This directory lists the names, addresses and telephone numbers of the elected officials who represent the citizens of the Lower Savannah Region in the governing bodies at the Federal, State and Local levels.

The Lower Savannah Region consists of six counties – Aiken, Allendale, Bamberg, Barnwell, Calhoun and Orangeburg – comprising a total area of 3908 square miles and containing a population of 315,808 in 2010. There are 45 municipalities within the region.

The Lower Savannah Council of Governments makes this directory available on its website www.lscog.org with the purpose of keeping the citizens of the region informed and in touch with their government and the local governments in touch with each other, thereby promoting coordinated efforts toward the cooperative development of our region as a whole.

101 LOWER SAVANNAH COG REGIONAL FACTS

 Served by three Interstate Highways – I-20, I-26 and I-95

 Site of two Universities, two Senior Colleges, two Two-Year Colleges and three Technical Education Colleges. The facility of one university – the University of South Carolina-Aiken – has the highest percentage of PhD’s or equivalent degrees in the state (80%).

 Location of the largest single employer in the State of South Carolina – the Savannah River Plant with portions located in Aiken, Allendale and Barnwell Counties.

 Thoroughbred Country – the Tourism Region consisting of Aiken, Allendale, Bamberg and Barnwell Counties. All the BEST of the “Traditional South” can be experienced here – historic sites, beautiful plantations homes, quiet rivers, equestrian events and Southern Hospitality.

 Includes Calhoun County which has the highest per acre production of soybeans in the state. Notable work by local seed-breeders has developed new strains of soybean and cotton seed.

 Orangeburg County is one of the leading producers of agricultural products in the state and is the first in the state in production of soybeans, corn, and wheat for grain and hay. It also has the largest livestock inventory of swine and cattle and calves in the state. Capitalizing on this large agricultural production, Orangeburg County is developing the food processing industry and is the site of the largest rurally-located food distribution center in the state.

102 LOWER SAVANNAH COG HISTORY

In the 1960’s and 1970’s, U. S. industry and population began a southward movement. This trend continues strongly today. To counties and municipalities wishing to take advantage of this movement, it became apparent that a regional concept of planning and developing the area would have greater impact and be more economically feasible.

In 1967, Aiken, Allendale, Bamberg and Barnwell Counties worked together to form the Lower Savannah Economic Development District. In January 1968, under the authority of ACT 487 of the 1967 ACTS of the South Carolina General Assembly, the Lower Savannah Planning and Development Council was officially organized with Calhoun and Orangeburg Counties joining the regional council.

In 1970, voters of the State of South Carolina approved in referendum to allow local governments to form regional councils that could provide a wide variety of services. In 1971, South Carolina ACT 487 was amended to allow expanded services through the regional organizations.

In 1976, recognizing the organization’s expanded services, the Lower Savannah Planning and Development Council changed its name to the Lower Savannah Council of Governments.

Local governments in all 46 counties in the State of South Carolina work together through regional councils. The state is divided into ten regional councils/planning districts; local governments in each region are served by these regional councils.

Lower Savannah Council of Governments serves Aiken, Allendale, Bamberg, Barnwell, Calhoun and Orangeburg Counties.

103 LOWER SAVANNAH COG STRUCTURE

The Lower Savannah Council of Governments is neither a federal nor a state agency. It is an independent association of local member governments in a six-county area; working together to meet the challenge of orderly economic, physical and social growth.

Guidelines for the Council of Governments come from a 39 member Board of Directors. This board is composed of six members from the Counties of Allendale, Bamberg, Barnwell and Calhoun. The County of Aiken is allowed eight members and the County of Orangeburg is allowed seven members. These members are appointed by their respective county governing body and must include the following:

 Four of the members must be elected officials

 Two of the members must be at-large members

 At least two of the members must be minority members

The Lower Savannah Council of Governments’ Board of Directors elects - from among its members - a Chairperson, a Vice Chairperson and a Treasurer. These three officers along with ten other members of the board (one member from each county along with three minority members and the Past Chairperson) comprise the Executive Committee of the Lower Savannah Council of Governments. The Executive Committee also includes nine alternates, one alternate for each of the six counties and three minority alternates.

It is the mission of the Lower Savannah Council of Governments to work with and on behalf of local governments to develop, implement, and administer plans, programs and projects in cooperation with local, state and national stakeholders, to improve the quality of life for residents in the Lower Savannah Region.

LOWER SAVANNAH COG SERVICES

Regional Councils are not another layer of government; they do not pass legislation, enforce laws nor levy taxes. Though a substantial portion of the operating funds come from state and federal governments, the Regional Councils work for and by the direction of Local Governments.

Through Regional Councils, Local Governments can…

 Have an organization which provides professional staff to supplement their own local operation without the expense of full-time staff;

 Work through one organization to secure and administer grants from numerous federal and state agencies;

 Participate in cooperative programs;

 Share information and solve common problems;

 Influence federal and state level decision making;

 Help stimulate the overall economic, social and physical environment of the area;

 Promote cooperation and coordination among public and private interests.

The purpose of the Lower Savannah Council of Governments is to provide a mechanism for collective action and joint problem-sharing, thus enabling local governments to capitalize on available options and to have a more influential voice in governments.

This purpose is achieved by the provision of a variety of services including planning and management assistance, economic development assistance, studies and recommendations, general and technical aid, and review of federal, state and local programs of regional importance.

112 PLANNING SERVICES, PROGRAMS AND ACTIVITIES PROMOTING ECONOMIC DEVELOPMENT

The Council of Governments supports and assists local governments in promoting economic growth by providing or assisting in the preparation of…

 Comprehensive Planning Programs which address the elements of population, economy, community facilities, housing, natural resources, cultural resources and land use;

 Developmental tools such as Zoning Ordinances and Land Development Regulations which many be used to guide growth and development;

 State and Federal Grants and Loan Applications for financial assistance;

 Socio-Economic data reports and analysis in support of planning and budgeting programs to meet infrastructure needs of local governments;

 Geographic Information Systems (GIS) base mapping for comprehensive planning and in support for infrastructure improvement programs;

 Online maps and interactive mapping site with custom map building tools;

 Global Positioning System (GPS) field surveys in support of base mapping programs for infrastructure inventory, maintenance, tax assessment and planning;

 Rural Transportation Long Range Plan and Ranking of Regional Highway Improvement Needs in partnership with the S.C. Department of Transportation.

 Regional Rural Transportation Analysis and Planning to promote better utilization of transportation resources and the coordinated provision of transit services.

SMALL BUSINESS DEVELOPMENT

The Council of Governments established the Lower Savannah Regional Development Corporation (LSRDC) to assist small businesses seeking to expand within the region. The LSRDC provides financing to businesses that will create permanent jobs and leverage private investment in the Lower Savannah Region. These funds can be used in conjunction with loans from other governmental or private lenders.

113 COMMUNITY DEVELOPMENT

The Lower Savannah Community Development staff has assisted many communities in creating a safe and decent sustainable environment for their citizens through improved infrastructure, economic growth and neighborhood revitalization. Our experienced staff assists municipalities in developing plans, locating funding opportunities, writing the applications, administering and implementing the regulatory agencies’ guidelines for Community Development.

Lower Savannah COG’s Community Development primarily works with Community Development Block Grants (CDBG) through the South Carolina Department of Commerce, Grants Administration Division. Lower Savannah COG has been involved with CDBG funding since 1982 when it was first funded through the State from the U.S. Department of Housing and Urban Development (HUD) under the Housing and Community Development Act of 1974, as amended. CDBG funds have been successfully used to improve infrastructure such as water, sewer, roads, railroads and drainage. CDBG funds have also been used to stimulate economic growth through infrastructure support to new industries, downtown redevelopment, streetscapes and facades. CDBG funds are also used for neighborhood revitalization which includes affordable housing, housing rehabilitation, replacement, demolition and clearance.

Our Community Development staff also provides assistance with South Carolina State Housing and Finance funding as well as USDA Rural Development and South Carolina State Budget and Control funding.

TOURISM PROGRAM

One of eleven Tourism Regions in the State of South Carolina, Thoroughbred Country is a tourism promotion agency for the Counties of Aiken, Allendale, Bamberg and Barnwell.

Thoroughbred Country showcases the culture, the history and the agriculture of this primarily rural area. Visitors to this region will experience the excitement of the equestrian world, the charm of small-town life and the preservation of historical and natural beauty.

Thoroughbred Country also is an important part of the South Carolina National Heritage Corridor which runs along the western side of the state from the mountains to the sea.

