Sustainable Palm Oil Cluster (SPOC) J26 is the registered entity managing SPOC J26 based in MPOB Cawangan Parit Raja, Batu Pahat, No. 11A, Jalan Susur Intan, Taman Intan, 86400 Parit Raja, Batu Pahat, Johor, Malaysia. SPOC J26 is responsible to assist and advice the group of smallholders to manage their land planted with palm oil effectively.

SPOC J26 has selected a qualified number of smallholders to participate in these scheme

They require MS2530-2 certification to align with the headquarter office commitment to attain the recognized Malaysia sustainability standard for palm oil, Malaysian Sustainable Palm Oil (MSPO). Management systems that implemented, generally met intend of MS2350-2 requirement, but need further improvement as per our action plans addressed in section 6 and 7 of this document

Sustainable Palm Oil Cluster (SPOC) J26 is a group management initiated under TUNAS or Tunjuk Ajar dan Nasihat Sawit. TUNAS formed under Integration Research & Extension Division (IRED) and responsible to assist and advice the group of smallholders to manage their land planted with palm oil effectively. IRED Division is highly committed to be a premier reference centre on oil palm cultivation and maximum land-use for development of progressive and dynamic oil palm growers with their mission to ensure smallholders can maximize income through high oil palm productivity and mixed farming. Independent smallholders are also being guide to become more aware of the importance of getting their plantations and palm oil products to be certified sustainable in line with the increasing demand from the major markets, particularly in the European Union and the United States.

SPOC J26 also known formally as SPOC was selected as qualified smallholder cluster to participate in these scheme.

At this Advancement Assessment Audit (AA2), the audit team has summed up that the management of SPOC J26 has to focus on Field operation ensuring the smallholders to manage their land and crop according to MPOB Kod Amalan Baik religiously, the awareness on MSPO concept was still very vague and the status of risk management was still loose. There were 22 smallholders currently whose MPOB

Nevertheless SPOC J26 has successfully secured their MS 2530-2 certification after the Stage 2 Audit and is now running for the third year of MSPO Certification - Advancement Assessment 2 Audit.

However it was observed that there were harvesting poles being hanged, attached with sickle which was not covered with a safety cover.

2 Indicator 6.1.2 Principle: P6 Best practices Major Non-conformity MSPO Clause 6.1.2 - A visual identification or reference system shall be established for each field or block of oil palm planting. It was observed that in all visited lots, visual identification as block marker was not permanently placed for each field or block of oil palm planting to denote reference as name of block owner, year planted and hectarage.

3 Indicator 3.1.1 Principle: P3 Compliance to legal requirements Major Non-conformity MSPO Clause 3.1.1 - Independent smallholders shall show awareness of compliance with all applicable local, state, national and ratified international laws and regulations. However it was observed that in lots of Lau Ah Ba lot 5312 and Mohd Saat bin Mohamad lot PTD 10713, there were palms being planted on road reserves.

However it was observed that there was workers in lot 8441 (Lau Kia Yap) who did not wear proper PPE while loading and harvesting FFB.

However in lot 3513 of Lee King Wah lot 3513, we noted that there was 1 live wild porcupine caught in a cage which contravened the above clause

In lot of Noraini Bakar PT 4686, the ground vegetation was bare which could promote extensive soil or water erosion, hinders beneficial predator breeding areas and poor soil moisture retention. 5. In lots of Abdul Rahim bin Othman PT 4868 and Khairul Anwar Kasim PTD 10743 there were evidences of chemical containers and empty bottles which were not properly disposed. 6. In lot of Norshida bt Roslan , it was observed that the pruning was overdone, appreciate if the Group Manager could consider relooking into the matter. 7. In lots of Daud bin Rosmin PTD 8532, Rosmah bt. Ahmad PTD 11664 and Muslimah bt. Mokhtar PTD 10746,

there was a lot of overgrown woody growths which have not been properly managed or timely removed by the owner. 8. In lots of Khairul Anwar bin Kasim PTD 10743, Rosmah bt. Ahmad PTD 11664, Muslimah bt. Mokhtar PTD 10746, Sabtu bin Wahab PTD 10728 and Mohd. Hussain Abdul Kadir PTD 10726, there were waterlogged areas which have resulted in yellowing of palms, stagnated and irregular palm growth. Appreciate if the Goup Manager could consider resolving the issue. 9. We noted that there was 1 unit of fire extinguisher in the Store of Tuan Hj. Latif which has expired on 2016.

2. Introduction

This report was prepared by DQS Certification (M) Sdn. Bhd. in conjunction with the Sustainable Palm Oil Cluster (SPOC) J26 attaining the Malaysian Sustainable Palm Oil certificate in accordance to the MS 2530-2:2013, Malaysian Sustainable Palm Oil (MSPO) Part 2: General principles for independent smallholders (MS2530-2:2013)

2.1 Objective The objectives of Surveillance Audit are as follows;

Surveillance Audit (AA2)

1. Changes to the certified client and its management system 2. Verify continuous management system implementation 3. Review effectiveness of measures arising from the previous audit (if available) 4. Confirm fulfillment of certification requirements 5. Enquiries on aspects of certification (Complaints) 6. Reviewing any client's statements with respect to its operations (e.g. promotional material, website)

2.2 Scope The report deploys the input captured from the DQS MSPO checklist from audit conducted on 12th to 15th Nov. 2018. Analysis was done and it has been justified that prior recommendation of certification issuance can be made.

