Project Development and Environment (PD&E) Study

Northeast Gateway: Welaunee Boulevard Leon County, Florida

Blueprint Intergovernmental Agency, recognizes the success of each transportation improvement project depends on a successful public outreach effort. Blueprint Intergovernmental Agency is committed to conducting a Public Involvement Program (PIP) to reach the community and anyone who has an interest in or is affected by the project.

The purpose of this PIP is two-fold: to provide information to and receive information from concerned citizens, agencies, private groups, organizations, governmental agencies, and elected and appointed officials. This program helps ensure that the study reflects the values and needs of the communities it is designed to benefit. The PIP will be updated and amended throughout the project to incorporate the latest public involvement policies and techniques as they evolve. Public input is collected through the project duration. The PIP includes a schedule of events and a list of documentation and procedures exhibiting compliance with state and federal regulations.

The PIP for the Northeast Gateway: Welaunee Boulevard PD&E Study is in compliance with the PD&E Guidelines and the Florida Design Manual, Florida Statutes Sections 286.0105, 286.011, and 339.155 and Rule Chapter 14 of the Florida Administrative Code, Executive Orders 11990 and 11988, Council of Environmental Quality Regulations for Implementing the Procedural Provision of the National Environmental Policy Act, the Efficient Transportation Decision Making Manual (ETDM), Department of Transportation Order 5610.1C, and Parts 23 and 40 of the Code of Federal Regulations.

Project Background

The project will conduct a PD&E Study for evaluating the extension of Welaunee Boulevard from Fleischmann Road, over I-10 to Centerville Road at Shamrock Street, a distance of approximately 5 miles. The proposed Welaunee Boulevard Extension typical section is a four-lane divided arterial roadway inclusive of sidewalks and multi-use trails. The standard right of way being planned for the facility is 120- 140 feet. The project does not include an interchange at I-10.

The project includes a new Welaunee Greenway that would connect with the Miccosukee Canopy Road Greenway (MCRG) and cross I-10 on a proposed pedestrian/bicycle bridge and is included in the local government land use and transportation plans. With the exception of a portion of the Welaunee Greenway, the project is located inside the Urban Services Area on lands planned for urban development since 1990.

To achieve Blueprint approval of the preferred alternative to advance into final design, agency coordination, public involvement, technical support, and environmental compliance will be conducted.

This study will be a part of FDOT’s Efficient Transportation Decision Making (ETDM) process. A purpose and need statement, project description, and preliminary environmental discussion will be developed.

Project Goals

The goals for the Northeast Gateway: Welaunee Boulevard PD&E Study are to analyze and assess the Project’s impact on the social, economic, cultural, natural, and physical environment, in order to develop the Location and Design Concept of the Project in accordance with FDOT policy, procedures, and requirements.

IDENTIFICATION OF AGENCIES AND AFFECTED PUBLIC

A project email and/or mailing list will be developed, augmented, and maintained throughout the project. The email and/or mailing list will contain elected and appointed officials; local, regional, state, and federal agencies; concerned citizens and organizations; property owners and businesses; media; and other interested parties that have expressed an interest in the project or requested to be added to the email and/or mailing list.

Email and mailing list recipients (officials, agencies, property owners, interested parties) will receive notification letters to the kick-off and alternatives public meetings and the public hearing.

Federal, State, Regional, and Local Agencies

The following federal, regional, state, and local agencies may have a concern regarding this project due to jurisdictional review or because an expressed interest is identified. These agencies are contacted through the Advance Notification coordination process at the outset of the project in accordance with Part 1, Chapter 3 of the PD&E Manual. These agencies provide valuable input with regard to the project’s implementation and consistency with local, regional, state, and federal goals, objectives, and policies. When identified, concerned agencies will be added to the list and contacted throughout the study. Environmental Justice Populations

The project area may contain low-income and minority populations that could require special attention for Environmental Justice. The study will examine demographic data and identify these populations to focus outreach efforts to ensure full and fair participation in the public involvement activities. During public involvement activities, the project team will make reasonable efforts to identify attendees and participants

who are from Environmental Justice communities. The study will address disproportionately high and adverse human health or environmental effects impacts on these populations.

OUTREACH ACTIVITIES

The following techniques are used to notify the public of the proposed transportation improvement and to solicit public input about the project development process. All materials for the public outreach activities are coordinated and approved by Blueprint Intergovernmental Agency prior to distribution. Blueprint Intergovernmental Agency will be responsible for the expenses associated with advertisements, notifications, and mailings required for public outreach events and activities.