Specific functions of the program include…

 Designing an annual marketing plan for the region;

 Hosting familiarization tours for travel writers, tour operators and South Carolina Parks, Recreation and Tourism staff (SC PRT);

 Producing thousands of tourism collateral pieces annually, including the Thoroughbred Country Visitor’s;

 Placing advertisements in national trade and consumer magazines;

 Maintaining and marketing a promotional website www.tbredcountry.org;

 Attending trade and travel shows;

 Assisting local communities in their tourism marketing and development;

 Publishing a quarterly newsletter for the hospitality industry in the region;

 Actively belonging to the Southeast Tourism Society, South Carolina Bed and Breakfast Association, South Carolina Nature Based Tourism Association, South Carolina Association of Tourism Regions, Travel South and South Carolina Travel & Tourism

Programs in this department includes programs to benefit older adults and their families, family caregivers, the medically indigent, people with disabilities and people who seek, use or depend on public and human service transportation.

Aging and Disability Resource Center LSCOG operates the Aging & Disability Resource Center (ADRC), serving the six counties of the region. The center is a focal point for information, referrals and assistance. We help consumers in the region learn about and access services, benefits and resources relating to independent living and supportive care for older adults and adults with disabilities. Information is available through the internet at scaccesshelp.org or by calling our toll-free number 1 800 845-1550. An on-line application for long-term care Medicaid or GAPS insurance is also available, as well as assistance in a wide variety of areas. Aging & Disability Resource Centers are the new service delivery model for services under the Older Americans Act and other programs which seek to be accessible to the public through a one-call center. LSCOG’s ADRC was the first in the state; now there are five operating in South Carolina!

At the Regional Level, we

 Provide information and assistance on almost any topic  Offer a family caregiver support program which provides information, assistance and limited short- term grants to help family members caring for loved ones aged 60+ and for people 55+ who are caring for grandchildren (or other children related by blood or marriage) age 18 and under. Information, emotional support, respite and supportive services are among available options in this program  Rental assistance and legal referrals for seniors  Long term care ombudsman services to prevent and investigate allegations of neglect, abuse or exploitation of residents in nursing homes and other residential care facilities  Offer a medication assistance program for medically indigent adults, helping them to apply for and obtain free prescription medications from pharmaceutical companies  Provide assistance with Medicare Part D and other benefits programs  Provide educational and consumer protection programs for consumers

Area Agency on Aging We are the Area Agency on Aging (AAA) for our region. In this role, we plan for, develop and help to support a regional and local network of services to meet priority needs of older adults in the region. The goal of these programs is to help enable older adults to live as independently and healthily as possible in their own homes and communities for as long as possible. We contract for services including group dining, home delivered meals, home-living support, transportation and wellness services with local service agencies in each county. We are funded through the SC Lieutenant Governor’s Office on Aging, the SC Legislature and the Federal Administration on Aging.

Regional Transportation Coordination and Mobility Management LSCOG is designated by the South Carolina Department of Transportation to be the lead agency in the region in coordinating public and human service transportation. LSCOG, in partnership with local county governments, formed a Regional Transportation Management Association in 2001 to bring together government and transportation providing agencies and organizations to develop a coordinated regional system of transportation that would efficiently and effectively serve the transportation needs of local citizens. LSCOG is the grantee for federal transit funds to serve older adults and people with disabilities in the region and for funds to provide transit service in the urbanized portion of Aiken County. LSCOG staff have helped local counties develop and implement coordinated public transit service in two counties and are currently working in two un-served counties and have provided hours of technical assistance in all counties to improve and enhance transportation services.

LSCOG is in the national spotlight, having received three national, competitive grants to help us develop a one- call Mobility Information, Assistance and Management Center as an expansion of our Aging and Disability Resource Center concept. The new mobility center, now in the planning stage, will use intelligent transportation technology to provide a consumer-focused center to help individuals seeking transportation to find rides and to be the coordination hub for as many health, human service, public, and private transportation services in the region as possible.

115 WORKFORCE DEVELOPMENT

The Lower Savannah Council of Governments is the administrative entity for the region’s Workforce Development Act (WIA) or Workforce Development (WD) program. The Workforce Development program is a federally funded program designed to provide workforce development activities through a local workforce investment One-Stop Delivery System that increases the employment, retention and earnings of participants. The program also increases occupational skill attainment by participants and, as a result, improves the quality of workforce, reduces welfare dependency and enhances the productivity and competitiveness of the six- county region.

Adults, Dislocated Workers and Youth (14-21 years old and out-of-school) access services through the region’s six One-Stop Workforce and Career Centers.