It has been referred to MS 2530-2:2013, Malaysian Sustainable Palm Oil (MSPO) Part 2: General principles for independent smallholders or MS2350-2:2013 to evaluate the effectiveness of system implementation in fulfillment of sustainability aspects in their operations.

For the purposes of this assignment, the focus will be on the compliance of clients towards MSPO principles and criteria (P&C), applicable statutory and regulatory requirement and established procedures/SOPs. The outcomes have been described from 939-D1-MSPO Guidance - Part 2 (smallholder) Checklist of audited sample of independent smallholders.

Finally, it is convincing to audit team to make justification of SPOC J26 that the management system is effective and fulfills the requirements according to certification scope defined in section 4.1 of this summary report.

3. Methodology

3.1 Stage 1 Stage 1 is not applicable. The site is currently certified with MSPO

3.2 Surveillance Audit This is a Surveillance Audit being planned and executed according to MS 2530-2 standard reference. SPOC J26 is registered to function as group management for certification where, the management system has been regulated for central unit of independent smallholder group. This is Second Surveillance audit after successful achievement of previous year surveillance audit conducted on 12–14 Sept. 2017 and organization has demonstrated their maintenance of good sustainability management system. The audit criteria are the certification standards as documented in the audit schedule as well as the current management system documentation of the company. 5 Certification Assessment

5.1 Stage 1 Audit Stage 1 is not applicable. The site is currently certified with MSPO.

5.2 Surveillance Audit Surveillance audit was conducted on 12th to 15th Nov. 2018 with total 7.0 man-days was allocated according to MSPO Certification Procedure.

The audit has been executed by the auditors as listed in section 2.3 of this audit report.

Surveillance Audit

5.2.1 Management Commitment and Responsibility, Transparency, Legal Compliance

Due to the increasing number of smallholders in the region, MPOB has ‘the ball rolling’ by restructuring their management plans establishing more SPOC to accommodate the increasing number of smallholders in line with the requirement of government’s mission which is to certify as many as possible the number of smallholders into MSPO certification.

The Management of SPOC J26 is in its third year of certification with an increase of 41 smallholders to 111 in total. The management is still working hard to ensure compliance and excellence in both its field operations and documentation of which there were high concerns in managing oil palm and smallholders by MPOB as of now. This is in light with the new influx of smallholders which were still ‘raw’ in certification and needs lots of training. Through random interviews during the field visits, it transpired that smallholders had vague understanding on the concept of MSPO of which the group management of SPOC J26 will have to execute an aggressive and wider extension program to improve the level of understanding among the smallholders.

The Continuous Improvement Plan for 2018 has been established by the management which include a comprehensive briefing and training of MSPO for the targeted smallholders i.e. emphasis on Good agricultural practice, providing awareness on MSPO, talks on environment and Occupational safety and health, findinds on MSPO audit, specific field operations program and social activities managed by KPSM (Koperasi Penanam Sawit Mampan)

5.3.2 Social Responsibility, Occupational Safety & Health, Employment Condition and Training and Competency

There was grave concern over the risk management among the independent smallholders as some risky activities as not wearing proper PPE while handling harvesting and loading FFB, having expired fire extinguishers, not showing Safety Data Sheets in chemical stores, etc. and these should receive the management utmost attention and priority for remedial action in the most strict but amicable manner. The routine talks and demonstration training to all workers and smallholders as motivational factor towards better living condition and a safe working environment were timely executed by the TUNAS officers during their rounds to smallholders as programmed.

As usual the Social aspect has been very cordial and harmonious among the independent smallholders and the MPOB Officers.

As part of their annual training plan, refresher talks was conducted on the MSPO requirement particularly in Safety and Health, Environment, Wildlife and the Good Agricultural Practice given by the respective

authorities as DOSH, Wildlife Dept. and DOE. In general the smallholders of SPOC J26 - Yong Peng will require a more intense and regular training in the field operations for better understanding and practice.

5.3.3 Environment, Natural Resources, Biodiversity and Ecosystem Services

Concerns were also observed in the environment part whereby the smallholders do not seem to practice as what was preached and told by the TUNAS officers as usual though training and refresher talks on environment by the authority DOE and TUNAS as well was conducted. There were cases found during the audit that smallholders still persevere throwing and leaving waste as empty fertilizer bags, plastic bottles, empty chemical and hydraulic containers, plastic and papers all over in the field. This calls for immediate rectification by the Group manager and team to do as required. Not to forget the basic knowledge and understanding of protected wildlife species or habitats of concern, together with their conservation needs should be planted in the minds of the smallholders to avoid any illegal acts by the smallholders.

5.3.4 Best Practices

The Kod Amalan Baik as established by TUNAS and use for the independent smallholders as reference point to ensure the good agricultural practices are practiced in their oil palm fields.The conclusion that can be made during the audit were that the agricultural practices were generally in line with the GAP but there are areas of concern which do not jive with GAP as blanket spraying resulting in bare ground, improper disposal of waste in the fields, large woody growths, waterlogged areas causing palm yellowing, stagnated and irregular palm growth and illegal planting on road reserves. The management of SPOC J26 Yong Peng should put extra effort to improve these operational issues based on their Good Agricultural Practice as established.

In conclusion, the auditors believed SPOC J26 management system is effective enough and fulfills the standard requirements subscribed though there are areas of concern which the auditors are positive enough that the management can manage the issues.
