Washington, D.C. 20463 ^ Re: FEC Campaign Finance Violations by Jack Antaramian and Mona ^ ' Antaramian ^ To Whom It May Concern: ^ In January, 2011, we were notified of a list compiled by the Center for Responsive ^ Politics and posted on their website "OpenSecrets.org" displaying the top contributors to the ^ • Democratic National Committee ("DNC") diuing the 2010 election cycle (the "OpenSecrets rsi Contribution List"). The OpenSecrets Contribution List is attached as Exhibit "A". The OpenSecrets Contribution List shows Antaramian Development Group, LLC, a Florida limited liability company ("ADG") as the fifth highest contributor to the DNC during the 2010 election cycle. Rest assured, this infi>imation was shocking, as we own a fifty percent interest in and are directors in ADG and we are British Subjects (and not United States citizens). To our knowledge, ADG has never directly or indirectly contributed to any political candidate or party, nor authorized any other member ofthe entity to contribute to any political candidate or party in the name ofthe company. The contributions attributed to ADG are all connected to donations by JackJ. Antaramian, a/k/a John Joseph Antaramian ("Jack"). During the 2010 election cycle, and in prior election cycles, Jack was a manager and minority interest holder of ADG. Based on the information contained in the OpenSecrets Contribntion List, we began a review of the contributions made by Jack, and individuals associated with Jack, available en the FEC website. We have attached the search results fix>m the FEC database listing: (i) Jack's contributions, attached as Exhibit "B"; (ii) a list of Jack's wife, Mona Antaramian's ("Mona") contributions, attached as Exhibit "C"; (iii) a list of Jack's Son, David Antaramian's ("David") contributions, attached as Exhibit "D"; and (iv) a list nf Jack's sister-in-law, Yasmeen Wilson's ("Yasmeen") contributions, attached as Exhibit "E" (collectively, the "FEC Individual Contribution Lists"). Additionally, we have leamed from further investigation that Jack and Mona were large donors to the Obama Presidential Ixiaugural Committee donating $50,000.00 each. A copy of a document showing a list of donors to the Obama Presidential Inaugural Committee is attached as Exhibit "F". :i After reviewing the corporate books for ADG, other entities Jack owns an interest in, . i and the FEC Individual Contribution Usts, based on information presented below, along with the I size and fi-equencyo f the political contributions and donations made by Jack and his close family members, we have concerns that Illegal conduct has occurred in campaign contributions made by Jack. The fi>llowing issues, based on fact, infonnation, and belief, are particularly conceming: ^ 1. In-Kind Contributions and Corporate Contributions. . I In spring 2009, Jack and Mona, through regular and ongoing communication with the DNC, agreed to contribute rent-free office space to the DNC. 1. On July 1, 2009, Jack, through an entity he owns named Antaramian Development ^ Corporation of Naples, Inc., a Florida coiporation, now known as Antaramian Development ^ ' ' Corporation of Naples, a Florida corporation ("ADCNI), entered into a lease (the "Lease") with Q : 1 Pettit Square Partners, LLC, a Florida limited H^ility company, formerly known as iM Antaramian/Pettit Square Paitneis, LLC, a Florida limited tiability company ('TSP"), for the Wl'' lease of certain office spaee at the commercial development called Pettit Square. A copy ofthe 2 • Lease is attached as E^diibit "G". Along with being an owner and President of ADCN, Jack is also a minority interest holder' in PSP. A copy of the Florida Department of State, Division of ^ ' Corporations entity information for ADCN is attached as Exhibit "H". Although the Lease lists Antaramian Development Corporation as the tenant, this was, according to Jack, a scrivener's error. A copy of ADCN's Answers to Plaintiffs Interrogatories Dated July 13,2010, in the case styled Antaramian/Pettit Square Partners. LLC v. Antaramian Development Corporation Case No. iO-17S9-CA (Fla. 20th Cir. Q. filed March 10,2010) (the "Litigation") is attached as Exhibit "I". - Oh July 23, 2009, the DNC began occupying the Pettit Square office space under the ^ADCN's Lease with PSP. A copy of the DNC's Answer and Affirmative defenses in the Litigation' is attached as Exhibit "J". According to an email from Steve Hemping (a DNC representative) to Jack and Mona on July 28,2009, the Pettit Square office space was "graciously donated" to the DNC. A copy of the email chain is attached as Exhibit "K". The DNC oocopied the space from July 23, 2009 through March 3,2010, and failed to make any rant payment to PSP, as the landlord, or to ADCN, as tiie tenont, for the use of Ihe office space. After attempts to cofiest rent fixmr ADCN and the DNC failed, PSP instituted the Litigation. A settlement agreement was eventually reached witfa the DNC and tfae DNC was dropped fiom tfae Litigation. A copy of tfae Notice of Voluntary Dropping With Prejudice ofthe DNC is attached as Exhibit "L". As part of the settlement agreement, tfae DNC agreed to and did pay $29,116.64 in back rent for tfae use of tfae office space. A copy of tfae cfaeck is attached as Exhibit "M". The in-kind contribution of office space is a poUtical campaign contribution by ADCN, (ho cornerato entity that entered into flie Lease witii PSP. However, in addition to tiie illegal corporate contribution by ADCN, Jack and Mona personally provided in addition fianiture, sofos, tal)les, lamps, storage drawers, a large copying macfaine and a desk. These items were H

even delivered to tfae DNC premises by a moving company, also paid for at tiie expense of Jack and Mona. A copy of tiieemail s describing tiie donated items, along witii tiie costs associated with some of these items is attached as Exhibit "N".

The utilities for tiie donated DNC premises were also paid for by Jack and Mona. A copy of emails and referencedutilit y bills and statements are attached as Esdiihit "O". Although tfae in-kind contoibution to tiie DNC by ADCN was aheady illegal because it was provided by a corporation, Jack, knowingly and willfully attempted to pass tiie contribution off as a contribution of his son, even though this attempt was impossible as the Lease was negotiated and executed by his corporation. A copy of the email discussing tiie in-kind contribution is attached as Exhibit'T". O ^'' Additionally, as of June 19, 2009, Jack represented in an email to the management ^., company in charge of managing tfiePetti t Square office space tiiat "I am in tiie tenant." A copy ^ . of tiie June 19,2009 email is attached as Exfaibit "Q". ^., When the Lease was finally executed. Jack replaced himself as tfae tenant witfa ADCN, a ^ corporation. He did not, as misrepresented to tiie DNC, replace himself with his son. Jack's fSI misrepresentation to the DNC was merely an attempt by Jack to make a contribution in the name of another. The emails in Exfaibit "N" illustrate tiiata s of May 12, 2009, Jack and Mona were botii aware that they faad abready met or were near tfae lawful campaign contribution limits for the 2009 year. As tfae FEC Individual Contribution Lists demonstrate, by April 30,2009, both Jack and Mona had already met theiamraal contribution limit to tfae DNC. However, tius did not stop tfaeir attempts to continue contributing, but rather led them to engage in illegal contributian schemes to avoid being specifically identified as the contributors- of major campaign contributions. In addition topassin g off contributions as if made by others, and making illegal corporate contributions. Jack also failed to report a variety of in-kind contributions for tiie smaller benefits like furniture, fixtures,utilities , and moving services referenced in Exhibit "N". Based on the email evidence attached to this letter, it appears clear that tfais conduct, as tb Jack and Mona's actions at Pettit Square, was a knowing and willful viollUion of law. 2. Contributions of Possiblv Laundered Moneys Gram the Antaramian Familv Trust and /or Overseas B«nV awH/nr Other Accounts. Jack is also involved in separate litigation in a case styled Zand et al. v. JackJ. Antaramian et al.. Case No. 10-6683-CA (Fla. 20tii Cir. Ct., filedNov . 24, 2010), regarding a $1,000,000.00 investments entry fee (tfae "$1 Million Investments Entry Fee") paid via wire transfers fiom Switzerland to Jack's trust, tfae Antaramian Family Trust, at overseas accounts in four instalhnents starting in 2001. Jack required this $1 Million Investments Entry Fee of us prior to our being allowed by Jack to participate witii Jack in real estate development projects in Naples, Florida. We were instructed to wire tiie $1 Million Investments Entry Fee torn Switzerland to overseas accounts for the benefit of the Antaramian Family Trust. A copy of the wire transfers is attached as Exhibit "R". To date, this money has not been reported as income to the IRS (see Notice attached as Exhibit "S" fromHowar d Medwed, Jack's tax lawyer). Because Jack's fmancial assets are tied to the Antaramian Family Trust and Overseas/Chaimel Islands Bank and/or Other Accounts, and because Jack did nol have direct access to ADG fimds in making his political contributions, upon information and belief, it is likely that Jack has been utilizing the Antaramian Family Trust, along witii other ofl&hare funds in whicfa Jack may have laundered money, tomak e his political contributions.

3. Contributions in the Name of Anotfaer. (H Q' In light of the illegal in-kind contributions Jack made to the DNC at Pettit Square, a (P review of the FEC Individual Contribution Lists also raises concems that other contributions •H made by Mona, David, and Yasmeen were actually funded by Jack. During the 2006 election 1^. cycle, Yasmeen contributed $11,000J00 to individuals and tn the DNC. Even more peiplexmg is ^ why Yasmeen would state tfaat she was employed by ADG in reganl to any of the contributions ^ made during this period. Yasmeen has never been employed by ADG. These fiicts, coupled Q-.. with Yasmeen's family relationship with Jack, raise the suspicion that Jack himself funded these rvi contributions by giving money to Yasmeen to contribute. For the 2010 election cycle, as shown in the FEC Individual Contribution Lists, Yasmeen contributed a totalo f $18,000.00 to individuals and to the DNC. Upon information and beUef, Yasmeen's income during the 2010 election cycle makes such sizeable donations highly suspect. Finally, on January 21, 2010, the day after Jack and Mona each made $30,400.00 contributions' to the DNC, Davhl, as a student,- made the same maximum contribution to the ..{ DNC. Although nothing explicitly illegal is manifested from David's contributions-, the timing and amount, in addition to the fact that David is a student, raises concem that all of these donations were, in &ct, from Jack, wfaether by his own funds, those of the Antaramian Family Trust, or drawn fiom some other overseas funds or accounts.
