Preston academy slammed by inspector Preston's multi-million pound flagship academy has been given a caning by government inspectors. Fulwood Academy has been plunged into special measures by Ofsted, who criticised almost every aspect of teaching, learning and management across the school. The school- and its new sixth form - has been deemed inadequate following a two-day inspection by a team of four, which saw them sitting in on 35 different lessons. http://www.lep.co.uk/news/education/preston-academy-slammed-by-inspector-1- 6262641 Preston MP Mark Hendrick said he was appalled by the report. He said; “ I’m totally bewildered by the lack of progress at the school." He said he had serious reservations about the way the academy was run, adding: “It is not accountable to the local authority but Mr Smyth and his management carry on as it is some sort of independent school, therefore not accountable to the local community. The school is state-funded.” Simon Jones, national executive member of the National Union of Teachers, said: “This is no great surprise. The whole academy idea of putting schools into the hands of the private sector is flawed. Professionals know the best way to help a failing school is the coherent support available within the local authority.” http://www.lep.co.uk/news/education/critics-hit-out-over-flawed-system-1-6262532

£8.3 million for future of bus station The future of Preston’s iconic bus station is set to be guaranteed thanks to a deal between Preston City Council and Lancashire County Council. If approved, the deal will unlock £8.3 million of investment into the brutalist structure. Ownership is set to be handed over to the county council, and staff will be transferred on the same terms and conditions. The cash, originally earmarked for a new small bus station before the building received Grade II listed status this year, will ensure the building stays in public ownership. The deal is due to go before the cabinet of both the city and county council next week. http://www.lep.co.uk/news/8-3-million-for-future-of-bus-station-1-6277071

‘Revolutionary’ move to bring co-ops to city A “revolutionary” scheme could come to Preston, designed to encourage co- operatives across the city. City council leaders hope the community wealth building initiative will encourage spending within the local economy, and support the formation of co-operatives where there is a market gap. The project is one of three initiatives designed to promote co-operatives across Preston, and will aim to engage “anchor institutions”. Councillor Matthew Brown, cabinet member for community engagement and inclusion, said the council hoped to engage seven local institutions to adopt the scheme. He said: “We are identifying the top 300 suppliers and we are trying to encourage them to shift the spend on the local economy. So instead of buying in London or Birmingham or abroad, buy from Preston or Lancashire. http://www.lep.co.uk/news/business/revolutionary-move-to-bring-co-ops-to-city-1- 6277084

Reserve is transformed into Deep Dark Wood Two artists have created a remarkable image of children’s favourite, The Gruffalo, at a Preston nature reserve - using chainsaws. Father and son team Tim and Mike Burgess crafted the sculpture of the fearsome storybook character in an area previously known as the Willow Woods at Brockholes Nature Reserve. The area will now be known as the Deep Dark Woods, home of the Gruffalo, and will be the location for Brockholes’ hugely popular Gruffalo Hunts, part of their Wild Families fun days. The two artists joined a group of youngsters aged 16 and up who are members of the reserve’s Dirtworks conservation group. http://www.lep.co.uk/news/reserve-is-transformed-into-deep-dark-wood-1-6262623

County pension fund ‘investing in death’ Shares totalling £80m in tobacco and alcohol might be a drop in the ocean for Lancashire’s largest pension fund. But after the County Council took on responsibility for public health issues like smoking and drinking earlier this year, today’s revelation by the Evening Post was bound to cause outrage. “Investing in death,” was how the country’s top public health boss branded the portfolio of investments held by the £5.5bn Lancashire County Pension Fund today. And Professor John Ashton, president of the Faculty of Public Health UK and a former North West director, blasted fund managers for buying a slice of three multi-national companies which own a large chunk of the tobacco and alcohol market in Britain. http://www.lep.co.uk/news/health/local/county-pension-fund-investing-in-death-1- 6281544

