figure of 10.2% for all “R(A)” areas and the average of 13.7% for the five areas in Kowloon. No subdivided unit was found in the concerned buildings. About 34.1% of the GFA is for Office use, to be followed by Warehouse/Storage use (about 21.5%). “Other Uses” take up about 8.9% of the GFA, including shop and services (5.9%), religious institutions (2.0%), and training centre or educational institutions (1.0%). No Manufacturing/Workshop use was identified in both buildings.

In terms of employment, about 59 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including about 13 workers (22.0%) in the manufacturing business and about 46 workers (78.0%) in the non-manufacturing business. The overall figure is very insignificant when compared to the total of 175,980 persons engaged (other than those in the civil service) in various business/industries in the Sham Shui Po District identified by C&SD in June 2014.

So far, none of the two industrial buildings in the area has obtained any planning permission or building plan approval for redevelopment/wholesale conversion of the existing building.

Since the two industrial buildings in the area are located in a mature residential district, the existing “R(A)” zoning could be retained to continue facilitating their redevelopment for residential use which would reduce the I/R interface problems.

Recommendation

To retain the area as “R(A)”.