Media Outreach

Media in the project area will be contacted to publicize the public meetings and the public hearing. Additionally, the project team will contact local media to keep the public informed about the project’s purpose, needs, and public events. A preliminary list of media contacts is provided below. All media contact will go through the Blueprint Intergovernmental Agency.

News/Press Releases

News/press releases or project fact sheets will be submitted to Blueprint Intergovernmental Agency at least two (2) weeks prior to each public meeting for distribution to the media.

Public Notices/Legal Display Ads

Preceding each public meeting and the public hearing, legal display advertisements will be published twice in the Tallahassee Democrat newspaper. At the end of the study, an ad will be published in the newspaper announcing the Location and Design Concept Acceptance (LDCA). The public meetings and public hearing will also be advertised in the Florida Administrative Register at least seven (7) days prior to each meeting.

Public Announcements

To distribute PD&E study information, public meeting handouts will be available to organizations such as neighborhood/civic groups, Greater Tallahassee Chamber of Commerce, Leon County and the City of Tallahassee. Any correspondence will be coordinated with Blueprint Intergovernmental Agency.

Direct Mail List

A mailing list will be developed and include those listed in Section 0, citizens or organizations that participate in project meetings, and anyone asking to be added. The list will be updated throughout the project. The following will be contacted by direct mail to obtain input throughout the project development process and/or to provide project information:

▪ Those whose property lies, in whole or part, within at least 300 feet on either side of the centerline of each project alternative (Section 339.155 FS), and other local citizens who may be impacted by the construction of this project. This portion of the mailing list is based on the Leon County Property Appraiser database. ▪ Elected and appointed public officials. ▪ Public and private groups, organizations, agencies, or businesses that request to be placed on the project’s mailing list.

A project website will be created in order to promote public involvement in the project. The website will contain an overview of the project and updates to the study and design progress, as well as the schedule of public meetings.

Presentations to Local Offi cia ls

Kick-off presentations will be given to the Blueprint Intergovernmental Agency Board and the Capital Region Transportation Planning Agency (CRTPA) and their advisory. Presentations will also be made to these same groups at key points throughout the project duration.

Public Meetings

Two (2) informal public meetings will be held during this project: A Public Kick-off Meeting and an Alternatives Public Meeting. These meetings will be designed to present the project, conceptual project alternatives being considered, and obtain comments from the general public.

During the Alternatives Meeting section of this PD&E study process, a new and innovative public engagement technique will be employed. That public engagement strategy is called Deliberative Democracy.

In order to use the Deliberative Democracy process, an Issue Framework is created using a process called Naming and Framing. The process involves collecting the Welaunee Boulevard project’s stakeholders’, interested parties’, and subject matter experts’ perspectives as they identify (name) some of the problems and concerns they might have with the project. The “naming” will occur during several preliminary meetings ahead of the Alternatives Public Meeting. The input from these sessions will be developed (framed) into a unique program for discussion during the Alternatives Public Meeting and will have been designed by the stakeholders and interested parties themselves, recognizing and validating the diverse groups’ interests in the project. The framework for discussion will incorporate at least three alternatives for approaching the issues and concerns voiced throughout the naming process.

Creating an appropriate platform for civil and deliberative discussion (weighing the pros, cons, and tradeoffs for each approach) will bring together Tallahassee area citizens who will make choices about the challenging issues of this project. The forum will provide a non-partisan overview to the topical issue and encourage participants to take a fresh look at their own convictions. By offering a discussion framework for the Welaunee Boulevard project, Carpe Diem Community Solutions will help the public take an active role in policy decision-making.

In conducting “framed” public forums, participants share their opinions, their concerns, their knowledge, and weigh several possible options for society to address the issue. Moderators encourage participants to examine their values as individuals and as community members. In this deliberative practice, participants often accept approaches that are not entirely consistent with their individual wishes and that impose costs they had not initially considered. This happens because this style of talk helps people see issues from different points of view; participants use deliberation to discover, not persuade or advocate. The best deliberative forums can help participants move toward shared public judgments about important issues. Participants may hold sharply different opinions and beliefs but, in the forums they discuss their attitudes, concerns, and convictions about each issue and, as a group, seek to resolve their conflicting priorities and principles. In this way, participants move from making individual choices to making choices as members of a community – the kinds of choices from which public action may result.

The Alternatives Public Meeting as described above will be a completely different type of meeting and will be moderated by trained Carpe Diem Community Solutions moderators in the Deliberative Democracy format.

Public Hearing

A formal public hearing, as required by federal regulations and state law, will be held for this project. See Section 0 for more details on the public hearing.

Informal/Unscheduled Meetings

In addition to the scheduled public meetings, there may be unscheduled meetings/community forums with the public, elected and appointed officials, public agencies, homeowners associations, and/or civic groups. The purpose of these meetings is to apprise the attendees of the project status, specific location and design concepts, and to receive input.

COORDINATION WITH LOCAL GOVERNMENTS

Communication and coordination with the Leon County and City of Tallahassee and are crucial to the project’s success. The project team will meet with local officials and staff throughout the project. Elected officials and staff will be notified in advance of the public meetings and public hearing. Copies of maps depicting alignment options and design concepts under consideration and draft copies of any engineering and environmental study documentation will be furnished to county/city engineering/public works departments for review and comments.

PUBLIC HEARING

In compliance with Florida Statutes and the FDOT PD&E Manual, 23 CFR 771 and Section 229.155, one (1) public hearing will be conducted.

Public Hearing Site

The public hearing will be held at an appropriate facility convenient to the project area. Proposed locations will be visited in advance of the public hearing in order to locate and reserve a facility that accommodates the anticipated number of attendees and meets the requirements outlined in the Americans with Disabilities Act (ADA).

Public Advertisement

A minimum 5” x 7” size display ad will be published at least fifteen (15) days and again seven (7) – twelve (12) days prior and again the day prior to the public hearing in the Tallahassee Democrat newspaper. Additionally, a legal ad will be published in the Florida Administrative Register at least seven (7) days prior to the public hearing.

Letters of Invitation

FDOT, agencies, and elected and appointed officials will receive notifications via email notifications at least 25 but no more than 30 calendar days prior to the public hearing. Notification letters will be mailed via First Class US Mail to all property owners at least 17 to 24 calendar days prior to the public hearing and as required by Section 339.155 Florida Statutes.

Hearing Preparation

A PowerPoint presentation, graphics, and handouts will be prepared to support the oral public hearing presentation.

Tra nscript

As part of the public record, a verbatim transcript of the public hearing will be compiled to include letters and comments received at the hearing and written comments received within the established comment period subsequent to the hearing. Speaker cards, sign-in sheets, and other completed comment sheets will be part of this record.

Documents for Public Review

Environmental and engineering reports to support the PD&E study evaluation and the draft Type II C.E. will be available for public review at least twenty-one (21) calendar days prior to the public hearing. The location of the study documents for public review will be provided in the public hearing advertisement and in the public hearing notifications. The specific public review sites will be determined prior to the public hearing. Sites that will be considered include county libraries and county/city offices.

Title VI Civil Rights Act

Notification of the Title VI Civil Rights Act and the Relocation Assistance Program that complies with Title VIII will be provided in the public hearing presentation, by handout, signage, and through availability of personnel at the public hearing.

Americans with Disabilities Act (ADA) Complia nce

Notification of the Blueprint Intergovernmental Agency intent to comply with the ADA is provided in the public hearing advertisements, notification letters/newsletters to property owners and local officials, handouts, and by the selection of a public hearing location that meets all ADA requirements.

PUBLIC HEARING FOLLOW-UP

The following procedures will occur after the public hearing.

Responses to letters received following the hearing, and questions and comments not answered at the public hearing will be made in writing. The project team will prepare letters for review and approval by the Blueprint Intergovernmental Agency prior to mailing to the individual or group who posed the question or comment. A copy of all responses will be included in the project files and the public hearing summary.

Recommendation Notice

A legal notice announcing the Federal Highway Administration recommendations will be published in the Tallahassee Democrat newspaper. In addition, news items detailing the Blueprint Intergovernmental Agency recommendations to FHWA will be provided to local media.

Public Hearing Transcript Package

A transcript package is produced and submitted following the public hearing. The transcript package includes the verbatim hearing transcript prepared by an approved court reporter, an errata sheet detailing any transcript discrepancies, a copy of all correspondence received by the Blueprint Intergovernmental Agency as part of the public hearing record, and affidavits of publication for newspaper ads advertising the hearing.

Comments and Coordination Report (Public Involvement Summary Report)

A Comments and Coordination Report (Public Involvement Summary Report) is produced and submitted at the conclusion of the PD&E study. The Comments and Coordination Report will include:

A summary of the Comments and Coordination Report is included with the final Preliminary Engineering Report. In addition, the Type II C.E. includes a comments and coordination section that summarizes the ETDM screening events, substantive comments and their responses, and interagency coordination and consultation.

PUBLIC INVOLVEMENT DURING DESIGN

It is anticipated that the Design Project Manager will maintain an appropriate level of public involveme nt activities throughout the final design process. These public involvement activities may include additional coordination meetings with local government and environmental permitting agencies, work sessions, and small group meetings, as directed by the Agency.