Police commission: Neighbourhood policing under threat Neighbourhood policing is under threat in England and Wales as police "retreat to a discredited reactive approach", a report is to say. The Independent Police Commission will say that every neighbourhood should have a guaranteed level of policing. The commission, which will publish its report on Monday, was set up by Labour in 2011 under former Metropolitan Police Commissioner Lord Stevens. http://www.bbc.co.uk/news/uk-politics-25071624

'Abolish' Police and Crime commissioners report urges Police and Crime Commissioners (PCCs) should be abolished and replaced by a new system, a review of policing in England and Wales has said. The review led by ex-Met Police Commissioner Lord Stevens said PCCs, introduced in 2012, should be scrapped in 2016 and more power given to local councillors and local authorities. The review also recommends that some police forces are merged. It says the current 43- force structure is "untenable". The review suggests the Inspectorate of Constabulary and Independent Police Complaints Commission are replaced, and a focus on neighbourhood policing is also being urged. http://www.bbc.co.uk/news/uk-25079741

Payday loans: New law to cap costs The government is to introduce a new law to cap the cost of payday loans. The level of the cap, which has not yet been announced, will be decided by the new industry regulator, the Financial Conduct Authority (FCA). The Treasury says there is "growing evidence" in support of the move, including the effects of a cap already in place in Australia. But the industry said the move could restrict credit, and encourage more illegal lending. The cap will be included in the Banking Reform Bill, which is already going through Parliament. http://www.bbc.co.uk/news/uk-politics-25083701

Appeals

Sticks to Stones in morris men’s desperate plea Leyland’s well-known Stone the Crows morris dancers are sending out a desperate appeal for coppiced hazel after they keep breaking the sticks they traditionally clash together while dancing. The Border Morris dancing troupe, who practice at Leyland’s Farington each Thursday night, go through so many of their sticks that they are struggling to replace them. And, even though they grow on trees, the morris men (and women), who next perform at Croston Christmas Fair on December 8, cannot find enough to keep them sticking together. If you can help the Leyland based troupe, you can contact them through their website, at http://www.stonethecrows.org.uk or call 01772 499074.

Defibrillators (AED) Why do I need to buy and AED? it may be your life the AED saves………………… An AED or automatic external defibrillator is a medical device designed for the use by almost anyone. Its function is to deliver a powerful electric shock to the heart of somebody who has collapsed. It is the only treatment for somebody in this condition and speed is of the essence. No doubt you've seen a similar defibrillator being used many times on television programmes. The biggest concern anybody has when they consider whether to purchase an AED is whether they can do any harm. The simple answer is no. AED's are designed to be instinctively easy-to-use and will only operate if the patient is in a fatal cardiac arrhythmia. Every other medical condition from a simple faint to something more serious will not allow the device to deliver a shock. So, every minute that is wasted in delivering a shock to patient in cardiac arrest their chances of survival deteriorate by at least 10% so if you think you can get to the patient before an ambulance does you've answered the question of whether you need to buy an AED. Using a defibrillator does not mean that you don't need an ambulance, you still need medical support but you are giving the patient the greatest possible chance of survival and the paramedic the greatest chance of delivering that patient to hospital alive. AED's have dropped dramatically in price over the last twenty years and range from £800-£2000. We are working with NWAS to offer you their discount. Full training designed to familiarise you with the machine is offered by Heartbeat (a donation to the charity will be appreciated). For more information please email: [email protected]

Supermarket energy drink ban for under 16s Morrisons supermarket has banned children under the age of 16 from buying high caffeine energy drinks. The staff at some of the supermarket branches will challenge customers to prove their age. The ban has been brought in because of health fears about extreme-caffeine intake by children with energy drinks. The restrictions apply to certain brands with more than 150mg of caffeine per litre. It will affect Red Bull which has 320mg, Monster (338mg) and Relentless (320mg). http://www.bbc.co.uk/newsbeat/25052241
