PROPOSED ACTION

Authorizes the chief executive officer to execute a three-year contract with Wilson, Ihrig & Associates, Inc. to provide on-call noise and vibration consultant services in the amount of $405,000.

KEY FEATURES SUMMARY

• The contract with Wilson, Ihrig & Associates, Inc. will provide on-call noise and vibration services as part of ’s Noise and Vibration Program. The contractor will focus on providing systemwide noise and vibration technical support to meet Sound Transit’s commitments and address questions from local jurisdictions and the public. • Consultant services will be used on an on-call basis to respond to requests by Sound Transit departments to perform engineering work as the need arises. The contract will be managed through the use of individual task orders to define the scope and schedule of the work to be performed. • Task orders may include, but not be limited to: wayside noise and vibration measurements, data reduction and evaluation of results from wheel flat detectors and permanent vibration monitors, preparation of periodic trend reports from permanent vibration monitors installed along , testing campaigns to characterize reference noise and vibration emissions from Link light rail and Sounder trains including wheel and rail surface conditions, and derive lessons-learned from track design performance to inform noise and vibration features of future projects in design and construction.

BACKGROUND

Through Sound Transit’s Noise and Vibration Program, the agency aims to maintain and demonstrate compliant noise and vibration levels systemwide for sustained periods of time across the 20-mile light rail system from the University of Station to the Angle Lake Station, as well as the Sound Transit Sounder system. To meet this goal, and to be in compliance with requirements in Sound Transit’s agreements with the , sufficient and flexible resources are necessary to provide additional noise and vibration technical support. This support will help maintain Sound Transit’s facilities in a state of good repair and address potential queries by local jurisdictions and the public.

The current Civil and Structural Engineering and Environmental on-call contracts include the ability to perform some noise and vibration technical work. The proposed contract will supplement those contracts. Based on the scope of work for each task, any of these on-call contracts could be utilized to perform the work and ensure the best value.

Sound Transit issued a Request for Qualifications (RFQ) in September 2016. Four proposals were received in October 2016 and three firms were selected for an interview. Wilson, Ihrig & Associates. Inc. was determined to be the highest-ranked firm after evaluating the proposals and the interviews.

FISCAL INFORMATION

This on-call contract will be funded from the DECM Department budget. The services described in this proposed action will be requisitioned on an as-needed basis after available budget is verified.

During the 2017 budget development process DECM anticipated this contract action and has sufficient budget for task orders expected to be issued in 2017. Any task orders anticipated in the future will be included in that year’s proposed budget.

SMALL BUSINESS/DBE PARTICIPATION

Sound Transit promotes and encourages small business participation, which also includes Disadvantaged Business Enterprises (DBEs). Small Business and DBE goals are based upon an examination of subcontracting opportunities contained in the work of this contract and the number of Small Businesses/DBEs available to perform such subcontracting work.

Sound Transit determined that there were few Small Business and DBE subcontracting opportunities based upon the work described in this contract. Therefore, Small Business/DBE goals were not established or required.

For this contract, Wilson Ihrig Associates is a small business that anticipates 100% Small Business/DBE participation. The approximate estimate for the contractor/subcontractor are:
