I. Public Consultation and Information Disclosure Public Disclosure Authorized

The subproject of JPESTP in Jinxian County is Jinxian County Qinglan Lake (Inner Part) Flood Control and Waterlogging Management Subproject. Two rounds of public consultation and information disclosure were conducted for the subproject.

The discussion meeting conducted public consultation and information disclosure on environmental impact assessment of Jinxian County Qinglan Lake (Inner Part) Flood Control and Waterlogging Management Subproject. The attendees discussed about the potential impacts of its implementation on the environment and prevention measures, formed consensus, and reached an agreement. Subject matters of the meeting are hereby documented as follows:

2.1 Information disclosure

The EIA institutes introduced the Qinglan Lake Flood Control and Waterlogging Management Subproject, impacts on the environment during construction and proposed measures to be taken, and briefly described the significance of information disclosure for JPESTP and related follow-up matters.

2.2 Positive benefits of the subproject

Improved flood control capacity of the Qinglan Lake can protect the lives and properties of people living within the dike from being threatened by flood, guarantee normal work and life of people within the dike, provide stable production and living environment, significantly reduce negative factors affecting social stability, effectively reduce damage and economic loss brought by flood, make full use of water and land resources within the region, effectively assure industrial and agricultural production, promote local economic development, and improve living standards of local people.

2.3 Environmental impacts of the subproject and measures to be taken

During the construction process, generally construction dust, noise, sewage water, garbage and other pollutants would be generated and certain soil erosion would be caused. Meanwhile, it was put forward on the meeting that construction machinery, construction material and other construction materials which still contained oil shall be prevented from dumping into the Lake and impacting the environment. In addition, as the construction would ruin the cultivated land, the safety of passers-by shall be paid attention to during excavation, etc. Regarding the above environmental impacts, the attendees actively discussed and made the following scheme: a. In order to reduce air pollution, the plane layout of the site shall be optimized, borrow site, quarry site and other dust generating materials shall be kept away from residential areas, the feed inlet and outlet of construction machinery (mixer, etc) shall be isolated during operation, and road pavement shall be periodically watered to avoid dust pollution caused by vehicles passing by. b. In order to reduce environmental impacts of subproject implementation, construction machinery with low noise shall be used; construction during break hours of local people shall be avoided, and machinery with strong noise shall be prohibited from working at night; the machinery and vehicles shall be repaired and maintained regularly. c. Wastewater and solid waste generated by construction workers shall be filled in temporary septic tanks and dump pits, and shall be cleared and transported in a timely manner, so as to avoid long-time storage, air pollution and water pollution. d. Construction in rainy season shall be avoided to the greatest extent; slopes shall be pressed with sandbag or straw mat for temporary protection to prevent soil erosion caused by runoff in rainy season; excavation material shall be timely filled and utilized to avoid long time of storage during dike foundation excavation. e. During excavation of borrow site and quarry site, no steep side slopes shall be kept; after excavation is completed, the peeled topsoil shall be backfilled, tree and grass planting measures shall be taken, safety signs shall be set up in the exploitation area, and step slopes shall be kept as many as possible.

2.4 Meeting summary

All attendees actively expressed their views and the EIA institutes also responded to these views. Meanwhile, all attendees unanimously considered that Jinxian County Qinglan Lake (Inner Part) Flood Control and Waterlogging Management Subproject was beneficial to both the nation and the people, and agreed to provide the subproject with substantial support and all-out cooperation.

3. Public Consultation Questionnaire

On June 25, 2012, the EIA Team distributed 45 questionnaires to people who might be affected within the assessment scope, especially residents in the surrounding villages, and recovered 41 questionnaires, all of which are valid, with the recovery rate being 91%. Please refer to Table 1 for questionnaire sample, refer to Table 2 for basic information of public consultation participants, and refer to Table 3 for results of public consultation.

Negative impacts: the subproject involves relocation and land acquisition and would have negative impacts on the production and living conditions of households whose houses are demolished or whose land is taken, Impacts and would generate construction dust, noise, wastewater and domestic garbage; if no prevention and treatment measures are taken, environmental quality and living conditions of nearby residents would be affected; the stacking of excavated cubic meter of earth and stone as well as waste residue would have adverse impacts on vegetation in the subproject areas and cause soil erosion; in addition, construction activities during construction period would also have some adverse impacts on ecological environment in Qinglan Lake Nature Reserve.

The subprojects of JPESTP in Luxi County include Luxi County Yuan River East Avenue Road and Infrastructure Construction Subproject, Luxi County Yuan River Ecology Integrated Management Subproject and Luxi County Water Supply Subproject for Urban Areas and Surrounding Villages and Towns. Two rounds of public consultation and information disclosure were conducted for the subprojects.

Implementation of these three subprojects would significantly improve regional ecological and habitat environment, promote economic and social development level and new

urbanization level, and boost building of an ecologically sound Luxi County where people enjoy their cultural and material life.

2.3 Public views and explanations made by the owner

Key views of the public: a. The general public indicated to support the construction, raised no objection, and wished the subproject could be completed as soon as possible, so as to serve people in Luxi County. b. During construction, construction dust shall be prevented from impacting nearby residents.

III. City Public Consultation and Information Disclosure

The subprojects of JPESTP in Gongqingcheng City include Gongqingcheng City Wusi-Junshan Avenue Road Subproject, Gongqingcheng City-Sujiadang Township Road Subproject, Gongqingcheng City-Zequan Township Road Subproject and Gongqingcheng City Public Bus Center Subproject. Two rounds of public consultation and information disclosure were conducted for these subprojects.

2.1 Information disclosure

2.2 Positive benefits of the subproject

The construction of Wusi – Junshan Avenue and its extension line provides the living and production of local residents along the line with convenient and rapid transportation conditions. The Gongqingcheng City – Sujiadang Township Road Subproject would connect the urban area with Sujiadang township government and perfect one of the city horizontal main roads. The Gongqingcheng City – Zequan Township (Fenghuang Village of Jinhu Town to Zequan Township section) Road Subproject would promote urban-rural integration of Gongqingcheng City, facilitate the formation of Gongqingcheng city framework and boost economic and social development of Jinhu Town and Zequan Township. Building a “public bus center with a modern terminal” would not only meet the needs of passenger transportation, but also significantly improve the overall image of the city and also fundamentally eliminate the negative impacts of poor public transport on regional economic development.

2.3 Public views and explanations made by the owner

5. Public Consultation Questionnaire

In June 2012, the EIA Team distributed 60 questionnaires to people who might be affected within the assessment scope, especially residents in the surrounding villages, and recovered 57 questionnaires, all of which are valid, with the recovery rate being 97%. Please refer to Table 7 for questionnaire sample, refer to Table 8 for basic information of public consultation participants, and refer to Table 9 for results of public consultation.

Its pavement is 24m wide with four lanes on both sides, cement and concrete pavement and Class II under secondary urban main road and its designed vehicle speed is 40km/hourour. Funding for the subproject would be financed from the World Bank and Gongqingcheng City Government. Surrounding environment and land overview of the subproject: the subproject location has little terrain fluctuation, scattered population, villages and towns, and there are no cultural relics, historic sites or ancient and rare trees nearby. The subproject occupies 77 mu of paddy field, 92 mu of dry land, 5.4 mu of orchard, 12 mu of paddy field and 158 mu of other land. It is estimated that the subproject would need total investment of 76.46 million Yuan. Subproject construction scheme: all soil and stone material used for subproject construction can be bought locally and no independent quarry or sand quarry would need to be built; the surrounding road network of the subproject is well distributed and the transportation is convenient, thus no temporary pioneer road would need to be set up. “Three accesses” and land leveling and demolition of the subproject will be completed in April 2013, and the subproject will be open to traffic in December 2014. Positive and negative impacts of subproject implementation Positive impacts: after it is completed, the subproject would facilitate the travel of local residents, boost local economic development, improve people’s livelihoods, accelerate regional urbanization process and drive better and faster development of Gongqingcheng City. Negative impacts: the subproject would involve land acquisition, which would have negative impacts on the production and living conditions of nearby residents; forest land occupied by the subproject would destroy surface vegetation, reduce biomass, cut off biological exchanges and damage ecological environment. During the construction, dust, construction noise, exhaust gas, wastewater and domestic solid waste would be generated. If control measures are not, the living conditions of nearby residents may be affected, and the surrounding water body may be polluted; excavation tends to generate soil erosion and reduce the value of land use. After the subproject is completed, main problems would be traffic noise and automobile exhaust gas. As predicted, after the subproject is completed and open to traffic, traffic noise would have obvious impacts on residential areas within 35 meters of boundary lines of roads, and automobile exhaust gas contains CO, NOx and HC (hydrocarbon), which would harm human health after

long-term exposure. Proposed mitigation measures: Land acquisition and relocation: to strictly control occupation of cultivated land, put forward compensation plan, and strive to realize “occupation – compensation balance”. The land acquisition department should guarantee that all funds will be in place without delay, which shall be enough to pay land compensation fees. 2.1 Information disclosure

The EIA institutes introduced the profile of Jiujiang County Urban Infrastructure Demonstration – Yuanming Avenue Road Extension Subproject and Jiujiang County Integrated Urban Infrastructure Demonstration and Flood Control Subproject, impacts on the environment during construction and proposed measures to be taken, and briefly described the significance of information disclosure for JPESTP and related follow-up matters.

2.2 Positive benefits of the subproject

Yuanming Avenue Subproject would mainly connect the main urban zone of Jiujiang County with Shayan Road, and significantly facility the connection between Balihu new district of Jiujiang and Jiujiang Yangtze River 2nd Bridge under construction. In addition, the subproject would also expand the radial force of Jiujiang County and satisfies 3 million of customer flow needs driven by the boundless universe project. The construction of city flood control comprehensive treatment project can improve the living environment of more than 60,000 people along the river, increase the irrigation area and efficiency of farmland along the river, raise grain yield, increase the water catchment amount of Poyang Lake and improve water quality, reduce casualty loss, reduce governmental disaster prevention and relief capital cost, and effectively boost economic benefits and social benefits.

2.3 Public views and feedback given by the EIA institutes

Public attitude: all attendees considered that the subproject implementation would be beneficial to boosting economic benefits and social benefits in Jiujiang, indicated to support the construction, and raised no objection.

Public views: as Jiujiang was located in schistosomiasis affected area, schistosomiasis prevention work shall be well done during construction of city flood control comprehensive treatment project.

Response of the owner and EIA institutes to public views: in order to achieve effective schistosomiasis prevention and control, the county PMO has already contacted the station of schistosomiasis prevention and control, which has indicated to strictly carry out oncomelania screening and killing and to draw up and improve schistosomiasis prevention and control measures.

2.4 Meeting summary

All attendees actively expressed their views and the EIA institutes also responded to these

Subproject name: World Bank-financed Jiangxi Poyang Lake Basin and Ecological Economic Zone Jiujiang County Town Infrastructure Construction Demonstration Yuanming Avenue Extension Road Subproject Construction location: begins in the east from the intersection of Chaisang North Road and Yuanming Avenue and ends in former Nanxun Road railway station in Xincheng Village of Jiujiang County Subproject overview: Jiujiang County Yuanming Avenue extension line is an important passageway for the new district. It begins in the east from the intersection of Chaisang North Road and Yuanming Avenue and ends in former Nanxun Road railway station in Xincheng Village of Jiujiang County, with an overall length of 1.898km. Jiujiang County Yuanming Avenue extension line would be built to be a Class III under urban main road with pavement width of 36 meters, the cross section form is 3.5 meters (pavement) + 11 meters (roadway) + 7 meters (central green belt separation) + 11 meters (roadway) + 3.5 meters (pavement), and the roadway is paved with bituminous concrete. The proposed road to be built is of Class III under secondary urban main road with the designed vehicle speed of 40km/hour, the designed service life of 15 years and anti-earthquake capacity. The construction period will be 14 months. The subproject would need total investment of 82.76 million Yuan. Construction scale: the subproject will permanently cover an area of 126 mu and temporarily cover an area of 10 mu. Public views: the public considered the environmental protection measures proposed during environmental impact assessment feasible, and mainly concerned about the environmental impacts of noise and dust during construction period.

1) In order to reduce construction dust, borrow site, quarry site and other dust generating materials shall be kept away from residential areas, the feed inlet and outlet of construction machinery (mixer, etc) shall be isolated during operation, and road pavement shall be periodically watered to avoid dust pollution generated by vehicles passing by.

2) In order to reduce the impacts of construction noise, construction machinery with low noise shall be used; construction during break hours of local people shall be avoided, and machinery with strong noise shall be prohibited from working at night; the machinery and vehicles shall be repaired and maintained regularly.

Response of the owner and EIA institutes to public attitude: the soil and water conservation subproject shall be strictly implemented during construction. Construction in rainy season shall be avoided to the greatest extent; slopes shall be pressed with sandbag or straw mat for temporary protection to prevent soil erosion caused by runoff in rainy season; excavation material shall be timely filled and utilized to avoid long time of storage during dike foundation excavation.

Ruijin City Mianjiang River East Bank Dike Subproject

Construction location East bank of Mianjiang River in Ruijin City

Subproject overview The works scope includes the section between Jindu Bridge and Ruijin Bridge with an overall length of 1.15km. The dike top has a width of 4.0m, a side slope of 1:2.5, and covered by geogrid turf, paved rock block slop protection, etc. Main environmental problems of the subproject will be mainly generated during construction. During such period, “the three wastes”, noise and other pollutants will be generated, and the construction will bring adverse impacts on ecological surface environment, water environment, atmospheric and acoustic environment, but such impacts will vanish upon the termination of construction period. In order to reduce the environmental impacts of construction, construction machinery with low noise shall be used, and machinery with strong noise shall be prohibited from working at night; wastewater and solid waste generated by construction workers shall be filled in temporary septic tank and dump pit, and shall be cleared and transported in a timely manner; in order to prevent soil erosion caused by run-off in rainy season, slopes shall be pressed with sandbag or straw mat for temporary protection. 2.1 Information disclosure

The EIA institutes introduced the profile of Jinggangshan City Longjiang River Integrated Management Subproject, impacts on the environment during construction and proposed measures to be taken, summarized the public views collected in the first public negotiation and information disclosure and replies thereto, and briefly described the significance of information disclosure for JPESTP and related follow-up matters.

2.2 Positive benefits of the subproject

The construction of Jinggangshan City Longjiang River Integrated Management Subproject will further improve the flood control capacity of Longshi urban area, further promote the city grade of Longshi urban area, thoroughly improve the environmental quality of Longjiang River and surrounding area, build a development pattern of “one river and two banks”, strive to construct an ecological leisure gallery, and provide the citizens with satisfactory leisure, fitness and entertainment arena, thus having significant impacts on future development of Longshi area.

2.3 Public views and feedback given by the EIA institutes

Public attitude: all attendees considered that the subproject implementation would be beneficial to boosting economic benefits and social benefits in Jinggangshan City, indicated to support the construction, and raised no objection. Public views: the public considered the environmental protection measures proposed during environmental impact assessment feasible, and mainly concerned about construction dust.

Response of the owner and EIA institutes to public views: in order to reduce construction dust, borrow site, quarry site and other dust generating materials shall be kept away from residential areas, the feed inlet and outlet of construction machinery (mixer, etc) shall be isolated during operation, and road pavement shall be periodically watered to avoid dust pollution generated by vehicles passing by.

2.4 Meeting summary

All attendees actively expressed their views and the EIA institutes also responded to these views. Meanwhile, all attendees unanimously considered that Jinggangshan City Longjiang River Integrated Management Subproject was beneficial to both the nation and the people, and agreed to provide the subproject with substantial support and all-out cooperation.

3. Public Consultation Questionnaire

On May 24, 2012, the EIA Team distributed 50 questionnaires to people who might be affected within the assessment scope, especially residents in the surrounding villages, and recovered 50 questionnaires, all of which are valid with the recovery rate reaching 100%. Please refer to Table 19 for questionnaire sample, refer to Table 20 for basic information of public consultation participants, and refer to Table 21 for results of public consultation.

1、减少施工噪声影响,施工时采用低噪声的施工机械;避开周围人民的休息时间, 禁止强噪声的机械夜间工作;经常性的对机械、车辆进行检修和维护。 2、施工期间对施工场地及施工便道进行洒水以降低扬尘的影响;同时加强材料运 输管理,散状材料运输时采用加篷措施。 3、加强施工管理,施工现场悬挂施工标牌,标明工程名称、工程负责人、施工许 可证和投诉电话等内容,接受社会各界和当地居民的监督;施工单位应配备 1 名专职环 保人员负责环境管理。对于投诉问题,由业主和承包商及时与当环保部门取得联系,力 争在 48h 内解决环境纠纷。 ④会议小结 参会人员在会上都积极发表各自的意见,环评单位也对这些意见进行了解答。同时参会人员一 致认为宜丰县渊明大桥、渊明大桥至 320 国道连接线道路工程项目及宜丰县城南主干道道路工程是 一件利国利民的大好事,表示将对项目给予大力支持和全力配合。

Subproject overview: the subproject is located in urban area section of Yifeng County, which begins from Tianbao South Road and ends at Nongchang Road, and the overall mileage length of the principal line is 1.464km. The road is designed to be at the II level, the speed is designed to be 30km/hour, the road foundation will have a width of 40m, and the roadway will have a width of 16m. In the subproject, Yuanming Bridge has an overall length of 156 meters, and the bridge floor has a net width of 25.5 meters. Both the road surface and the bridge floor will be made of bituminous concrete. The subproject includes road engineering, water (rain) discharge engineering, illumination engineering, traffic engineering and afforestation engineering. The subproject would need total investment of 94,189,480 Yuan. II. Overview of potential environmental impacts of the construction project Main impacts factors during construction: dust or dust emission as well as relatively concentrated emission of exhaust gas of oil-fueled automobiles and equipment have time-bound impacts on ambient air, construction machinery will generate noise, temporary land occupation, stocking of spoil and debris, demolition, etc will bring some damage to the ecological environment, and domestic garbage and sanitary wastewater will have some impacts on the environment if not treated properly; Main impacts factors during operation: the traffic volume in passage sections will be increased, and traffic noise and emission of automobile exhaust gas will have some impacts on the environment in both sides of the road, especially the sensitive points; dirt and waste oil on road surface will flow into the river with rain water, which will bring certain effect to the water quality. III. Key countermeasures and measures to prevent or mitigate adverse environmental impacts Exhaust gas: the construction material transport vehicles shall be covered with tarpaulin, and water shall be regularly sprinkled on the construction site. Lead-free gasoline shall be adopted, and other exhaust gas treatment measures shall be taken; Noise: the construction sites and time shall be properly arranged, high-noise operation sites shall be away from environmental sensitive areas, equipment with low noise vibration shall be used to the greatest extent, night construction near residential areas shall be strictly prohibited, and mobile noise barrier shall be set up if necessary. During operation, noise barrier facilities shall be designed and installed in noise sensitive points to control noise pollution; Ecology and society: the construction manner shall be improved to reduce damage and impacts of road foundation construction on road surface and natural water flow, soil (residue) picking and disposing fields and construction fields shall be kept away from Reserves and rivers. After the construction is completed, the land shall be timely reclaimed to prevent soil

erosion, prevention and treatment measures integrating with engineering and vegetation shall be taken to road foundation slope, and afforestation shall be done along the road, so as to minimize the soil erosion along the road. Water environment: management of machinery and equipment shall be enhanced during construction, so as to prevent evaporating, emitting, dripping or leaking of various oil contaminations. Management of construction workers on site shall be strengthened, so as to prevent water environment pollution caused by their sanitary sewage. Solid waste: generation of spoil and debris to the greatest extent, spoil and debris fields shall be reasonably selected, and the covering soil shall be afforested or compacted. IV. Main conclusions of environmental impact assessment put forward in the environmental impacts report The subproject implementation accords with national industrial policies, the overall planning and site selection in Yifeng County is rational, and is of significance to the development of Yifeng County and city road network. Its positive effect is far larger than its negative effect whether to the society, the economy or the environment. As long as “Three Simultaneousness” is strictly implemented during the subproject implementation, environmental management can be practically enhanced during operation after completion, and comprehensive environmental pollution prevention and treatment work is well done, from the angle of environmental protection, the subproject is feasible. Implementation of the two subprojects would relieve traffic congestion in the county’s urban areas, provide access to the passenger railway station soon to be completed, increase road transport capacity in Nanfeng County, relieve transport pressure of other roads, provide people in the county with high-quality living environment and social services, meet the county’s increasing needs for development, beautify the county’s urban environment, improve its urban investment climate, scale up urban construction and development and accelerate economic development in the county and its surrounding regions.

Public attitude: all attendees believed that implementation of the two subprojects would bring additional economic and social benefits to Nanfeng County and expressed support and no objection to the two subprojects.

2.1 Subproject Overview Overview of Nanfeng County Nanfeng Bridge Construction Subproject: under the subproject, the new Nanfeng Bridge would be built with the total length of 296m (excluding the approach span), total width of 28m (including driveway width of 2x11.5m and sidewalk width of 2x2.5m). The bridge is the combination of pre-stressed concrete continuous box girder bridge and landscape cable-stayed tower bridge. The bridge is to stride over the Xu River, connect with Judu East Avenue in the eastern end and with Daqiao Road in the western end and is located at 30m upstream of the old Nanfeng Bridge.

Overview of Nanfeng County Hedong New District Xingnong Avenue Road Construction Subproject: the road starts at the intersection of bus station at Huacheng East Road and ends at Huancheng South Road. It would be a Class II secondary urban main road with the total length of 4.767km, designed vehicle speed of 40km/hour, base width of 32m for the standard sections and 38m for the expanded sections at crossroads.

2.2 Environmental Impacts 1) Construction period: main impact factors include construction dust, noise, waste gas, wastewater, solid waste and soil erosion. Environmental impacts are only confined to the construction period, of a temporary nature and would vanish once construction is completed. 2) Operation period: waste gas is mainly vehicle exhaust gas, which contains CO, NOx and other pollutant; wastewater is mainly road surface runoff, which contains SS, petroleum and other pollutants; noise is mainly generated by vehicles on the roads, which would affect settlements along both sides of roads; solid waste mainly comprises domestic waste and garbage cleaned from road surface.

2.3 Proposed Mitigation Measures 1) Noise: use low-noise road surface and set up afforestation belt to reduce noise; 2) Solid waste: collected and transported to sanitary landfill; 3) Ecology: take corresponding measures to control soil erosion during construction and widely carry out afforestation after construction completion. The construction of these two projects will get the traffic bottleneck through, improve the urban and rural road network, promote the road level, accelerate economic and social development, perfect the urban framework, boost the construction of city supporting projects, and improve the urban management level and citizens’ life quality.

2.3 Public views and feedback given by the EIA institutes

Public attitude: all attendees considered that the subproject implementation would be beneficial to boosting economic benefits and social benefits in Dexing City, indicated to support the construction, and raised no objection.

Public views: the public considered the environmental protection measures proposed during environmental impact assessment feasible, and mainly concerned about construction dust.
